-New Players and Observers Incoming and Interested to Signup: New players who wish to join and sign up for canon can do so by picking a country labeled an NPC state (AKA, a country with "(NPC)" in its title, except Armenia, which is the only one off limits). To find these countries please Go to this link and choose accordingly. Use ONLY the first app for this purpose. NOTE: General history and demographic makeup (social, ethnic makeup, religious, etc) is ALREADY determined by the NPC factbook for incoming signups. But the political system, economic development, and present social policies can be altered to the whim and image of the person who's signing up via the national signup application and its features. Though some parameters of political expectation may be requested by mods, and you can try to negotiate history modifications for your country of choice in canon with the modding staff, as long as it fit doesn't stray too far or unbelievably from the preestablished history. REGARDLESS, use whatever information is available at your disposal, and write your entry full-cloth using the application BELOW. HOWEVER, it is recommended that present policies or changes are done in a historically consistent way with the past formation of said NPC state, if changes must be abrupt, at least try to make them believable. As otherwise actions could very well impact the domestic stability of the players country. Natural resources are mostly, if not entirely the same in the geographic areas as it would be in RL.

-NOTE: Map may not always be up to date, so look at latest signups and list of existing players down at the bottom, to make sure any areas you've been eyeing hasn't been accepted by the admins from someone else who already applied or is in the process of getting accepted.
Civic Points: We have created a new civic points system found in the canon application in the category labeled social investments. How you decide to spend these points on your nation determines and factors into your people's beliefs, cultural tolerance, political attitude, national economic development, interventionism or isolationism, etc. And your nations reaction to you doing things that may be in contrast to the nature of your country based on them (Talk to Bering if you'd like more information on the subject).
-System of civic points for social investments in the canon app are that you lose 1 point for every 50 provinces you control.
You start with 8, but lose 1 point for ever 50 provinces you control. IE: The smaller the country the more points. Only affects you in starting out. Doesn't change based on later activities in canon, civil or military.

-Points can be determined by simple counting or looking at the list of names below.
-Only the 300 provinces players have claimed are counted in this. Any free provinces don't get counted into this.
Rules for Economic Stats:
The economic statistics of your nation will be determined by your choice of civic points or "specialties". You will be allocated points based on the size of your nation (the smaller your nation is, the more you will have to spend) which you will be able to allocate towards civics (a maximum of 2 per civic). NOTE: Opposing civics cannot be selected at the same time. Chose one or the other. Civics will positively or negatively affect your nation's economy, the extent of their effect determinant on how many points you invested in it. Your geographical location on the map will also affect your nation's economy, with regional natural resources and overall development being among numerous factors contributing to your nation's economic strength. Tarazed along with the occasional assistance of the rest of the Commission is the one who oversees GDP mechanics and assigning the GDP’s and the one to contact with any particular questions or concerns on this subject.
Rules for Disaster Section of RP:
-Preface: This is the section pertaining to Disaster Mechanics of Canon. Essentially, this mechanism is to ensure a sense of realism and sense of adventure to the canon. In the real world, nothing is ever smooth sailing for politics or people. Society always faces internal factors (IE: Civil unrest, Ethnic or Racial Tensions, Famine, etc.) or outside factors (IE: Natural Disaster, Invasion, Plagues, diplomatic rivalry, etc.). Since this is a simulation of the modern world on an RPing scale, it is reasonable to expect that this will occur.
-Therefore, disasters will expect that disasters will be of the following categories:
-Ecological (Man Made)
-Natural Disaster
-Societal Issue
-It will be determined via dice roll typically which kind of issue you will get at the discretion of the staff. But is more likely to occur if you are involved if you are in a war or commit an action that is seen as contrary to your established government system, or if you find yourself in an economic crash.

Military Rules
-Use the domestic weapon brands found in your RL nations or areas equivalent if it meets the following company criteria of said military tech and weapons- a 2/3 checklist of founder's birthplace(s), place of founding, and current HQ (example: Stadacona has the rights to Colt weapons because Colt is based in New England IRL, founder born there)
-If it does not you will have to find someone who is willing to permit you to use their technology either historically or recently.
-If this option too does not suit you, you are free to create your own custom-made weapons that mix and match various modern-day models. Just try to make sure the concept is original and sticks to mix and matching what would make sense for your country based on social development, economic, and geographic area and neighbors. We will use our discretion in determining what is allowed for you and what isn’t, you have been warned. Therefore, it is recommended that you keep that in mind when making this and try to be creative and balanced (We will not accept a bunch of US copycats, especially if you have no geographic proximity to such countries and/or if you do not have the believed level of development to make such quality weapons).
-Some civic specialties are more interventionist and therefore "military friendly" than others, which affect your populace's reaction to the military, defense spending and war. A more militant nation will be more in favor of such policies while a more pacifistic nation will favor spending in other areas. Though every group of people has their limit in both directions(once again, talk to Bering for more info on the points system in general).
-Military Systems will be hardcapped during peacetime at certain percentages of your population depending on the Service System: Professional (1%), Conscript (2%), Private (2%), Militia (.8%). Players will choose one of these to be listed as their service system.
-Wartime will permit a larger buildup: Such as 2% for professional, 3% for conscription.
-Military numbers exceeding 2% (for Professional) and 3% (for all others) are more likely to suffer negative consequences.
-On the matter of reserves, Professional reserves should be smaller than active, Conscription should be larger, Private should have none and Militia varies.
-Military is to be approved by Canon Commission Staff (contact any member of the staff you wish to for this process. IE: Neo Rome Republic, Bering, Yottabota, Hespero-Belkia, and Tarazed) or if you just have questions on military matters.
-Don’t need all specifics on equipment till you are faced with going to war. General description is okay prior.
One the subject of Nukes:
-Nukes are given to those assigned by staff to be able to have them feasibly in terms of economic development, military, historical regional influence (particularly WW2 role), etc.
-Starting nuke holders: Britain, Stadacona, Aurineia, Germany, Hespero-Belkia, Taursion, Nieblham, Tiong Hoa, and Newton
-Others are free to develop them though can run into the possibly of running into the usual geopolitical issues such as diplomatic threats, embargoes, invasions, etc. by other players.
-Nukes cannot be used willy nilly and must be used with a legit and feasible IC reason and scenario. If not done as so, it can be canceled out at the staffs discretion.
-Industrial vs. Environment and/or Interventionist vs. Isolationist civics cause the populace to be more favorable or dis-favorable to nuclear weapons than others and can lead to more “disaster” scenarios for the nation (Talk to Bering if you'd like more information on the subject).
Insurgent Groups: Players cannot play as insurgent groups but are free to suggest them to the staff who will then utilize them in canon disasters and other IC settings. The 2nd app is specifically for this purpose. Often in collaboration with the players who suggested them. Armenia is the ONLY NPC state to be run by an insurgent group in canon and is off limits to new players and is strictly for staff use only.
Population Growth
-Players are given autonomy in deciding population growth but it must be within reason and believable for their nation, especially to be consistent with national history and/or development and civic points. Exclusively the latter if a later player signing up as an NPC state.
-As an extra incentive, overly small or large population growth can result in a negative economic impact as well as more disasters to befall your nation. More short term disaster to fall for a large population growth and a more long term one for fall for a small population growth (contact Bering if you would like more info).
Demographic Inference on social makeup: Infer the ethnic, racial, etc. groups of your society from your history (timeline or NPC factbooks), canon neighbors depending on your history and proximity to them, or RL demographics. Though more specifically the NPC factbooks if you're a later signup who joins as an NPC state.

Social Policy: Government propaganda, outreach, and social programs.
Public Transport: Public transport funded by government
Law and Order: Criminal Justice and Police
Industry: Policies focused on building up and regulating its various industries and its finances
Healthcare: Budget spent on healthcare funding and subsidies
Environment: Budget spent on environmental protection, preservation, and growth.
Education: Budget spent on schooling and subsidies for research and development.
Defense: Budget spent on military.
Admin: Budget spent on maintaining government bureaucracy.
International: Budget spent on foreign affairs matters, foreign aid, immigration, etc.
Spirituality: Government spending on state religion and other spiritual subsidies
