March 20th, 1976, Goldcrest, Euphentis - Heavy rain, cloudy

"So how are we going to do this?", asked a teenager, conscripted into the EPAMT.

"First, he starts the speech." Nikolai would pause to smoke for a second, letting out a puff.

"Then, we get into position. When our infiltrator, assuming hes not executed by then, gives the signal, we're ready to kill Estos I." muttered Nikolai.

"But what IF our infiltrator is executed or killed by then?"

"We'll cross that bridge when we get there."

"But what if an heir takes the throne?"

"There will be no heir."


The rain was coming down hard, starting to thunder on the roofs of the creaky wood houses. The fog was so thick you couldn't see 10 feet in front of you. Nikolai walked out of the house and into his truck, waiting to drive across the bridge. When the green-light was given by the somewhat-dilapidated toll-station, he started to drive across the bridge, into Euphenta to get "the Operation" set up. He went to his friends house, assuming he had the rifle ready. When he got there, the friend welcomed him with open arms. He showed him the rifle in the basement, ordering him to use gloves so they wont be able to trace the fingerprints.

"This is the Mosin?" said Nikolai.

"Yes, it is. I almost have the scope attachment rea-"

"I told you to get a full length rifle! Not a carbine!" Nikolai interrupted.

"I couldn't find one."

"They have them all over the fucking place. Just infiltrate Southborne with that uniform and ID you stole from that poor soul you killed a few months back."

"Jesus, you're picky, aren't you?"

"I have to be picky, after all we're assassinating the damned king."


Nikolai would storm out into his truck, driving for the Courthouse, remembering that he was summoned to court this morning. He was on jury duty. When he had gotten to the courthouse, he was astonished to find that the defendant was one of his fellow resistance members on trial for treason. Nikolai was nervous he had been interrogated. The trial had began, and it only took 36 minutes to convict the defendant. The jury unanimously voted guilty, Nikolai voted guilty as well to prevent eyebrows being raised upon him. He was invited to the post-court dinner, where he had feasted after the trial. He had attempted to go find his infiltrator with no luck. He had telegraphed his infiltrator using the Court judge's telegram out of panic, which turned out to be a grave mistake, considering the lines were being tapped in preparation for the speech on March 25th, as a sort of gauge for security measures.

March 21st, 1976, Euphenta, Euphentis - Light rain, cloudy

The Secret Police were knocking on Nikolai's door. They posed as people willing to join the resistance, and Nikolai reluctantly invited them in, now realizing how he used the telegram in the Court to telegraph the infiltrator, putting him at risk too. Within a few minutes, the waxed hardwood was polluted with brain matter, and Nikolai laid dead. The Secret Police were now going for the Infiltrator, which Nikolai had telegraphed.

The Conservative Party, at first, provided all royalist organisations with funds and equipment. However, they gave special preference to paramilitary police, which they saw as the most reliable partner and a formidable fighting force that would be able to create more problems for the communist than other resistance movements. They provided them with ammunition, supplies and logistical support as a way of balancing the communist's increasing influence.

In mid of january, the animosity between the Conservative Party and the other movements erupted into armed conflict. The communists accused the Conservatives of being traitors and collaborators, and vice versa. While some organizations accepted assistance from foreign powers in their operations against the Communist party, the great majority of the liberals refused any form of cooperation with the foreign powers.

After the declaration of the formation of the Security Battalions, the Conservative Party implemented a pre-emptive policy of terror, mainly in the countryside areas close to garrisoned units, to ensure civilian allegiance. As the communist position strengthened, so did the numbers of the "Security Battalions", with both sides engaged in skirmishes. The Conservative units were accused of what became known as the february massacre.

Lord Eneas von Wittgenstein, leader of the Conservative party and third cousin of the Emperor Estos, was coming to the conclusion that the ends justified the means, and that in order to defend the institutions against those who would destroy it, the shedding of blood was justified. On 5 February, Eneas told the Convention:

The goal of the constitutional government is to conserve the state institutions; the aim of the government is to found it... The government owes to the good citizen all the protection of the nation; it owes nothing to the enemies of the people but death... These notions would be enough to explain the origin and the nature of laws that we call innovative... If the government must be more active in its march and more free in his movements than an ordinary government, is it for that less fair and legitimate? No; it is supported by the most holy of all laws: the salvation of the people. Terror is nothing else than justice, prompt, severe, inflexible... If the basis of popular government in peacetime is virtue, the basis of popular government during a revolution is both virtue and terror; virtue, without which terror is baneful; terror, without which virtue is powerless. Terror is nothing more than speedy, severe and inflexible justice; it is thus an emanation of virtue; it is less a principle in itself, than a consequence of the general principle of monarchy, applied to the most pressing needs of the fatherland.

The Grand Senate of the Republic were no friends to communists. That much was obvious through decades of foreign policy and crushing social stigma. Within those decades of foreign policy had been the consistent movement to destroy communism and set up friendly governments whose security was guaranteed by the Senate. Since a bombardment of embargoes and threats over a failed anti-communist coup in a bordering country, the Senate has been forced to work in secrecy. Euphentis was no different.

A flight of UH-1H Huey transports flew low in the cover of night, their pilots aided by crude night vision monoculars. Four slick Hueys carried a platoon of the Extended Purpose Group. These men officially worked for weapons testing under the Army’s logistical branch. In reality they existed as one of ten platoons who operated in complete secrecy. Only a few select individuals throughout the government are even aware of their existence. They dressed like the locals, civilian clothing, beards, long hair and they spoke like them too. EPG’s entire task revolved around infiltrating foreign nations and carrying out deniable operations without any link to the homeland. Should they be captured, no attempt will ever be made to retrieve them. In their hands was an assortment of small arms, FALs, Uzis, Kalashnikovs and more. In the helos, crates of small arms ammunition and M72 LAWs.

As they moved inland the helicopters split off, flying just meters above the ground. Two choppers moved in towards communist held territory while the remaining two moved in towards Royalist and Conservative territory. There were two missions being played now. One team would infiltrate the communists, record information and then leak upcoming missions to the other team which would organize local militias to destroy the communists. Their official story was that they were foreign volunteers from a bordering nation, desiring to fight for their cause. This wasn’t completely untrue.

By 3AM both teams were on the ground, their transports flying low and hard to escape the foreign nation, worried that a radar station may have spotted them on the way in. The government forces may well attempt to intercept the Huey’s, not realizing that they are attacking sympathetic forces.

March 21st, Estos, Islandborne, 3 AM, Clear conditions

"Uhh...sir?"

"Yes, private?" replied General Deimos.

"A group of Hueys just came and went."

"Sent a small squad of Civil Guard, to scout."

By the time the Civil Guard got at the landing site, the infiltrators were already long gone, probably into another town. They could only find 2 shells of unspent ammunition and a few indistinguishable footprints. The current King, Estos I, ordered an official investigation into the landing. Meanwhile, the communist resistance had heard of Nikolai's death. They had decided to make the assassination attempt earlier. It was now scheduled for March 22nd, the day the mystery-men landed. It was 9 AM, and the (Senatan?) infiltrators had headed towards Euphenta, completely unaware of what was about to happen. Estos I left to go get dinner with his sister (who was not recognized as an heir). On the way out of the Palace, he stopped to watch a choir, whom was singing "The Hunt for Red October", only in Euphentan. He was intrigued, and kept on watching. Everything seemed perfect. The seagulls flying overhead, the angelic choir, the serene facade, everything. Until he heard a bang in the distance. This wasn't any normal bang, but what could it be? He thought to himself, within seconds coming to the horrifying realization that the choir had stopped. He looked back at them, to find 5 mosins and 1 submachinegun pointed at him. The two groups exchanged eye contact for a second, before the stone sidewalk was polluted with brain matter, in almost the exact same way as Nikolai, as a sort of retaliation. The King was dead, and EPAMT technicals raced towards the palace. Civil Guard had finally been alerted, and what happens next will go down in the history of Euphentis.

Two teams of sixteen EPG operators were now heavily undercover. Team One moved into the capital, their larger firearms and heavy weapons having been buried in a creekbed on the outskirts of the city. Its location carefully marked on their maps. Heavily clothed with jackets, jeans and shirts, the operators’ kevlar vests and sidearms were hidden. Team One’s task was now to infiltrate the communists, retrieve information and assassinate leaders. They moved into the capital one by one, either walking or hitchhiking where they could. They regrouped in a pub in the outer suburbs of the capital. This particular area was well known for their communist sympathies and had been hoped to allow Team One to infiltrate easily.

They sat at the pub, drinking the local drink when a crowd began forming around a portable radio. All at once the crowd went quiet and the radio’s volume turned up. A news narrator spoke over the radio, “We have some breaking news, His Majesty King Estos the First has been shot by communist terrorists in a blazen act of war against the government. We have unconfirmed reports that the King’s sister, eight members of the Royal Choir and several Royal Guards were also wounded in the attack. Reports are still coming in…” the radio was drowned out under a hail of cheers. “Long live the rebellion!”
“Vive la freedom!” a foreign accent yelled. The Caelis operators joined in on the hurrah, possibly breaking Royal laws in doing so. With any luck, the rebellion would take to the streets and reveal themselves in open battle.

Elsewhere:

Team Two of the EPG moved with incredible swiftness over the terrain. On foot the EPG could out march any conventional army and match even the greatest special forces. They had buried the heaviest a kilometer from their landing site. GPMGs, LAWs and ammunition for everything was now ready to be distributed to the local militias they planned on raising. The Caelis special forces were moving into the heartland of Royalist territory, looking to gather the support of the conservative farmers and townspeople who were often fervent in their defence of the Royal Family.

Each of the EPG operators carried several pistols and at least two rifles or four submachine guns. This wasn’t for any practical combat use, naturally so many weapons would only serve to encumber them. Instead these were to be distributed amongst the militias. With 40 spare rifles and even more pistols, they could arm and train a small, permanent core of soldiers who would form the basis of Royalist Militia Battalions using the Caelis SF as their leaders. The townspeople would also have their own civilian firearms, shotguns and bolt actions which could be given to the younger members. Just like Team One, they moved into the largest of the Royalist towns and set up in bars and pubs just as news of the King’s murder reached the radios.

After knowing about the Emperor's dead, Anti-Communist politicians formed a new government in the parliament session. There, Wilhelm Souchon, the prime minister of the counter-revolutionary government, asked Lord Eneas von Wittgenstein, still considered a war hero, to be the Minister of War in the new government and take command of a counter-revolutionary force that would be named the National Army. Lord Eneas von Wittgenstein consented.

In retaliation for the Red Terror, reactionary crews now exacted revenge in a wave of violent repression known as the White Terror. These reprisals were organized and carried out by officers of Wittgenstein's National Army, particularly Trifko Grabež, Gyula Ostenburg-Moravek and Iván Héjjas. Their victims were primarily Communists, Social Democrats, and Socialist.

In Estos, Grabež installed his unit in the Hotel Britannia, where the group swelled to battalion size. Their program of vicious attacks continued; they planned a citywide pogrom against the socialist and labour party until Wittgenstein found out and put a stop to it but the torture against the labourist and left leaders of constituencies continued because that was the main source of information. On several occasions, Wittgenstein reached out to stop Grabež from a particularly excessive burst of anti-liberal cruelty. The noble also had practical reasons for overlooking the terror his officers wrought, since he needed the dedicated officers to help stabilize the country.

Lord Wittgenstein enters Estos at the head of the National Army, 23rd march. He is greeted by city officials in front of the Gellért Hotel, where in a fiery speech he accused the capital's citizens of betraying the realm by supporting Bolshevism. The National Assembly of Euphentis re-established the Kingdom of Euphentis. However, it was apparent that the throne would be vacant since there wasn't a male heir from the royal bloodline. Instead, with National Army officers controlling the parliament building, the assembly voted to install Wittgenstein as Regent; he defeated Count Albert Bethlen by a vote of 93 to 7.

Bishop John Gunther then led a small delegation to meet Wittgenstein, announcing, "The Realm's Parliament has elected you Regent! Would it please you to accept the office of Regent of Euphentis?" To their astonishment, Wittgenstein declined, unless the powers of the office were expanded. As Wittgenstein stalled, the politicians gave in to his demands and granted him "the general prerogatives of the King, with the exception of the right to name titles of nobility and of the patronage of the Church." The prerogatives he was given included the power to appoint and dismiss prime ministers, to convene and dissolve parliament, and to command the armed forces. With those sweeping powers guaranteed, Wittgenstein took the oath of office.

The Euphentis state was legally an Empire, but it had no Emperor, as their was no male heir from the main royal bloodline. The country retained its parliamentary system following the death of the Emperor with a prime minister appointed as head of government. As head of state, Wittgenstein retained significant influence through his constitutional powers and the loyalty of his ministers to the crown. Although his involvement in drafting legislation was minuscule, he nevertheless had the ability to ensure that laws passed by the parliament conformed to his political preferences.

The Civil Guard raced their police cars to the Palace, where a firefight had already broken out. The rest of the Royal family was inside while the Civil Guard exchanged loads of bullets with the communist revolutionaries. It was (predictably) turning into a bloodbath, and dragged on for hours, until both sides eventually "ran out of ammo". They both charged each other with knives, swords or whatever they had on hand, and it only got worse from then on. The resistance had captured a T-34, and it drove through the streets of Euphenta, killing any Civil Guard it saw. The 4th SF came into Euphenta with what seemed like an endless motorcade of heavily armed Vodniks, only amplifying the bloodbath.

After 9 hours, the dust settled. 56,578 people lay dead. A couple thousand communists, Estos I, most of the Euphenta Civil Guard, and the rest civilians. The Battle for Euphenta was over.

Meanwhile, the Resistance had took the entirety of the Estos island. The military base was razed, while the Estoan Civil Guard was rounded up and incarcerated. The Resistance had stole some inflatable Dinghys, and were now sailing for the Euphentan shore, stronger than ever before. They had AKs, Mosins, RPGs, pipe rockets, and even a few amphibious APCs.

The new goverment addressed each of the obstacles to national recovery. The plan looked to the future, much more important were efforts to modernize industrial and business practices using high-efficiency models, reducing artificial trade barriers, and instilling a sense of hope and self-reliance.

After the the emperor's dead, housing and food conditions were bad, as the disruption of transport, markets and finances slowed a return to normality. The newly created Bureau of Labor Statistics (BLS) contributed heavily to the success of the Technical Assistance Program. The Assembly passed a law on April 7th, that allowed the BLS to "make continuing studies of labor productivity" and appropriated funds for the creation of a Productivity and Technological Development Division. The BLS could then use its expertise in the field of productive efficiency to implement a productivity drive in each province receiving the goverment's help.

By implementing technological literature surveys and organized plant visits, foreigners economists, statisticians, and engineers were able to educate local manufacturers in statistical measurement. The goal of the statistical and technical assistance from the great powers was to increase productive efficiency of local manufacturers in all industries. In order to perform this analysis, the BLS performed two types of productivity calculations. First, they used existing data to calculate how much a worker produces per hour of work—the average output rate. Second, they compared the existing output rates in a particular country to output rates in other nations. By performing these calculations across all industries, the BLS was able to identify the strengths and weaknesses of each province's manufacturing and industrial production. From that, the BLS could recommend technologies (especially statistical) that each individual region could implement. Often, these technologies came from the allies; by the time the Technical Assistance Program began, the Great Powers used statistical technologies "more than a generation ahead of what the locals were using".

The Regent hired hundreds of technical advisors to the nation in order to observe workers in the field; this on-site analysis made the Factory Performance Reports especially helpful to the manufacturers. In addition, the Technical Assistance Program funded 24,000 engineers, leaders, and industrialists to visit the Great Powers like Caelum and tour their factories, mines, and manufacturing plants.

This way, the national visitors would be able to return to their home counties and implement the technologies used in the powerful nations. The analyses in the Factory Performance Reports and the "hands-on" experience had by the local productivity teams effectively identified productivity deficiencies in the main industries; from there, it became clearer how to make national production more effective.

The Regent wanted to destroy the leftist insurrection by improving the national standard of life with economical reforms and social policies.

Team One played a pivotal role in foiling communist plans throughout the capital. At one point during the battle a team of four EPG operators butchered a communist cell of twenty men. They had infiltrated the group, handing out small arms in return for their trust. It was then they attempted to lay an ambush for a column of Royalist Vodniks. Moments before the communists opened fire. A dozen grenades and a quick burst of automatic fire ensured that the ambush was destroyed. By the battle’s end Team One claimed over fifty communists dead and had stopped an ambush and two devastating breakthroughs by turning their weapons on the communists.

Team Two has raised a small army since the battle in the capital. Over two hundred young men and a few women had rallied to them. Now they were armed with a mess of pistols, rifles, shotguns and the occasional light machine gun. They now patrolled the countryside, raising the Royal Crest above the stronghold towns. There had been a dozen or so clashes between Royalists and Communists. Thanks to Caelis special forces leadership the Royalist militias had come out on top each time and expanded their influence in the hopes that they would be recognized by the government as a legitimate volunteer battalion.

The Grand Senate was extremely pleased with how the situation in Euphentis had played out. The communists were extremely weakened, a strong leader was in total control of the country and they were pushing for huge building projects and needed investors. The SPQC was just that investor. As a mid sized coastal nation, the SPQC had focussed entirely on shaping the world in their own image and were not afraid of interventionist policies. Socialist policies were considered as crimes against humanity by much of the Caelis populace and any self proclaimed communist in the country would find themselves ostracized.

With this popular backing the Senate had pushed both hard and soft power into the neighbouring regions to rid the area of socialism. Euphentis was no exception. The Grand Senate had opened diplomatic channels with the government of Euphentis in the hopes of providing “humanitarian aid” and perhaps a fighter jet or two. The SPQC was looking for export markets for their locally designed and produced military equipment. Light multirole fighters, armoured personnel carriers and main battle tanks being the three prides of the Caelis military industry and the Senate was willing to lend lease them on very favourable terms. It would provide work for the local industry, combat testing for the weapons systems and show the world that the Senate was willing to provide weaponry to friendly nations. The following economic offer was sent to the newly crowned King.

The Grand Senate of the People of Caelum offer the opportunity for Caelis military engineers and air force personnel to refurbish and extend the current Euphentis international air port with the intent to make the airfield capable of landing extremely heavy lift aircraft. The cost of this will be covered by an agreement of the King to allow twelve (12) SPQC Air Force aircraft to be stationed at the international airport at any time to operate jointly with the Royal Air Force in training and combat operations as required.

The Grand Senate of the People of Caelum offer the free construction of a large and central embassy for the SPQC in the Euphentis capital which will serve to strengthen the bond between our two nations.

The Grand Senate of the People of Caelum require Caelis industry to have mineral and market access within Euphentis to the same degree as local industry and to operate within the same boundary of laws that local industry operates under.

Goverment forces expanded into the countryside south of Estos to control sections of the M4 and M5 highways, effectively blocking ground reinforcements for the Rebel Army. The Rebel Army in Estos was receiving sporadic supplies and ammunition replenishment by via backroads. The recapture of Base 46, a large complex that reinforced and supplied rebel troops, was seen by experts as "a tactical turning point that may lead to a strategic shift" in the battle.

The Goverment captured the Estoa Dam, further isolating rebel forces in the capital and leaving only one route into Estoa. Later, the National Army regained control of the strategic town South Estoa, allowing them to approach the airport. A week later, the Army retook the town of Islandborne. This opened a road for the government to end the besieged Estos Military Airbase and Estos Power Plant.

By the end of March, the army had seized the island, reinforced Central Prison and captured most of the plotters of the king's assasination who were sentenced to 5 years of prison after they revealed important information about the rebellion. The Imperial Army supported by heavy artillery tanks situated on an adjacent ridge, the troops were able to secure the bases in the island, eliminating all of the rebel forces there. After the Empire landed, the marines began pounding the landscape with bombardments and fires. They were deployed at the southern section of a small city. Other airships provided aerial support. An mechanized batallion was deployed and the marines assaulted the southernmost bridge. The troopers took the bridge and captured the Rebels forward command post. Then their trenches and turrets were destroyed, allowing Lord Eneas to land and participate in the sessions of the parliament. He destroyed two barricades to allow the troops to advance. An outpost was captured and additional troops were landed.

Heavy Communist resistance came from stolen tanks. Also more AA guns were positioned at the north end of the central platform. The marines, led by Lord Eneas, pushed the rebels line across the northern bridge to the Town Hall. Lord Eneas destroyed the barricades covering the entrances to the building. The troops fought through a rebel counter assault to the southern bridge, and seized the town hall.

The battle went on for the Marines. During a concentrated Imperial push to rout the Rebels, fighting spread across the districts of the city. The battle intensified on a number of vast bridges, which stretched across a great chasm, linking several city districts. The clones continued to advance across the bridges. It was here that Lord Eneas would fight his last battle before starting the New Order as the new Imperial regent.

The New Goverment started a reform in the secret services creating Imperial Intelligence Community which was formed by 16 intelligence agencies that contributed in the war efforts against the rebellion and accepted the embassy and treaty from the nation of Caelum to improve the nation military power.

The initial government strategy was primarily to guard important economic targets, such as mines and plantation estates. Later, General Sir Harold Briggs, the Army's Director of Operations in Estoa, developed an overall strategy known as Briggs' Plan. Its central tenet was that the best way to defeat an insurgency, such as the government was facing, was to cut the insurgents off from their supporters amongst the population. The Briggs plan also recognised the inhospitable nature of the jungle. A major part of the strategy involved targeting the NLA food supply, which Briggs recognised came from three main sources: camps within the jungle where land was cleared to provide food, aboriginal jungle dwellers who could supply the NLA with food gathered within the jungle, and the NLA supporters within the 'squatter' communities which lived on the edge of the jungle.

The Briggs Plan was multifaceted, with one aspect which has become particularly well known: the forced relocation of some 500,000 rural countrymen from squatter communities on the fringes of the forests into guarded camps called New Villages. These villages were newly constructed in most cases, and were surrounded by barbed wire, police posts and floodlit areas, meant to keep the inhabitants in and the guerrillas out. At the start of the Emergency, the Regent had 13 infantry battalions in the nation, including seven partly formed battalions, three mechanized battalions, two battalions of the Imperial Regiment and an Artillery Regiment being used as infantry.This force was too small to fight the insurgents effectively, and more infantry battalions were needed in the jungle. The Regent brought in soldiers from units such as the Marines and Emperor's Rifles. Another effort was a re-formation of the Air Service as a specialised reconnaissance, raiding and counter-insurgency unit.

The Secretary of Defence, Sir Robert Hansen, had served in the garrisons of the jungle all his service. His vast experience in jungle warfare proved valuable during this period as he was able to build effective civil-military relations and was one of the chief architects of the counter-insurgency plan in the nation.

Sir Gerald Templer became the commander of the Imperial forces. He is widely credited with turning the situation in favour of the Imperial forces. Army units began a "hearts and minds campaign" by giving medical and food aid to the indigenous tribes. At the same time, they put pressure on the NLA by patrolling the jungle. The NLA guerrillas were driven deeper into the jungle and denied resources. The NLA extorted food from the common populace and thereby earned their enmity. Many of the captured guerrillas changed sides. In comparison, the NLA never released any imperial soldier alive.

The Grand Senate was pleased with how the treaties had been accepted by the King. A matter of hours afterwards, heavy lift aircraft began flying in to the country. On board were hundreds of skilled military and civilian personnel, their goal was to rebuild the main airport to support heavy transport aircraft on mass. To protect this project a wing of LMF-70 light multi role fighters and a wing of LAH-60 light attach helicopters along with several heavy lift aircraft were stationed in the Euphentis capital in accordance with the treaty. A constant stream or aircraft flew from the SPQC to Euphentis, unloading thousands of tonnes of supplies and equipment for both the runway extensions and the future construction projects for the Thorium reactors and Caelis corporate ventures.

SPQC Air Force command, upon building a local command centre at Euphentis Central Airport, pleaded with the Grand Senate to be allowed in combat missions with the four LMF-70s and four LAH-60s that were stationed in-country. The request was granted and a secondary request was sent to the King, asking if SPQC wings stationed in Euphentis may conduct combat operations against the communist guerillas that plagued their nation. The SPQC high command eagerly await their response.

Meanwhile Team One and Team Two of the EPG worked tirelessly to unravel the communist forces. Team One continued to act within the communist forces in the jungle, purposely leading communist forces into suicidal attacks or simply leaking the information of camps and supply routes to the government. With these efforts Team One could claim up to 100 dead guerillas over several weeks either directly or by proxy. Team Two continued to lead a fanatic core of Royalist supporters in combat and security operations. They had made headway in being recognized, at least partly, by the Royal Military high command. Team One now hoped to lead the 230+ members, some partly trained, some well equipped, into the jungles. They pushed in and attempted to secure the major routes into the jungle region. Highways, roads, trails, streams and rivers were all targets that the Royalist Militia attempted to seize and blockade in an attempt to stop further supplies from heading in to the rebel held territories.

SPQC military industry was now leaping at the chance to get a foothold in the Royal military. The Grand Senate had also seen the chance to expand exports of this equipment and, along with raw resources for the construction efforts, had shipped over a show of military hardware for the King to look at. Laid out in the hangers were the following:

LAH-60 light attack helicopters (Think AH-6 Cobra)
LMF-60 light multirole fighter (AJS-37 Viggen cross with F-5E)
IFV-68 IFV (Marder 2 cross BMP-2)
MBT-72 (T-72 cross Chieftain)

They wanted to secure the rearmament contracts for the Royal Military. On offer were contracts for the following.

5 Armoured Battalions - 500 MBT-72s
5 Armoured Infantry Battalions - 500 IFV-68s
2 Squadrons of multirole fighter bombers - 36 LMF-60s
2 Squadrons of attack helicopters - 36 LAH-60s

Also displayed was the simple Kevlar vests used by SPQC special forces, it was double thickness on what police used and could stop most pistol rounds at even point blank as well as most fragmentation or shrapnel. Rifle rounds could pierce without problem.

Light weigh plastics used for radios and integrated vests for radio, body armour and helmet mounted microphones were shown off to be effective at integrating ammunition carrying, radios, armour protection and mobility all in one though at the cost of weight, perhaps excessively so.

The military contractors waited expectantly for the King or a military officer to take up their invitation and peruse the assortment of equipment that could overhaul their military into the modern era after such a bloody conflict.

OOC: This is 1976 and body armour was very new though I believe it was used by the police as early as the late 70s in the fabric Kevlar form that could stop some pistol rounds.

The Royalist came to power in the midst of a great recession. The unemployment rate at that point in time was close to 30%. The Regent appointed Hjalmar Schacht, a former member of the Democratic Party, as President of the Central Bank and Minister of Economics. At first, Schacht continued the economic policies introduced by the government of Kurt von Schleicher to combat the effects of the recession. The inherited policies included a large public works programs supported by deficit spending – such as the construction of the Autobahn network – to stimulate the economy and reduce unemployment.

The Regent also spent large amounts of state revenues for a comprehensive social welfare system to combat the ill effects of the Great Depression, promising repeatedly throughout his regime the “creation of a socially just state.” He ordered the Welfare Office chairman Erich Hilgenfeldt to “see to the disbanding of all private welfare institutions,” in an effort to socially engineer society by selecting who was to receive social benefits Under this state-operated welfare structure, goverment administrators were able to mount an effort towards the “cleansing of their cities of ‘asocials.’” Nonetheless, the Welfare Office instituted expansive programs to address the socio-economic inequalities among those deemed to be citizens.

With 17 million citizens receiving assistance under the auspices of Welfare, the agency “projected a powerful image of caring and support.” The goverment provided a plethora of social welfare programs under the concept of Volksgemeinschaft which promoted the collectivity of a “people’s community” where citizens would sacrifice themselves for the greater good. The Welfare Agency operated “8,000 day-nurseries” and funded holiday homes for mothers, distributed additional food for large families, and was involved with a “wide variety of other facilities.”

The Goverment social welfare provisions included old age insurance, rent supplements, unemployment and disability benefits, old-age homes, interest-free loans for married couples, along with healthcare insurance, which was decreed mandatory. One of the Welfare branches, the Office of Institutional and Special Welfare, was responsible “for travellers’ aid at railway stations; relief for ex-convicts; ‘support’ for re-migrants from abroad; assistance for the physically disabled, hard-of-hearing, deaf, mute, and blind; relief for the elderly, homeless and alcoholics; and the fight against illicit drugs and epidemics.” The Office of Youth Relief, which had 30,000 branches offices, took the job of supervising “social workers, corrective training, mediation assistance,” and dealing with judicial authorities to prevent juvenile delinquency.

The government ownership expanded greatly into formerly private sectors of strategic industries: aviation, synthetic oil and rubber, aluminum, chemicals, iron and steel, and army equipment. The capital assets of state-owned industry doubled during this same period, whereby the nationalization caused state-ownership of companies to increase to over 500 businesses. Further, government finances for state-owned enterprises quadrupled.

In other cases, where the administration wanted additional industrial capacity, they would first nationalize and then establish a new state-owned-and-operated company. Those industries that somehow remained in private hands often received favoritism, subsidies and various state assistance. Nonetheless, the Regent was “an enemy of free market economics” whose regime was committed to an economic “New Order” controlled by the “Party through a bureaucratic apparatus staffed by technical experts and dominated by political interests,” similar to the economic planning of the Communist nation.

When it came to retail and small business, in order to coordinate workers and small businessmen, shop councils and the so-called Courts of Honour were set up to monitor retail units. The goverment perceived workers and employers in each enterprise as families; each with different roles. In real terms this meant that wages, working hours and general business practices were determined by worker councils (whose members ranged from 2 - 10) and employers, seeking a compromise.

The "Reinhardt Program" for infrastructure development was introduced. It combined indirect incentives, such as tax reductions, with direct public investment in waterways, railroads and highways. It was followed by similar initiatives resulting in great expansion of the Euphentian construction industry.

Cars and other forms of motorized transport became increasingly attractive to the population, and the local motor industry boomed.
