The Democratic People's Republic of Puerto Colijito is historically a nation that has always had to fight for their freedom. From foreign occupations by merciless and monstrous invaders to bloody civil wars and clashes over political ideology, the DPRPC has always had to struggle just to merely exist. Though they have traditionally made every effort to maintain peace between themselves and their neighbors in Central America, one conflict in particular has proven too great a threat to the Puerto Colijitian people to ignore any longer.

As Prime Minister Francisco Basilio enters the last few months of his term, he and his beloved nation face a war that was not desired but was in fact neccessary. The tall, solemn-faced head of state sat in his private office sipping on a still steaming cup of the finest coffee Puerto Colijito has to offer as he scrolled through a month's worth of the state-run news agency PCNN's coverage of the ongoing crisis.

The popular Prime Minister did not want to drag his nation into war but felt he had no choice when suddenly attacked by the country's southern neighbor, the Republic of Chaquiluto. Unbeknownst to the public, Basilio's intelligence agencies have lately been indicating that the ROC's President, Sol Correa, may be planning to deploy chemical and/or biological weapons to massacre thousands of both DPRPC troops and innocent civilians of his own country.

And so on this morning as these horrifying scenarios played through his mind repeatedly, Basilio drafted a letter which he would order delivered to any and all heads of states willing to read it.




For many years, Puerto Colijito has remained relatively isolated from the rest of the world. This is in part due to the arrogance and stubborness of my predecessors. But I, Francisco Basilio, write today to anyone who might take the time to read this letter.

The government of the Democratic People's Republic of Puerto Colijito is officially extending an open invitation to any world leader who wishes to participate in diplomatic talks with our island nation. Assuming your acceptance of this offer, your transportation and that of your staff will be fully paid for, of course, and you will be flown into one of our country's most popular airports, Benito Franco International.

Upon touchdown, I have arranged for a massive military presence with strict orders to ensure the safe arrival and transit of all foreign dignitaries. I can guarantee our forces our extremely well trained and will treat your people as our own in all aspects.

You will then be transporting to my personal residence in the province of Villa Delgado, which is also home to our capital city of San Marcos. Here, we will engage in our diplomatic talks over a three-course dinner prepared by our finest chefs; on the house of course, and discuss any matters deemed of significance. Our country is looking for friendly nations to establish embassy programs with as well, which may or may not come up at some point.

The DPRPC yearns for allies; for friends. A coalition of forces may have far more success against a radical and unpredictable tyrant such as Chaquiluto's Sol Correa than one single nation trying to rein him in alone.

Please respond at the earliest time of convienence, and thank you for your time.

I would also like to extend my gratitude to your generous offering of military assistance in our ongoing conflict with Chaquiluto; the use of chemical weapons is a fear my government has held since the beginning of the conflict and I admire your condemnation of such horrifying tactics.

It ill be the DPRPC's honor and privilege to welcome Mr. Jamrud and his aides into our nation at the time of the conference. Out of respect I will also be ordering five Tactical Operations Squad agents, who primarily handle security for political figures in our country, to be at a close but respectful distance from Mr. Jamrud at all times during his visit unless this is something you would not approve of.

It had been a relatively slow day in the directorate. The Commonwealth and her allies were getting along amiably, with the slight exception of the Hopians. It seemed that several extremists arrested by an FSB sting operation had ties to the Hopian government-of which they denied. With that said, it was business as usual for Secretary of State Alexander Nowak until the diplomatic cable from Puerto Colijito arrived. Now he was sitting with several other members from the directorate, along with a couple select members from the SVR and KGB.

“Our most current analysis,” began KGB Colonel Yevgeny Prechov, “Is that the country is under threat from its southern neighbor-to include the threat of WMDs.”

“We can confirm that they were attacked recently by the ROC,” added the SVR agent to Prechov’s right. “Our projection is that PC is using this invitation to draw support for an imminent attack-perhaps even as a shield against further aggression.”

“What’re the possibilities of the ROC attacking during these diplomatic discussions?” Secretary Nowak asked.

“There’s no way to know,” Prechov replied with a shrug. “We have little intelligence on both nations, but if I was a betting man…” another shrug, “I’d put it at 40/60 they would still attack.”

President Mirokovich waved his Secretary of State into his office. It was an uncommon meeting, but then again, the message from Puerto Colijito was anything but common. He poured them both tea as they settled into one of the finely upholstered couches in the center.

“Proszce,” Nowak said as he took the offered tea. He looked over the president warily. “You wish to respond that we’ll send someone to Puerto Colijito, don’t you?” he asked.

President Mirokovich leaned back, taking a sip from his own cup before responding. “You know me too well, Alex,” he chuckled. He raised one hand, “And I appreciate the concerns you noted in the analysis,” he tapped his tablet, on which the drafted document in question was still displayed.

“So who will you send on this little-diplomatic experiment?” Nowak asked. “We have quite a few adventurous men and women in our ambassadors’ corps who would do well.”

“I know Alex, and know I’d happily ask them if I didn’t think it were so-sensitive,” Mirokovich replied. He saw his friends’ shoulders slump. “I know it asks a lot, but I think it would be best if you were to lead the diplomatic envoy,” he added.
Alexander Nowak looked down into his tea contemplatively. A lot of the concerns and the recommendation to ignore the diplomatic plea were his own thoughts and analysis. Then again, he was being personally asked…not tasked out as one of his ambassadors would be. He looked back up.

“I serve at the pleasure of the President and the People,” he replied. He took another sip of his tea. “Though I may need something stronger before wholeheartedly agreeing to this.”

I'd like to thank you for your timely response. I admire your nation's similar history of struggle and I believe this gives our two nations some common ground. I look forward to Mr. Nowak's, as well as his aides and Mr. Ramius's arrival in Puerto Colijito to engage in these diplomatic talks. Of course, I will assign a detail of Tactical Operations Squad agents to provide additional security for your men. I assure you that the TOS is the most specialized security agency we have in our nation.

I anticipate a possibile discussion of military options between Mr. Ramius and our Minister of Defense and Chief of the Armed Forces. Perhaps together we can assemble a strategy that will effectively neutralize the ROC's chemical weapons program, as my senior intelligence officers have briefed me that the situation is looking worse than we had anticipated.

After successfully making their way past the beaches they stormed to begin the DPRPC's invasion of the ROC, the two divisions code-named Echo and Bravo made contact with one another on the outskirts of the city of Cabo Blanco where Strategic Investigative Agency members had already been for the past few days. SIA agents confirmed to the ground forces and to the Chief of the Armed Forces Silvio Valle that their suspicions had been correct from the beginning; the factory they had been performing recon on was indeed being used to manufacture chemical weapons. Their intelligence suggested that Chaquilitian President Sol Correa was planning to deploy some if not all of the completed weapons on Puerto Colijitian troops at an unknown date, given the ROC's inability to prevent their initial invasion and the rapid advance of DPRPC troops.

However, at approximately 9:34AM on Thursday morning, an enormous explosion rocked the warehouse outside of which troops were preparing to breach. Eyewitnesses near the scene confirmed to PCNN shortly afterwards that many Puerto Colijitian troops lay dead outside the compound while those who were still alive were seizing, coughing violently, and vomiting blood.

Prime Minister Francisco Basilio held an emergency press conference in which he concluded that it is very likely ROC forces had detonated explosives remotely that released some form of chemical agent, seemingly having advance knowledge of the plans to breach the facility.

Estimate at this point in time point to at least 58 Revolutionary Ground Force troops killed as a result of the blast and the resulting release of the currently unknown chemical agent, with at least 30 more suffering serious injuries. The DPRPC government is holding an emergency meeting among senior officials including the Prime Minister, Defense Minister, and Chief of the Armed Forces to determine their next move.

This heinous attack comes just two days before a diplomatic summit to be held in San Marcos is scheduled to take place. These developments will undoubtedly have an effect on those talks.

I would like to apologize for the conference's delay; myself and other senior government officials were a bit caught up dealing with the recent chemical attack in Chaquiluo that claimed many Puerto Colijitian lives.

The doors to the Quivicán building in San Marcos will open to foreign dignitaries participating in this diplomatic conference on 9/13 at noon, EST. Tactical Operations Squad agents will be posted in positions at the entrance as well as several points surrounding the building, with snipers also positioned on the rooftop. Bureau of Homeland Intelligence agents are providing additional manpower in the form of heavily armed guards at the entrance of the building. We are sparing no expense to ensure the security and success of this conference.

A DPRPC government escort will greet you upon entering the Quivicán building and guide you to the room in which the talks are being held. Refreshments and a full buffet will be available for anyone interested in partaking.

A part of their story of the trip to the Democratic People's Republic of Puerto Colijito, or Puerto Colijito or simply PC for short, that they would not tell about elaboratly was the flight. If Princess Aurelia was honest, she had been giddy about it as soon as the Sultana allowed her and her father to make the trip, but the flight itself was always the most boring part.
Her father and her had swapped their books, but after a short while looked at each other with questioning eyes, as if to say You really read stuff like that?! Aurelia at least had a good excuse, hers were books she had to read for school. They then tried their hands at board games, but that got boring pretty quickly, too.
So now, her father was having a nap, while Aurelia looked out of the windows of the small private jet, luxurious, yet not overly so or tacky. Good leather on comfortable seats, wooden panelling and a very good carpet.
She was a young woman of sixteen years, her skin lighter then her father's, but still having a noticeable darker colour, her blonde hair long and open - combed, but not styled. Her blue eyes, her mother's eyes, sparkled like jewels, like the most beautiful sapphires in the world. She was a sportswoman, one could notice that as she was lithe and lisom, especially lithe, as she was quite active, being on the Reserve of her school's Swimmer Team and one of the instructors for mounted archery on the Rider Squadron. She also had, as people of far ruder disposition would note, quite a rack, her mother's influence again.
She didn't complain.
Her father, on the other hand, was... a friend of hers from her school described her father as a manly man of manliness, once, but Aurelia had to trust her word - she didn't see it. Sharp, angular face, like from a sculpturer's hand, a mop of brown hair and golden eyes, coupled with a grin, that would make polar caps melt, well trained, and with 1.83 metres quite tall. He was also well trained, despite him not being in a sport's club.
Both of them were dressed for the occassion of the dinner, which meant black tie, as it was appropriate.
Her father, in tuxedo with kamarband (or cummerbund, as it was more well known), dress shirt and bow tie and everything else, a dress unchanged for centuries now... and his daughter able to adjust to fashion and what looked good, in her case that meant a cocktail dress - she was a young woman, not her grandmother.
Her dress was of a merlot-red colour, form fitting and a little more on the garnment-saving side as dresses went, with a short hemline and a choker collar to help supporting the whole thing, attached to the rest over the otherwise bare back. A bodice provided a very nice waistline and helped to support the sweetheart neckline, which hinted, but showed nothing. The skirt was relatively short, but still had a side slit, which gave her a greated ability to move.
She looked beautiful, alluring, exotic... and would most likely be both the youngest person on this party and the only speck of colour, but that was okay. She was going there to learn by listening and watching, not to get herself a husband.
A yawn tore her face apart for but a moment. They would land on the international airport of San Marcos, Benito Franco International, during the morning of Tuesday, September 12th, more then enough time for a little nap...

The Yurizlansian government's plane landed in an airfield in the DPRPC. The King looked around the nation in amazement. It was so cold in Kyiv, and even Odessa is colder than this. He said a prayer for himself, as well as his staff, and the country he was visiting as he got into a car, offered by the government he was visiting. Reporters bustled around the entrance to the Quivicán building in downtown San Marcos where the first official Multilateral Summit was taking place. Bureau of Homeland Investigations and Tactical Operations Squad agents guarded the building in a large show of force; security for this event was something that had been planned rigorously and for quite a length of time beforehand. Snipers were perched on the roof as an additional precaution and local Villa Delgado provincial police had blocked off the street in anticipation of foreign diplomats' vehicles arriving.

Inside, a fully stocked buffet was readied and steaming as chefs stood waiting to serve guests; a complimentary bar had also been stocked. Prime Minister Francisco Basilio was dressed in his finest attire, a black suit he chose specifically for the occasion. He conversed with several of his aides as well as multiple other high-level government figures, including General Secretary of the People's Socialist Party of Puerto Colijito, Eligio Cayetano, Minister of Defense Cástor Barela, and Premier Alonso Gastón. A large solid oak conference table sat in the conference room, where golden placards had been placed indicating the seating arrangements of the guests. Basilio and the rest of his government were beaming with confidence and excitement in regards to the event; Puerto Colijito was eager to get on the international stage and formally make diplomatic ties with the nations being represented at the Multilateral Summit, especially during such a trying time for the nation as they fought a bloody war with an enemy who would use any means neccesary to cause death and destruction, even to its own people.

After touching down and the usual procedures, Prince Damir and Princess Aurelia had retired to their hotel to get the jetlag under control and to freshen up, but when the time came, they were there.
It was clear, that someone wanted this event to be as safe as it could be, safety rightfully being one of the top concerns. It would be difficult, but Damir was sure, that he could protect his daughter, if push came to shove - even if he might require the help of the TOS-soldiers assigned to them. They, like the Grand Vizier had written, appreciated the gesture very much.
Prince Damir had a small present box under his arm as they arrived, he opening the door for his beautiful daughter, who linked arms with her father under a veritable storm of flashes from photographs - both were used to it and although Aurelia's smile was a bit nervous, owning to her less experience, she was fine.
One could feel the eagerness of these people and their will to become a member of the larger international community - something Kyrenaia would gladly help them with. They seemed like very nice people, after all, very welcoming.
And from there, the two entered the Quivicán building in San Marcos' downtown, awaiting the things to come and hoping to see the Prime Minister as soon as possible - they, too, were eager, one to learn and the other to start a diplomatic relationship, hopefully one of friendship.

After the Church service, King Bohdan Khmelnytsky entered the room, with an air of excitement surrounding him. He was quite hungry, as a part of his devotion, he abstained from eating for a day while praying in his castle for a safe journey. He said a silent prayer as he walked over to the buffet and grabbed a large plate of food, drawing stares from some of the people in the conference. He sat in the seat that contained his placard, and took in the surroundings around him. He put his gift on the table, this gift was an icon from St. Pyotr himself, St. Pyotr's ring he wore during the days of Yurizlansia's Independence War. It was a very valuable ring, if the government wished to sell it, but it also had great symbolic value, as during Yurizlansia's War for Independence, the nation was attacked from all sides, similar to some of the situation the DPRPC had to endure.

The King couldn't help but feel old, as the beautiful Princess Aurelia and Prince Damir seemed to be photographed at all times, while the widowed 77 year old King was essentially ignored by most photographers, despite one episode, where much to his chagrin, a photographer asked him to move out of the way so they could get a picture of Princess Aurelia. The King sat down, his spirits hardly dampened, waiting for a day of productivity. While the King was an old man, he was a fiery orator, famous for barging into a meeting of the Communist Party of Yurizlansia, and giving a speech so powerful, it was reported that after the King left, the leader of the party broke down in tears. The King also had a certain charm, which made him quite a likable person, in contrast to his father who had a cold gaze, and mistreated Bohdan due to his personality. But all of that has passed, he was ready to make new friends, meet new people. He waited quietly for the conference to begin.

As the two Kyrenaians had entered, and thankfully had left the reporters behind, Aurelia caught sight of an old man, sitting all alone and munching on the buffet, having already moved to the conference area.
She vaguely recognized him, King Bohdan of Yurizlansia, if she was not completely mistaken - a wise man, much like Grand Vizier al-Zahir and Razia Sultana herself... or the deceased Amin Tawashi. Her heart went out to the old man, widowed and all alone...
"Go.", her father whispered into her ear as he waited for the hosts to greet them, smiling, "Learn from him, for the wisdom of age is in his voice."
"Thanks, Dad.", she whispered back - in private, in public, she would call him 'Father', formal and correct. She couldn't help but giving him a small peck on the cheek before she vanished, her father smiling to himself.
She calmed her nerves as she approached the old man, a smile on her lips, her eyes sparkling with intelligence. She looked forward to speaking with him, she remembered hearing about a few speeched he had given in the past, and she looked forward to meeting the King. Speaking, rhetoric, logical arguments and passion in speaking were important to the Kyrenaians and if there was a person to learn from here, she would do so.
The young Princess, sixteen years old, stopped a few steps away from the King and bowed her head deep in respect, both to his station and his age. "Good evening, King Bohdan.", she greeted with utmost respect, "And may the winds carry a cool breeze and water to the fair lands of Yurizlansia. Would You mind, Sir, if I were to have a seat here until the actual conference starts?"

The King, previously zoning out in his boredom saw the young girl approach, and when she asked to sit down, he was eager to finally speak to someone.
"Sit, my dear child." He said, noting the respect in her voice as she gave her people's blessings to his land. "May God be with you and your family wherever you go, and may your nation continue to prosper." He said, crossing himself perfectly, a feat he had mastered in his religious classes during his youth. He turned to face her, his joints groaning, and filling his body with dull, aching pain that he had grown accustomed to since he was diagnosed with arthritis so many years ago.

"I can see in your father's eye princess, how much he loves you. I have a daughter myself, older than you are, but you remind me of her. Always so polite, and proper. I can tell that one day you will become a woman who nobles, and commoners alike will flock to in order to show their daughters your face, and mannerisms so that they will grow up in your image." The King smiled back at the Princess, and tears began to form in his eyes, but he made sure that the tears would remain in his eye, as his father always told him that men were never meant to cry.

"You would be surprise Princess, but I am old enough to remember the Civil War that tore this country apart during the 1940's. While this country may be socialist, I always had respect for the revolutionaries who established the People's Republic. Their struggle against foreign, and domestic oppressors reminds me of my own nation's struggle against the many empires that wanted us under their control."

"Here," The King showed the Princess the ring that was the King's gift to the DPRPC. "this is the ring that symbolizes what my nation, and their nation has fought for, and will continue to fight for. Freedom. Freedom to worship, to speak, to vote, to farm, these are all freedoms that both of our nations were denied, and these freedoms are what we fight for." The King realized he was raising his voice, something that was not a good idea in such a formal setting.

"I must ask you Princess, what brings you to an old man like me?"
