"Very well, we would like to discuss the possibility of utilizing Ahnslen military bases in return for the access to our foreign bases."

Montgomery eyed the room. It was ornate, but not flashy, dignified but not stern.

"We would be open to allowing you into one, or two military bases but we cannot allow your nation into all of them. Of course, we would not expect access to all of yours if we didn't allow you in all of ours. Of course though, remember that all of this would have to get through the Senate as well."

[Vancouvia]

"Vancouvia is seeking stronger relations with Covonant in the coming months - if they consent, would you consider opening up Brutus base to Vancouvian personnel as well? We would have small QRF detachment there, mostly for rescue operations and refueling. In turn, we would grant access to our largest foreign base: Camp Plymouth in the I.D."

[Ainslie]

We would be open to that, honestly, access to Brutus base would probably be the best option. And yes, we would like access to a base in the ID. Is there any terms we would need to abide by when we use this base? Is there any special policies we need to abide by in the International District? Does that mean we would have an obligation to help protect the district?

[Vancouvia]

"You will not have that obligation; Vancouvia itself does not, although we do aid voluntarily. You may either share our facilities or construct your own on the acres bordering Camp Plymouth. I hope that is suitable."

[Ainslie]

That is suitable. So, what are the exact security arrangements in the International District, then? In theory we may not need to help, but in practice it may be needed. We do have the capability of supporting ID security, but we would like to know if that is required instead of getting pushed into a corner when something goes wrong.

[Vancouvia]

"In the past year, the lawlessness has been relatively low compared to before our operation. However, in recent months there have been a few notable attacks by gangs or other miscreants. Security is mostly handled by the Island Guard, who we have helped train, but we are still ready to operate at a moment's notice in and around The City. Should it be necessary, we would be glad to have your military assistance."

[Ainslie]

The point is that we have a large group of what is called federal corporals. You would've seen several around Arnton and around here. They're the people with the red berets. They are specialists in diplomatic and capital security so they could be a good addition if necessary. We could increase the supply of trainers for these Island Guards as well. It would also be a great experience for some of the younger FedCors to go to the ID.

"Vancouvia would be in favor of this, but it is something you would have to clear with the I.D. government itself. We do, however, lease the land that Camp Plymouth is on which is why I was putting that on the table today."

[Ainslie]
