He's just a story we tell children. Rich Port was NOT attacked by a Madman that takes naughty children into his basement and gobbles them up perhaps Des-Bali campfire stories are a bit too intense for some nations?

Actually, maybe they got it mixed up with our campfire stories which involved universes being brought down to their knees, nations being nuked many times over, and reruns of Pokemon.

(And that's for the 3 year olds.)

Johnny "People Eater" is a demon that likes to find little girls who run away from home rape, torture, kill, and eat them in no particular order. The ones he decides not to kill become minions of his cult and spend their lives mutilating themselves to please him. Children usually get this story the first time they disobey their parents. J has been keeping Des-Bali children polite for a very long time.

Listen, Des-Bal, brother... people don't get Modified AIDS from out of thin air. I actually agree with you: a random cultist couldn't have created this unknown virus, and therefore much less sent it. He either stole it from your government, or it actually WAS your government. After all, the Empire is a member of the organization responsible for stimying your slavery. But I digress.

The Chair grants New Amerik the freedom to perform any tests that it desires, seeing as they are more proficient with genetics. In the meantime, the quarantine on the Federation shall continue. This means your import/export business is shut down, at least until we can quell the flaming AIDS epidemic in your nation.

Oh? Perhaps it was New Amerika that launched the attack in the first place. It seems a bit odd that the nation boasting a comprehensive genetic program and even a hall for "Unorthodox Studies" has nothing to do with an Unorthodox genetically engineered virus.

While we do not necessarily agree with New Amerik on many things, we in the USSS do not believe that the New Amerikans are responsible for this. The evidence continues to point, not merely to a terrorist from Des-Bal, but an operative in the pay of Des-Bal. Unless you can present any evidence to the contrary, the USSS must declare war.

No evidence has been presented the terrorist was from Des- Bal. Des-Bal will not defend itself from ludicrous accusations and will respond to aggression with aggression. Shrillland will find the Federation quite difficult to intimidate.

While we do not deny the possibility, we have at least a couple of reasons why it is not so. The Dean and doktors are noticebly clean and professional when dealing with such topics. The number one rule for them is "Do No Permanent Harm", after all. Secondly, it could not have been some insane serial killer, as we have informed the Machete and Saw Club and they take a very SERIOUS approach to non-club members, and are loyal to New Amerik and it's continued survival to boot. Thirdly.......why would we release such a disease as this now? If we were to make any such strain, we would use them in battle or at war. That way, when people realize the conventional cures don't work, it will have been much more effective.

Rampant paranoia is sometimes very useful, but do realize we would not use such a visceral or tactically idiotic response against a nation much larger than us, or one that has in all previous cases a good friend and nation. Besides, there is absolutely no way this event would further Science or Progress if we used it. That is why we're sending doktors: we wish to gain samples of such a disease, preferably for reverse engineering.

But what reason does New Amerik have to stab them in the back? They are stronger, appear to have not been weakened at all by the attack, and gives us no benefits at all. Benevolency is certainly a good thing; you may have not noticed this, but just because we're an authoritarian dictatorship doesn't mean we have to be evil madman plotting to take over the world. There is first of all no reason for us to attack, nothing to gain, and everything to lose.

Plus, you are not entirely above suspicion yourself. The letter was certainly sent from Des-Bal, we know that much. And I do believe we don't even know where you live. This world has been confusing geographically for us ever since we slipped in here; our world's rules appeared to have gone out the window.

Why attack an enemy when you would yourself be under suspicion. By attacking an ally you have exempted yourself from the list of suspects, an excellent method to test the substance.
There is no certainty at all in the letters origin. It was sent from an unmarked vessel in international waters.

While The Rich Port appreciates the USSS's enthusiasm and their honorable contributions and loyalty to the WASO, it must thank the USSS but decline it's help. The Rich Port shall in no way become aggressive towards the Des-Bali gubernatorial state unless it attempts to cross the quarantine lines at their pre-quarantine borders. My forces are authorized to open fire and roast marshmallows on the flames of the tank and plane wrecks, so no worries. ;)
