I hope to undertake this duty with great skill and accuracy. The first undertaking that I would like to report on is the expansion of the Weermag forces. I have talked directly with Prime Minister Ignacy Braunz and His Highness King-Emperor Phillip III, and they have commended the bravery and great power of the Weermag and the men of the Weermag. They agreed to give our forces extra funding a few months ago. This funding has helped expand our 4-division army to a 7-division army, with 1 new Afrikaner infantry division, 1 new Afrikaner Pantser division, and one new Zulu infantry division added to our army. These 3 new divisions are to remain stationed in the Afrikaner Volkstaat to defend the colony from foreign invaders. Meanwhile, the rest of the Weermag has been pushing the Sietskan forces in Belstadt out of Africa. The relatively small Sietskan garrison in Belstadt met their fate after engaging in combat with our Afrikaner and Zulu soldiers. The worn-out Sietskan forces were clearly too badly trained in combat, considering they were assigned to guarding a desert colony instead of their motherland under attack. The garrison in Belstadt was encircled near the port of Sudan and was forced to lower their weapons to survive. In the Battle of Belstadt, we lost roughly 8,000 soldiers (5,000 Afrikaners and 3,000 Zulus) and the Sietskans lost anywhere between 7,000 and 15,000 men. We now have 5,000 Sietskan prisoners of war in our custody, en route via train to the diamond mines of Rhodesië. Now that the minor Sietskan threat was eliminated and we have a large spearhead in Northern Africa, it's time to look at the Suez canal. I talked to the envoys from Pistoiastan and they seemed rather undisturbed by our plans to attack the VEDRUPOL colony in Egypt, considering Pistoiastanian forces were completely evacuated from the colony at the beginning of the war (This was after we offered to solely fire spaghetti noodles at the presumed Pistoiastanian garrisons in Suez, in which they requested we fired no rigatoni instead. This was before figuring out that the Pistoiastanians had no troops in Suez to begin with). Our Weermag army happily marched north along the Suez. To my surprise, the Zulus and Afrikaners are cooperating and acting very brotherly with each other in combat. I haven't seen broederskap like this for a long time. The Weermag began their offensive along the southern Nile River in Egypt, marching through the desert towns and welcomed by Egyptians happy to see the colors of the NGU waving again above their cities. It's obvious that the human condition in Egypt is abysmal. These people were treated like cattle; another gear in the economic slave machine of Walgreens. The desert environment has definitely hindered the rate of response for the Vedrupol (sans Pistoiastan) defense, but I have had our Weermag invasion force sit on hold and form defensive positions, expecting a counter-attack any day now. As of September 31st, 2023 the XIII Afrika is pleased to report that Ethiopia and South Sudan have been completely secured (under budget and ahead of schedule, as it were).
Jenikuvian paramilitary and militia forces have been killed, routed, or captured. Local civilians have been accounted for and duly enslaved or enlisted into the
growing XIX Afrika.
Addis Ababa has been totally secured as well. We have set up regular security patrols and checkpoints to monitor for any potential growing insurgency.
I am deeming Ethiopia safe for contractors to come in and begin infrastructure and economic improvements.
South Sudan has been secured and insurgents eliminated by the X Mountain who have since moved north. XIII Afrika will continue to provide security to make the area
safe for contractors.
II Mechanized and X Mountain units remain north and west of Khartoum, securing further Jenikuvian territory and fortifying the area around Belstadt to prevent an
influx of possible refugees and/or insurgents. Statis defenses, trenches, forts, and batteries are being erected to form a solid defensive line to secure gained territory
from a northern counter attack by Jenikuvian (or other) forces.

The Egyptian Nile settlements dotted along the river make for close-quartered combat zones, which the Weermag is extremely proficient in fighting in. Fighting Bush Wars against Zimbabweans has trained our men well in guerrilla warfare, making quick and painful attacks on Suez Defense Forces extremely deadly for our enemies. Either VEDRUPOL command is extremely slow or they just haven't noticed our troop movements in Egypt, but combat has been sparse. The first major encounter in the past few weeks was between the 2de Inf. Divisie and the Walgreensian soldiers in Al Madiq. Before the 2de attacked the town, weapons were smuggled in to help arm Arab nationalists to begin a town revolt. After Arabs took the city square and began firing upon the foreign garrisons, our troops moved in to help seize the city for the Nationalist Gold Union. I talked with one Arab about promising independence at the end of the war, but of course we have other plans... The European garrisons in Egypt seem to be poorly equipped, with the majority of their best weaponry being concentrated in the more advanced European front. However, that may be just because of the strategic insignificance of the southern Egypt. We're expecting much worse next to the Suez canal, which is much more important to their war machine. Casualties at the end of the quick skirmish were 600 on our side and 1500 on their side. After forcing the Al Madiq city garrison to surrender, we took 500 soldiers into our custody to be sent to the Rhodesian mines. A $500,000,000 ransom has been posted for the Walgreensians if they want their men back. The next major advance began in the Qena province of Egypt. Our men managed to push into small towns and mines south of the Nile river in Qena, but our offensive into the northern half of Qena has yet to begin. We will fire leaflets into the towns to evacuate civilians and begin artillery fire covered by air support in order to defend our men while crossing the Nile. Wish us luck. Since halloween is coming soon, our soldiers decided to ask the country of Quamerica, which declared war on us, "trick or treat". They didn't want peace so we'll give them what they want, war. 90,000 soldiers have been sent to the Quamerican border to attack Riga, their capital. Part of the airforce has been sent to bomb Riga, coming from the northern front. This has been a success, since we managed to destroy important parts of their infrastructure, also some of their government buildings.
After our soldiers entered Riga, we managed to push the Quamericans out of the city. A group of enemies was trapped in the City Hall, where they were forced to surrender, with the promise of safety.
In the end we managed to conquer the enemy capital and we are pushing west. So far the casualties are high, 32.000 soldiers died while fighting for our county, while 50.000 enemies were killed/captured (we are still unsure about the exact numbers).
Seeing that Quamerica will receive no reinforcements, we hope that they will surrender soon, without the need for us to kill the rest of their army. In the meantime we will defend Riga and continue to bomb the cities of Liepāja and Jelgava, and other major cities.

The Indrasan Articles: The Constitution of Panjal
Held within this document is the Constitution of the new democracy of Panjal. These papers are to be put into service immediately.
Preamble: The people of Panjal solemnly proclaim this land as a free state, which with due diligence, will be led and protected by the people and their representatives elected. These papers are intended to ensure justice, peace, and prosperity for the people of our nation and their descendants. To edit or add to these documents without deliberate reflection and unanimous agreement, is to violate the nation itself. Democracy is the guide in which our nation shall never abandon.
Article I:
Section I: Legislative power will be vested in a national bicameral Congress, consisting of two equal houses: the Chamber of Representatives, and the State Assembly.
Section II: The Chamber of Representatives will be made up of representatives elected by each province. Amounts of Representatives shall be determined by population of each province, henceforth larger provinces will have more Representatives. The term of a Representative shall be of three years, which will also be when the number of Representatives will change. There shall be no more than 501 Representatives. A Representative must be a citizen of their province for five years, and must be at least the age of twenty-three.
If a seat in the chamber is to become vacant, whether from resignation, death, or other circumstances, it shall remain vacant until the next election.
Section III: The State Assembly shall be made up of three Statesmen (or other orientations not identified within this document) from each province, regardless of population. A Statesmen must be at least of the age of twenty-eight, and must be a citizen of their represented province for at least five years. A Statesmen will hold office for six years.
The State Assembly shall hold the power to initiate a process of impeachment, in which the Premier shall be tried. No convictions shall be without a two-thirds majority vote in both the State Assembly, and the Chamber of Representatives. In case of impeachment, all involved parties must be sworn under oath. Conviction may go beyond removal from office, but a separate case must be held after a successful impeachment.
Section IV: The Congress shall meet in the Capital building in Islamabad, or wherever the capital shall be at the time, at least twice a year, on days prescribed by the Congress itself. Sessions will be held daily so long as a Representative or Statesman is present. Elections will be set up and executed by each province in the month of November of every third year.
Section V: Each house shall have an appointed scribe, which shall keep track of all sessions within the house. The scribe shall resign so long as a replacement is in line, either appointed by the scribe themself or the Congress if need be. A record shall be kept for all representatives of their votes, and will be available to the public in the Capital Library or online.
Section VI: A house leader will be appointed for each house, chosen by the house, from the house. They will be allowed to vote as a usual Representative. The house leaders will preside every session and hearing so long as they are able. In the case that they are not able to preside, a replacement will be elected, whether temporary or permanent.
Section VII: Legislators shall receive a yearly salary, ascertained from inflation, national averages, and their attendance records. The salary will be paid out by the National Treasury. The salary shall be received for the time they are in office, and may be retracted in the case of any breaches of law.
Section VIII: Legislators will only be eligible for re-election once in their respective house. They may not run for any other office so long as they hold a position in Congress.
Section IX: All bills that pass through both houses will be presented before the executive Premier, in which they shall hold the ability to veto the bill, with reason provided. The veto may be overridden by the Congress, with a voting majority of 2/3rds.
Section X: Congress will not hold the ability to impede upon any civil liberties held by the people, and in the case of any liberties being impeded upon by legislators, citizens may actively protest and revolt against the legislation.
Section XI: The ability to propose a declaration of war shall be available to all legislators and the Premier, but must be voted upon with a 2/3rds majority agreeing. In the case an offensive attack against Panjal, no formal declaration is required by Congress in order to retaliate.
Section XII: Legislators are banned from receiving money, goods or services, from any peoples, corporations, or organizations of any sort. Citizens of Panjal may meet with Legislators in the lobbies of the houses before and after legislative sessions, and discuss matters, though no money, goods or services shall be exchanged.
Article II:
Section I: Executive power shall be vested to the Premier Executive of Panjal, whom shall be elected by the citizens of Panjal. They will hold office for a term of six years, and elections for the position shall be held in the same time frame of State Assembly positions.
The Premier will hold the ability to appoint a Vice Executive, which must be approved by the Congress with a 1/2 majority vote. The Premier will be elected by a majority vote of the registered voters of Panjal.
The Premier must be of the age of 30, and an official, legal citizen of Panjal for at least 20 years. If the Premier is impeached, resigns, dies, or is unable to serve, the Vice Executive shall assume the position of Premier. If the Vice Executive is unable to serve, the head of the State Assembly shall be appointed.
The salary of the Premier shall be ascertained by inflation, national averages, and approval rating amongst the citizens.
Before taking office, the Premier must swear to an oath: “I swear my allegiance and loyalty to the people of Panjal, the liberties in which they hold, and promise to defend this nation in any way necessary.”
The Premier is able to be removed from office in the case of impeachment, or conviction of bribery, treason, or any other misdemeanors accused of.
Section II: The Premier will, upon inauguration, select a panel of assistants and advisors, to be approved by Congress with 1/2 majority. The panel will include, but not be limited to a Secretary of State, Treasury, Defense, Trade, Economy, a Citizen’s Advocate, and a Premier Attorney.
Positions in the panel may be added or removed at the Congress’ discretion, at a 1/2 majority vote in the State Assembly. The Panel will meet with the Premier at minimum once a week, in which they will discuss any matters necessary pertaining to Panjal and it’s people.
Section III: The Premier will address the nation live, broadcasted via internet or television once monthly at minimum, and address Congress at minimum once yearly to review and discuss any issues.
Section IV: The Premier will not hold any other public office during time in office.
Section V: The Vice Executive of Panjal will not hold any public office, and will receive a salary based off the same standards used for a congressman.
Section VI: In the event of the occurrence of any vacancy in the office of the President by reason of his death, resignation or removal, the Vice Executive shall act as President until the date on which a new President elected in accordance with the provisions of this Constitution.
Section VII: When the President is unable to discharge his functions owing to absence, illness or any other cause, the Vice Executive shall assume his functions until the date on which the President resumes his duties.
Article III:
Section I: Judicial power of Panjal will be held by a High Court, consisting of 11 justices appointed by the acting Premier and approved by Congress with no less than a 1/2 majority.
Section II: Justices must be of the age of fifty, and must be a resident of Panjal for no less than twenty years.
Section III: All inferior courts held by the state and provinces will heed power in cases of High Court cases. The Justices of the court shall maintain good behaviour in their time of power, and, if deserved, shall receive a salary that of the Premier’s standards.
Section IV: The High Court shall hold responsibility of ensuring this Constitution is upheld and represented properly, and ensure rights and liberties to all citizens. If, in any case, the court challenges an act by the Legislation or Executive branch, a court case will be held in which the High Justices serve as a jury. All other cases, except in the case of impeachment, will include a jury of citizens.
Article IV:
Section I: In the case of a new province, whether from separation, conjoinment, or other, the province must be admitted by Congress and approved by the Premier. All new provinces will create their own provincial government.
Section II: Provincial governments will contain the same system as the national government, of which consists of Legislation, Executive, and Judicial powers.
Section III: Provincial governments will hold the power to create its own laws and regulations, but any national legislation put in place must be held by the Provinces. Individual Provinces may overturn national legislation, but only with no less than a 2/3rds majority vote to do so.
Article V:
Section I: All debts, whether created by specific provinces or not, will be assumed by the national bank.
Section II: Any debt present to the nation must be addressed with urgency by Congress, and ensured that debt does not pass onto the citizens of Panjal.
Article VII:
Section I: The government shall make no laws impeding upon the freedom of speech to the people, including religion, press, peaceful protest, or political.
Section II: Citizen property may not be seized or searched by government officials without warranted suspicion or reason.
Section III: No citizen will be held responsible for actions accused thereof until proven guilty of such within a court of law.
Section IV: Any powers not listed within the constitution herein are to be delegated by the Provinces.
Section V: No citizen or person within Panjal shall be held within involuntary slavery or servitude, regardless of debts.
Section VI: The right to vote will be held by all Panjali citizens of the age of 18, and the right shall not be impeded upon by any Provincial or National government.
Section VII: Gender, race, sexual orientation, or other differences between citizens, shall not be reason to discriminate and restrict rights to a group of people.
Section VIII: Failure or refusal to pay tax, whether National or Provincial, will not restrict a citizen’s legal rights of any sort, unless accused by a court and proven to be guilty.
Section IX: Citizens held within prison for due actions will not be restricted from their right to vote, participate in public counsel, or basic Constitutional rights described herein.
