Being neutral, to us, simply means staying within our borders regardless of who is killing who outside of them. We must be ready to face any aggressor at any time and, therefore, must partake in what you describe as "military actions". We apologise if this causes any displeasure but we must ensure that our citizenry and our full-time army can defend their nation and that they have strongholds to do so from. The key word in the previous sentence being "defend". Our people and our nation have never been, nor will ever seek to be, aggressors. The Acktorian government began communication with Neutralists and Moderates in an attempt to shift the two peaceful groups into more aligned postions and thus lead the nation down a more diplomatic path.
