Yalmarch Begins Deportations

Postby Yalmarch » Thu Aug 17, 2017 5:58 am

Yalmarch State Announcement:

All those recently affiliated with the royal family, now dead by our glorious revolutionary hands, are to report
at their local police stations. Alongside of them, non Yallic citizens are to be deported within the next 72 hours.
If you are here on work visa you are to leave, if you are here to study you are to leave, etc. Those who do
not adhere to these instructions will be liquidated, enemies hide among us therefore we must take action against
all possibilities.

Fort Sothoth, Yalmarch

Another toxic rain fell as Commander Dallon Krakov stomped toward the formation of soldiers. All dressed in full
combat gear as well as gas masks to keep the toxins out. On the horizon massive smoke stacks stood, black clouds
puffed from their tops. Krakov placed his hands behind his back, the troopers stood at attention.

"Congratulations we've been selected to aid the police in crushing this anti-deportation riot breaking out in the ugliest
sides of the capitol. Fort Sothoth has been abused for centuries by the rightfully executed monarchy, by our hands it shall
be cleansed. The rioters failed to comply with a state decree, making them enemy combatants, there will be no mercy
for them regardless of age, gender, etc. Lethal ammunition will be distributed, we are on the move in one hour. Understood?"

A roar of approval echoed through the military base's drill pad.

An hour passed, troops led by Commander Krakov piled into the armored personnel carriers. When the ramps closed dim yellow
lights popped on and the convoy began to motor toward Fort Sothoth's decayed quarters.

From: The Government of Chuying

We are deeply concerned with the recent violent overthrow of the legitimate government, and with Yalmarch's violent actions towards its guests and citizens and intolerance to towards those who disagree, as a nation that promotes freedom, prosperity, and peace, we strongly condemn your nation for these actions, and we will not recognize this new government. Our Parliament will has voted to place sanctions and an embargo on Yalmarch, and to no longer recognize you as anything but a rogue state, we hope this will perhaps show that these unnecessary, childish, and brutal policies will bring no benefit to your nation, only through tolerance, justice, and peace can a nation truly move forward.

Sincerely, the Prime Minister of the Republic of Chuying

Below is a letter, delivered through the New Edomite embassy in Fort Sothom. It was a small embassy, protected by a simple brick wall compound wall, and one of the four land rovers assigned to the embassy was used to drive an embassy cultural advisor to the General's HQ.

To: General Lucianous Yog
From: Hosidius Geta, Foreign Minister
Subject: Deportations
Encryption: Moderate

Dear General Yog,

I hope that this letter finds you well. I would like to request some information as well as your cooperation in light of recent events.

First: will foreign embassies remain untouched and running in accordance with international law?

Second: will there be a case by case review of citizens permitted to remain in your country?

Third: will your royal family be permitted to travel to New Edom and take up new lives there?

As to cooperation, while it is the hope of our government that you might reconsider whether foreigners could stay in the country or not, we are naturally prepared to work with your government for the safety of citizens visiting or staying there.

However it is to be hoped that you might reconsider. Economic considerations which can include tourism, trade, financial support and student exchange programs have been enormously to our own country's benefit. We hope it can be to yours as well.

I look forward to your reply. I have the honour to be,

Hosidius Geta
Foreign Minister

Meanwhile, in Fort Sothom, the Ambassador, Matthias Rethem, was doing his best to find out if the Royal FAmily were even alive through whatever contacts the embassy might have. While he was, himself, determined to remain at the embassy along with the security team and key personnel, he also began to make arrangements for dependents and non-essential staff such as secretaries, cooks and low ranking civil servants to leave. A skeleton staff would hopefully remain and oversee New Edom's diplomatic involvement with the transition. It appeared that the coup had been thorough and so not much armed opposition was expected, making civil war or major unrest unlikely...

In response to the letter from Lavomania, the Foreign Ministry sent a thankful response and acceptance.

The New Edom embassy, though small, was an architectural work of beauty. After liquidating the rioters Commander Krakov recieved
orders to deliver a response to Ambassador Rethem. He approached the gates in an unmarked SUV flanked by two armored trucks
fixed with turrets. Krakov stepped out, adjusted his cap, and scratched his beard as he gripped the response. The New Edom guards
eyed him, he raised both hands to show he meant no harm.

"I have a letter for your ambassador from General Yog." Krakov handed over the letter and returned to his vehicle.

To Ambassador Rethem
From General Lucianous Yog

Ambassador Rethem,
Your Foreign Minister had asked three questions which I will answer in this letter.

Foreign embassies willing to cooperate with the new leadership will remain untouched by our military and security forces.

Foreign Citizens at this time must either go to their embassies or leave the country, there are too many royal loyalists we are
sorting out and until then our borders will be closed. Those being handled at present are rioters doing violence to our security
and military forces. Those in compliance with our new policies will be escorted to the border peacefully.

The royal family, due to its heinous prostitution of our country to foreign powers, has been executed. Forgive our use of brutal force
but all relatives, old and young, have been executed as well. I am sure you are no stranger to precaution and understand my orders.

Citizens of New Edom currently working or studying within our country are free to return after new forms are filled out so that they
understand the new laws thoroughly.

Exchange programs are being considered with specific countries which will not be named at present, but tourists will be refused entry
at this time and as for financial support, foreign businesses must leave.

Glad to exchange words with you Mr. Foreign Minister,

General Lucianous Yog

The New Edomite Embassy,
Fort Sothom, Yalmarch

Ambassador Rethem, a man with a short neatly trimmed beard, olive tanned skin and dark brown eyes, slightly greying around his temples and lips, read the letter thoughtfully, and passed it to the Deputy Head of Mission, Cultural Attache and Military Attache. All were in light shades of three piece suits except for the Military Attache who wore a barracks dress uniform with his kepi resting on his knee.

"Well, this seems rather straightforward so far," said Ambassador Rethem.

"Straightforward? They executed the whole royal family?" exclaimed the Deputy Head of Mission, looking at the Ambassador over his horn rimmed glasses. "How do we know they're not softening us all up to be hostages to this new regime?"

"We don't. We need to find out more. We can't do a thing about the royal family. Of course he could be lying, and hunting them down. After all, the royal family must have extended family or people with some distant claim to the throne. No doubt they're as he implies hunting down anyone who might have some pull," offered the Cultural Attache.

"I recommend, sir, that we focus on one thing at a time," said the Military Attache quietly. "Let's get our more vulnerable and unnecessary personnel and so on out of the country. I have taken the liberty of speaking with the Ministry of Transport and there is a plan. A Griffon Airlines SAI 200-400 can be here within 24 hours, and take out 150 people. Another can arrive 8 hours after that. If the General's government permits, we can charter buses or trains to make sure that our people get there. We have approximately 275 people including our people here at the embassy in the country right now. 42 commercial travelers, approximately 120 expatriate business people and their families, 35 missionaries, 46 tourists and 30 others--grad students on research grants, journalists and so on. There's a full list here."

"Let's add the consulates to this too," said Rethem. "All consulate staff will be evacuated temporarily until the crisis blows over."

"Are we going to be cooperating with this dictator then, sir?" asked the Deputy Head of Mission.

Ambassador Rethem said, "For now, there is no reason not to...."

Dear General Yog,

Thank you very much, on behalf of my government, for your very prompt reply.

New Edom has 275 citizens in your country. We should be able to get two planes in to get them out within 36 hours. We can have one plane remove 150 people in 24 hours, another 8 hours following. Allowing for delays we have estimated 36 hours will suffice. These are planes belonging to Griffon Airlines, a civilian government owned corporation in our country, and are passenger planes.

I would like to propose that our citizens in country begin to immediately move for the airport or for the embassy, and that we offer to charter necessary transport for this purpose. We will naturally provide payment for the use of such transport.

I would like to formally request that property of business owners in your country be protected and that whatever is determined about said property be negotiated between our governments.

My Foreign Minister has thanked you for your reply as well. He has asked that I ask you if you might spare a moment to explain what your new political and economic system will be.

I have the honour to be,
Ambassador Rethem

We will comply with your propose arrangements for your citizens departure. Unfortunately,
private property is being ceased by the state at this time and will need to be reviewed
before being handed back to the private sector.

If you desire a meeting we can arrange the Foreign Affairs Ministry to meet with your
people at a given time and place. I imagine, in light of recent occurences, your people
might prefer to meet at the embassy and this is doable.

Keep in mind we can continue communicating via letters.

Signed,
General Lucianous Yog

Fort Sothoth, Yalmarch

General Yog stood before the window in the King's office. A beautiful view of Fort Sothoth
stretched to the sky. A grey beard fell from his chin, not a hair sprouted from his head. He felt
like a corpse in a uniform when he saw his reflection.

A knock came to the door and Internal Security Chief Sandra Svensug stepped in. A nasty scar
ran from the brown hairline down to the left side of her upper lip.

"My leader." She said and stood at attention.
"At ease Chief, what is it?" Yog dropped into the chair behind the King's desk.
"Our foreign embassies, although there aren't many, they are filled with people
loyal to the Royals."
Yog remained quiet, he knew this would have to be dealt with. How to move forward though..
"Put out a decree, anyone of these ambassadors are to be detained upon return. We need
to discover who will remain loyal to the royal family and who will comply with the new order."
"Understood my leader."

Sandra saluted, did an about face, and left. Yog turned back to the view of Fort Sothoth.

The Free Kingdom condemns, of course, the murder of the Royal Family of Yalmarch. We are absolutely unsurprised by the murder. Murder is the way of radical republicans, who are not satisfied only to abolish monarchy (that in itself is entirely reasonable). They are desirous of obliterating, based on genetic heritage, any of those who consider themselves related to a noble tradition, whether or not they are guilty of any crime. Had they likewise desired to rid themselves of an ethnic or religious minority, it would be recognized, by the civilized world at least, for what it is.

But we are not interested - here at least - in conflict. We are interested in aiding the plight of deportees, while benefitting ourselves as a nation. We therefore propose a solution that would be of interest to Yalmarch’s government, while also being beneficial to the Free Kingdom, and to the deportees.

Should the government of Yalmarch agree, we will accept in our country, those deportees of noble blood who wish to live in the Free Kingdom. Those of them interested will be also fast-tracked to citizenship. We welcome them with open arms.

In addition, those who have lost their student visas to Yalmarch will be welcome to apply for student visas in the Free Kingdom of Allanea

We cannot allow those of noble blood to exit the country as of now. Those inhumans leaving the country are free to enter your lands in any
method you see fit. For future reference however, when our investigations into these nobles and other royals are completed we may exile them
to your country.

The Free Kingdom is forced to condemn in the harshest terms the Yalmarch government’s attempt to keep thousands of individuals literally as prisoners simply because of their genetic origins. We call on people of good will - Republicans, Monarchists, Socialists and Capitalists alike - to condemn this crass violation of human rights and to work together to resolve the situation peacefully, and yet for the benefit of all innocent people in Yalmarch, no matter their blood status. We are nothing short of repulsed and terrified that, even now, we are forced to use the phrase ‘no matter their blood status’ in a press release. Have we fallen into a time warp? Who knows.

We will be deploying a hospital ship to a distance of 10 miles from Yalmarch’s national waters, and a Navy frigate to defend it. This ship will take aboard any noble refugees from Yalmarch that are capable of crossing the distance from the shore.

*

The ships were on the move - not two in number, but in fact three. The third - a submarine - remained hidden under the hospital ship, matching course and speed. The hospital ship’s wake made the submarine inaudible, its mass - invisible from passing aircraft. The frigate - a Type 69 nuclear-powered frigate - was on its way as well, steaming ahead of the hospital ship, staying between its body and potential attackers.

Most Allaneans did not care about the situation in Yalmarch. It was far away, and not very newsworthy. As such, two warships steaming out of a harbor in Kalandia had passed unnoticed and uncared for by most.

OOC: Just as a clarification, this is strictly a post about the rescue fleet leaving port. It will be in transit for a post or two, and then I’ll post about its arrival unless something happens.

Fort Sothoth

Edomite tourists, scientists, exchange students, business travelers and business expats and any of their families were starting a steady movement towards Fort Sothoth if they were not already there, and were if they could making phone calls home to advise family that they were returning. Many had received warnings from the Foreign Ministry or on the radio and were fleeing towards the airport or their own embassy.

This was far from perfect. For example a group of scientists and a film crew had been been doing some filming for a documentary on bird migrations, and their feed had been interrupted by military control of radio, internet and telephone functions. Thinking it was just a hiccup, they had been doing their best with their work when they were advised by a local of the coup. Worried, they had contacted the nearest consulate and were told by the last remaining official, "For the love of God, had you not heard? We're pulling everyone out or everyone will be shot! You're on a list and we had thought you had gone to the Lord! Get you to your vehicles and get to Fort Sothoth at once or we cannot answer for it!"

There were similar cases of tourists, commercial travelers, but also others who simply weren't able to get transport easily, again due to a crush of the citizens of the country struggling to get away from the coup or being herded by the coup. In some cases vehicles may have been commandeered or fuel commandeered. So there were delays.

Reports were being filtered in to the embassy, and Ambassador Rethem called and made sure that the General understood that Edomite civilians were on the move.

Meanwhile, the first Griffon Airlines flight had been fueled up, given its flight plan and confirmation with the airport in Fort Sothoth. It was on its way. The flight crew were all former National Air Force, and a military adviser was aboard, but that was it. After some debate, foreign Minister Geta had advised that no drastic action be taken at this time.

"What if they demand extradition of someone at their embassy with us?" Unwerth, the Minister of Defense, had demanded of him. "What then?"

"They cannot expect us to both honour and dishonour diplomatic immunity," said Geta.

"I agree with the Foreign Minister," put in Count Lalery, Minister of Defense. "We already have enough conflicts going on right now, we do not need another."

Across the border, New Kennedian troops kept watch for any Yallic troop movements. A number of false alarms had already occurred, high command continued getting frantic.

"I suggest a preemptive strike, our military is far more experienced than this General Yog and his thugs." One suit said at the situation table.

"Nonsense, he would listen to reason of offered. Plenty of notable countries already reached out and as long as those being deported comply
they won't be harmed. It is the royal blood he wants to spilled and that I believe we can stomach." another stated while puffing a fat cigar.

Other voices joined in, an argument began to escalate until..

"Silence! I will not have this situation table turn into a madhouse." Brigadier General Michales shouted. "For the moment we are to keep watch and respect the
rules of engagement. No clashing unless we take the first bullets and I want a crack down on these false alarms. I understand nerves are shaking but we cannot
afford a violent conflict starting over some private with a frightened trigger finger. Am I clear?"

The military men in uniform responded with a loud "Yes sir." while the suits nodded. On the western border snow began to fall, troops lit their trenches, foxholes, and bunkers
as they kept an eye across the way at the darkness consuming Yalmarch.
