Modern day, fair enough. I presume we are relatively small nations with appropriate tech-levels?

i.e. small, professional armies, 1970s-onwards gear, etc?

Of course everything is up to each individual nation.

Yes, we can form an alliance if you so wish, but the proper procedure will have to be followed.
His majesty is reviewing the situation.

You may also make maps, but it might be best to wait for more nations to enter the negotiations first.
