• Overview •

Snaking out from the Free State Republic (FSR) and the Liu Xiu Economic Zone (LX), the Pale Stars Trade Corridor (PSTC) represents one of the first major interstellar trade lanes to traverse outwards to the volatile Northwestern rim of the Gamma quadrant. Winding through a realm of dark, dangerous and strange stars it enters the luminous boundaries of the Pale Reaches, a vast otherworldly interstellar anomaly, and anchors itself within Faelanic Quietude (FQ) at its capital, Parthas. Overseen by a joint trade administration between the Faelanic Quietude and the FSR, the Pale Stars Trade Corridor represents a new stage in economic relations between the rimward nations on the galactic periphery and the coreward states. Now with extensive support and protection from both nations, the Pale Stars Trade Corridor hopes exploit the rim’s vast untapped wealth, ensuring for future generations an enduring age of financial prosperity and political stability within the Northwest Gamma quadrant.

Whilst Northwest Gamma had once been a bastion of civilisation in the distant past, as evidenced by its vast precursor ruins and ancient abandoned “wild” terraforming projects, it has long been lost to the ravages of piracy, violence, political instability and despotism, as well as hosts hostile interstellar terrors endemic to the sector. Despite this, many races both native and foreign have managed to carve out civilisations amidst this vast “terra incognita” that consists of the inhospitable and brutal galactic frontier. Cut off from much of the rest of the galaxy, the Northwestern rim has struggled to keep its neck above the tide of opportunistic raiders that have chosen to occupy it, fighting a constant war against the sapient detritus of the coreward races, as well as older threats now stirring once more from their long dormancy. It is hoped that Pale Stars, anchored deep into the protective arms of the otherworldly Pale Reaches, shall provide ample economic stimulus for the native rimward nations to rise once more and re-establish their long forgotten power upon the galactic stage.

Third party financial interests in Pale Stars may be solidified through either the construction of waystations along its length, or by applying for embassies or financial freeholds at either of the two anchoring economic zones. The Northwestern Anchor consists of the Parthas Economic Zone, run by the Faelanii and consisting of three systems, with the Southeastern consisting of an equal number of systems under the Federal Republics jurisdiction. Economic backing will ensure a direct point access to the the largest market of lucrative resources, technology and goods on the rim, and furthermore bring prosperity to all cooperative economic markets associated with the PSTC administration. Such prosperity is already growing apparently with the numerous small nations through which the Pale Stars Trade Corridor passes, providing a line of civilisation through a region troubled by instability and violence.

First of all welcome to Pale Stars! Glad to have another visitor take an interest in this long planned out and dual administered project!

Pale Stars represents a SEMI-OPEN setting in somewhat a similar fashion as the prior Liu Xiu Economic Zone. Unlike Liu Xiu however, Pale Stars is not quite as open source due to taking place in core territories in both our nation's administrations, and thus bound to our nation's variable fortunes. The use of Pale Stars as a RP’ing location is furthermore bound up in the acceptance of the aforementioned nation - or a subsidiary organisation of it, be it corporate (or criminal in the PEZ) or otherwise- through a successful application process. Any invasions or acts of mass scale destruction in locations along its length as part of a RP must pass through both of myself and FSR first to occur. Fundamentally the intention of the setting is that it will explore perhaps the darker, more adventurous and volatile “sink or float” aspects of interstellar economics. It is thus hoped that Pale Stars will open up avenues for stories focused on corporate espionage, assassination, smuggling, narcotics deals and other criminal activities, whilst also supporting lighter themed topics such as adventure, treasure/thrill seeking and exploration along the Gamma rim.

In this interpretation of its historical background, Northwest Gamma itself has been cut off from stable contact with the rest of the galaxy by events known as “Lesser and Greater Disjunctions”, cyclical tides of anomalous activity that formed unnavigable barriers, and awaken destructive primeval terrors from their long hibernation. As a result Northwest has been deprived of contact with the rest of the quadrant for centuries and sometimes even thousands of years, leaving it as a kind of “terra incognita” on the galactic map and populated by all manner of alien wonders. Building upon this, we aim to worldbuild Northwest Gamma into the “New World” of the quadrant, with immense untapped wealth, elaborate histories, alien civilisations and ancient dangers all just waiting to be found by the bold explorer, all thematically enhanced by a grandiose sense of adventure and discovery. As such we hope to foster an atmosphere around it comparable to a kind of “Age of Discovery” period, with courageous explorers, intrepid merchants and vicious conquerors each trying to establish themselves in this beautifully alien but also hostile realm and coming into conflict with the races that call it home. Of course there is no interest in playing ‘all’ the themes of the Age of Discovery straight. The native civilisations are not going to be carved up after being ravaged by disease (unless you want to play with that concept), and there is also the little issue of them often being militarily advanced interstellar civilisations, so the situation is operating on far more equitable scales. Naturally this interpretation is all optional, you can choose to acknowledge or disregard it at your discretion, but I find it provides a enjoyable foundation to build off if you see fit to use it in visualising the region.

• Northwestern Anchor Astrological Information •


The astrography of the Parthas Economic Zone covers a total of three stellar systems within the 'Faelanii Home Cluster' known as 'The Painted Vale'. This consists of the Faelanii capital Parthas, the paradise world of Prydannica and the corsair republic of Morah. The Parthas Economic Zone is known more commonly to many spacefarer's as “The Northwestern Anchor”, providing a common ground to rimward states to trade and engage in public discourse and diplomacy, as well as allowing easy access to technological and material pleasures - both coreward and rimward - for potential buyers.


‘The Pale Reaches’
The Pale Reaches is an interstellar anomaly originating from a unusually massive dimensional rupture in its astrological centre, and is positioned on the northwestern galactic rim of the Gamma Quadrant. From this immense stellar scar vast rippling tides of strange dark matter emanate, known to the natives as “The Reef”. This dark matter takes the form of vast bankings of semi-solid crystalline material, visible to the naked eye, discharging both light and small amounts of heat as it seemingly ‘burns’ in a manner that remains still poorly understood. This matter has spread across a vast area of space, encompassing countless thousands of systems and has proven to be a grave obstacle in traversing the Pale Reaches, reacting violently to physical interaction and consuming anything that touches it. The Pale Reaches however is not a forever expanding location, and it seems instead that the reef - although it cannot be destroyed by conventional means - is slowly but surely degenerating after a prolonged lifetime, resulting in semi-permanent borders once it reaches the furthest edge of the Reach.

The reef has thus rendered much of the systems within the Pale Reaches inaccessible, asides from a small number of points of ingress that break through the barrier and which fluctuate depending on the “seasons”. Thus far three permanent points of entry have been found so far that allow access to the reef, two of which have seasonal periods of growth and retraction and the third consisting of a stable corridor leading to the Faelanii, a thing made possible by a subspace eddy within that region of the Reach which disrupts the movement of the reef around it.

Despite the immense dangers of charting a course through the Reef, many non-natives have tried to map the constantly shifting tumultuous region of space and plunder its treasures, with varying levels of success. Before the Faelanii contacted the rest of the galaxy, the third pass was unknown, and most made their attempts through the first and second, resulting in a litany of disappearances, deaths and near fatal escapes from the reef and its ecology. With access to stellar mapping the process has become easier, if not less hazardous, as the reef has its own endemic lifeforms, many of which are incredibly dangerous to encounter. Still some consider it well worth the risk, as the inner core of the reef along with a fair number of its coreward worlds are home to a veritable trove of untapped precursor artefacts, cut off for thousands of years from the hands of scavengers and looters. Now through the Parthas Economic Zone these lone adventurers now have a base of operations from which to launch from, albeit all under the watchful eye of the Faelanii administration.

Locations within the Northwestern Anchor

‘Parthas’
Parthas is a massive five thousand year old ringworld that served as the capital of the once-great Aeshanii Empire, lost to time but unearthed from its solitude once more by their Faelanii successors. Although the proud structure is in disrepair due to catastrophic damage to a quarter of its surface, and has been overrun with highly aggressive fauna on two of the other remaining sections, a single remaining quarter of it - “The Palatine Core”- remains in relatively pristine condition. As a result of this the Faelanii have since recolonised the site after its transfer to the deep rim, and now reside primarily in a series of thirteen cities across its surface, with the ancient metropolis of Tantallath serving as the seat of the Faelanii imperial dynasty. To prevent looting or foreigners disturbing the bodies of the long dead dating from its abandonment, access to the surface of Parthas has been restricted to nine continents that a form an unusual “impact crater” at its centre and represents the most densely settled inner zone of colonisation. Its monumental - although still primarily underpopulated - cities consist of an advanced variant of the same ossified coral like lifeform the Faelanii themselves used to grow their cities, and their still pristine forms dot the new wilderness that has formed since its abandonment by the Faelanii’s ancestors a thousand years prior. The Palatine Core features a diverse alien ecology across its vast surface, designed in the far distant past to appeal to the aesthetic qualities once held by the Aeshanii precursors. Surprisingly it has been discovered no one continent is alike, with each featuring a biosphere different to the last, presumably created over the course of multiple millennia at the behest of its inhabitants. Despite the crippling damage and inaccessibility of much of the ringworld, much of the self-repairing systems and maintenance machines remain operational and thus its remaining habitable portions are relatively undecayed.

‘Prydannica’
Prydannica represents the banking and tourism capital of the Parthas Economic Zone. Built upon immense reserves of rare amber frequently collected from beneath the earth and on its immense sandy beaches, it serves - in conjunction with the imperial banking associations - to regulate the Imperial Argant, the main currency of the empire. Asides from this, the seven isles off the coast of the deadly Prydannican mainland provide excellent seasonal resorts for tourists, when not weathering the tropical storms and the megamonsoons that result from the mainland’s Pangeaesque supercontinent. Overall the planet is warm, tropical and humid, with very small ice caps and short unremarkable winters, providing a excellent location for casual negotiations and other light diplomatic work. The main continent also offers some dangerous recreational activity given its incredibly violent coastal jungle ecology and hot inner-continental deserts. Along its coasts cities stand out palely amidst tangles of deep green jungles, their heavy cyclopean structures built to withstand the elements - although not without a semblance of grace and modernity. The clans native to Prydannica are known to press amber shards into their facial plating and wear them to express their wealth, and in recent years it has become vogue to fuse flowering fungal symbiotes to their flesh and wear them as living ornamentation. A number of uninhabited medium sized islands have been designated suitable ground for the settlement of freeholds, and have since been cleared of the worst of the planets native horrors for colonisation.

‘The Brass Republic of Morah’
Situated on the outermost rim of the Pale Reaches, the Brass Republic of Morah consists of a corsair republic under the diktat of its charismatic ruler, Oberyn of Haine. Known for its frequent dry thunderstorms and dense morning mists, the Brass Republic is so named due to is brass gilded domes and spires that rise above its vast singular city. Here smugglers, corsairs, slavers and narcotics dealers ply their trade, and it is here from which blood, alcohol and drugs flow out from across the rim. Known for its vast fields of stimulants and its complimentary apiaries, as well as the cleanly ordered nature of the city itself, it has been called a “the most polished den of depravity and discord in Gamma.” Here even the pretence of legitimacy give way to base desires and morals, with everything and anything for sale, regardless to its origin. Vast sums of money are made and lost as the mulling multitudes cast it away on pleasures of the flesh, intoxicants, gambling and blood sports in its low smoke filled dens, making kings into beggars ... and for the fortunate few, beggars into kings. Above it all vast shipyards are filled with the glowing hulls of thousands of corsair vessels as they speed in and out of system, depositing their loot from their quadrant wide raids. High above, 'The Star of Morning', a vast spiny urchin-like orbisprawl serves as the site of permanent foreign businesses and regularly shuttles up and down visitors to the city below via space elevators, with non-xenos being forbidden from settling Morah in any significant numbers.

‘Gateway Commercial Sector’
What is being collectively called the Gateway Commercial Sector is the united exclusive economic volumes of three separate star systems of the Free State Republic: Euryant, Kilmer and Quixie. They will all together function as the anchor of the Pale Stars Trade Corridor, acting as the terminus for all incoming traffic along the corridor to the Republic and as the origin point of outgoing traffic traveling up the corridor away from the Republic. The Gateway Commercial Sector breaks what was once a continuous martial exclusionary buffer zone which stretched across the stellar volumes of the star systems of Kilmer and Quixie and continued along a curved line running with the established territory of the Republic. The Crumple zone itself is now split into two sections by the volumes of the three systems that make up the Gateway Commercial Sector, but otherwise the rest of the Crumple Zone remains unchanged. And while the Gateway Commercial Sector is still a heavily patrolled and secured region of space, the associated stellar volumes and surrounding space are no longer under the stringent rules of martial exclusionary zones that is customary of the Crumple Zone.

While the rest of the Crumple Zone remains unchanged, what has become the Gateway Commercial Sector resembles nothing of the martial exclusive zone it once was. Infrastructure has been repurposed beyond just purely military and defensive means, finding new life in preliminary commercial applications. Regulations and procedures have been changed to reflect the transformed nature of the area, adopting more commercially friendly procedures and regulations. The entire sector itself will see favorable administrating when it comes to economic or commercial issues, with the Republic putting a lot of focus on seeing the trade corridor become a success.

The Free State Republic considers the Gateway Commercial Sector and the stellar systems within it to be the frontier and fringe of its established territory accustomed to all laws, regulations, procedure and protocol of the Free State Republic.

Locations within the Southeastern Anchor

'Euryant'
Euryant is the largest of the three systems that make up the Gateway Commercial Sector with six planets, however only one of the six planets is naturally habitable. The system has been slated to become a vibrant and populated system as the entire system has been re-opened to Republican citizens and civilians looking to re-settle into the system through the various homesteading programs offered by the federal and regional governments. As of now the projected population numbers for the end of the current cycle look to be higher than the population numbers in system prior to the Thaetian Incursion. Establishing the Gateway Commercial Sector looks to only benefit the entire system by drawing in various corporations, banks and other financial institutions to establish themselves in the system. Partly to center a part of their operations into the new economic priority of the Republic, as well as to be close to the expanding production and resourcing operations in Kilmer and Quixie the other two systems located within the sector. Since its annexation by the Republic after the Thaetian Incursion ending its run as a successful independent colony, a slow but steady program of reconstruction was initiated to begin the process of repairing the expansive damage the Thaetian occupation incurred onto the planet and the system. Laying the groundwork infrastructure that is currently being expanded and improved upon the system of Euryant will become the focal point for the Gateway Commercial Sector and the entire Anchor of the Pale Star’s Trade Corridor.


'Kilmer'
Kilmer is the second largest of the three systems of the Gateway Commercial Sector comprised of five planets, yet none of the five are naturally habitable. Being the first system colonized by the Republic in their first period of expansion, the Kilmer system enjoyed a rush of colonists and settlers from the overcrowded Axul system. A comprehensive system of orbital habitats, and various terrestrial installations both on the surface and below the surface of the terrestrial planets within the system. While not a heavy population zone, the system itself has seen an above average migration rate than what would be expected of a not-naturally habitable system. Being a resource rich system, various companies within the Republic have begun to establish themselves even further within the system to take advantage of the plethora of resources. While localized en-mass refining efforts are still some ways off into the near future, the infrastructure itself is almost finished. The Kilmer System looks to become a new hub of refining and production for the Republic to fold into its growing economy.


'Quixie'
Quixie is the smallest of the three systems that are included within the Gateway Commercial Sector, but none of the four planets are naturally habitable. Settled after Kilmer was established, there was no rush of colonization into the system like what Kilmer had experienced after its founding as a regional system. With the smallest projected population of the Gateway Commercial Sector, the Quixie system has already begun to bill itself as a lower cost start up alternative to Kilmer and Euryant. Trying to take advantage of their “backwater system” moniker, the Quixie system has promoted itself as a “quiet” system unlike the bustling systems of Kilmer and Euryant. Surveying groups have confirmed that the system holds almost as much variated resources as Kilmer, yet the infrastructure and commercial investment to begin extracting and gathering those resources has only just begun to be built. With the rush of getting into the Kilmer and Euryant systems Republican corporations have started to reach the limit of their ability to extend. And Commercial investment into Quixie has trickled in, beginning a small, slow buildup of commercially viable ventures. Hoping to establish a gathering, refining, and production system akin to Kilmer’s, those jumping into Quixie are hopeful they can turn a profit soon. And attract even more investment opportunities to bring them on par with the other two systems of the Sector.


'Post Gateway'

Outside what is recognized as the exclusionary volumes of the Gateway Commercial Sector, is what the Republic considers to be “Post-Gateway”, and is no longer established Republican Space. While there is still activity done by various population groups, corporate entities, and government agencies it is not at all held as official territory. And the Republic makes no guarantees of the safety, security, connectivity, and profitability of any venture engaged in outside the Gateway.

‘Settlements’
Out just beyond the Gateway, along the sections of space that begin the Pale Stars Trade Corridor, unofficial settlements of various nature tend to pop in and sometimes out of existence periodically. Small in scale these settlements are not large population groups, they eek out an existence independent from the Republic. Relying on the traffic of the trade corridor into and out of the Republic as their lifeline of sustenance and commerce. These unofficial settlements have no direct ties to the Republic besides existing upon the Trade Corridor, and while the Federal Government is interested in the survivability of these settlements for increased coverage along the burgeoning trade corridor attempts to bring these wayward settlements under the umbrella of the Free State Republic is on hold until more substantial infrastructure is completed.

‘Holdings'
Various corporations have begun to establish small holdings of themselves in an official capacity beyond the Gateway Commercial Sector. Attempting to get a head start on establishing networks and infrastructure that would service and improve on the efficiency and capacity of the trade corridor in numerous ways. Out on the fringe and frontier of Republican space, corporate holdings take many forms and provide assorted services to the local space in which they reside. Republican as well as foreign based companies find themselves competing and operating within the Gateway Commercial Sector and beyond up the Pale Stars Trade Corridor. Communication, refining, mining, production, manufacturing, energy, and other types of commercial businesses have found their niche and expanding markets to establish themselves into, and have begun feeling out the untapped markets beyond the Gateway for future involvement.

‘Locations’
While the Republic itself does not consider space beyond the Gateway Commercial Sector to be officially part of Republican territory, that has not prevented the Federal Government from establishing locations out beyond the Gateway. Creating a presence out deeper beyond their own territory and onto the Pale Stars Trade Corridor is a vital endeavor for the Republic to take on. Being able to further safeguard commerce out beyond established territory, provide crucial services and infrastructure to those traveling up the corridor is essential to the overall health and viability of the Pale Stars Trade Corridor. Locations held by the Federal Government outside the Gateway are in an off legal limbo of territorial status, while it is a long-held precedent that official Republican territory ends at the volume border of the Commercial Sector, the Federal Government considers any established governmental location to be sovereign territory of the Free State Republic. These locations themselves include but are not limited to: forts, outposts, ports, aerospace fields, spatial stations, armories, depots, etc.

• Administration, Taxation, Security and Law •


'Administration'
The Pale Stars Trade Corridor is overseen by a joint administration between the Federal Republic of Free States, and the Celestial Empire of the Faelanic Quietude under the shared bureaucratic organ known as The Administrative Triarchy. Each nation holds a single permanent seat on the Triarchy, with the third seat alternating at regular five year intervals between Quietudean and Republican control. This administration holds authority in establishing both the laws and regulations for the length of the corridor, as well as acceptance of the applications of third parties for the construction of waystations. Furthermore it relays messages in response to embassy and freehold applications from each respective nation back to the third party applicant once due deliberation has been given. The Triarchy furthermore holds the authority to eject third parties and their waystations that abuse or refuse to follow PSTC legal protocol, prosecuting them with the full might of both the law and their associated interstellar navies. Currently its bureaucratic headquarters are situated upon ‘Crossroads Station’, a locale acknowledged by both parties and neutral ground and positioned at where all three branches of the trade lane meet. The station itself is within a inhabited system of one of the native races of the Gamma rim who has agreed to act as host for it within their territories following local diplomatic agreements.

'Taxation'
The Security and Development Toll: The FSR dictates a non-negotiable toll for the use of their part of the PSTC for continued government support and assets involved in its operation, with it paying for military protection and maintenance of the Pale Stars Trade Corridor under their jurisdiction. The toll is extracted wherever it can reasonably be enforced, namely the Southeastern Anchor and all waystations held under federal authority.

The Paiza Security Programme: The Imperial administration of the Faelanic Quietude has declared travel in their half of the Pale Stars Trade Corridor tax free, asides from purchases for refueling and resupplying along its length. Thus there are no state enforced taxes, fees or guild dues apply beyond docking payments. Instead the Faelanii have levelled an optional tax in the form of the ‘Paiza Security Programme’ which levies a flat rate of charge of 5% on all commercial ventures within their territory, but in turn provides insurance for lost of cargo, legal protections and judicial representation, and the free services of the Faelanii military fleets in case of attacks by commercial raiders or pirates along the Pale Stars Trade Corridors length. Whilst this tax can be ignored, it is considered fundamentally unwise for less than heavily armed merchant flotillas due to the dangers of the Pale Reaches and the economic disaster that too many raids could cause to independent traders. Others use it for simple convenience as otherwise they can expect no legal protections within Parthas itself and are prone to be undercut in their dealings if they do not have solid enough connections. Acquisition of a Paiza security can be gained through the offices any of the Faelanii’s diplomatic embassies with other nations, or at it’s outpost in Liu Xiu.

'Security'
The length of the Pale Stars Trade Corridor is patrolled as firmly as it can be by the security forces of both the Quietude and the Republic. However the relative youth and extent of the corridor - as well as its astrographical position across a region swarming with pirates and other violent entities - has caused issues in its contiguous security. As of such, only the sections closer to each administration are protected fully, with a full third of the trade corridor having to have its security devolved to smaller localised nations, which are able to respond more effectively than the more distant anchor garrisons. Private security forces are also hired out to further assist the native nations in patrolling Pale Stars length, and provide the bulk of the armed security along Pale Stars middle range, being paid both regular wages and prizes for any pirate ships captured in their rounds. Beyond the marked route of the trade corridor the security forces of either nation are not obliged to assist ships in difficulty, and may in the case of providing unnwarranted assistance oblige those rescued to pay a rescue fee for such services. Despite this, the duties of the security forces ensure the ruthless culling of piracy wherever it is found along the length of Pale Stars, making it the safest route out to the Northwestern Rim available for a traveller.

• Law •

  • I. Whilst merchant escorts are approved of by the administration, the utilisation of the trade corridor for military fleets is prohibited beyond recognised PSTC security forces. Embassies, freeholds and waystations however, are allowed small permanent security forces consisting of no more than two corvettes or one destroyer class vessel inside PSTC Economic Zones.
  • II. The overt militarisation of freeholds within the PSTC Economic Zones for the purposes or war or entrenchment are strictly prohibited, However substantive defence planning and construction may be approved by the effected administrative nation on request, given sufficient justification. Militarised waystations built to constrict or undermine the free movement of trade along PSTC by hostile parties will result in summary expulsion and the activation of PSTC security forces for their prompt destruction.
  • III. All third party member states will cease openly violent hostilities once within the PSTC and adhere to the corridors neutrality policy whilst within its borders, covert action has been permitted within the Parthas Economic Zone (PEZ), however this is under the guarantee of mutual discretion by the aforementioned feuding establishments.
  • IV. The Pale Stars Trade Corridor requires the prompt payment of all dues, fees and customs upon the docking of vessels within its borders in accordance with the Paiza Security Programme or Security and Development Toll. Application to the former optional but encouraged, to ensure proper insurance for any stolen or misplaced cargo and access proper legal representation in the event of violent disputes. Abidance to the latter in FSR administered PSTC is mandatory.
  • V. Any substantial exportation of reef material and precursor archaeotech must first pass through the Faelanii Archaeological Bureau for clearance and study. Failure to do so will result in the confiscation of goods and the legal repercussions of violating the PEZ’s smuggling laws.

  • I. Whilst corporate espionage, assassinations and back-room violence are very much encourage in Parthas, and intentionally overlooked by the authorities, please remember that events that result in substantial damage to the economic zone itself will have to pass through either of both myself or FSR first before canonical approval. I’m personally fine with damage being done privately to the freeholds or waystations so long as both partners agree, but if you say, decided to lob a planet at the ringworld with no justifiable reason for doing so I’d have to put my foot down.
  • II. Whilst I’d define The Parthas Economic Zone as a location where pretty much anything can be bought and sold in it’s bazaar of the bizarre - from narcotics and slaves to WMD’s to precursor tech - remember that this site follows its own guidelines on what is deemed acceptable for discussion. We advise you to use your own judgement on the matter, but if you consider it to be controversial either don’t post it or withhold gratuitous detail on the topic, which could be distressing to others.
  • III. Rule V exists more as flavour text, but do remember you will be smuggling this out from under government supervision, and whilst the Faelanii are somewhat irreverent to what others deem “criminal”, the activities they regard as illegal are taken very seriously, and would result in severe punishments if caught.
  • IV. Freeholds are not conventionally speaking, cities. They consist primarily as permanent financial outposts for applicants. It is thus recommended that they don’t exceed more than 10,000-30,000 continuous inhabitants, as the Quietude and Republic are not gifting out land for extensive colonisation by external powers but merely providing a financial base from which to engage in the PSTC from. Larger populations can be negotiated with myself or FSR on a case by case basis, but it will require some in-universe justification. Embassies are however set at a limit of about a hundred to two hundred staff members, but are encouraged to be less.
  • V. The limitations on military vessels are non-negotiable, I personally don’t aim to have half the military vessels of Gamma sitting above my capital, and this is not a place for starting spontaneous wars without either my or FSR’s express approval. Temporary presences of small fleets military vessels are allowed for RP’s, but only with the consent of the administrator who owns that part of the trade lane, and they will be being watched at all times.

What is a Freehold?

A freehold is primarily a trading post for whatever power has chosen to settle it, representing a semi-autonomous community operating within its own laws and customs, so far as they do not overly contradict the administrator races own laws. Freeholds are NOT cities however, and thus remain small polities, restricted to a hard limit of 30km of land that cannot be extended without express Imperial or Federal approval. Functionally however, freeholds represent a means for all levels of civilian, corporate and mercantile interests to engage in Pale Stars independently of their home nation and make their own fortune amongst the stars.

OOC:I recommend primarily making your freeholds only as large as you believe your involvement in Pale Stars will be. It makes very little sense for a race not deeply invested in economic ventures on the rim to create the infrastructure to settle tens of thousands of civilians, traders and bureaucrats if they intend to do very little whilst there. There is nothing wrong with operating a freehold of less than ten thousand citizens and in fact, I’d recommend it unless your nation IC was heavily involved in the affairs of the Quietude or the Republic.

What is a Embassy?

A rather self-explanatory question, an embassy represents the political interests of a foreign nation in our affairs and provides a means for rapid engagement with Quietudean or Republican economic policies in the brokering of agreements and trade deals with either/or/both nations. Extraterritoriality or the provision of certain legal privileges and immunities is naturally given, but may be revoked if said nation engages in gross violations of the host nations laws outside of their natural duties as representatives of other stellar states.

OOC: The embassy and the freehold thus serve two different but important purposes, as the Freehold allows for Character and Corporate based RP’ing opportunities, whilst the embassy serves to supply national RP engagements. Also don’t forget that you can make statements from the embassy, integrating them into any State of the Galaxy news report involving Pale Stars or the Northwestern region itself.

What is a Waystation?

Waystations function much like freeholds, but are even more autonomous and must only obey the regulatory laws created by the Administrative Triarchy. Functionally they represent a series of space port enclaves along the Pale Stars length directly integrated into its vast trade network. They thus facilitate local trade, and allow for the vast movement of goods across the entire length of the trade corridor without the necessity for long and expensive voyages, providing a localised market for native and foreign trader alike. War between competing waystations is strictly prohibited, as it undermines the free movement of goods across the corridor.

OOC: Waystations essentially function exactly like the towns and cities that dotted the silk road on earth, facilitating localised trade which inevitably moves up and down the trade corridor to either end of the anchor, and are thus an important part of localised economies. Whilst as the above states, “War between competing waystations is strictly prohibited” this isn’t necessarily true,as in the case of the Faelanii administration they’d be willing to overlook it so long as the war was swift and the take-over rapid, a long drawn out conflict however would force their hand however. So long as both FRFS and I are informed beforehand, we will permit such conflicts to take place.

What is a Terminus Complex?

A terminus complex is a vast pseudo-arcological city to which the Empress - and in particular Clan Haine - have granted settlement rights for foreign populations to occupy upon - and only upon - the surface of Morah. Usually confined to 100km, Terminus Complexes have populations that often range in the millions, which result in architectural designs that favour vertical rather than horizontal growth. Much like freeholds, terminus complexes represent a semi-autonomous community operating within its own laws and customs, so far as they do not overly contradict the administrator races own laws, although with additional fealty made to Oberyn of Haine personally. Economically they represent individual trade hubs and industrial centres administered by a founding organisation, allowing access to all levels of civilian, corporate, merchantile and paramilitary interests, free from oppressive government oversight and open to all peoples and civilisations interested in finding their fortunes within the Reach.

OOC: Terminus complexes generally consist of anarchic, squalor filled hives of criminality, decay and excess, and are designed to encapsulate the very idea of the “wretched hive” on a world. As they are sanctioned in Morah this isn't much different from your average day in the Brass City itself to be honest. Generally I’d recommend keeping the population numbers in the millions to being in the single digits, but I could be convinced to expand it further through discussions. Law and order is up to your discretion, but as this is a location that generally favours criminal enterprise I’d advise they be somewhat loose, although the slider between “crime lord order” and “kaleidoscopic anarchy” can be explored to your hearts content.

Can I militarise my Freehold/Embassy/Waystation/Complex?

PSTC does not allow militarisation beyond light armaments designed for defensive purposes. Freeholds and embassies are designed for trade and political purposes only and thus they are not supposed to be iron-clad strongholds or military encampments. Any attempts to secretly militarise them will result in the immediate expulsion of the offending party and the termination of all privileges gained prior to this event. Waystations have more leverage in this due to the lack of permanent garrisons such as the Economic Zones enjoy, and may be fitted with heavier defensive capabilities to counteract pirate attacks and hostile alien species/lifeforms. Nevertheless, they are trade hubs and must fundamentally represent that fact, and are thus not permitted to become powerful militarised strongholds.

OOC: We expect you to use clear judgement on the liberties given in regards to Waystation, this is not an excuse to violate the rules and if attempted, your application will be denied. These heavier systems of defense are designed just for that, defense.

How powerful can my permanent security forces be?

Any defensive vessels must fall within the range of two lightly armed and armoured corvettes or a single destroyer class vessel.

OOC: Attempts to lie to us via failing to mention that your races understanding of corvette means: “300km long ship covered in ten thousand guns and operated by unbeatable god-like ubermensch” will result in PERMANENT expulsion from Pale Stars and the erasure of all involvement in it. We are not going to play games here, abide by the rules or do not engage at all.

Can I have military warships of from my nation visit my Embassy/Freehold/Complex?

Without official clearance from the administrator race in question it is not permitted to do so. You must first petition such action and wait for an official response, furthermore the fleet sent must be of small size, the movement of vast military armadas will be deemed a hostile act. Attempts to force military visitation will result in such actions being deemed a violation of Quietudean or Republican space and thus warrant a military response until removed. Waystations are allowed infrequent visitation by small fleets of military vessels on request, but must leave after a agreed upon length of time. Furthermore, the military of both nations reserves the right to observe the movements of any and all fleets through its territory.

Do I have to pick one of the listed locations to place my Embassy or Freehold/Complex?

Yes, anything outside of areas declared to be part of the PSTC will be assumed not to be part of it, and in the case of the Quietude, represent hostile colonisation efforts that will warrant a military response for the violation of territorial borders.

OOC: Currently the development of freeholds will be restricted to Economic Zones for the meanwhile. In the future it is planned that a variety of NPC alien states will be created to populate Pale Stars length, so new opportunities for settlement will become available in time.

How Many Embassies, Freeholds or Waystations May I have?

Third party groups may have one embassy and one freehold per economic zone/anchor, along with one waystation placed anywhere along the Pale Stars Trade route. [Addendum:] With the new laws in place the acquisition of one terminus complex within the Morah system has been added to this list.

OOC: For simplicity's sake I’d recommend only having one freehold overall, just to cut out the work needing to be done if editing is required, but nothing is stopping you from having two. Furthermore I’d ask you to pause and consider how involved you’re going to be in Pale Stars before creating two, as it doesn’t make much sense to be so heavily invested IC if you are not going to be making good use of it.

My embassy/freehold/waystation has disappeared from the main page! What happened to it?

OOC: The disappearance of such facilities from the main page may be a result of two things: 1) you violated the OOC rules of the PSTC and were expelled, in which case we shall have informed you prior to it’s removal, or 2) Your nation became inactive on NS for a long duration of time, and thus your holdings ceased to be. Reapplication using the same apps as before will be all that is required to resolve the latter issue.

How Do I apply for an Embassy/Freehold/Waystation/Complex in the Pale Stars Trade Corridor?

To apply please fill out the applicant forums and wait for a letter of approval from the the Pale Stars Administrative Triarchy. Note that each Embassy/Freehold/Waystation requires a separate application, and will be under review until a letter of acceptance or denial is returned to you via the correct bureaucratic authorities.

Summary of Economic and Legal Structure:Unlike the homeland of the Union, Rechasta is entirely unregulated as long as you stay on the good side of the shady shell company that officially owns Rechasta. The installation itself is run in an informal, intimate way with the administrators making themselves familiars with long term residents and ensuring they meet the standards of whoever happens to be in charge at the moment.

List/Summary of Goods and Services: Rechasta is obviously connected to a powerful entity, perhaps even the SCU Federal Government as high quality drugs, weapons and deadly combinations of the two are peddled to anyone who can afford them. The administration does not discriminate between common criminals or sinister terrorists, any customer can get their preferred narcotics, weapons or hacking modules as long as they have the money.

Description of Proposed Freehold/Embassy: Welded and in some places stapled to the orbital sprawl, Rechasta is the gutted hull of a long decommissioned super-freighter, its cargo holds now filled with shanties playing host to forlorn refugees and criminals hiding from the prying eyes of government. Most commonly passing through are the Usidians known as “Reach Hunters” who have made a career out of hunting the depths of the Reaches.

  7. Description of Complex: Scintillia is a city of the lost and damned, a cradle of the black fleets of Faelanii slave ships and stronghold of the Tanaerban, a Cruachlan clan. Within the immense arcological confines of the superstructure are some of the vastest slave markets in the Quietude, watched from above by smoke wreathed narcotics dens and warrior cult chapels. Weathered and crumbling due to centuries of use and neglect, the walls are covered in ancient slogans and graffiti and lower levels increasingly giving way to squalor, although not without artistic merit in their ruinous state due to Faelanii architectural philosophy. The upper levels are relegated only to the Tanaerban leadership, as well as serving as the personal quarters of Tynan Thousand-Crowned, the clan leader. Tanaerban is also one of the few complexes with access to orbit, with it’s own private space elevator not far off from the main city structure, allowing it to shift it’s extensive live cargo’s up and down to the surface and back from the black fleets that are docked above.

    Scintillia is remarkable in that it was perhaps, one of the Faelanii’s only - and oldest - multicultural cities before the empire chose to reconnect with the rest of the galaxy. Within its confines it is the permanent residence to tens of thousands of Faelanii, Laiskha, Humans and Morro among many others, the vast network of connections allowing the black fleets to scope out potential targets well ahead of time. Naturally this also makes Scintillia a hotspot for interspecies conflict and gang violence in its lowest levels, which are known for their turbulence by the visitors to those depths. Nevertheless, the city invariable experiences heavy commercial activity as purchases are made by races from all corners of the Rim and beyond.

    Scintillia is also notable for it’s most prominent feature of it’s dark shimmering purple-black veined Kruthuntir structure, the result of which gives the arcology an forboding feel, only further enhanced by the close lying mists of the Somadh fields that surround the superstructure for miles around it’s base. The colouration is a relatively newly discovered facet of Kruthuntir use, having heralded in an architectural renaissance a few decades earlier when uncovered, and resulting in numerous imitators even as far as the conservative core systems. Above in the cities tattered spires, the skies are dotted with the dark forms of transportation ships and carriers as they dip in and out between the monolithic structure, delivering transactions and diplomats between buyers as the business of the day are attended to. The base of every tower is furthermore carved in the likeness of the face of a Faelanii divine, the weathering of ages giving the city a sense of ancient decrepitude like that of a primordial temple, and a nod to ancient Aeshanii architecture in it’s structure. Beneath this, thousands of long colourful ripped banners hang displaying characters in High Norn, advertising services and prayers to gods in the unique insular tongue of the Cruachlan masters.

Population estimate of Complex: Scintillia’s population consists of one-point-eight million inhabitants, of which only fifty four percent are Faelanii, the rest consisting of a kaleidoscope of foreign races from all corners of the Rim, the larges minority of which consists of the Laiskha who constitute nineteen percent of the cities population.
  9. Description of Security Forces: Scintillia is ruled from above by the iron fisted hand of clan Tanaerban and the Lord of the black fleets, Tynan Thousand Crowned. As the Tanaerban have long been an instrument in Faelanii political apparatus, the are unique in being protected by their own fleet, which maintains a semi-permanent presence above the city itself when not raiding the Rim for slaves.

Dushani Freeholds are generally having very limited government interference and are focused on free trade of all kind of goods and services. Dushani authorities focusing on providing a business friendly and reliable legal system and otherwise widely refraining from intervention. Thus the majority of economic and social activities are left to private actors of various kinds, ranging from respectable corporations, independent adventures to shady figures. As long as everyone plays along with the rules and common sense, it isn't a big deal.

The official dushani presence is relatively small and represented by a consul who acts as the local representative of the dushani government. Most of its inhabitants are traders and representatives for various business interest and a wild mix of the various dushani tribes and other people which are being part of the Dushani Empire.
