Ok this is the Alternate Universe CISB that we told you, so here's the rules.
Standard CISB roleplay, CPPS, UGA, all the alliances are gone. You can remake them but it'll be hard.

The only hope Nogodia had was to find a way to create a stable alliance, as there were numerous nations prepared to prey upon the now fallen giant.

And so, without an ally in the world, Letters prepared to compromise for the first time in his administration.

The National People’s Congress voted 900 to 0 on entering a State of Emergency after the UGA suddenly collapsed, a special meeting of The Central Military Commission the State Council and The National Party Standing Committee was called to decide on what to do . Following the recent escalation Nogodia begins to create 300 more Reacher missiles and begins construction of 5 more "Seadog" class Ballistic Missile Submarines.

Nogodia also asks Breen to ally with our nation in this time of uncertain crisis.

Any peace agreement must be ratified by The State Council and The National People’s Congress so deliberations will soon take place

During a special meeting between the members of the State Great Khural, Prime Minister Mendsaikhamy Enkhsaikhan, Minister of the Interior Otgonbayar Dorjsuren, and Minister of Defense Yue Angúo, the gov't of Khingan has unanimously decided to declare a State of Emergency for six months, leading to a declaration of martial law throughout Khingan.
All administrative buildings will be repositioned underground, with the offices of the Prime Minister and all other Ministers located one hundred meters below ground.

To protect the country's borders, Minister Yue Angúo ordered the deployment of eight hundred armored vehicles along the borders of the country. Additionally, flights from and to countries deemed politically unstable by the government will be cancelled.
Any foreign diplomats can enter the country only if they have previously applied for doing so - the Khingalese Federal Department of Immigration will evaluate every visa application submitted by foreign diplomats. Additionally, tourists will be prohibited from entering so-called safety zones in Ürümqi, Ulaanbaatar, Hohhot, Ordos, and Yining. The prefectures Hotan, Bayingolin, and Kashgar will be locked down completely, with strict control over who can enter these prefectures and who cannot.

The Mathornian congress has voted by a margin of 330-308 (house of reps) and 503-498 (senate) to declare Marshall law. It requests that Nogodia stops building the warships and submarines to keep the peace. We will like to create an alliance with Kinghan at this uncertain time.

With a voting outcome of 73-27, the members of the State Great Khural have accepted the proposal made by the Mathornian government, and will ally with their country.

The Socialist Republic of Saian is spiraling out of economic control as the International Dollar has fallen. Government officials are attempting to fix the issue caused by the sudden UGA collapse by bringing attempting to quickly bring back the Saianese currency the "Jade"....civil unrest had spark throughout the nation and President Chinh Hoang has ordered martial law. President Chinh Hoang and his administration have left Hong Kong and is now taking his activities underground in a classified facility.

All Saianese troops stationed across the world will be pulled back to defend our borders, and border security will be set up to the heist alert level....this is just in...We have lost control of Kunming CDCHS HQ due to the mass panic of the sudden collapse of the International Dollar and a patient infected with Gasper from containment have escaped. Kunming has since been quarantined but the man only known as Patient 6 has not been found.

In other news, the global stock market has descended into chaos and Saianese trade ports are at a standstill. Military general Abay Wong has restored order in most affected Saianese areas of civil unrest, however, the situation in Kunming and its surrounding areas of the city has increased as people attempt to escape the quarantined.

Nogodia assures all nations that the naval building is but a simple precaution for the future and would like to share a naval force with Khingan as a gesture of peace.

Currently Nogodia is set on rebuilding the CPPS, and wishes for the peaceful cooperation of all former CPPS members such as Mathorn, Norld, and DARK LOVERS.

Nogodia has also placed itself on high alert due to the potential economic fall resulting from the collapse of the International Dollar.

We will not support blatant aggression at this time Nogodia. If relations turn sour between kinghan and Nogodia, you will de facto be in control of kinghans wealthy economy.

The Federal Government of Khingan hereby accepts Nogodia's offer. 6,000 of the soldiers provided by Nogodia will be deployed along the Khingalese border, 3,000 will be deployed in major cities throughout Khingan, and 1,000 will be used as a reserve. All soldiers will be provided food and accommodation.
To repay this offer, the Khingalese Government will transfer 100 million Mongol Kroner (about 18.1 million Int'l Dollar).
