2. Your economy has dependent on a small independent country that has been absorbed by your neighbor that has been a long time rival.
3.A civil war or coup weakens a once powerful neighbor of yours that has resources you want and need.

He's a newb, not a n00b. So far he hasn't "lunched nukes"(GN quote) at anybody or sent millions of troops to occupy some far-flung country that he has no interests in.
