To the government of the Pan-Asiatic States, greetings.

I, Grand Ambassador Peter Nizhinsky speak to you.

Let me be clear regarding your statements that you will not ‘rule out’ military action. It is not yours to ‘rule out’ or not ‘rule out’. The government of Diyaristan has won its election fair and square, and it was the decision of the DCP’s radicals, and them alone, to become a terrorist organization. They have carried out a chain of murders against – not just ‘capitalists’, or ‘enemies’, or anyone whom you could somehow in some demented universe argue was somehow guilty of something, but even their own fellow Communists who opposed the path of terror. Their leader has chosen to openly call for violence against anyone who supports democracy, elections, and free speech.

Now, the Free Kingdom of Allanea is not a champion of sovereignty absolutism, however we do believe that national sovereignty is legitimate where it serves to protect civil rights and personal liberties. We note that our involvement in Diyaristan is lawful under either a sovereignist perception of international law (since we were invited by Diyaristan’s legally-established government), or by a universalist perception of international law (since we are there to protect sapient rights).

By what right, then, are the Pan-Asiatic States ‘sending’ ‘advisors’ to ‘support DCP? Were they invited? No, they were not. Is the DCP some group fighting for freedom and civil rights? No, it is not. It is a group explicitly fighting against civil rights, against elections, against liberal democracy, and for the ‘dictatorship of the proletariat’.

We request that the Pan-Asiatic States either receive the confirmation of the Diyaristani authorities to operate, or cancel their involvement. If this should not occur, we’d like to remind you that our airlifted assets are now in the process of being landed in Diyaristan, and our first naval asset, the FKS Industrious is now on its way to the theater.

Mergessa shook his head. "No sir, they have not been heard from in many years."

"Then who else could be left?"

Mergessa whispered to Gizaw. Gizaw's eyes widened in shock as he revealed what he had learned to the others. "Hassan, Brousseau, and Vaughan may not be around, but there is still one person with the experience, training, and vision to get the PRF to spread beyond West America... Werkneh Mulugeta."

An aide pulled up the last known photo of the reclusive PRF cadre, taken in 1998.

Gezaee interrupted. "You mean Mulugeta is still alive?! But we killed him in 2004."

Mergessa replied, "That's where you are wrong... apparently we only killed a body double."

"And you didn't tell us this because...?"

"I only found this out recently myself, it took us a while to collect enough evidence to conclude that wasn't him."

Abera wished to wrap up the conversation, as he was planning to immediately set up a meeting of the West American Union and WATO. "So we are agreed then, we will scale up our involvement?"

Gezaee, Gizaw, and Mergessa all nodded.

"Good." He pointed to a large envelope marked, "Future Operations against the PRF" as he handed to them to study. "We have a lot of work to do."

MANILA: As public outcry in the Capital worsens, calling for vengeance and lashing out against the crushing defeat of the Socialist revolution in Diyaristan, State-commissioned rafts undergo surveillance operations to rescue stranded members of the DCP. Several of those operations evacuated more than nearly 5,000 members of the DCP sent in exlie, mostly military personnel.

Meanwhile, the State still denies allegations of forced conscription of several "salvaged" members of the DCP, as well as secret military plots to initiate a coup-de-tat. Despite this, rapid mobilization along the borders of the East Philippine Sea have reportedly been recounted by several eyewitnesses. Spokesperson Agusto Balasi of the New People's Army still refuses to have any say in the argument.

The Government of the Royal Republic condemns the People's Republic of Pan-Asiatic States for continuing to support the DCP and offering refuge to its members, after repeated warnings from the international community not to do so. Therefore, the government of the Pan-Asiatic States, and all associated entities amd persons involved in supporting the DCP, are hereby placed under sanctions.

Federal Republic of Scotrun

The Federal Republic of Scotrun has passed through Parliament a motion to add the DCP to its list of international terrorist organizations. Parliament also seconds the motion made by the Royal Republic of Bruke to cease friendly relations with The People's Republic of Pan-Asiatic States for continuing to support the DCP and offering refuge to its members. The vote passed 618 to 32 to establish economic sanctions against the Pan-Asiatic States.

Winston Churchill picked up the red phone on his ornate office desk. Stacks of papers were disorganized and strewn utop the side table labled "Top Priority"

"This is Churchill." He snapped, composing himself as soon as he discovered who was on the line.

"Yes Mr. President. Brukian assistance is much appreciated, but is currently unnecessary. The Allaneans have established substantial military control over the DCP. We only ask that you continue to support efforts to dismantle this terrorist organization. Thank you Mr. President, Goodnight."

They were running as fast as their legs could carry them. Lungs heaved and legs kicked up dust as they flew down the mountain towards the evacuation. The private saw the soldier next to him. drop to one knee, firing off a burst from his AK47
"For the DCP!" He cried before the soft pop of a silenced rifle sent him crumpling to the dirt. The private kept running, desperate to reach the safety of the evac to the Pan-Asiatic States.

There was a blinding flash of light, then an explosion threw the private backward, fire engulfing the evacuation. He stumbled to his feet, tears welling in his eyes reflecting the inferno.

"No..."

A soft pop, and a round impacted his side, causing him to go down once more. In the final moments of his life, he saw several figures approach where he lay covered in black tactical gear. He only saw a small, green and white flag patch before the figure moved to stand over him unholstered its pistol.

"Who... who are you?" The private whispered.

The voice that answers was muffled, but carried a distinct Scotrian accent
"The SAS"

The figure squeezed the trigger.

A DCP evacuation point suffered major damage after supposed infighting within the group set off what appeared to be an fuel explosion. Soctrun denies any involvement and maintains that its new interest in the Diyarsian conflict prevents it from participating in military action against the DCP. I'm Jeremy Gavin's with the SBC, with more news as it arrives.

A REF battalion of 800 arrives at Elevit Airport, but with less high-powered air support: 6 attack helicopters, machine guns and missiles at the ready. There is also 1 refueling aircraft. Logistics and transport units include jeeps and armored trucks.

Their mission will be to stop as many DCP members from reaching the evacuation points as possible. While the members should be captured alive if possible, and handed over to the Diyaristani authorities, the force does have authorization to kill escapees, if necessary.

OOC: This is based on information given to me and my friends by Diyaristan.

As the first Allanean cargo aircraft began to set down at Elevit airport, suddenly the ground came alive with the sounds of gunfire. Manportable missiles streaked up towards the Allanean aircraft, and in turn, the Allanean pilots released infra-red decoys and chaff. Some of the missiles were averted, but only some. One of the aircraft took a direct hit to its engine, which immediately took flame. The pilot yanked on the controls, trying to compensate for the sudden loss of thrust. Something went wrong – the plane’s wing snapped at the engine and the craft crashed into the ground in a ball of flame. There were no survivors.
Aside from pilots, the plane had also carried several dozen technicians that had were meant to unload its cargo, and to aid in drone operation later on. These perished too. Suddenly, the Allanean operation in aid of Diyaristan had a casualty count.

Within minutes, flights being canceled and diverted. Warnings were sent to civilian companies, the Diyaristani government, and allied personnel.

WARNING. The Elevit Airport is now under terrorist control. Avert all flights until the issue is resolved.

NEW OOC Rules:

For once, we were going to try one of those rare diplomatic international incidents. HOWEVER, due to the way it ended up getting played, it has instead destabilized the entire governing system to the core.

First rule: you may state you have assets or nationals in the country.

Second rule: CHANGED; military intervention is now a realistic option. You may foster new groups, or foment factions inside existing groups, aligned with your country's politics, though be aware that you have a better chance of winning if your faction has support from multiple countries. Brute military invasion without local or foreign allies is also possible, but also most likely to face heavy resistance from existing forces.

Third rule: you may also roleplay Diyaristani nationals, ordinary citizens, businesses, political parties, and so on involved with your nationals. We have ethnic minorities, but in general names invented should be Turkish/Central Asian or Arabic.

The GOAL is to determine the future shape of government in Diyaristan.

We actually know little about the positions or intentions of the rebels, besides what Allanean and our own satellite intel has brought us. What we do know, however, is that they are operating out of caves and mine tunnel networks in the western mountains beyone Darullah and Ghazghar; the insurgents have intentionally used civilians as a weapon against the government's ability to provide basic services or keep out infiltrators from the cities. The refugee problem's getting bad enough that it's affecting military logistics.

Disturbing reports from the country suggest that the insurgency may be developing into a full genocide. We're not sure of much more than that, beyond refugees telling of entire towns being massacred and the worst treatment being directed against our country's sizable Arab minority.

Joint Interagency Preliminary Doctrine Document for International Assistance to Diyaristan

INTRODUCTION


Those unfamiliar with the history of Diyaristan may be surprised to learn this, but the country is a uniquely difficult case for international aid and counterterrorist organizations. The Free Kingdom Armed Forces have had extensive experience aiding in counterrorism, post-war rebuilding, and environmental cleanup in that country, only to see it return under various forms of Jihadist, Communist, etc. rule. Now, once again, Diyaristan is being threatened by Communist terrorism. As this document had been prepared, sadly speaking, its publication had been delayed due to the death of more than 30 FKAF personnel in a terrorist attack near Elevit Airport, which had delayed the landing of our first wave of assistance.

The principal problem as faced by Diyaristan currently is the presence of a large group of former elements of the Diyaristani Communist Party lead by the mysterious Hival-17, an extremist Communist activist who reacted to the Party’s loss in the recent election by choosing to take the Party underground, and murder the previous party leader, Chairman Salam Istiyar. The principal elements of the armed DCP (from hereon out, these will be referred to throughout the document as DCTs, Diyaristani Communist Terrorist, as distinct from peaceful citizens of Diyaristan who happen to hold to Communist ideology).

The Free Kingdom believes that we should be moving swiftly and decisively to suppress the DCT threat in Diyaristan. However, as the Free Kingdom Armed Forces’ experience dealing with terrorists and rebuilding in post-war situations (both in Diyaristan and elsewhere) shows, it is not possible to deal with this situation via purely military sence, nor can it be resolved simply through increasing the levels of violence which we will – no doubt – apply to DCTs. Any solution must involve international aid agencies, military and intelligence agencies, as well as local and regional stakeholders. A brief outline of our advice is shown below.


The Physical Realm: Protect, Isolate, Disrupt


From the point of view of simply physical military involvement, the DCT movement has put itself at some serious disadvantages. We must move swiftly before it reconsiders its position. Specifically, the DCTs have evacuated most of their armed complement into the mountains, where they have taken refuge underground in a series of caves and bunker complexes, believing these to be reasonably secure from coalition forces’ attacks. While DCTs have been able to launch some attacks beyond the extent of DCT-held territory, this ability clearly has not been as strong as it could have otherwise been, and so far, beyond the deaths of some DCP members (that is to say, peaceful Diyaristani Communists who refused to join the terrorist effort), and FKAF personnel, their abilities have been limited. We believe that this gives us a grace period in which to prepare a counterterrorist effort.

In this period we must:

PROTECT Diyaristani civilian assets and infrastructure from terrorist attacks. Partly this can be done by bringing forth coalition forces’, but the effort must be an interagency one, including not only coalition soldiers, but also intelligence forces, including those, like The Royal Republic of Bruke’s, that have an extensive HUMINT presence on the ground, and will be able to warn against large incoming attacks. We should also work to build up military, police, and civilian paramilitary forces in Diyaristan, as well as private security agencies, in order to enhance their ability to protect against terrorism, by providing arms, funds, and training.

ISOLATE the DCT controlled area from sources of funding, logistics, and support. In part this can be accomplished by physical presence of Coalition and Diyaristani troops and aircraft on the borders of the DCT-controlled area, preventing, on one hand, supplies and reinforcements from reaching the DCTs from both outside and inside the country. However, it is necessary to also work diplomatically on this issue. We must ensure a clear understanding with pro-Communist and pro-Socialist countries that although we differ with them on matters of ideology and ethics, we do not in fact plan a mass-murder of non-terrorist DCP members, and will continue our operations in a surgical, precise manner. This will allow us to avoid confrontation with countries that are concerned with sapient rights, and retain legitimacy in the event that we need to confront countries that are not.

DISRUPT DCT activities, training, and logistics to the entire depth of the DCT-controlled areas. Do not allow DCTs and their chain of command to feel safe and secure even deep within the mountains, or deep in the bowels of the Earth. We will utilize mountain troops, special forces, manned and unmanned aircraft, artillery, and any other appropriate means, to continuously harass and destroy DCT training camps, weapons stockpiles, and command centers throughout the DCT controlled area. Where the DCTs employ deep bunkers and caves, precision penetrator munitions will be used, or combat engineering methods where available.


Civilian Support: Rebuild, Strengthen, Assist


Counterinsurgency warfare has rarely succeeded through a physical disruption of the guerrillas alone. For this reason, the Free Kingdom’s Ministry of Foreign Affairs, through its history of successful counterinsurgency operations around the world (including, specifically, its combat against Islamic State operatives and DRLFN terrorists in Diyaristan itself!) wishes to suggest the following items:

REBUILD Diyaristani infrastructure. In part this will be accomplished through the efforts of allied troops such as combat engineers, railway and pipeline troops, however in part it will be achieved through the work of civilian aid agencies (such as Greenleaf, et al.), as well a private organizations (Tech 4 Development, for instance). We must immediately get to work rebuilding roads, airfields, railroads, and power stations that have been lost to Diyaristan’s citizens in the previous rounds of civil strife, as well as building new ones. This will improve the country’s economic performance, save lives, and increase the population’s support for Coalition forces.

STRENGTHEN Diyaristan’s economy and civil society. It is imperative that we immediately remove barriers to trade with Diyaristan, as well as organize both private and public assistance to the country. We believe that targeted international aid that would fight hunger, improve access to modern computer technology, and improve literacy, will assist Diyaristan in avoiding future extremist issues, reduce terrorist recruitment, and legitimize its government and the Coalition’s effort. Further, we must work with Diyaristan’s government to commence education programs that train citizens of all political stripes (including peaceful and law-abiding DCP members) to participate democracy and act as political activists. Studies have shown time and time again that improved citizen participation in civil society institution reduces sectarian violence in the long run.

ASSIST Diyaristan’s own authorities in actions that would rebuild their legitimacy, such as internal reform campaigns, retraining their military and law enforcement, as well as, importantly, first responders such as ambulance drivers. In the past, the Free Kingdom had successfully assisted Diyaristan in this very way.

We believe that the Free Kingdom and The Royal Republic of Bruke have unique input here, as our nations have pools of personnel with a familiarity with Diyaristan’s language, society, and culture.


Diplomatic Support: Unite, Communicate, Encircle


In order for the Coalition to succeed, it must use its diplomatic assets as well as its military ones. Just like its military and civilian aid capability, its diplomatic effort must be organized according to three major principles.

UNITE our effort around the single goal of defeating DCTs (and other radical terorrists, should these appear), and assist Diyaristan on its path towards a successful, prosperous, safe liberal democracy (whether this will be in the form of a republic, a monarchy, or something entirely different, the important thing here is that it will be a society which at least to a reasonable extent protects the rights of all its citizens). We should work together and set aside minor ideological difference in favor of our commitment to a free, safe, prosperous Diyaristan, and for this purpose we should be willing to grant each other assistance and information as needed or all the above efforts.

COMMUNICATE to each other and exchange – where reasonable – needful information regarding problems that the country is facing, the movements of DCTs, and the assets which we have in place to resolve these problems. For this purpose, it is useful to have a joint Coalition Communication Center (perhaps in Diyaristan’s capital, Elevit), through which information can be moved rapidly.

ENCIRCLE the DCT movement diplomatically. Where possible, each of us should use their diplomatic capabilities and contacts with powers in the region and elsewhere to persuade them to avoid assisting the DCT movement, or if that were impossible, threaten them to avoid doing so. If it is possible to get countries bordering Diyaristan to close their borders to trade goods and weapons traveling to and from DCT-controlled territory, this will no doubt save thousands of lives. In addition, we should work with nations to have anti-money-laundering agencies close off financial support for the DCT movement. We should also work with the peaceful DCP to allow the Party to focus its activities on peaceful politics, while expanding the gap between them and the DCT movement.


CONCLUSION



No doubt we have omitted to mention some detail or suggest some measures. This is only a preliminary report. However, we strongly believe that it is the beginning of a multi-pronged, efficient approach to the threat posted by the DCT movement to Diyaristan and its neighbors. We absolutely welcome input by all stakeholders, including in particular the Republic of Diyaristan, the Royal Republic of Bruke, and the Empire of Fuso

They have successfully destroyed and shot down a few Allanean evacuation transports. It has now become the duty of this division to remove this barbaric nuisance from the premises of the airport and make sure they never return. With three cries of 天皇陛下万歳, the troops assembled mounted their transports for the short drive to Haneda and Narita Airports. In a few hours or so the leading battalions would be on their way to Diyaristan.

2. The nation and leadership of Of-Ulstingrad affirms the ideological unison the two parties have and reiterates this support as a result of this.

However, such support is contingent on these points:

1. A break off from any Communist organization, entity, and party is necessary.
2. Total antagonism with the Nationalists is a must.
3. Of-Ulstingradian leadership will work in conjunction with SLP leadership.

Response to the Allanean Report


The Government agrees with conducting operations in the manner outlined by the report by the Allanean Foreign and War Ministries. The only point we would add on to is the point about rebuilding the Diyaristani military. We believe it is crucial to either demobilize the Nationalist militias or integrate them into the Diyaristani military.

RNIS, our nation's intelligence service, has intercepted an attempt by Of Ulstingrad to contact the Social Liberal Party, and offer it weapons, training, and funding if it would renounce its unity pact with the Nationalist Party. This is a disturbing development, as Of Ulstingrad is under the rule of a repressive dictatorship, and is opposed to democracy, ethical international trade, and the rule of law.

In their offer, the Ulstingradian intelligence service points to the existence of Nationalist militias as justification for its offer of support. If Nationalist militias, not under the control of the Diyaristani government, act rashly against the DCP or suspected Communists, pro-Communist/Socialist nations, or other actors, may intervene on the DCP's behalf. So, we recommend the issue of Nationalist militias be addressed immediately.

I would like to deploy a peacekeeping force consisting of a full brigade of paratroopers, first to assault the airport held by terrorists, then conduct normal peacekeeping duties, as well as humanitarian work. If Bolshevists threaten to invade with intention of actually carrying out their threats, I am willing to send troops to defend your nation, if you grant your permission and blessing.

Aside from that, the Reich is willing to invest in the reconstruction of your nation and provide humanitarian aid. Aside from civilian reconstruction, we are also willing to provide military aid to reconstruct and expand the Diyaristan armed forces, strengthen your security services and send a joint civilian-military delegation to assist with this.

Operation Hotaru - Elevit, Diyaristan

It was a sheer miracle that the long, long train of tightly grouped L9Ka's, flying in their compact squadron formations was not fired upon as they crossed over and into Diyaristani airspace. They carried the leading battalions of the Teishin Shudan, Imperial Fusō Army, its Stormer airborne support vehicles, and its mortars, which would be their only fire support until First and Second Carrier Divisions, Imperial Fusō Navy arrived in theatre and was ready to provide air support.

This was for all intents and purposes a very high risk operation, considering the factors involved such as being shot down while enroute, or a misdrop happening that put elements wide apart ripe for defeat in detail. Even while on the objective there was a stark possibility that the lightly armed and protected airborne infantrymen would be overrun by superior firepower while trying to hold the airport unsupported.

Nevertheless they pushed ahead, for the evacuation of civilians could not continue until their allies held an airport securely in their hands again. Despite being fully aware of this and the immensely honourable tasking, concern, even apprehension showed on some of the Japanese officers and paratroopers waiting nervously for their drop signals. They were not acting without reason, for the last time anybody attempted a serious airborne operation on the divisional scale it was for the Rhine bridges in the Netherlands. That, had been a costly failure, and unlike that time... this time there were definitely no huge columns of tanks coming up to relieve them.

Nevertheless... and despite the immense risks clearly apparent, Teishin Shudan and its transports flew on. Ahead of them flew long range striking assets of the Imperial Fusō Army Air Service, their J5M2 Shūsui interdictors pushed to the limits of their range to provide that initial sliver of bombardment to soften the opposition up a bit and to suppress enemy surface-to-air missile batteries. Then finally, far behind the L9Ka's stood T4M's, Boeing KC-767's waiting to replenish the fuel tanks of the interdictors for their return trip.

Approximately an hour before H-Hour, the J5M2's arrived in theatre in groups of four, activated their extensive jamming capabilities, and started raining antiradiation missiles and gliding cluster bombs on any offending radar they could detect with their countermeasures receivers. Squadron by squadron, wing by wing flew past and released their payloads, some of the J5M's were damaged, even destroyed in flaming fireballs by SAM's that had gotten through the suppression effort, the jamming and the countermeasures, but overall the efficiency of the hostile SAM threat around Elevit was being vastly reduced.

An hour later, on H-Hour, with the funeral pyres of surface-to-air missile sites around Elevit still burning, the leading assault column of Teishin Shudan arrived. One by one the paratroopers of the Imperial Fusō Army leapt from their aircrafts, and like cherry blossoms in spring descended to the ground. Their Stormers descended with them on pallets from the L9Ka's. Once on the ground they simply drove off the pallets and headed for their objectives, first of which were the airport gates.

Ten minutes past H-Hour, with whatever landed mortar units firing basically nonstop at targets, the armoured fighting vehicles of Teishin Shudan crashed through the airport perimetres while blazing away with absolutely everything in their possession, paratroopers behind them, some even on the Stormers themselves followed. Faced with this massive shock action, and reeling already from the previous aerial bombardment the private militias and terrorists folded away. The tower and hangars were occupied within half an hour, the airport terminals after an hour of aggressive room clearing by two whole airborne companies. And so, with defensive positions established and his airborne pioneers underway to make the airport fit for operations again, an elated Rikugun Chūjō Sugawara Eiichi sent the most important Flash Traffic message of his life:
