The State Department Building, Larsaka City

President Li to Visit Lykens
By Edward Jerome 9:21PM

Newly appointed Secretary of State Ngai Shan held a press conference today where he announced that President Michael Li, Fresh off his election win and inauguration, would be making an unprecedented trip to Larsaka’s northern neighbor Lykens on July sixth. The historic visit is a symbol of Larsaka’s new willingness to engage with the world, a departure from decades of diplomacy under Liberal governments that saw Larsaka remain uninvolved in world affairs. Lykens and Larsaka have been neighbors for hundreds of years, though recently they have maintained a relatively uninvolved relationship. Until now, the only diplomatic contact the two nations have maintained has been through discussions about border affairs, which stem from the two nations' shared border along the Bei river.

Ngai Shan also detailed the the President’s Itinerary, which had been worked out with Lykenburgish officials and State Counselor Diaz. President Li will fly into Lykens onboard a Larsaka Air L-400, accompanied by the Secretary of State, staffers, and a press pool. Once there, he will embark upon a tour of several rural Lykenburgish Provinces, where he will see several sheep shearing facilities. At the end of his tour, he will sit down with State Counselor Diaz at his ranch to discuss deepening cooperation between the two countries. After the meeting, President Li will return home aboard the same plane he travelled to Lykens with.

Critics immediately panned the visit as a distraction from domestic politics. Liberal Party Leader Owen Insfield described the visit in a press conference as “a serious blunder in the very beginning of his Presidency. While I wish President Li the best, I think he is neglecting serious issues at home in order to forge a relationship that will offer few benefits and inevitably result in more interference in our internal affairs.” While this remains to be seen, President Li’s visit is unprecedented in that is occuring so early in his presidency following so many decades of isolation.

The Secretary of State tried to preempt the criticism when he said “President Li knows the key to supercharging the Larsakan economy is international trade, so he’s not wasting any time getting to work for the Larsakan People” It is true that resource strapped Larsaka is dependent on International Trade, which can be attributed to a large part of Larsaka’s GDP. Many of Larsaka’s primary industries, including maritime and aerospace manufacturing, as well as consumer and telecommunication electronics, rely on materials imported from other nations in Olympus.

In the campaign, President Li advocated for greater international engagement based on the economic benefits and the ability to project Larsaka’s interests around the world. Achieving this will be difficult, but one thing can be said for sure: it won't be for a lack of trying.

Porduzi Ambassador Arrested,

Alexandre Gervásio da Sapateiro

Charged With Sixteen Counts

Including Extortion and Pedophilia

"The Porduzinate never ended! When is it enough and these vile criminals can be brought to justice?" - Commander Bruno Serpeggio, chief officer and director of the Sentinella Provinciale, during a press conference on the arrest.

Image
Ambassador da Sapateiro under arrest,
being escorted out of the embassy by Miliziani.
This afternoon a shock wave was sent across Ancona, felt all across the nation and beyond in the Orthurian region. Around 12:30pm members of the la Sentinella Provinciale, Miliziani, entered the complex of the Porduzi embassy to Parthonopia on the outskirts the city and placed Ambassador Alexandre Gervásio da Sapateiro under arrest on a series of charges. The lengthy indictment Sapateiro faces includes charges each more heinous than the last, ranging from attempted bribery to extortion, corruption to illegal possession of narcotics, and even as vulgar as two counts of attempted rape and three counts of pedophilia. While the sudden arrest came as a surprise to the public, contacts within La Nazione to the Sentinella Provinciale have been able to uncover that Sapateiro and the Porduzi embassy have been under investigation for upwards to a year. The secretive case was successfully kept confidential until these revelations where dropped today after the tarnished Ambassador was detained. More information on the developing situation was later released in a press conference held by the Sentinella Provinciale Commander, Bruno Serpeggio.

Serpeggio disclosed that the Sentinella began to look into Sapateiro after a series of corroborating reports of sexual violence, specifically against minors, began to fold the local station. Commander Serpeggio insisted that the utmost care be taken in determining the legitimacy of the claims that secrecy was of the highest importance for the duration of the investigation. The tricky situation of the suspect being not only a non-Parthonopian, but a political figure and foreign dignitary. The necessity of keeping these allegations and any probe into Sapateiro out of the light made for a difficult analysis of the potential crimes and the eventual tough decisions of whether or not to issue charges and if so how to carry it out.

Serpeggio was steadfast that the Porduzi Ambassador, despite the position, be charged and to the fullest degree. Serpeggio spoke sternly and insisted in the validity of the Sentinella Provinciale's actions. "The Porduzinate never ended! When is it enough and these vile criminals can be brought to justice?" the Commander conveyed. During the course of the probe into Sapateiro, further claims and criminal activity were unveiled, the content of which is too profane to publish. The Porduzi Ambassador was found out to be active in local gang activity, through purchasing illicit narcotics and payment for the procurement of local impoverished minors. The other half of the charges cover criminal activity within the realm of corruption, between accepting bribe payments, harboring of Porduzi fugitives, and the extortion of local businesses through his condottieri contacts.

The peacefully carried out arrest did not go off without a hitch however, beginning with an armed standoff between Miliziani and embassy security. The raid was specifically planned to be carried out during the noon hour for the strategic purposes of catching security during their lunch break and the knowledge that the target would certainly be within the building in that time frame. The lunch hour was chosen as it is when the least coverage would be present and therefore lower the potential of any disturbances to justice carried out by the Porduzi detachment. Despite this planning, the Miliziani were stopped at the gate and told not to enter the premises. At an impasse, the officers of Sentinella Provinciale attempted to force their way through the gate but were stopped short of a potential firefight erupting. It was not until a small armored detachment of the local Legionnaire garrison arrived on the scene 15 minutes later and a written warrant handed over that the security stepped aside and the Miliziani were able to retrieve Sapateiro.

The potential political ramifications of this action, however, cannot be understated and Serpeggio made sure to address that during the briefing. "Justice will be served meticulously and accurately. There is no witch hunt here and I pray that Beo gives the Porduzi the sense to understand that one of their own may not be a saint and deserves the punishment they require." A gun fight between Miliziani and Porduzi security forces would have certainly escalated an already tense situation, however it was thankfully avoided due to the skill and quick thinking of the Parthonopian forces on the ground. Relations between Produzland and Parthonopia have been nothing short of aggressive for the span of centuries; what was an albeit terse but amicable relationship between the two Orthurian nations may have drastically changed with this revelation.

How the Porduzi government may respond is yet unknown with no official, or unofficial, response as of this evening. Following Sapateiro's arrival to an undisclosed complex, likely within Ancona itself, the perpetrator was officially charged with all sixteen counts by a judge; no bail was offered due to the extreme flight risk. If found guilty on all the charges, Sapateiro faces upwards to a 150 year sentence if not a potential death sentence. Trial is set to commence within the coming week.

Joint Declaration Decries Flagrant Violation of Diplomatic Immunity by Carlos Regime

Following news of the imprisonment of the Produzirite Ambassador. The newly elected President of the Lafida & Marcomer Republic, Antonio Ferrara along with Populos Michelle Tourne held a joint press conference addressing the recent news stating that the claims being made were “falsified to promote Duke Carlos’ agenda in the Orthurian Peninsula.” Both the President and the Populos lambasted Duke Carlos for his imperial ambitions for the peninsula and the snuffing out of opposition in the territories under his illegal occupation. Both leaders called upon the international community to not reward this bad behavior and cut diplomatic ties with the pariah state. Further, they called upon both the international community but more specifically, Achkadia and Produzir to place sanctions on the regime and join in enforcing the sanctions via patrolling the bay. Ferrara stated during the conference

“The Brutal Carlos Regime cannot be allowed to continue to terrorize the Parthonopian people. His illegal seizure of Parthonopian land must be challenged at every front. I encourage all nations who believe in peace and liberty to open embassies in Port Lafida rather than the tyrants throne of Ancona.”

Sanctions have already cut any and all Wintonian weapons trade to the regions supporting the Carlos Regime both inside and out of the region, as well as Wintonian patrols of the waters and searching of ships coming into the region. Now it seems a total embargo is being put into effect by the Wintonian and the Lafida & Marcomer governments.

Tourne ended the speech by doubling down on their promise to protect the Republic of Lafida & Marcomer from the threat of tyranny. This comes on the heels of a arms deal supplying even greater numbers of weapons as well as low and mid-range missiles, as the militarization of the region continues to intensify. As well as, greater subsidies to Lafida & Marcomer to prevent economic decline from the recently imposed embargo.

Joint Statement on the Status of the Situation in Lira

July 6, 2019

In the course of human events, many nations find themselves pushed to the brink of war. Acts of unwarranted or even warranted aggression yield only more tension and work to create an environment where no nation can prosper. Prosperity can only be achieved through international cooperation, comity between nation-states, and the drive to work through and solve the myriad of issues that confront us as world leaders.

It is our duty, firstly to our constituents and secondly to our posterity, to make sure that the world we live in now is not destroyed in the blaze of a nuclear holocaust. It is up to us, those who are willing and able, those who wish to see a world that is ready to pass to the next generation. We in Mu-Kal are here today to take that step, to say no more to foolish and pointless warmongering that has cost tens of millions of lives in conflicts past, and untold amounts of lives in the future.

We in Mu-Kal are aware of recent happenings with our cousins across the world, and we stand for adherence to international law. The arrest of a Produzire diplomat is a clear violation of the customs and norms that bind all of us under a global brotherhood. In order to express our clear and unqualified denunciation of this act, we the nations of Mu-Kal will be individually investigating the application of sanctions against the Parthonopian government.

Furthermore, in order to secure justice for any potential victims of abuse by those in power, we support the creation of an independent global task force, staffed by the best and brightest legal and investigatory minds across the international community. We must band together to ensure that justice is served and if determined it has been perverted for nefarious means, we must find out and react appropriately.

Reason, rationality, and fairness are the principles that we must extoll, and only through hard work and perseverance can we together make the world a better place, better than how we found it, for our children and their children. But in order to make this better world, we the nations of Mu-Kal can not in any way condone the endorsement of regime change. Democracy is best served by the people, and outside interests can not be instrumental to the destruction of institutions only to be restructured by outside powers who strive to recreate history in their own image.

For the greater good of Olympia,

State Counselor Kenneth Diaz of Lykens

President Michael Li of Larsaka

President Vienna Eliot of Oceania

President Michael Li of Larsaka makes official State Visit to Lykens
07/06/19

- Epiphanio Ruíz

Image

The State Counselor’s motorcade departs from Arecibo’s Santa Clarita airport.

President Michael Li of Larsaka arrived in Santa Clarita today amid much fanfare. The state visit is the first from Lykens’ southern neighbor in many years. State Counselor Kenneth Diaz had extended the invitation shortly after the conclusion of Larsaka’s presidential election, although pundits and opposition lawmakers on both sides of the Bei River were quick to denounce the invitation as a distraction from both of the men’s domestic troubles regarding internal squabbling within Lykens’ governing party and a distraction from more pressing issues in Larsaka. Surrogates for Condado Street, the residence of the State Counselor, have pushed back on such assertions, saying that, “It is good governance to make meaningful connections with our neighbors. Larsaka has a booming economy and both economies would benefit greatly from further cooperation in regards to trade and the opening of more diplomatic channels.”

From the airport in Santa Clarita, State Counselor Diaz and President Li will tour the largest province in the nation, and Diaz’s home, Arecibo as well as the rural provinces of Hatillo and Dorado. Numerous sheep shearing stations are to be visited, including a few of the State Counselor’s. Several groups of lawmakers from all parties will be meeting with the President at Diaz’s family ranch in Arecibo for a black tie reception the next day. The Lykensburgish cabinet will host a second reception later in the evening, before culminating in a day long summit with the State Counselor and his staff on the third day. Topics to be discussed include agriculture, border travel, a possible defense agreement, and other related items.

Business leaders had been lobbying for a meeting with the Larsakan President for weeks leading up to the state visit, hoping to establish contacts within the incoming administration. Diaz has supposedly stonewalled these groups, hoping to ward off any hints of improper dealings. Diaz’s office has announced that a joint statement will be released at the end of the summit, and press will be allowed in both the tours of the sheep shearing stations and the first reception at the Diaz ranch. Media access will be restricted at the second reception. Diaz has implied that a press conference may be necessary after the summit but did not commit.

Mu-Kali summit results in significant treaty

Image
Pictured: Main house at Marborda Rifuĝejo

- At the Marborda Rifuĝejo retreat just outside Lagaĝo, owned by the Malstrecigano government for high-level activities, representatives of six Mu-Kali nations have reportedly met privately, including a number of heads of state or government.

The summit appears to have built off of a joint declaration issued recently by five of the attendant nations, which expressed a significant and independent view on the current dispute between Winst and Parthonopia. Apparently emboldened by successes in building a united front on international issues, the brewing coalition has since quietly met in Tero Malstreciga, including picking up a sixth interested nation on the continent.

The resulting treaty, which has been made public after the signing of all six attending nations, establishes significant military cooperation in the naval field, including exercises and joint anti-piracy activities. A "Shipping Security Zone" around much of the continent is established, and the treaty stipulates that any armed combat in the zone, regardless of ongoing conflicts, will result in a joint response from the coalition. The nations have also bonded together in an agreement of mutual defense, though the treaty explicitly frees signatories from any responsibility to intervene in wars of offensive nature.

A press copy of the treaty has been provided. Below is a copy of the Treaty of Lagaĝo, automatically translated to the language of your detected region.

Joint Statement by State Counselor Diaz, and President Michael Li on the conclusion of the first Lykensburgish-Larsakan State Visit.

Today marks a brave new frontier in relations between Lykens and Larsaka. For many years, our two nations have stood side by side, and yet silent. Always looming but barely present. That comes to an end now, as we hope to usher in a new era of friendship between our great nations. Over the last three days, we have had many introductions and discussions regarding the future of the relationship between Lykens and Larsaka, and we are happy to announce the results of very fruitful talks.

In the area of the border, we have come to agree that visa free travel should be enacted, ensuring that the citizens of our nations can mingle and freely associate with new cultures and ideas. An open skies agreement to ensure that travel between our nation’s airlines is easy, well regulated, and maintained with proper oversight. And lastly, we have committed to working together to break ground on a new transnational highway, symbolizing the newfound nature of this natural relationship, and cementing a hopefully very long and prosperous partnership. All of these measures will stimulate trade between our nations and result in a more prosperous regional economy.

With regards to trade, in order to boost the economies of both Lykens and Larsaka, namely the important agricultural and shipping industries, the crafting of tax credits and subsidies to encourage cross investment will be initiated. Our hope is to boost Lykensburgish goods across Olympia, and boost the Larsakan merchant marine by encouraging the usage of such a fine and proud organization across the world.

On the issue of defense, we’ve reached a decision to establish a non-aggression pact to foster goodwill and cooperation in preparation for whatever the future holds. In connection with that endeavor, the Armed Forces of Lykens and Larsaka shall begin joint training exercises to enhance both countries readiness for any events that may come our way, strengthening our shared relationship and commitment to this partnership.

To finish this statement, we seek to reiterate our shared commitment to a liberal international order where custom and the laws of international treaties forged between nation-states. We will both pledge today to work towards the eventual creation of a Mu-Kal Union to promote unity and foster relationships and growth of all involved.

State Counselor Kenneth Diaz of Lykens

President Michael Li of Larsaka

15 Arrested, Heroin Seized During Cross-Country Drug Raids

A major heroin trafficking ring has been busted and a massive haul of the drug has been intercepted at the Port of Gaanheim. The Commissioner of the National Police, Ivan Helvjics, confirmed the seizure of almost 200 million marks worth of heroin. Helvjics also confirmed the simultaneous arrest of 15 people, including 3 government officials, as a part of an ongoing investigation into the drug trafficking operation.

Officers from the National Police Narcotics Bureau launched the dawn raids just after 6 am, targeting a warehouse at the Port of Gaanheim which contained a number of shipping containers. Inside some of these containers were bags purporting to contain coffee beans, but in reality were filled with heroin. The suspect containers were due to be shipped to Lykens later that day, according to the Commissioner.

Executed simultaneously were a number of search and arrest warrants in multiple locations across the country. Two residential properties in Gaanheim were raided, including that of a senior Port Authority official who was arrested and charged for his alleged involvement in the operation. National Police allege that this official who is yet to be named had been routinely paid off for some time to assist the clear passage of drugs from the port. Two more men were arrested at the other Gaanheim property, alleged to have been amongst the organisers of the export operation. More arrests were conducted in Hagulsburg, where two Customs officials were detained, and in Belmecht Mark Gelick, brother of notorious mobster Adam Gelick, and a number of associates were taken into custody. Also raided was a coffee farm in the Central West, where police allege the heroin was packed into the coffee bags. Poppy growing is an illicit industry that is persistent in the highland provinces, and coffee or tea farms are often used as a cover for the trafficking and distribution of the illegal product.

Responding to the announcement, Labour Party Interior spokesperson Robert van der Meers, condemned the government for what he described as its failure to tackle corruption and the influence of organised crime. “For years now we have seen reports no serious action on governmental corruption, on corruption in the public service...it is impossible for government to function at its best if corruption is allowed to fester in its ranks.”

Minister for the Interior Hans-Christian Friesz released a statement praising the work of the National Police: “Once again our National Police has demonstrated its effectiveness in its ongoing fight with organised crime and with the scourge of illicit drugs. Only through providing strong support for our law enforcement officers can we tackle this danger.”

With an election due to be called any day now, the raids and the arrest of senior bureaucrats once again brings the continued influence of organised crime into the political sphere.

What's going on in the northern provinces?

Hi everyone, and welcome back for this weekend's post.

Here's the quick rundown of what's going down in orpol this week:
  • POTR told LabSec to lay off the entire Antitrust Office. Because I totally trust AG O'Hara to handle this one. (source)
  • CabSec apparently too busy to call a meeting. Also, criminals now located on another continent. (source)
  • Speaking of, now that NC is back in session, JudCom Dems forced a minority report on Strategy Olympia. Spoiler: it is not nice. (source)
  • Oh yeah, NC's back in session. Yes, they passed a budget. No, they did not pass the Dem amendments. (source)
  • Mount called EOE a cunt on twitter. I don't have a source for this directly because it got deleted, but the First Lady is not happy.

Now that the rundown's out of the way, here's what I'm interested in today: really weird shit happening in the northern provinces.

As anybody who took seventh grade geography knows, the northern provinces of Oceania are our rural, mainly agrarian communities. They are predominantly Hispanic, and if you've been there you know it's a far cry, economically, from places like Schloe and Annheim and Bergbuster. And of course, if you follow politics, you know that's where most Democratic strongholds are.

If you follow Spanish social media, you know that some strange things have been happening there, too. Like bizarre eminent domain requests getting entire neighborhoods bulldozed. Like local councils being mysteriously stonewalled when they look to Annheim for things like hospital funding. Like increased National Gendarmerie presence in really, really rural areas where there's more corn than crime.

Up until recently, this was the stuff of twitter and "conspiracy theory blogs" (quoting ForAffSec, here). But Labour made the unwise decision of recessing long enough for Democratic politicians to go home and see what's actually happening on the ground. And it's bad news for Labour.

And by the way — yes, illegal immigration is a problem. But the fact that we've forgotten the detention camps the national government set up a little over a year and a half ago is indicative of problems with our mainstream media. Those still exist, and things haven't gotten better. Of course, southerners are the only people who seem to forget this. Northerners never do. It's their daily life.

Those of us living on the coast need to get our representatives — and of course, they're usually Labour — to look into what's going on up north. My friends on social media are telling me that quality of life is decreasing, police presence is increasing, and that they don't know what they're going to do in winter when food supplies are supposed to come from Annheim. With winter approaching, we need to start talking about this now!

'Shoot first, ask questions later:' Violence intensifies in northern Oceania
Joshua Berlinger, Associated Press
October 11th, 2019

Image
Following attacks on government detention facilities, police crackdowns have seen dozens killed in recent days.
Some locals report villages being burned to the ground.

(AP) — Concerns are mounting about escalating violence in Oceania's Palo Alto province after a series of army raids on villages that have left dozens dead and hundreds arrested.

At least 17 members of Oceania's security forces and 69 people described as "violent attackers" were killed in the latest uptick of violence in the state, home to the country's Hispanic Oceanians, according to state media.

Though the government says it's going after terrorists, Oceanian security forces have been accused of conducting a violent, heavy-handed response that's targeting Hispanics.

"The problem is the Oceanian National Guard has a really lousy record when it comes to civilians," says Andy Sarkozy, the director of Human Rights Watch's Mu-Kal division. "It's really shoot first, ask questions later."

Sarkozy said Human Rights Watch has heard about cases of arbitrary arrests, torture, looting by Oceanian soldiers and allegations of extrajudicial killings.

The government has announced hundreds of arrests of suspected attackers and terrorists in the past week, including 31 yesterday and 234 since September 9.

Conflicting Reports

Government spokesperson Lana Eskamani said that possible terrorist groups were fabricating reports for political reasons.

"The National Guard is a peacekeeping force," she said. "And allegations of misconduct are taken very seriously. We've investigated every allegation of misconduct in Palo Alto and we haven't found anything. That's because they're making things up. There are unfortunately people who want to sow discord by using lies to harm the relationship between our peacekeepers and our communities. Put simply, that's terrorism."

The Oceanian National Guard was deployed to Palo Alto, a rural province in the north, after reports of attacks on a detention facility for migrants who entered the country illegally. President Vienna Eliot's ruling political party, Labour, campaigned on more stringent immigration enforcement at the last election.

Local militant groups have responded violently to the military presence. In the township of Santa Diaz, violent attackers were accused of torching houses by state media.

Reports surfaced that the government troops were responsible for the destruction, which the military has denied.

Satellite images from Human Rights Watch showed the extent of the damage was "greater than first thought."

"It's a real escalation [of violence], and this is combined with the keeping out of everyone from the area," Sarkozy said. "Leaving it to the Oceanian army to investigate it themselves is a recipe for a cover-up."

Recent Unrest

The latest round of violence kicked off last month, when more than a dozen soldiers and police were killed after troops in the town of Santa Diaz were attacked by about 300 armed men, AP reported.

The attackers were not identified by the Oceanian government, but sources said "ethnic armed organizations" had clashed with the country's security forces.

Since then, the army and police have basically shut down the area and turn it into a special operations zone, sweeping through villages where they believe militants are hiding, HRW's Sarkozy said.

"The way they're doing this is scorched-earth," he said. "They have a right to find out who attacked the border guards, but they're going way overboard." The government says Air Force helicopters opened fire on attackers in Palo Alto Sunday after two soldiers were killed in clashes.

As many as 500 men ambushed troops as they tried to carry out "clearance operations" in Santa Diaz and Portumano townships near the border, according to a government statement.

Concerning developments in Oceania; COMFOR and CEC demand explanation

Alarming news are coming from Oceanian Republic, TSPR primary capitalist neighbor in Taliasund.

As it is known, unlike in TSPR, Oceanian outward provinces are mostly underdeveloped rural agrarian periphery speaking Hispanic languages, which is a stark contrast to the center. This split has been a source of interest for Tanayan sociologists specializing on Oceania; however, the recent events attracted even more attention to those areas.

According to the published declassified memorandum of Tanayan Institute of Globalization and Social Movements (IGSM), government actions on northern provinces for the last months cannot be viewed as being done in the interests of their population. These actions are commonly called "policy of underdevelopment" in IGSM and are always viewed with alarmist attitude.

Recent news leaks from the province of Palo Alto appear to confirm these attitudes yet again. Continued outbreaks of violence from armed police forces of Oceanian Republic and response from armed civilian insurgents already claimed dozens of lives not including hundreds of arrested and tortured while the presence of repression forces increase day by day.

Central Executive Committee has issued a statement today condemning escalating violence and actions of Oceanian government.

The final part of the document states: "While according to Stamboliyskiy Doctrine nations of Mu-Kal are proposed bilateral non-aggression and cooperation, the same document states that fighting for the oppressed people of the world is the primary and ultimate responsibility of Tanaya Soviet People's Republic. TSPR Constitution states that the end raison d'etre of the state is to spread the revolution and liberate people from capitalist oppression worldwide.

"In this collision, our fight for freedom of the people of Olympia takes precedence. Thus, we request that government of Oceania explain their actions and then withdraw all forces from the province of Palo Alto for international investigation to proceed. If our request is not fulfilled, we will take unilateral action to ensure this situation finds its resolution."

It is not certain what "unilateral action" will the Presidium take, but the Assembly of Soviets is already being assembled on the emergency session on 21.10.2019.

TRA Maneuvers to start in November

It is now known that planned Tanayan Revolutionary Army maneuvers "Fist of the People 2019" are to start at 15.11.2019. These will involve 2,5 million troops, becoming the largest maneuvers since 1979 Maneuvers. Mobilization is already being conducted across all mobilization groups.

The decision to expand maneuvers five times of their intended scale was proposed by People's Commissariat for Armed Forces, approved by CEC and supported by extraordinary AoS vote on 10.10. COMAF and Stavka of Tanayan High Command again advises all enterprises to complete their plans before 01.11 and not plan any major operations on November and December.

Mèronie prepares to go to the voting booths

First Deputy Maximilien Sardou gives an interview discussing his chances.

(M24) — It's nearly that time again, and citizens of the Federal Republic in eighty-seven Communes and the Federal Territories get ready to cast their votes to elect the Chambre des Députés for the next term. The current Chambre has been dominated by debates around Rocket Diplomacy, the Federal Income Tax, and the Public Universities, but work is never over for the four hundred deputies that make up Mèronie's legislative assembly and going into the election polls indicate the top issues on the voters minds are foreign affairs and infrastructure. Sardou's Libérales and the rest of the Moderate coalition rank highly in satisfaction for their Détente policy, but rural voters have been frustrated by the government's focus on inner city transit systems, calling for new road funding to the rural Communes.

While most eyes are turned to the Factions, Libérale and Radical, that dominate the Chambre, attention must be given to the rapid rise of several minor parties in polls leading up to the election. Action Mèronais! polled at 3% in a recent Deniau-Charrier national poll, soaring above their disappointing 0.8% result in the previous election, the first the party had contested. 3% would put the party past the electoral threshold with a comfortable 12 seats, if they can hold those votes all the way until election day. Le Nouveau Parti is another rapid riser, though they have struggled to differentiate their policy after Faction Libérale endorsed their proposed Equality Enforcement Act earlier this year.

Conversely, Parti Pays-National has continued it's long-term trend downwards as country voters tend more and more towards Radicale and, in some areas, Intérêt National. That controversial party, Intérêt National, has worried some observers with it's strong polling in a number of conservative areas, though they are not expected to topple Verte's desirous position as Third Party of the Chambre des Députés.

Twenty-Six of the Communes are also electing their Assemblée Communale and appointing their representatives to their respective Comité Départemental this election cycle, though polls do not indicate much movement in the Communal races other than the growth of l'Alliance and Parti Féministe voters in Senone that are expected to create a Communal opposition to the left of the current Libérale government there.

All in all, this is not set to be a landslide election or a historic event. However, on election day, the strength of the Moderate coalition will be tested. It stands to gain a much stronger mandate for it's foreign affairs policy if it comes out well, but if voters turn out opposed the coalition is likely to be weakened by the necessitation of the entry of a fourth coalition partner.

The Party Leaders that qualified for this year's Major Party debates run by Deniau-Charrier.

(M24) — Tonight the Deniau-Charrier Leader Debates took place, and they were not without excitement. Concerning many political analysts, this was the first election the nationalistic and populist Intérêt National qualified for the Major Party debates, joining the likes of the Factions and Verte, whose bold environmental rhetoric has seen a meteoric rise for that party over the last decade.

The Major Party debates went about as expected, with Sardou (a strong debater) dragging the argument back onto his preferred topics multiple times and arguing from a position of strength. Gérin attempted to make a breakout in this debate but struggled to find a comfortable position opposed to the government with Hubert Allard attracting significant attention for his controversial outcries. While Noémie Mazet mostly stayed on topic making clear some worrying statistics on the subject of climate change, her best moment was unexpected, when she went well beyond time for a tirade berating Allard for past racist and sexist comments, attracting a standing ovation from the crowd.

Maximilien Sardou: "Most of you will know me as the First Deputy of our Republic. This job has been the honour of my lifetime to hold. In this term, I have been proud to oversee billions of Livre directed towards vital infrastructural projects connecting our cities, that will see use for decades to come. The new Tertiary Studies Scheme has seen tens of thousands of students entering education who would have never had the opportunity in an unfair system. Perhaps most importantly, I have overseen a foreign affairs policy putting Mèronie at the center of a network of allies, friends, and partners the world over and significantly reduced the risk of a war involving our nation. The work of government is never done. I am here to ask you to place your trust in me, and hand me a mandate to go into the next term of government with the strength I need to keep all of you safe, prosperous, and happy. Thank you."

Jean-Charles Gérin: "Warm greetings to all of Mèronie. A thanks to Deniau-Charrier, and the Astier Center, for the organization and hosting of this important event. I come to you tonight to offer an alternative to the government we have endured for the past four years. The Moderate coalition lauds its "successes" in foreign affairs and hopes we won't notice what's been going on at home. Mr. Sardou can not honestly stand at that podium and tell us he is proud of his government's transport policy, when the rural communes suffer and tighten their belts to afford maintenance for their roads. Mèronais, we do not need a moderate solution to the crises upon us. I encourage, and ask, that you vote for Faction Radicale this election."

Noémie Mazet: "As a coalition partner in this government, Verte has been happy to support our successes in many areas as the First Deputy has already raised. However, there is so much more to be done. Every day we wait before we make radical change, we incur further debt to our Mother Earth, and sooner rather than later our debt must be paid. Verte has made the pledge that it will not enter coalition with any party that does not accept in entirety our Green Revolution strategy to defend Mèronie and the world-at-large from the worst impacts of the climate disaster we are responsible for, and ensure that never again will we damage our home so severely."

Hubert Allard: "Good Evening. The reason I'm here on this stage tonight is because the Mèron people are tired. They are tired of the platitudes and self-congratulatory nature of this government, they are tired of the limp-wristed and unimpressive opposition, they are tired of alarmists trying to point the national consciousness in any direction that benefits them. I am for the National Interest. Give my party your support, and we will stop the flow of foreign aid draining our nation dry. We will put a stop to the open doors letting criminals and thugs into our nation. We will put the Mèronais first."

While there have been significant arguments for reducing the polling requirements to enter the major debates to 5% in recent years, for this election at least Parti Socialiste and Parti Conservateur remain trapped in the midst of the Minor Leaders debate.

The Minor Leaders debate was a raucous affair. Standouts included Chagnon, the wealthy eccentric who argued surprisingly persuasively for the "automatic economy", as well as Magnier whose broad and bold socialist message appealed to some who wanted an opposition on the left of the current government. Dominique Chauveau harpooned Parti Pays-National by providing examples of D'Amboise making sexist comments, though that party was already not expected to perform well in the debate. Gouin and Harjanti were less visible than the rest of the candidates, unseen other than the handful of questions directed at them. Surprising some, Bonnel performed poorly, his points being swept aside by arguments between other candidates.

'This won't last long.' Oceanian president vows 'swift end' to Palo Alto 'civil war'
Katelyn Ríos, Associated Press
October 21st, 2019

Image
After dozens of fatalities and hundreds of arrests, President Vienna Eliot (center) is calling for an end to violence
in the Palo Alto province — by any means necessary.

(AP) — President Vienna Eliot was on the ground today in Antonio, Palo Alto with Attorney General Salvador O'Hara and Palo Alto Governor Miguel Luis Jorge, vowing a "swift end" to what the Governor described as a "brewing civil war."'

The statement comes hours after an attack on a National Guard facility claimed the lives of 33 civilian government employees, as well as seven National Guardsmen, and two days after a bomb was detonated at a junior high school in Santa Diaz during a civic awards ceremony, killing a Member of the National Council and three students and injuring the Deputy Governor of the province and dozens more.

The province has seen tensions increase in the past two weeks as security forces clashed with protestors. The unrest began when demonstrations at detention facilities reportedly turned violent. According to the government, local militant groups responded violently after the National Guard was deployed to keep the peace. In the township of Santa Diaz, violent attackers were accused of torching houses by state media.

Reports surfaced that the government troops were responsible for the destruction, which the military has denied.

President Vows 'Swift End' to Violence

Press was welcomed by Palo Alto Governor Miguel Luis Jorge, who feared that the violence, if left unchecked, could be a "brewing civil war." Jorge, a Democrat, was defeated by Eliot, of the Labor Party, in the presidential election earlier this year.

With Attorney General Salvador O'Hara, who represents a constituency in the neighboring Agoura province, at his side, Mr. Eliot said that the National Guard and civilian auxiliaries would be working together to quell violence in Palo Alto.

"We're going to do what we have to do. When you talk to people on the streets, it's a minority who want the violence to continue. And if we let it continue it's going to get out of control." Mr. O'Hara said that his department would be prosecuting leaders of terrorist groups while the president and the secretary of defense focused on preventing insurrection.

The joint press conference demonstrates a bipartisan consensus on the issue, according to the State House and provincial government spokespeople. But members of local government resistance groups disagree.

Gabriel de la Fuente, a Palo Alto provincial commissioner and deputy leader of The Radicals — Los Radicales, a regional political party, derided the press conference as political showmanship. "The governor has sold out the poor in Palo Alto time and time again," said de la Fuente. "And this time, he is going to be complicit in a massacre."

(M24) — After an election cycle dominated by the strong political performance of lead politicians in the Moderate coalition, few were surprised when results were announced by Élections Mèronie, strong numbers that cemented a second term for this coalition.

Moderate Coalition: 212 (+15)
  1. Faction Libérale: 142 (+9)
  2. Verte: 42 (+2)
  3. Parti Socialiste: 28 (+4)

Official Opposition: 110 (-13)
  1. Faction Radicale: 103 (-10)
  2. Parti Pays-National: 7 (-3)

Crossbenchers: 78 (-2)
  1. Intérêt National: 31 (-8)
  2. Parti Conservateur: 20 (-5)
  3. Action Mèronais!: 11 (+3)
  4. Parti Féministe: 7 (-1)
  5. l'Alliance: 5 (+5)
  6. Le Nouveau Parti: 4 (+4)

After Faction Libérale's coalition partners picked up minor gains, and the Faction itself pushed forwards nearly ten seats, the Moderate coalition is poised to escape the minority government status that plagued it through it's first term, relying on the sometimes fickle support of parties in the crossbenches. In absolute terms, the numerical swing is not immense, but the gain is a show of confidence in Sardou's government, and the Moderates will enter the next term with a fresh and empowered mandate.

Sardou reportedly called Jean-Charles Gérin earlier today to speak about the results, and will be spending the rest of today and tomorrow in discussion with the leadership of Verte and PS to work out the kinks in the continuation of the Moderate coalition for another term of government. Gérin, after conceding the election to Sardou, announced he would be standing down as leader of Faction Radicale, an unimpressive end to an altogether mediocre politician. Éléonore Lefeuvre, considered a dark horse in the previous Radicale leadership elections, has reportedly been confirmed by the caucus to take his place.

On the crossbenches, Parti Féministe appears to have been punished for its on-off support of the government over the last term, with the expected gains for the party failing to materialize. Its situation is not as dire as that of Parti Conservateur which lost a number of votes to the growing Action Mèronais!, and Intérêt National which hemorrhaged votes this election after the leader of Verte went on a personal crusade against the racism and sexism of that party.

Action Mèronais!, the pet project of billionaire Jean-Pascal Chagnon, made minor gains this election. However, Chagnon's hopes of taking the place of a fourth coalition partner were dashed after the Moderates gained the seats between them to form majority government without taking on any new baggage.

Both l'Alliance and Le Nouveau Parti broke the 1% threshold for representation for the first time this election. Time will tell whether they can take advantage of their position in the chamber to leverage more presence, or whether the new influences will be washed away or swallowed by the old giants of the political scene.

UPDATE (3PM): After concluding the signing of a new coalition agreement with Verte and PS, Premier Tremblay has invited Maximilien Sardou to form a government in the Chamber of Deputies. The final nail is in the coffin for opposition to the sitting government, and a second term has been confirmed for an emboldened coalition.

DSA secures control of the parliament in deal with the Reformists; "Huge step forward for the future of our country"
Written by Warren Dzeric

In a surprise announcement today, Ty Rant (DSA) and Derek Sannert (R) jointly announced that a deal between the two parties had been struck and that the two would be forming a coalition government with their combined 109 seats (71 + 38). Though the announcement was sudden, the move was not unexpected. "It's simply natural; DSA and the Reformists have a lot in common. The big question was really just how long it would take them to agree on how the coalition should work," said TDR's political expert, Rupert Werbach.

Government: 109 (+13)
Democratic Socialists' Alliance: 71 (-13)
Reformists: 38 (+38)

Opposition: 101 (-14)
Traditionalists: 53 (-20)
Order and Solidarity Party: 48 (+6)

With the political deadlock plaguing the country now at an end, and with a self-declared reformation party in government, A-ET may come to take a larger role in regional politics. Or not; The new government's first move has not yet been announced, and at this time, what they may do is anyone's guess.

State of Emergency: Severe Cyclonic Storms Inbound

Wan Razaleigh
11/28/19
Tropical Depression Upgraded to Tropical Storm
What had been a seemingly normal weather system that developed in the Inoran Ocean and just barely missed making landfall in Zanaro is steadily growing in size and force. A relatively harmless tropical depression southwest of the Ashahieru Islands has rapidly expanded, already causing increased monsoon rains on the northernmost islands of the Sepuran archipelago. The nature of the storm has been uneasy to predict due to its speedy and erratic movement. At this moment it is extremely likely that the storm will be upgraded to a tropical cyclone before touching down on Sepura. The storm is steadily approaching the People's Republic's most northern island, Sahai, with 10 minute sustained wind speeds measured at 39mph.

The storm is expected to increase in size and wind speed before touching down in Sahai, slowing down briefly and picking back up speed as it barrels southwest down the Melian Channel and directly for Sepura and the rest of the islands. The rain waters can already be felt throughout the channel, increasing in strength closer to the storm. The possible affects of this intense storm are potentially devastating and of the utmost concern of the People's government and most especially the honorable Pembela Wibawa Ilham Setiawan. Concerns are further raised taking into account the trials the Sepuran people have already faced after this years particularly active and heavy monsoon season.

Image

of Tewah after heavy monsoon rains last month.
Government Takes Proactive Steps
The tropical storm will first reach the island of Sahai and the mostly vacant islands of Obra and Surra before making its way to the more densely populated and largest island in the People's Republic, Sepura proper. The capital, Tewah, is expected to be particularly hit hard by this system as it hugs the coast and hurdles southwest towards the tip of Tauke Manuye. Despite the overwhelmingly short warning time the capable People's government has already begun to prepare for its arrival. The northern islands have already been placed under a state of emergency, one that has been extended to Northern Sepura, with residents instructed to 'hunker down'. Shelter in place orders have been declared for all residents on land; all Sepuran vessels, civilian and military alike, have been called to port. All non essential personnel across the several offshore oil drilling facilities in the area have also been recalled, with the Sepuran Sea Guard on call for any necessary evacuations.

In the capital of Tewah, emergency protocol is already in affect. A curfew has been established and all civilians are ordered to remain in doors, preferably somewhere on high ground, until told otherwise. The Sea Guard is already at ready for rescues, as well as the People's Army, several local units levied to carry out evacuations of the low district closest to the Wayanda Dam. Throughout the city, government work crews and People's Army troops alike can be seen handing out emergency supplies of water and food or laying down sandbags to avert flooding. While the more strict regulations of the emergency status or shelter in place order have not yet been extended to the rest of the island chain, it is expected to happen by the end of the day. All roadways have been officially closed until further notice.

Pembela Setiawan has already reached out to comfort the masses to avert fears. He made an official statement about the situation, urging patience and optimistic thought towards the outcome of this storm. Pembela Setiawan applauded the skill of our government and stated "[It] is well rehearsed in handling the annual seasonal storms we are faced with, regardless of its size, strength, or category." Later, the national head of the Sepuran faithful, the Kaimiri Hidayat Nurul Slamet led a group prayer over emergency radio channels. The prayer asked for strength from the Gods as well as their blessings and protection. Kaimiri Slamet assured the Sepuran people of our safekeeping from this storm. He urged for continued prayer at home throughout the duration of the disturbance.

What Does this Mean for Sepura?
In this urgent time of need, all Sepurans must work together. The ultimate survival of the Sepuranese people is the primary goal of the People's Republic's government and leadership, which is apparent from their actions. While a mild discomfort, the status of a state of emergency is for the public's safety and helps to prevent unnecessary injury or death. All movement is shutdown and production will grind to a stop until the storm passes over. A popular joke, storms such as this, even the monsoon season in general, are referred to as the 'Real Finance Minister', as the economy is put on halt. The affects of the storm, besides shutting down and subsequently straining the economy, will also potentially dictate a large portion of the People's budget, depending on damages.

The storm will of course eventually pass and the hardworking, persevering Sepuranese people will overcome whatever obstacles are placed before them. Our injured friends and family will be treated and our homes and businesses rebuilt. For the time being, it is in the best interests of every citizen to be hopeful of the future, thankful of the present, and pray for safekeeping until the storm has passed.

Yam'gonra Bunkers Down for Storm
Cyclone Threat Prompts Preparation

By Yaren Wina'a

As a tropical cyclone barrels towards the People's Republic of Sepura, the Jashnagari government has enacted and called for standard emergency protocol in anticipation of the storm. It began as a minor and normal storm front that formed not far off the coast of Zanaro in the Inoran ocean. The front has made its way past the Ashahieru islands, bringing unusually heavy monsoon rains, and increasing in speed and size at an alarming rate. Though chaotic and unpredictable in nature, the tropical depression will very likely reach cyclone status before it touches the shores of Sepura. As a result, the Sepuran government has already issued their own emergency actions and alerts, withdrawing shipping and personnel in anticipation of the nearing impact. As the storm comes through the Melian channel, it is expected to turn towards Tauke Manuye.
Image
Mahkeen monks enjoy a lull in the rain. Jashnagar is not unfamiliar with
seasonal storms

Action Taken
In the chance that the storm moves south or southwest, the Jashnagari government has already issued its own preparation and emergency alerts. No stranger to tropical cyclones, Jashnagar has spent decades refining its cyclone protocol since Cyclone Kawa claimed more than 60,000 lives in 1969. Saturday morning, the government issued advisory warnings for civilians to abandon the coast and shelter with relatives in the highlands of Samratan and the Pa'ea islands. Those in the Mahkeen, and Mae island chains were advised to move inland and bunker down. Businesses in coastal cities have been advised to close should the storm shift, and shipping has started to return to port. All foreign vessels in the area looking for shelter have a limited period to take asylum in Jashnagari ports. Flood control measures and protection have already been implemented in heavily affected areas due to the monsoon rains.

Image
November flooding swamps the Anacleto District in Pu'a

Should the storm actually make course for Jashnagar, the government would then issue the Nofosina Decree. Named after the legendary Pa'ea queen that headed expansion and exploration into the Magnostrium ocean and discovered Mu-Kal, who according to myth first sailed with cyclonic winds at her back, this decree is Jashnagar's government mandated cyclone preparation measure. The decree forcibly closes all business, mandates curfews, and redirects all governmental forces, including the military, towards preparation, response, and relief. It will also see the most at risk portions of the population forcibly moved away from the coast if time permits.
The decree is expected to be issued within 42 hours of the first advisory warnings should it take place. The Nofosina Decree has seen success in limiting cyclone damage in previous years, particularly during the cyclone season of 2012 and 2014 where it was issued in time for the maximum effect to take place.

Only roadways deemed escape routes are expected to be open by tomorrow morning.

Looming Threat
Despite the precautions, cyclones still pose a large danger to the greater SE Nori region. Tropical storms and flooding have taken up the tiger's share of foreign aide dispensed to Jashnagar, dwarfing other natural disasters such as earthquakes and volcanic activity. Individuals living in poorer coastal areas, or outside of the major cities, are most at risk. These individual may not be able to move inland or to higher ground, or otherwise may not be able to adequately prepare. Professor of Meteorology at Yankara University, Sundhar Cham states:
"Many people do not prepare for the worst possible scenarios, even though that is exactly what they should be preparing for. Year in and year out of minor storms and damage make people relaxed and complacent, and that turns into an absolutely deadly combination when a real bad season hits."

Flooding tends to cause the most damage and fatalities during storm season, in part because access to fresh water becomes severely limited. Markets in Yuram have already began to dwindle on water, and the government has begun rationing out drinking water across the nation. Citizens are advised to refrain from unnecessary water usage and to store as much as possible while taps still work. If at all possible, sharing water with neighbors or local monasteries who have little access, is recommended. All citizens should create and rehearse emergency drills with their family, and make any last minute preparations.

It will not be long before the true severity of the season is revealed.
Until next time.

Cyclone Yue Touches Down on Mainland

Wan Razaleigh
11/30/19
Image
Rows of housing demolished by wind gusts outside of the inland edge of Tewah.
Intense Winds and Storm Surge Devastate Coast
Since the upgrade of a tropical depression off the shores of the Ashaheiru Islands to a tropical storm, storm watchers and annalists from Sepuran national meteorological agencies have kept a close eye on the dangerous weather front. Since its upgrade from a tropical storm to a tropical cyclone prior to its arrival on the Sepuranese coast, the storm has aptly been coined Cyclone Yue, in reference to the Soriven major divine Kaimirin of the same name, the Goddess of the seas and storms. Shortly after its upgrade in title and category, Cyclone Yue touched down on Sahai. The Sepuranese island, mostly known for its fishing based economy, was devastated by the cyclone's effects. At the peak of the storm's intensity, as it hugged the shoreline gaining strength from the warm, temperate waters, sustained 10 minute wind speeds measured at 45mph.

Slowing down in strength and speed as the storm got caught over land on the northernmost Sepuranese islands, at the Inoran mouth of the Melian Channel, whatever was lost was quickly regained as the storm was put back on track. Cyclone Yue continued its path through the Channel, not without following along the edge of Sepura proper, first striking the capital of Tewah. Prior to touching ground, Tewah and the capital district was already suffering record levels of rain fall brought on by the storm. Once the storm finally reached land, late the night of the 29th into the early morning hours of November 30th, much of the lower districts of urban Tewah were already underwater. With wind speeds once again at maximum intensity, shorter 1 minute sustained gusts reaching upwards to 50mph, much of Tewah underwent damages.

Besides damages to infrastructure and property on land, the injuries occurred at sea are equally consequential. An unknown at this time amount of water vessels, civilian and military alike, were damaged, destroyed, or lost during the storm. The Sepuranese economy and culture, both deeply rooted in the People's relationship to the seas and specifically the Melian Channel, will assuredly feel a strain from the longer lasting effects of the storm. Specifically, of the seven offshore oil drilling facilities from the islands of Sahai to the southernmost of Sepura, Morai, four have been deemed inoperable for the foreseeable future due to damages incurred from the storm.

Flash Flood Warnings Still In Affect
For the remainder of the next two weeks, flash flood warnings are still in affect throughout the People's Republic. The extent of damages from the storm attributed to flooding is still unknown, but certainly prominent. The northern coast of Sepura proper was specifically targeted, with state and local infrastructure, especially flooding prevention installations, becoming disabled by the storm. In the capital of Tewah, two thirds of the city is currently without electrical power, shut off by the People's government for safety purposes while flood conditions are dealt with.

Image
Thousands evacuate lower districts as flood waters
drive them from their homes.
Water surges still plague much of the city of Tewah and surrounding municipalities. The low districts are especially impacted after the Wayanda Dam failed to hold back flood waters. Over 10,000 Sepurans are already evacuated while the People's Army and emergency response agencies attend to the extent of damages and flooding. The iconic Wayanda Dam, named after the first Pembela and glorious founder of the People's Republic, Wibawa Agung Wayan, who initially conceived of the project, has never failed to withstand a tropical storm or cyclone it has faced since its finished construction in 1961. The damage caused to it by this cyclone is a testament to the growing intensity of the storms that the People's Republic must face year in and out.

Cyclone Yue is expected to continue on its path through the Melian Channel and to eventually dissipate in the Magnostrian Ocean. However, even after the storm is out of sight of the People's Republic, the after effects of it are to continue on for quite some time. Chief scientists within the People's weather advisory committees have referenced storms from similarly unusually strong monsoon seasons of 2012 and 2014. In October 2014 specifically, a storm of less, but comparable strength, to Cyclone Yue had been a major attributing factor to a significantly extra record levels of monsoon rains for upwards to four months afterwards.

Relief Efforts Already Underway
The People's Army has already begun doing search and rescue operations in Tewah and throughout the other affected areas. Since the conclusion of the storm, it moving on towards the Moran Strait, the Sepuranese Sea Guard has been to work scouring the territorial waters and responding to distress calls. First response units were quick to action within the city of Tewah and government work details can already be seen in the streets dealing with power outages, flooding mitigation, and roadway repair among a litany of other projects caused by this near disaster. Among the infrastructure damaged throughout Cyclone Yue, civil projects such as the Wayanda Dam and Tewah International People's Airport (TIPA) are at the top of the list of the repair schedule. While TIPA was not significantly impacted by the cyclone, one runway was slightly deteriorated. However TIPA, as well as several other civil airports on Sepura proper, are shutdown until further notice; TIPA to specifically be used by the People's military forces for response work due to the storm. With the exception of mandatory evacuation areas, shelter in place orders are still in affect and all non emergency vehicles or officially designated personnel are authorized to use roadways at this time.

Cyclone Yue takes it toll on Southeast Nori nations
Veasna Keo, The Gate Post
December 2nd, 2019

Image
Mass devastation at the hands of Cyclone Yue to the Tauke village of Jieno, on the isthmus at the southern tip of the peninusla.

Reports have swirled since the inception of Cyclone Yue on the 28th of November, the large scale severe cyclonic storm system affecting the Melian Channel region of Southeast Nori. Meteorological agencies, locally and abroad have been tracking the storm prior to its first land fall in the People's Republic of Sepura. Experts from the Sino Manala National Weather Service have observed Cyclone Yue's patterns and determined that a storm of this size has not passed through the Melian ever before. Cyclone Yue marks the peak intensity of this years monsoon season, observers declaring it to be a '500 year storm'.

Beginning as a tropical depression southwest of the Zanarite Ashaheiru Islands, the weather system quickly grew in size and strength, upgrading several times in category before setting its course through the Melian. Cyclone Yue touched down multiple times, first in Sepura, before hitting Tauke Manuye and several northern Jashnagari islands before heading off into the Magnostrian Ocean to fade. Not the typical path of major regional tropical storms, which is to travel north along the eastern Nori coast before dissipating, Cyclone Yue was pulled into the warm waters of the Melian Channel where it thrived while wreaking destruction upon the nations it enveloped.

Sino Manala was not untouched by the affects of Cyclone Yue, receiving record breaking levels of rainfall in Gate with many more inches to come throughout the remainder of the week. A threat of possible flooding is not yet ruled out, however government services are already taking proactive steps to prevent the issue. Save for increased rainfall, minor power outages along the Manali-Tok border, and the temporary closing of some of Gate's underground mass transit networks, Sino Manala has thus far been relatively unharmed by the major natural disaster.

The same can not be said for two of the Republic's closest neighbors, the Empire of Tauke Manuye and the People's Republic of Sepura. Both nations were hit especially hard, facing the brunt of the storm as it made landfall at its height in wind speeds and size. Devastation across both countries is widespread with a mounting death toll. While government agencies and state backed media in Sepura have made comments on some of the extent of the damage, much is being withheld from the greater public. First hand witnesses, both reporters from The Gate Post and other independent observers, have stated that the damages suffered by the underdeveloped island nation are of a much more incredible magnitude than has been previously let on.

Deterioration to infrastructure works in Sepura, such as the infamous Wayanda Dam in capital Tewah, pose a more long term threat to the health and wellness of the Sepuranese population. With mass flooding throughout the city and fresh water sources largely destroyed or contaminated, a serious health risk is presented. The chance of waterborne illness and even death has tripled since the cyclone. The Sepuranese government has also yet to comment, or even publicly acknowledge, the oil spill in the Melian due to the critical failure of an offshore drilling facility caught in the wake of Yue.

Independent reports have claimed that the death toll from the initial cyclone and subsequent flooding has been climbing by the day. Both Sepura and Tauke Manuye, however, have covered up casualties and the greater extent of the destruction. No official numbers are currently available but estimates, based on the severity of the storm and statistics from similar historical storms, would place the count over 10,000. 18 Manali have died in a southwestern village near the border from a mudslide brought on by the excessive rainfall.

Relief efforts are already underway with President Metag pledging to offer aid to all those affected, even the citizens of nations that Sino Manala is not on the best of terms with; of course referring to the Tauke Empire and to a lesser extent the People's Republic. President Metag's agencies that handle foreign aid have also come forward to declare that they intend to investigate and officially record the damages and casualties suffered to both Sepura and Tauke Manuye, even as the governments of either country shameless deny and downplay the effects of this catastrophic storm.

"Much, much worse than it seems", True Cost of Cyclone Yue
Gustave Durand, Mèronie 24
December 4th, 2019

Image
Admiral Rémi Badeaux speaks on the true extent of damages.

(M24) — Cyclone Yue is already immediately infamous, known worldwide as a disaster of unnatural proportions and with unusual properties such as the unexpected turn South, which resulted in extreme damage in Sepura and Tauke Manuye, as well as less severe damage to several other nations in the region. Some are pointing to Yue as an example of the real effects of Climate Change, inviting a much wider debate in the nations of Lira and Mukal. Admiral Badeaux came out to say, however, that the impacts of Yue are not yet done and we can't yet afford to talk about it like a "historic event".

Mèronie is well-known in South Nori for it's ever-ready, almost oppressive, presence. Development aid funnels through the OIM, investments come from private enterprises (with plenty of money flowing back out from the successful ventures), and the Foreign Legion watches from its bases like a colonial master of ages past. It can sometimes rile up the nationalists and anti-imperialists in South Nori and beyond, but one time the Mèrons are welcomed with open arms is during disasters.

During Cyclone Yue, the Mèron Foreign Legion immediately jumped into action assisting with evacuation efforts, and as soon as the storm had died down the Mèron Navy and Air Force were ready and present in the region, distributing relief aid, evacuating injured, and performing their most key role, coordinating the many other, smaller, relief efforts. From small national contributions to private charities and even religious groups (the controversial Eventual Absolution proselytizer/charity org has been excluded due to rough relations between the Movement and local religious/political bodies), the Mèrons took an organizational role providing transport and logistics, and in many cases directly providing resources, doing what they can to relieve the stress on the over-encumbered national governments.

The hands-on disaster relief effort serves a purpose for Mèron foreign policy objectives in the region, but it also makes the Mèron government necessarily privy to the information handed up from the aid workers directly on the ground. In a press conference today, Admiral Rémi Badeaux spoke for the Mèron government when he accused the governments of Tauke Manuye and Sepura of "covering up" the extent of damages in their nations, at the expense of those suffering who were being hidden. According to the Admiral, Mèron aid efforts have "done all they can to get around the stonewalling of these governments through tiptoeing". He is now publicly demanding they fully release their information on the damage of Cyclone Yue to the public and coordinate with external relief efforts to get actual help to those that need it.

Estimating damages from the information gleaned from the dozens of relief efforts through South Nori going through the Mèron Admiralty, Badeaux exclaimed that it would cost the equivalent of tens of billions of Livres and that the death toll was likely much higher than regional governments were letting on. "Conservatively, forty thousand. Realistically, it's more than double that. It's much, much worse than it seems." The Admiral's conservative figure is about four times the rough estimates being produced by regional governments.

Commission President announces formation of MU Panel to investigate Oceanian Genocide allegations
12/11/2019

- Amelia Menendez

Image
President of the Commission of Mu-Kal, Arecelis Belmonte, speaks to reporters.

The President of the Commission of Mu-Kal has announced the creation of a Fact Finding Task Force to ascertain whether or not the Oceanian government is in fact perpetrating and covering up a genocide against the Lykenscian ethnic group in northern Oceania. Leaked videos of military personnel attacking civilians and a leaked memo, purported to be a fake by the Oceanian government, detailing plans for forced relocation of populations to prevent their 'relocation or survival'. Outrage from all corners of the world poured in immediately after the publication of the videos and memos, forcing the hand of the MU Commission President and her chief benefactor, State Counselor Kenneth Diaz.

Diaz and the Oceanian President, Vienna Eliot, have forged a deep alliance based on the values of democracy and the rule of law in Olympia, building the Mu-Kal Union into the powerful bloc it is today. The partnership between the two was instrumental to the clinching of the massive multilateral trade deal hammered out in Schloe, Oceania over the last few months. The future of this trade deal is in doubt however as several nations have announced their withdrawal from the trade accord due to the unverified videos and memo. At the outset of the leaks, State Counselor Diaz initially stayed silent, preferring to defer to the Oceanian government's prior statements. This changed toward the tailend of the month, as Diaz came out in favor of an independent MU investigation to get to the bottom of possible genocide claims against those of the Lykenscian ethnic group and even offered asylum for members of the group.

The Fact Finding panel will be composed of three members, each drawn from the justice department or equivalents of selected MU nations, and are slated to first meet on December 20, when documents that have been requested from the Oceanian government are due to be delivered. The panel will then work with staff to sift through the documents before being sent to the Palo Alto province on January 2 to survey the area, the alleged concentration camps, and interview witnesses. A final report is expected around March or April.

What is going on in Sepura? Abdication vote before Diet
Dara Chey, The Gate Post
December 22nd, 2019

Image
Leaked footage from the Sepuran Diet showing People's Chairmen Wayan Bunnag being arrested during a session last week.

Since the devastating Cyclone Yue wreaked havoc on Southeast Nori, it has taken an especially dangerous toll on the People's Republic of Sepura. The historic storm that came in at the start of the month has brought with it an unfolding upheaval in the small island chain's government. Tremendous damage was suffered, due to the storm, by both the Sepuran economy and the Sepuranese people. Supplemented by other external pressures, chiefly stemming from foreign aid issues, the population has come to blame the current distressful situation on the executive of the government there, the Pembela, Wibawa Ilham Setiawan.

Elections to determine a new Pembela are held every ten years and entirely within the Diet, the Sepuranese legislature. Often, such as is the case with Pembela Setiawan, one will serve at least two consecutive terms. Written into the founding documents of the People's Republic is a tool for the Diet to be able to remove an unsuccessful Pembela. This tool, an Abdication vote, is a process in which the Diet would vote to remove an incumbent Pembela with a two thirds majority. If successful they would select and then elect a new one. If unsuccessful the Diet cannot hold another abdication process for another two. Due to the nature of the system of governance in Sepura, Wayanism, this does not often occur. In fact political dialogue in Sepura, especially that critical of the government, is almost entirely lacking.

This is because one of the chief points of Wayanism is faith in the intentions and effectiveness of government. Many former Pembelas, even controversial ones, were able to make it through at least one full term without ever running into an abdication vote. All of the previous historical abdication votes have occurred late into a second term and resulted in either a peaceful transition of power, some form of a coup, or a short lived, often brutal, open military conflict. The likelihood of any of the outcomes is a dice roll, with each having happened in equal proportions to the others. Due to the connection between the Pembela position and the military, it is often high ranking officers that hold the office which leads to exacerbate the situation. So when a Pembela is in question, it is a pivotal moment for Sepura and signifies the potential for a civil conflict.

Which is why yesterday, serious alarms were raised when news of an abdication vote in Sepura reached Gate. Field journalists for TGP, Kulap Metharom, a prominent analyst on Sepuranese politics and affairs, is currently in the People's Republic and is credited with discovering for the rest of the world this warning sign. Metharom has been in Sepura for two weeks, working with relief groups and surveying the destruction of Cyclone Yue. After reports from Meronie emerged, unveiling the much wider extent of damage and higher death toll, The Gate Post has sought to uncover the most accurate account of what is happening on the ground there and how many lives have truly been lost. While the People's Republic government still refuses to reveal official accounts of damages and casualties, recent estimates, in part from TGP investigations, have put the number of lives lost over 75,000. This is almost double the estimate of Meronie relief groups, all while the number steadily increases as the Sepuranese government continues to hide its injuries and block foreign aid workers from entering.

Metharom infers that there is a strong connection between the storm's damages, the government's response to it, and the current strong disapproval of Pembela Setiawan. Cyclone Yue dealt two major blows to Sepura that Sepuranese state media gleamed over and international news outlets have largely left unmentioned; critical structural damage to the levy system defending much of the capital Tewah, Wayanda Dam, and an offshore drill knocked out of commission and causing a significant oil spill in the Melian Channel. Much of Tewah is still underwater, including the street the Diet is located. The damage to the vital oil extraction, and the environmental effects of the oil spill, have created a profound roadblock for the Sepuranese economy. Both of these compounding issues, coupled with a steadily decreasing approval in the Diet, have a set a course for Pembelia Setiawan's demise.

The people of Tewah have become restless, despite a trust, and some level of fear, of government ingrained in them. Several protests have formed sporadically in the capital before being dispersed by national guard. An end for Pembela Setiawan, hopefully not violent, has been more than spelled out since the relief response failed to meet standards. When the head of the Sepuranese faithful, Kaimiri Hidayat Nurul Slamet, openly made a statement, not in conjunction with the Pembela or Diet, speaking out against him, Setiawan's fate seemed sealed. Now that an abdication vote has officially been scheduled, it is only a matter of time. The vote is sure to go through, although there remains to be no main star in the Diet chosen to run as the successor.

It is yet to be known whether this will be a peaceful or violent transition. A strike towards the potential for it to go the violent route occurred last week when an especially vocal opponent of Pembela Setiawan, People's Chairmen Wayan Bunnag, was arrested in the middle of a session. This caused an outrage throughout the nation, especially resonating in Bunnag's districts, one of the lowland sections of Tewah especially hit hard by Cyclone Yue. There has yet to be any official Sepuran coverage on this unraveling domestic dispute but Olympia should keep their eyes on it closely, either way.
