Megatron would welcome the arrival of a new empire into the Imperial Consortium, though he'd secretly gripe out the amount of organic lifeforms in the alliance in private company. Optimus would be surprised, though the Autobots won't initially fight you, so long as you don't attack them first; they're more focused on defeating the Decepticons on Earth.

Considering that Earth has been threatened with near-destruction multiple times by multiple parties, cities have gotten literally wiped off the map, and the entire planet is basically engulfed in war, I do not think that that would make any sense for the story. It would have to be the most lax and oblivious world government ever to ignore all of that.
