Letruz's convoys approached the city from the East. The petz observers from the head vehicles looked for potential threats, but were unable to find any. The Black Hand troops that had entered Gorotsk earlier had taken concealed positions and the petz didn't spot them either. The vehicles entered the suburbs and started splitting up.

Usually our vendors would sort out damaged equipment and if it is still usable will sell it only if they don't have anything else to sell. I'm really sorry for your losses, uh...I will inform my...subordinates to...stop selling the remaining faulty wares and wait for new items to be shipped." - he fell silent, observing Seth Higgs with widely opened eyes

-North Frojo Waters-
The arrival of the Black Hand Diplomatic vessel had occurred sometime late into the night, the vessel slowly making her way on station off shore around 30 km north of the northernmost point of the island. The ship herself was one of Nods more unusual acquisitions, where as most Black Hand vessels were either mysteriously salvaged outdated warships, or unassuming converted freighter ships, the ship currently dubbed "Mirnyy" was quite evidently a cruise ship of some kind... a most remarkable ship that bore a strange resemblance to the Maxim Gorkiy, with the exception of the large helicopter and hanger pad located in the aft end of the ship... and the addition of a few defensive weapons near the bow. The ship's escort had been another Krivak class frigate and another smaller ship that bore a slight resemblance to an intelligence vessel.

The ship eventually dropped anchor and settled down as the rest of the fleet gathered around it, the defensive network making sure that nothing, and I mean, nothing would get through to the vessel without them noticing. Aboard the ship the crew quickly readied themselves for the various guests to arrive, the dining facilities, the various entertainment stations, and even the lounges cleaned and shined up to the point of appealing to a near first class taste... and secretly the guards of the ship locked down all unnecessary areas made ready all the defensive weaponry, and drilled and redrilled the plans of what to do if someone was to dare and crash the meeting, for they had heard stories of peace meetings gone to hell and they weren't going to allow it to happen on their watch. Of course on top of the surface things there were the other minor details to handle, spy things that no one really wanted to hear about... right? Either way at last they were ready, and with the rumors that the actual boss might be showing up... they had double the reason to not fuck this one up.

The Mirnyy has arrived on station north of Frojo, any and all willing to take part in this peace meeting are cordially invited, quarters are limited to no more than 3 Envoys and a total of 8 to 16 guards per nation to preserve space... though allowances will be made for those who need them... our ship has plenty of space after all. Our own executive Commander will be arriving shortly and will be aboard the ship by the time all the arrangements are complete, we hope that we can use this time productively and to bring this war to an end.


OOC: Kind of a lazy post but I'll fix the announcement up tomorrow, Also Palmyrion my previous post was at your spies if you didn't catch that, you can answer it if you like.

The Atlantis II was heading to Frojo to check the state of the 'new province'. While it was heading there it launched a helicopter. A helicopter approaches the Mirnyy, and sends a radio transmission.
This is the IRT requesting to land. We have 16 Guards and 1 envoy. The envoy is a high-class VIP, and destroying this helicopter will cause international chaos. I repeat, this is the IRT helicopter requesting...

A trio of Stormchaser corvettes had driven at full speed through high seas from the mainland without pause. they traveled without escort or any special protections their small size and rather unimportant nature when compared to other warships was their primary protection. But their speed and a battery of electronic warfare systems more than enough to prevent an attack from most threats.

"VWS Mary Rose To Diplomatic Vessel Mirnyy, we are approaching your defense perimeter, We are carrying envoys from the Republic of Valkiir. Please give approach instructions and prepare to receive three Envoys, and an eight-man security team by surface craft."

At fort Autumn and Fort Tumbler men worked to clear away debris and rebuild and expand the defenses. Surrounding the bases with several rings of fighting positions strong points and gun positions. Other troopers moved to set up housing for locals and refugees handing out food, water, medicines, and bandages. The medics were busy with the wounded but their supplies were plentiful.

Yet another morning of usual routine. The AWACS aircraft took off from, and landed on, the flight deck of the Noel Abayon, as they took turns in the flight’s patrol schedule. The ASW aircraft, carrying their LAMPS devices, took off from, and landed on, the flight decks of their respective destroyers and cruisers, while dipping their LAMPS in figure-8 patterns to perform anti-submarine screening operations.

The admiral ate her breakfast as she enjoyed her brief escape into “Paris”, yet expecting a hectic day on the job. When she logged in to her personal laptop, which she used for both personal and professional purposes, she was met with a rather urgent message from the Foreign Affairs Minister.

I ask that you accommodate the Prime Minister, because 11SSTF will have to go back to the mainland and fetch the 20th Combined Cavalry Division, with 23CSA serving as their escort. Consider this as an urgent order, and you need not reply.

She waited for the said vessel, which arrived after nearly 8 long hours of waiting. The Ocean Wagon immediately radioed:
All Palmyrian Royal Navy units within this range of transmission. This is the Ocean Wagon, carrying onboard nine HVIs – the Prime Minister and her eight bodyguards. They have been assigned to be accommodated by the Noel Abayon. Please respond over.

The message kept on repeating, until the admiral replied to the transmission in a moment’s notice.

Ocean Wagon, 101CSG Actual onboard the Noel Abayon. We’ll send a chopper to your position to fetch the HVIs, over.”

In a moment’s notice a helicopter soon took off from the Noel Abayon in no longer than 10 minutes, and was off to the Ocean Wagon.

The RPW Ocean Wagon was mostly empty, save for the crew and the rather sensitive package: the Prime Minister and her entourage of 4 bodyguards, each armed with compact version of the M24 assault rifle (10.5” barrel) and a compact pistol, armored against NIJ Type IIA threats with their concealed armor.

Ocean Wagon, this is Paris 1-1, requesting permission to land and fetch the HVI, over.” a helicopter radioed as it approached the RPW Ocean Wagon, its rotors chopping through the air and blowing some particles of water off the ocean surface. ”Paris 1-1, Ocean Wagon, you are cleared to land at Landing Pad 1. Prime Minister and bodyguards are waiting for transport.”

The helicopter landed, with the landing signal officer leading the helicopter to where it should land. The helicopter landed smoothly, with but a small but non-threatening thud, as it was hurrying – the carrier just radioed that the diplomatic vessel was already in the theater and they were redirected to a certain Mirnyy.

Not long after, the Prime Minister and her eight escorts soon boarded the helicopter. Ocean Wagon, Paris 1-1. HVI and bodyguards are onboard, requesting clearance for take-off.” the pilot radioed, with the air boss immediately replying, ”Paris 1-1, Ocean Wagon, you are cleared for takeoff.”

They set off for the Mirnyy after landing on the Noel Abayon for a short refuel. The pilot looked at the looming figure of Mirnyy as it appeared to get nearer and nearer; this was quite large for a diplomatic vessel, but after all, it might hold the leaders of hundreds of countries...and their bodyguards.

Mirnyy, this is Paris 1-1, from the 101st Composite Naval Aviation Wing of the Palmyrian Royal Navy’s 101st Carrier Strike Armada. We have one HVI, the Palmyrian Prime Minister, and her 8 bodyguards. Requesting permission to land, over.” the pilot radioed the vessel as he approached it, and circled around a little to wait for the ship crew’s reply.

Said the words of the head security officer Petrovich as he stood outside on the rear deck of the ship, awaiting the arrival of the Tedalonian delegate, "Listen up I want this group watched closely, I've got a bad feeling about them and I don't want a screw up happening on our watch... remember the boss himself is supposed to show up, if we screw this up he'll have us all hung understand?" With the point made they quickly cleared the space for the arriving Helicopter, knowing that they'd have to work quickly for the next group of arrivals.

We read you IRT please head for the rear helipad we will have officers awaiting your landing, we must advise you to make your landing quickly and depart for we must keep the helipad open for ... a security detail will be standing by to await you to escort your diplomats and guard detail to your rooms. The meeting is scheduled to begin one hour after the last arrival and will be held in the primary meeting room at the center of the ship, as this peace meeting is assumed to take some time we are prepared to offer a break for lunch in four hours time, any menu requests and any dietary and allergy information can be delivered to the guards when you reach your quarters.

The three ships were shadowed by the Black Hand frigates from a distance, while the light corvettes being allowed to pull into the Black Hand Defensive net even as the Blackjack began delivering orders to the other ships, the response from the Mirnyy reaching the lead vessel as the starboard hatch opened up to await the Valk's arrival.

The teams were instructed to work quickly to get the landing pad clear after the Tedalonian helicopter had offloaded it's precious cargo the sight of the circling helicopter causing a few of the sailors on deck to look warily around, despite this being a peace meeting things were tense for them, mostly because this was well outside their usual attitudes and action, in fact some of the men were wondering if the Boss was feeling well, an actual peace meeting, since when do they play the GDI game? Either way orders were orders and as the helicopter circled around once more it got a response from the ship.

Roger that Paris 1-1, proceed to the rear landing pad, we'll have the area clear for your arrival, a security team will be there to escort you to your quarters and to carry any luggage you might have on you. Slavik went over the latest data update from the Frojo affair with a smug look of assurance, "So the guests of honor have started to arrive, good good, then all that's needed is the Frojo rebels and the Nocvep representatives... if they even plan to arrive."
He checked the screen and their course once more, content to merely wait it out. "Of course there is one last piece of the puzzle... 'Me'... this might be interesting, I wonder if the chiefs have finally gotten their act together, I swear that steak was harder than Tib rock the last time I ate there."

"Mary Rose to Diplomatic Liner Mirnyy confirm instructions will approach and transfer passengers at your direction. We will match speed and course until transfer is complete."

The sleek Corvette maneuvered easily despite being near a much larger vessel and took up position as the two flanking corvettes fell back and began to trail the group from a distance. The corvette kept position and a gangway was extended.


Two marines were first to exit, Their Stark white fatigues setting them apart from the crew of the Corvette. Their movements were crisp, practiced and showed no sign of having any hesitation as they took up positions and motioned for the next group.

The presidential Guard fanned out their posture erect and professional they kept their distance from the president but made their presence known as they stood with their rifles slung and eyes fixed off in the distance.

The president strolled easily aboard offering a salute to his guard then stepping over to the Liner. His suit was purely civilian well tailored and obviously custom fitted but he moved with the easy confidence of a man who was not put off by potential walking into an unknown situation.

he adjusted his jacket slightly for a moment revealing a very large caliber revolver of an unfamiliar design on his belt, expertly hidden by the way his suit draped over it.

"Permission to come aboard." The president asked politely as he stepped onto the ship. His weather-beaten face was smiling and friendly but cold green eyes were all business as he came aboard and began his official visit.

His entourage followed him, a few older en and women in tailored suits and uncertain expressions as the looked around, and a few younger staffers who wore less expertly fitted suits and had the same bad haircut as one another. The sort that was given out by a barber who was more interested in getting recruits through his chair rather than style.

A marine colonel was last aboard. Young athletic and wary he seemed to be paying close attention to every comment, movement, and action around him as he moved to join the president carrying a large hi-tech case cuffed to his wrist.

"I believe I was expected." John spoke as he was greeted." I hope the other participants are arriving. I had to take the scenic route..... By the way Nice Ship I have to get one." The tall athletic man laughed genuinely as he motioned to the ship.

The Tedalonian delegation was gently but promptly escorted through the ship towards their living quarters, the tour taking them past quite a few items of luxury as they made sure that the men safely made their way to their quarters, the Black Hand Guards passing them off to the Maids who proceeded to start showing the rooms off in a well practiced arrangement... The maids in question looking quite exotic compared to the other employees... "If you have any needs, just let us know." Was all they said at the completion of their presentation.

-Valkiir Delegation~
The President was met at the door by the chief security officer, the man attired in a well fitted black uniform and beret, his dark hair shining in the glow of the artificial light as he stood beside the entrance, an honor guard of four marines standing at attention on either side of the door, their own side arms still concealed in their holsters.
"Permission granted," said Petrovich with a small smile, as he waved them forwards, the marines taking their steady positions to help the rest of his entourage aboard as well, footmen offering assistance in carrying any luggage even as the guards continued to maintain their silent vigil, the sight of the marine Colonel boarding causing a slight look of surprise before resignation hit them, that was it then, they were really in big time now, this was clearly a world class leader and it was now their job to prevent anything from happening to him. Petrovich's expression didn't change in the slightest as he offered a hand to the President in a gesture of welcoming grinning at the ship's comment, "Yes you were expected, already the Tedalonian delegation is aboard and we'll have the Palmyrion Prime Minister will be the next to arrive after yourself." He glanced around the room before adding one more thing, "Yes this is a lovely ship, it was a pain getting a hold of her and making the necessary modifications, but we have some friends who are great at their work," he looked out upon the departing corvettes, "Some impressive ships of your own as well, quite suitable for a task like this, wish we had a few to escort us around."

The guards made sure that everything was in order before signaling the Corvette to move away as they withdrew the gangplank and shut the door, Petrovich calmly pointing down the hall as the doors were shut once more, "May we show you to your room while we await the rest of the guests, from what I heard my Commander will be here shortly as well, but he will save introductions for the meeting itself, he's a very private man after all." The Corvettes were so given the allowance to join the escort duties of the ship even though at this point it was mostly unnecessary.


-Mirnyy command center-

The security measures were also in place, bugs, sensors, cameras, and other assorted devices were active and in place, if an explosive device was brought on board, they'd know, if the scent of gunpowder was detected on the ship, they'd know, if anything went wrong, you'd get the picture... security was paramount... but so was quality, already the cooks and servants were at work as well making sure that everything that could go right would go right.

We have one of the best information networks available and its paper trail is damn near invisible....someone reported it sold, and resold then sold again ...and a ship with a very similar registry was reported lost in a storm......clerical error no doubt. Almost as if they wanted to give the boys at "Forensic Retrieval" a headache"

The president made a quick introduction of his staff, and then motioned to The Colonel." Colonel Graves is my military Advisor and Right now my right-hand man since my normal assistant missed the boat.Not her fault really I may have forgotten to mention this trip...

"But Colonel Graves will be handling communications and security for me while we are aboard. My assistant will handle communications and research back in the capital. I'll give your technical team the communications protocols for a joint comm line if we need it."

"We're in a very tricky situation, any problems could derail this entire process and we are back to doing things the old fashion way. So I appreciate your Leaders assistance and I'll be happy to let him have his privacy. Lord knows you never have enough of that."


He paused to glance toward the corvette as it fell behind and took up a trailing position." They are built for escort and piracy suppression. With a few tweaks, they can pack a serious punch for their size...and I happen to know a few people at the shipyard who could set you up with one or two. Well after a few words with the senate and a nice long chat with your leader...My personal policy is not to hand a gun to any one I haven't looked in the eye."

"Yes I'm afraid this ship has had her share of a rich history, and her story is quite a complicated one, well to complete the tale, the ship was recovered, in "Such a state that she was fit for nothing more than to be scrapped... or so the official that examined the ship after the recovery said." Petrovich replied, "So to minimize the questions and to make the salvage process easier it was simply written that the ship was lost completely before she was turned over to a nice low observance breaker company... quite a bit of steel was recovered but sadly the furnishings and everything that could possibly be identifiable to the ship was written off as a complete loss... but then, how could the ship be here today, quite the mystery." He shrugged his shoulders idly, "You strip a ship down enough and they all start looking the same after awhile... no matter we appreciate her far more than her previous owners did, gave her a few touch ups as well."

He let the president introduce himself and his own security staff the man nodding politely to Colonel Graves before finally introducing himself, "I'm Ian Petrovich, Chief Security officer of the Mirnyy, I'll be happy to address Colonel Graves in any worries he may have," He smiled knowingly at the acknowledgement that this wasn't the usual protocol, "Our chief communications officer is Neva Zupan, she'll be in charge of internal communications and the various entertainment and practical aspects of this peace meeting... there is also Captain Kasun but he has decided to mostly stay on the bridge for the duration of this meeting, he was never much for politics, had quite an entertaining career before we put him in charge of this girl, but for a situation like this his skills are unmatched."

A transport helicopter was on its way to a special peace meeting. The Minister of Foreign Affairs himself, Mikhail Molotov, was aboard, accompanied by a couple of armed guards. He was a skilled diplomat, and the Red Party hoped that he would be able to talk down other nations from any further intervention in the conflict.

"We're coming up at the LZ," said the pilot over a radio. Through the windows, a large ship could be seen not too far up ahead.

Direpoint

General Stormov read over tactical reports as Operation Red Banner began. Partisan groups have had minor successes in the cities, taking advantage of the chaos of loyalist-NAF fighting. The 4th army, a massive fresh reinforcement for the Frojoan war, is expected to arrive soon.

"General, it seems the NAF won't last much longer, even without Operation Red Banner," said one of his advisors, "Do we really need to march in and risk our own men? The three factions in inner Frojo are doing a pretty good job thinning out the ranks anyway, and our strategists predict a surrender will come in the coming months if the loyalists and partisans keep the NAF pressured."

Stormov thought for a moment. "I'd rather the war end quickly and effeciently than stay here any longer. We must risk the lives of some men to make progress." He stood silent for a moment as he watched information on a TV screen scroll down. "To be honest, I don't even know why we need this useless rock anyway. The damn Tedalonians burnt down half the forests, so there's barely even a nice view left. I mean, I'm all for teaching these savages of the true dream of communism, but maybe it isn't even worth it. Let's hope this meeting that Molotov is going to will set things straight."

Higgs was suspicious of the Petz agent. The way he stammered out his reply- something wasn't right. "Is that so? Well, I think it would be best we ceased trade operations for the time being. At least, until your vendors sort their issues out. But this still doesn't explain your mercenary group. They haven't been putting up much of a fight, have they? And the training my men get has dropped in quality also. Do you have an explanation for this phenomenon too?"

Elsewhere, the small skirmishes between the NAF and loyalists escalate in Frojoan towns as a third party joins in- the pro-Nocvep partisans. The NAF is stretched extremely thin and has hit a new low in recruitment numbers. Cross country supply routes are destroyed or blocked off by warring parties, limiting supply around the inner country. Resources run low with the growing mistrust for Petz supplies, and morale begins to drop in the New Army of Frojo. The war is slowing to a crawl as fronts either surrender, lose, or are forced into a war of attrition.

OOC: Before I post anything in the IC I wanted to know if Higgs just came up with that, was wrongfully informed or it is really an OOC mistake about the situation with the petz mercenaries ? The quality of the training hasn't dropped at all and the mercenaries are not in combat since they were all diverted to the training camps by the previous general right after they landed on Frojo. I even have an unanswered IC post about the group HERE. By the way, the rebels did receive different training quality at the start of the conflict and the reason for that is explained HERE, but since the ceasefire the NAF recruits now have the luxury of repetition, so in fact the training is even better now. The petz mercenaries and the Petz Black Market are not the same thing, they operate independently from each-other and neither of them takes orders from the other.

I need these things sorted out before I can proceed with the story.

I know that the black market and the mercenary groups operate independently from each other. This is why Higgs is asking the question- he wants to make the operative more uncomfortable, having to answer questions he wasn't prepared for. It doesn't matter if Higgs is pulling it out of nowhere or is misinformed (He is both, the NAF is quite lackluster from what you see), he has a plan set in mind for the meeting. I won't go further into his strategic purpose of the meeting, but this is just to answer your question.

Petrovich said with a smug look before directing them as the group were slowly escorted to their quarters, "Yes with the outside parties removed from the fighting we figure this war will be unable to continue much longer, at this current rate of attrition among the rebels they won't last more than a few more months without any support and from what we witnessed, their suppliers are... subpar." The last comment got a curt nod as he reached the door to the President's quarters. "Yes, we may have our differences but I'm sure once you meet our commander you will understand that at least when it comes to this we're all on the same page." mostly. Petrovich went silent then and let the servants make their intro, after all he had to get the Nocvep delegation settled too... and await the arrival of the Commander himself.

-Nocvep Delegation-
"Nocvep helicopter this is the NDS Mirnyy, you are cleared for landing. We'll have the area clear for your arrival, a security team will be there to escort you to your quarters and to carry any luggage you might have on you. The meeting is scheduled to begin one hour and will be held in the primary meeting room at the center of the ship, as this peace meeting is assumed to take some time we are prepared to offer a break for lunch in three hours time, any menu requests and any dietary and allergy information can be delivered to the guards when you reach your quarters.


-Engineering-
Petrovich had hoped that a rebel representative could have been found in time but it was looking like they wouldn't get all of what they wanted, with the state of the rebellion it was unlikely that there was a central figure to call upon now, such a pity. Still all the major parties were here and all we needed now was one last leader, which is why the heavily armored security team stood facing a hatch that clearly lead down towards the bottom of the ship. "This is Petrovich, all areas clear, the ship is secure, you can send him now."

There was a dull clank coming from the bottom of the ship as something locked with the hatch, the doorway slowly turning open as it opened, revealing the Black Hand elite Cadre guard on the other side. "The boss is making his final preparations, get Meeting room one ready for his entrance... gather the guests, he wants this started without delay."

The black market operative felt silent in confusion for a moment. He had no information about the tasks and activities of the petz mercenary group that was hired by General Bhurt a considerable time ago. The operative quickly tried to remember whatever details he had known for these mercenaries and managed to give an answer to General Higgs.

"The m-mercenary group ? Uhm...Ah, the ones that arrived shortly after my transport fleet, perhaps ? The Petz Black Market is not responsible for their actions, because they are under the authority of the Petz Mercenary Office. Weren't they hired by your...predecessor ? I really don't know about them...uh...I think it would be good if you speak to their commander about your...problems with...the stuff there. But I assure you, as soon as I get back to work you won't have any more problems with the quality of the vendors' wares. There is no need for radical decisions, your people can only benefit from our markets." - he slightly smiled while still looking uneasy



Gorotsk


Seeing that there were indeed no hostilities Gardar Letruz ordered his men to establish the markets all around the city, as opposed to the situation before he first left Gorotsk. The petz were still unaware of the Black Hand's secret presence and continued with their preparations at ease. Not long after, the petz boss was informed about the drastic change of events regarding the conflict between the New Army of Frojo, the loyalists and the new pro-Nocvep partisans. He contacted the newly dispatched fleet to check their status and found out that additional black market guards were on the way as well. Gardar Letruz had to make plans for extra security details around the convoys on the supply chains and around the districts, especially the one in Gorotsk.

The landings were completed, the room were settled and all the guests that would arrive had arrived finally... the stage was set and all that was left was to begin the show. The announcement came over the intercom when the hour was up, the announcement stating that that the delegates were to be escorted to the primary meeting room in the center of the ship by an armed guard. There were further orders as well, no weapons were to be drawn and no suspicious movements were to be allowed, nor were there to be any breaks before the official lunch... furthermore the door was to be guarded once they were all inside to prevent anyone from trying anything. If these were all acceptable all of the delegates would in turn be lead to the main meeting chamber from their various entrances, each of them walking into an apparent empty room that was well decorated in an almost formal appearance, the chairs made of a nice maple hardwood and the table, besides containing connections for any electronic devices, also seemed to come with their own call button and what looked like a small computer terminal for decision making.

The locations for each delegate were left with a name marker on each chair, with enough chairs for every member leaving only three at the end of the long rectangular table unoccupied, it's chair left without a name but with the symbol of an upraised fist within an emblem. The guards would gently escort each person in and await their time to sit, the men taking position by the door as the lights flickered once everyone had settled down, leaving only one chair still unoccupied.

The empty chair seemed ominous as a voice came on over the intercom, "I thank you all for coming so swiftly, I'm not one for politeness so I'll make my point clear, you were brought here because you have all involved yourselves in this messy conflict over the lands of Frojo, and now you all, in your own way seek to end it." The voice was firm, harsh, and clear from the tone it came from someone who knew battle first hand, "Which is why I too am involved." The chair suddenly sank into the floor with an dull hydraulic sound... the chair soon raising back up again facing away from them. "And it is this that has brought me here personally to solve this problem in the least costly way possible." The figure in the chair turned around to face them, revealing a hard blond haired man who gave each of them a firm look, his eyes almost feral. "I am the High Commander I would state my name but those of you who had a good enough intelligence department will already know it... would anyone else like to introduce themselves?"

"When two nations so different as Valkiir and our host feel that a war has gone too far, and is being fought for no substantial gain by anyone it is time for everyone to step back and let the involved party resolve their issues among themselves."
