Maybe the lore can be that the leader of Scorm has died and is there's no one to lead communication with the outside world, so now all of the over nations have to collaborate on what to do on their own.

I'd love to but where am I going to find 2.1 Billion people, not to mention it's the last archipelago left that wasn't occupied when I claimed it, but I'll see of we can make a neutral ground.
