He paused to take a cigar out of his pocket, offering several more on the table.

"Now this talk of fully AI soldiers is horseshit. Any system can be hacked, given time, and having an entire army of robot soldiers is a vulnerability. Sure, you can have your state of the art firewalls, doesn't matter half a shit when the other side has even better viruses. Not to mention, the other side will have no problem killing your robots, since you've dehumanized them. No reason not to nuke your army, since who in the world will give a shit? Nothing but a bunch of machines getting blown up. Might as well have been a missile test. Not to mention the possibility of the entire army turning on you from one glitch in programming code...No, we need boys in flesh in blood out there, fighting the good fight. No machine can think as creatively as a human being, without reducing it to logic and numbers. Otherwise they go mad, even more unreliable on the battlefield."

(OOC: According to this my "Shards" are worth about twice the U.S. dollar. And Novograd IV's "Bullets" are apparently worth about three quarters of a U.S. dollar. So if I multiply the 500 billion shards I'm willing to invest by 1.4597, and then again by 1.8815, we come out to 1373.2 billion. Or 1,373,200,000,000 bullets. Or just 940.75 billion USD. Just to explain the random numbers I'll use further down the list.)

The North Papal States is greatly alarmed by the VWS project. It could potentially allow a cornucopia technology, in which all wants and needs are fulfilled by a machine. While this in theory sounds wonderful, it would remove all extrinsic motivation, and people would have to be motivated to do things merely "because."

The North Papal States does not believe the greater majority of humanity is ready for this technology. Thus they are extremely pleased that it is projected to be contained to only the military forces of each participant nation.

However, the potential for abuse remains. There are many "military" technologies which have worked their way into mainstream society. The VWS will likely be no exception, unless deliberate measures are taken to prevent such an apocalyptic scenario.

Hence the North Papal States is willing to make a compromise. In exchange for the end result, and the promise that the technology will not be given to mainstream society, the NPS is willing to commit five hundred billion shards. According to the current exchange rates, this is equivalent to approximately one trillion and four hundred billion bullets, or nine hundred and fourty one billion Universal Standard Dollars.

Drake paused once again to allow all those in the conference to take in what he was saying.

"I am willing to pour as much finding into the project as you think you may need the economy of the Arch Islands is strong enough to do so, Some of the Greatest Military Minds in our nation have expressed there wish to also aid you in the completion of this project, how ever I am not entirely pleased with what i will gain in return... one Version of the machine is not enough i deem for what you are asking. i Ask also for 45% Ownership of the Device and the rights to Modify and alter it as i and my nation deem fit, i believe this is a great step in pushing the technological boundaries. And the Revenue it will bring in will greatly profit both American Capitalists and the Arch Islands alike.

The North Papal States wishes to note that, according to our analysts, the entire Arch Island GDP is only barely double that of the combined money already put into this project by other, larger nations. (If the NPS offer is accepted, with conditions.)

Assuming they are incapable of using their entire GDP to fund this project, they should not be allowed nearly half control. Particularly the right to singularly modify what is owned by a coalition of governments.

This would bestow on the Arch Islands an unreasonable amount of power, for any amount of funds they are willing to produce.

Weird you may be offering Trillions of dollars 3 trillion was my last calculation. a stupendous amount but are you willing to keep the contribution as a steady flow of income. 3 trillion would be feasible for a one off but your nation is not much larger than hours and could not possibly support a continuous 3 trillion a year investment. would you run your country into the ground? I am offering full support with Continuous input of funding until the project is complete no matter how long it takes. This is a Great leap and i have seen no offers like mine... people are offering one stop cash injections which are all well and good but any project needs a baseline of continuous funding."
