Since their interactions with the Nadelküstians the Ovan Delegation had properly seated themselves at the conference table as the rest of the delgates filed in; Interestingly enough the next delegation would be from Motsvara. The People's Republic was another Socialist state across the Columbian that had provided aid to the Cardinals and Syndicalists during the Civil War, and Jakob was relieved to finally have a proper ally to work alongside.

The next few delegations were from Esrehet, a partly-theocratic Constitutional Monarchy, and TKae. TKae was, ironically, very similar to the Commonwealth in that it was more a Confederation of local states, however its society was far more oriented toward Capitalism and competition, sparking cold relations with Ovandera. Finally, representatives of Vafrailes and Torrico, two Columbian Island nations, entered into the room before the Isolaprugnan President began her speech.

He also perked up when he heard the UVRs Speaker, Cristophe Arvidsson; The UVR in particular was a topic of interest in the Commonwealth Zentralpartei as it was an excellent way to quickly gain international recognition and to secure economic aid. He had to be sure to build a groundwork with them if he could. After Arvidsson finished his speech, Jakob turned toward the Isolaprugnan President;

"if I may interject, on this immediate topic and in this instance the Commonwealth is in no position to act hostilely toward, nor keep her people from exploring and cooperating with, the International Community. Provided all delegations here are willing to do the same for the common wellbeing of the people they represent, do you, President Amatore, have a specific goal to achieve at this meeting?

What I mean to say is, 'fostering good relations amongst the Vestric' is noble, but it could mean anything from us uniting as one to us shaking hands for the cameras. What goal specifically do you hope for us to achieve here?"

While I understand why ideological tensions occur, I do not think that the continuing unnecessary loss of life that they can course is justified. Therefore, I propose that we create a body to mediate our conflicts. This body would consist of five or so representatives from each nation, and would mediate diplomatic solutions to problems in Vestrim that could occur to avoid the breakout of violence. This organisation will not take sovereignty away from the nations; it shall have no right to interfere in a nation's domestic policy, it will merely serve to settle disputes between Vestric nations."

Amatore had a glass of water after finishing her speech. She was concerned how the other leaders would react to her proposal.

Abellán listened to the speech of the Isolaprungan President intently. He sat there for a moment, somewhat stunned by what she had just proposed. Surely such an idea would be too good to be true? Amatore's words echoed in his ears, but he failed to think of anything to criticize. That being said, he also knew that the other delegates would not likely be as approving of this organization. So, in order to avoid committing regional political suicide on behalf of his country, he decided to go for a more cautious approach.

Gesturing towards Amatore he said, "First of all, I would like to thank President Amatore and her government for their gracious hospitality. Now, as for your proposal, Vafriales would not be entirely against the notion to create a mediating body for Vestrim. However, though we feel that diplomacy is the most effective way to settle our plethora of differences, Vafriales also doesn't want to see this body exploited by those who wish to impose their ideas onto other, less powerful nations. Therefore, our government would simply need to be ensured, as you mentioned, that this body would have neither the right nor the authority to meddle in our domestic affairs. "

As he finished his speech, he glanced towards Alina. She was writing furiously on a legal pad, giving no sign as to what she thought of his remarks. He turned back around, a bead of sweat dripping down the side of his head. He hoped to God he'd find an ally on this topic.

As Ambassador Navarro was getting settled in, the President of the UVR began to speak. Navarro wasn't really listening since the topic of the UVR was currently of no concern for her nor Torrico, however she did instruct one of her staff sitting near her to take notes on what was being said. She was more concerned with what the Isolaprungan President had in mind for the summit, something that was brought up quickly following the UVR's speech.

Navarro didn't know what to think in the immediate moments after hearing what President Amatore proposed. 'A body to mediate conflict within the region? What an interesting idea!' she thought to herself. Immediately following her speech the delegates from Vafriales spoke, voicing their support. Navarro had worked with Abellán before, and she was quite fond of his approach to diplomacy; so naturally she decided that if this idea was good enough for him, then she would do everything to help make it a reality. Though, she did have some concerns:

"Thank you, Madam President for inviting us here today. While Torrico believes that this idea would indubitably help bring greater peace and stability to the region, we do have one concern. We have noticed that the more...left-leaning nations of Vestrim...seem to be united in their causes — we are not going as far to say that they will do this, but it is a hypothetical that needs to be addressed — and because of that, how would the organization prevent favoritism of a certain country because of ideology from arising during mediation? With the current situation, it seems the more capitalistic nations are not in much of a position to be negotiating anything against the stronghold socialist union."

As she sat down, she hoped that none of the nations making up the union she addressed took offence, but knew that this was a major point of conflict in the region and needed to be addressed. One of her staff members handed her a slip of paper: a message from President Galán — and it wasn't good.

With the arrival of three more delegates and the delegations finally leaving for the conference room, with the delegates free of the public eye, talks could finally begin. The conference begins with Atamore addressing the tense political state of the continent. Acknowledging the presence of the President of the UVR at the talks, she ended off with the addressing of the UVR's overall purpose and effect of future relations of the continent.

During his response, Hadrian noticed the Ovan Delegation's interest following the mentioning of the UVR by the delegation. Something extremely unexpected from them. The Union of Vestric Republics was originally meant to be a political, economic and military organization for the socialist democracies of the continent with the intentions of increasing economic cooperation and collective defence. Since its creation decades ago, it has expanded to include more mildly socialist democracies such as the Federation. Ovandera's membership could be a way of them receiving funds to rebuild as well as a way to gain international legitimacy, as well as benefiting the UVR

Quickly following the UVR's President's response to Atamore's question, the Ovan Delegation was quick to respond. Beginning with ensuring all attending nations that the commonwealth has no intentions of engaging in hostile action against its neighbours - most notably and specifically Ardir, its monarchist counterpart to the north - and is more than willing to be an active participant of the international community. The Ovan Delegation quickly concludes with the asking of a vital question concerning the talks as a whole; the purpose of the conference itself. Atamore was quick to answer a question that excited Cunègonde, and worsened Hadrian's already bad anxiety and fears over the talks; the creation of an intergovernmental organization with the means of mediating disputes and conflicts on the continent.

Hadrian, while not totally against the idea, was more worried about the overrepresentation of the more left-leaning democracies on the continent which could see irradiating tensions from the underrepresented, much more right-leaning, authoritative governments of the continent, which could already worsen already tense political atmosphere and even possibly result in a continental civil war if this newly formed organization and its representatives aren't careful.

Following the response from the representatives of Torrico and Vafriales, Cunègonde was quick to speak her opinion on the matter:
"I'm more than delighted to hear such a proposal, an organization with the aims of monitoring the various disputes and conflicts that plague the continent would be necessary to lessen the tense political atmosphere an even possibly be a non-violent solution to the continents 'Cold War', but I must agree with the Columbian Delegations considering a major hindrance to the organization's effectiveness, the marginalization of the more right-leaning and non-socialist states of the continent would be a major problem, one that needs to countered if this hypothetical organization was to work. Unless a system of some sort is established to ensure the equal representation of all nations and their respective ideology, we should limit ourselves to diplomacy until one is established"

Stortalman Ekström was surprised. While he was not opposed to the idea, the concept of a fully functioning union comprising ALL of Vestrim seemed impossible. The UVR still could not achieve this, due to the crown states that were barred entry. "Det är omöjligt!" He lapsed into Lhedwinic shortly, and cleared his throat, "With all due respect, Fru Amatore, that idea is impossible. The ideological differences of Vestrim would surely lead to a government hopelessly caught in endless deliberation and argument. The left-leaning nations, such as my own, would never be able to agree with the monarchies. The small island nations would be pushed around by the large and nationalistic continental nations. While I believe the idea is a logical one, I hold little hope that it would actually function."

He paused to gather his thoughts. "I have yet to see proof that nations such as the UVR member states, the monarchical nations and the heavily conservative nations such as Luixiana can come to conclusions, and until I see proof, my nation can not support a lost cause such as this. Like many things, it functions in theory, but will not function in practice." He glanced around the delegates, hoping one of the like-minded representatives agreed.

"I'm forced to agree with Ambassador Ekström," started Jakob, "our fellow Free-States have already been forced to band together due to hostilities over our choice of Ideology, and an organization such as the one you proposed would no doubt be used as a weapon by larger states to bully smaller ones, or those with fewer allies to defend them.

An organization such as this will give equal voice to all nations on the continent, and in with that in mind there are far fewer liberated nations than there are Hierarchal ones," looking toward Ambassador Navarro he continued, "Regardless of external alliances.

Any attempt to circumvent this will simply lead to the organizations failure as it has no way to truly act and simply becomes a platform for delegates to zealously yell at each other. In short, a waste of our own diplomats time."

After he had finished Gabriele spoke up: "What if military action were to be taken? How would this organization react? In short if it were designed for the safety of all members it couldn't, and if it wasn't designed in such a way it would be a bastion for the more hostile states to enact their will across Vestrim."

Amatore cleared her throat, after she had been greeted by a mixed response. "This is why deliberation is essential in the process. It is essential that the solutions to any disputes are thoroughly discussed and considered until a solution that pleases both parties is reached. A solution to a dispute which is unacceptable to either party should not be allowed; thus, you will be able to get a solution that is within your interests. The organisation would also have no right to intervene in its members' diplomatic policy; the ideological tensions on this continent will not be solved by intrusion by a central body.

Given how ideologically divided our continent is, it is stupid not to try to avoid violence. How many people have to die for ideology before we realise we need to stop? How many people need to die before Vestrim is at peace? Why do our children have to suffer because of the decision to fight people we disagree with?"

As had been previously planned - the Nadelküsten delegation decided to proceed with utter caution. After all, despite all ideological differences and deeply-rooted mistrust for Vestrim's left-wing states, it was not in their interest for the summit to devolve into a futile shout-fest. They chose the easiest method - avoiding voicing their stand on the discussed matter before others spoke. Provided with valuable insight into the standpoints of other diplomats, as well as the arguments employed by potential opponents - it was time for one of the Nadelküstians to address the matter in the name of the delegation.

Premier Hochdorfer raised to speak: "And these, President Amatore, are indeed questions of immense importance that, I shudder to think, everyone in this room should try to answer. Especially individuals such as Herr Ekström, who allege that the initiative of an international mediation body on Vestrim is likely to turn into a fiasco. Very well, perhaps it might, yet is that enough of an argument to accept the status-quo? Personally, I think not. That being said, I see much more potential for mutually beneficial dispute settlement and laid ground for future cooperation in such a proposal than possible complications.

I deeply deplore that such commend-worthy initiatives are so hastily turned down because of fears of potential collusion. Frankly, I do not see a nation that could threaten the left-wing's interests on our continent. Nadelküste is naturally open to dialogue with other sovereign states, regardless of their political affiliation. We do not desire to see diplomatic talks be obstructed by ideological dogma, and I believe the same applies to other representatives.

Concluding: I am wholeheartedly supportive of the proposal put forward by Isolaprugnan officials."
