The system works using the following:

About bianually, the government checks the census report for that year and finds the citizens that would fetch the most price on slave markets/be the best quality slaves for work (circle each depending on the person in question). Letters are sent out to them, questioning them about whether they know about the nation's slavery process and if so, would they mind becoming a part of it. For those who don't understand much about it, it all gets explained, including the things that are sometimes expected of slaves if they enter foreign countries.

Each time this is done, about a quarter of the responses are in the affirmative, which is good enough for our relatively tiny portion of the slave trade. The people who accept the proposal are taken to the slavery classes, where they learn how to perform their work, how to act towards their masters, and some different country's ways of acting towards slaves. Even more things are explained during this. About one-eigth of the people who volunteered back out at this time, which is acceptable as long as we have enough people left over.

After they've learnt enough, they go to a 'slave house', the term for a large house that houses about ten slaves, as well as one older ex-slave who can keep watch over them. The houses aren't built with as much attention to detail as normal civilian houses, but all slaves are given sanitary conditions, adequate lighting, plenty of safe-to-drink running water, and enough food, as well as a place to sleep and an air conditioner (heaters are usually not considered essential in homes as Lovable Weirdoans can withstand low temperatures). Clothing is also supplied, though generally not as much of it.

All slaves receive a delivery of food each day that composes of what they would require for breakfast, lunch, and dinner. The money is usually supplied by odd jobs done whenever there is some free time.

For the slaves that are staying in Lovable Weirdos, most of their time is taken up by work. The ones who are going to be sold, however, have an easier existence until they go to auctions or flat sales.

Any children a slave may have are kept with their parents, and when they are considered old enough to understand slavery they are given the chance to become slaves or be set free. About seven-eigths of the slaves stay.

The reason it's mostly human-orientated is because humans usually have the traits that would fetch higher prices more, and also because of a lot of really weird stuff that happened in our nation's history that we don't have enough time to explain.
