The universe is big. Too big for many things that are integral to the safe conduct of a nation's affairs. We live in an era where criminals can simply jump to light speed and escape law enforcement, hiding or continuing their enterprises far and away from previous warrants. A lack of communication or willingness to communicate because of the diversity and size of the Milky Way galaxy and its neighbors negates any hope we have of creating a true intergalactic policing initiative, of being able to track down criminals in multinational efforts like the pre-FTL era civilizations.

Rather than seek to create an agency of star nations, Bakra instead proposes to simply establish open and clear communication in the form of the Intergalactic Watchlist. Accessible to any nation in the Milky Way or its neighbors, the Watchlist will consist of those wanted for a variety of crimes but are currently at large somewhere in the galaxy. This will make it easier for nations to find these undesirables and keep track of their activities for their own safety, or extradite them if they wish: the information is for the nations of the galaxies to use. Organized crime, terror cells, and any other group of potentially or proven dangerous individuals will be listed as well, allowing nations to fight criminal organizations that in many cases are so foreign that it is difficult to find out what they exactly do to make their illegitimate fortunes.

The Watchlist is open to all to submit files of even their most dangerous criminals, and their details will be communicated throughout the galaxy. They will have no where to hide, they will always be watched.

Purpose
Out of Character


In character, it isn't entirely hard to figure out what the "Intergalactic Watchlist" is all about: a database of criminals, terrorists, rouges, organizations, and assorted unsavory types that any nation in the Milky Way or surrounding galaxies can access. Like watch lists in the modern world in IC it is used to either catch or keep an eye on these individuals and entities. In the broader picture of NSFT, this is meant as a plot device or prop to help establish a cohesive setting for those exploring themes or elements of criminals, organized crime, and terrorism in their RPs or nation building. There are limits to this to respect the original author's work, but we'll go over that later. Additionally, this is part "lets see whats in the galaxy"; organizations will be used as part of a wider NSFT collaboration, but characters are largely left alone as of this time. We will go more in depth below.

The original author's work should be appreciated and respected, but at the same time to make this work the users of another's work need to be able to use it effectively. To do this, I have set up a few points of interest and examples of proper use of another's work submitted to the Watchlist. Please read this carefully and understand the limits and benefits of the partial free use agreement.

  • You must contact others if you wish to use or mention their work, otherwise it is stealing another's intellectual property. This thread will act more as an exchange where one player can ask the original author if they could "borrow" or "use" the other's character or organization in their RP. The original author is as free to reject or accept as many offers as they want.
  • The Watchlist itself is a setting, feel free to mention it in RPs, factbooks, and use it in world building. There is not need for to credit myself or ask to use it as part of "window dressing", however I ask you not to change its composition and attempt to roleplay as the "leaders" or "directors" of the Watchlist. Using it as background info ("X recognized Y from the Intergalactic Watchlist messages") or the crux of an RP ("Hunting those on the Watchlist") is encouraged, but don't change the organization.
  • There is an option that, if you become inactive on NationStates, that your work will be "willed" for those on NSFT to use as they wish. This is entirely voluntary and the option is limited to organizations at this time.
  • If you have any confusion about the fair use of the Watchlist or other's properties, please TG myself, the players in question, or (more efficiently) drop a post on this thread.

Forms
Out of Character


Below are two separate forms that should be used when submitting your piece(s) of the database. There are no applications here; this is to help establish props and characters for a galactic stage, and I am not the one to say what should and shouldn't be part of this setting. With that being said, forms that are not completed correctly, lack substantive information, or for other OOC reasons that are up to my discretion will not be immediately added to the database, but will have to be edited for reconsideration.

There is a form for both individuals who will be entered into the database and organizations/entities. Individuals are self explanatory, one individual or mind who can either be acting alone or with a network of others. Organizations can be a collection of people who think like them or a full blown enterprise dedicated to certain political or financial gains. If there are a team of individuals you would like to submit, you can make multiple "Individual" forms or one "Organization" form

To clear up any misunderstanding I've taken the liberty of adding a few of my own characters and organizations to the database. Use these and others listed as a reference point if you have trouble understanding, or feel free to TG me about it. Additionally when filling out your form, please make sure the instructions in the parenthesis are removed.

Here are both my initial submissions and examples, with varying degrees of length, specificity, and use of the form to show you the wide range of ways you can describe your submissions to the Watchlist. Spoiled for ease of reading and space, you don't have to spoiler your forms.




The Prophetess


True Name: Renna Keloas

Alias(s): The Prophetess, The Night Queen

Physical Description: Keloas is a human female of the Bakran variety, which includes various mutations and oddities including her affinity for the psychic-like powers of "augers". She stands of average height and build, hair is shiny white but face still appears of youth. She has various scars along her body, some self induced, most notably one that connects across her jaw from one ear to the other. It is reported she can mutate her form, but nothing has been confirmed.

Offences: Mass murder, perfidy, various war crimes

History: Once scientist within Bakra, Renna Keloas had secretly conducted research in the realm of augers, which at the time the Bakrans knew little about apart from its existence and connection with the Bakran genome. During her “dabbling” she discovered that not only did she possess auger powers, but that they had a direct connection into an ethereal time-space that had something to do with pseudo-pantheon central to the Bakran religion of Isotheism. Upon this revelation her program was shut down and she joined the Revolutionaries in an effort to oust the ruling Alliance and eventually continue her research. She found both resources and followers within the diverse movement. Most of the research and insight into auger powers in the modern Bakran Empire is from her.

Originally part of the Isotheist branch of the Revolutionaries (which was divided into many different groups) she founded and led the Warriors of the Reckoning, a highly militant and controversial sect. Though Soren was wary of letting her within the movement, he did so out of desperation and she proved invaluable during the lead-up and climactic “coup” that resulted in the ousting of the Alliance and creation of the Empire. Her “Reckoners” were highly trained and insanely loyal-to her-so as long as Keloas was with the Revolutionaries everything was fine. As she continued her devotion both to Isotheism and augers, it is thought that she fell into a realm of research that was very dark and mysterious. She became increasingly distant to the movement, until she was operating nearly independently with Soren holding only minor control.

During the coup, Soren assigned Keloas and her Reckoners to assault a hardpoint in Odris-Corvatta on Ilencia, where he felt no other force could penetrate, since Keloas has assured Soren that her experiments were showing considerable results. As the fighting started it seemed as if Keloas was just throwing troops at the enemy, losing many soldiers but gaining nothing. Just as Soren was to relieve her and lead the attack himself, Keloas appeared to have chanted something and in an instant had transformed herself into a being of immense power-if only for a short time-wiping out everyone (friend and foe) in her path, clearing the way for the rest of the Revolutionaries to take the city. They did take the city and through Keloas’s sacrifices and summoning of what appeared to be dormant Wraith energy they had won the war. Soren realized what she had done and turned her over to militant cultists instead of the church because he wanted to make sure “this never happened again”. Keloas was experimented on, debriefed, tortured, and days before her execution simply disappeared. She has been gone for nearly two decades, thought to be sacrificing or experimenting on fringe colonies across the Romera and Milky Way galaxies.





Dani Cix


True Name: Dani Cix

Physical Description: Picture

Offences: Murder, assassination

History: Former member of the Lucha Special Forces, she fought with the rest of her people against the uli when they invaded the small Lucha Confederacy. She fought mostly on moons and underground fortresses, and was credited to hundreds of kills in a single campaign.

This campaign was the apex of her career, but also her destruction. It was during then that the bakrans became involved in secretly arming and training the lucha to fight off the uli, as they didn't wish to start another war with the uli. Prior to the first battle, in which they were to retake a series of moons surrounding a small gas giant, Dani was given specialized augments that were then restricted to the top-secret ANGEL program. Though the rest of her squad died within minutes, Dani was determined to have possessed the "x-factor", an unknown genetic trait in which these augments noticeably take effect and excel the subject it's original capabilities. She was then ordered, as a test, to clear out a bunker of enemy soldiers. After twenty minutes they were not only dead, but she also smuggled herself aboard an enemy transport, when she infiltrated an enemy base where she proceeded to brutally kill everyone inside.

After the battle, she was imprisoned and deemed too dangerous to live. Others believed that she would be a vital test subject, and that faction won out. She was rigorously trained, tested, and tortured for the remainder of the war in hopes of creating a "super augment" that would be universally accepted by every soldier.

When lucha joined as a species in the Bakran Empire and they were evacuated from their homeworld, Dani's superiors attempted to cover up the illicit program, something that would come out in the transition. She killed her handlers and escaped, deduced to be at large in the Milky Way galaxy as a gun for hire and elite assassin, responsible for the deaths of at least two heads of states, numerous politicians, and even as a direct action mercenary by various governments. Chances are that if she is within the neighborhood, someone is going to die.





The Reckoners


Agenda: They are seeking to establish a state dedicated to worshiping the chaotic entity of Sylbae and trying to summon him back into the mortal world.

Ideals: Though they care little for the species of worshippers, they insist on fanatical and even violent worship of Sylbae, believing that Renna Keloas is the messianic figure meant to summon him. It is a cult in every sense of the word, with worship of Keloas only barely less than Sylbae himself.

Notable Individuals: Renna Keloas (Leader; "The Prophetess"), Savall of Nothing (Lieutenant), Jamik Dagga (Lieutenant)

History: The Reckoners subscribe to the beliefs of Renna Keloas, considering her a goddess made flesh and her words holy, referring to her teachings as the "Kel". Their beliefs interpret the Bakran holy book as championing the power of the chaotic entity Sylbae through auger powers. Many of them are mutated or corrupted in some form by uncontrolled auger energy, referring to by Bakrans as "Wraith" energy, after the dark godlike beings in the Bakran religion of Isotheism.

Their composition varies by size depending on which expert you choose to listen to, but their numbers are generally composed of the same troops. There are the spawn, run of the mill fanatics who have been exposed to too much Wraith energy, becoming more of an animal than a sentient. Their bodies are horrible mutated, but in rare occasions they can be brought back from death in battle or from Wraith energy and join the legions of the Undying, fighting as shock troops until they are obliterated. Dark Lords make up the elite cadre of the Reckoners, leading thousands they are full blooded augers who turned to the teachings of Kel, using their immense power to worship her. Rumor has it that they can suck the organs out of any being with a menacing bite, but other than isolated reports there is no evidence.

The Thosyus Seven


Agenda: Whatever gives them to quickest buck, which often involves pirating and holding isolated frontier worlds hostage.

Ideals: Mercenaries and pirates, they have separate ideals and agendas, but they will always consult each other before accepting a contract. They are known to backstab their clients if they have more financial gain, and will even accept a contract but never show up to battle, and when their clients don't pay they will switch sides and raid, pillage, and raze their former client's worlds. Regardless, they are very effective if used properly and they stay on your side.

Notable Individuals: Vennees (commander of The Black Swords), Baza'kai Tullunun (commander of The Fallen), Daskin the Fist (commander of The Chosen), four more unknown commanders

History: A mercenary organization (in addition to many other things) composed of Bakran exiles, the Thosyus Seven are composed of seven mercenary captains who for various reasons are not allowed back into Bakran space, some of them even hunted by the Bakran government. Though Bakra is fiercely, fiercely anti-communist, the Thosyus Seven are known to work with communists, the Tnemeden before their war with Bakra, and rumor has it once took out a contract for a rouge Uli chieftain that was broken at the last minutes, possibly because the Uli were preparing for a war with Bakra.

One of the hallmarks of the Thosyus Seven is that they lack the standard "limits" that Bakran society puts on certain technologies deemed taboo, such as mechanical augmentation, genetic engineering, and cloning. This has made the ranks of the Thosyus Seven very effective on an individual basis, but the extent of their splendor in the previously forbidden technologies can have unforeseen consequences. It is composed of 7,000 mercenaries, divided into seven companies.

Because of their lack of contact with Bakra, little is known about their internal composition, let alone their commanders. Some of the more infamous companies have shown up on IIO intelligence reports and from merchants, one of which are The Black Swords. Exclusively composed of Zeytyr war criminals, the Swords were originally formed from those who escaped judgement at the end of the sectarian conflicts and beginning of the Imperial age. Using advanced sword technology and more mechanical than man, they are known for their brutality both in battle and off the field The Fallen are razci and other Tareans who were not in favor of annexation by the Empire, and are dedicated for a "free Cherok". They are regarded as a loose cannon by the Thosyus (something not to be taken lightly) and it has been affirmed by the company that they will abandon the Thosyus if it would mean supporting an independent Cherok. The token spiritualists in an otherwise secular organization are The Chosen, kicked out of the already militant Al-Jara Cult for their fanaticism for violence in the name of the Paragons. Seeing themselves as the chief goal of Isotheism rather than a sad reality (which is what mainstream doctrine dictates) they slaughter even the most religious Isotheists for not worshipping Socije with blood. Some consider it an irony that they are also one of the richest companies thanks to their ceaseless privateering and plundering (even when lacking a contract) despite Isotheism's tenants on simple living.

The Blackmoon (Pirates/Marauders/Raiders)


Agenda: The Blackmoon are primarily pirates and organized criminals, seeking gain of a monetary value and power over other faction based piracy organizations, criminal co-operation and expansions into new, richer pastures are their main aim.

Ideals: The Blackmoon is an organisation of like minded individuals, profit, power and gain in every sense are their main function and will do everything necessary to see that outcome come to fruition. Fiercely loyal and usually preferring death over traitorous actions the whereabouts of the actual Blackmoon hideout is a close kept secret. Honour among pirates is another key feature of their beliefs, usually against attacking another under the black flag unless absolutely necessary, co-operation is prefered. Their main source of income comes from pirating traffic heavy trade lanes, typically super-freighters and raiding frontier worlds unable to defend themselves. Slavery is also a rare but not abnormal action under taken by individuals under the organization.

Notable Individuals:

- Aardun Suule; Defacto leader of the Blackmoon structure, Suule is a notorious Vahkiran pirate lord and wanted individual responsible for countless crimes from mass murder to trafficking sentient individuals for a monetary gain. Extremely dangerous and erratic, he is not to be approached under any circumstances and if caught, is to be executed without trial under Vahkiran Law in any sovereign space. He has several high-profile escapes on record, one in which he gained control of a Vahkiran warship. Kill-on-sight.

- Kethari 'Suule'; Adopted child of Aardun Suule of Bavinese human descent, Kethari is a heavily modified female and highly unstable. With a record similar to her 'Father's' in length of crimes committed, Kethari is mostly known for her savage and immoral methods, with an apparent enjoyment of mindless murder, this one is another to avoid under all circumstances. Though if possible, Alive is the prefered method of capture and transportation to the nearest Vahkiran owned territory.

- Yreel'ke Madrad; Another notorious and somewhat infamous Pirate of the Blackmoon, known for primarily raiding trade lanes such as the Lanthe and cleanly covertly stealing super-freighters. The crews are sold to slavery with very few murders committed. He is responsible for at least thirty-two instances of corporate freighter losses and at least two stellar-cruise ship robberies, with one-thousand, four-hundred and fifty-four counts of known potential sentient trafficking and sales to slavery. Captured Alive is the prefered method of capture and transportation to the nearest Vahkiran owned territory.

History: The Blackmoon Pirates/Marauders/Raiders (Also known as the Lanthe Pirates in some circles) are an internally secure criminal organization, with a main hideout thought to be within Vahkiran space. Reports indicate the faction is more akin to a Pirate State than an actual organization, but no proof has ever been recorded. Their sphere of influence primarily stretches across the north-western Gamma sectors but pockets of Blackmoon organized crime have been reported in civilized space as far as Beta and Alpha. Reports also indicate they may indeed have funding from at least two sovereign states as unofficial Privateers.

How the Blackmoon came to be is unknown but is thought to have been an independent frontier world of disgruntled workers, long before the arrival of the infamous Aardun Suule, who had fallen on hard times and turned to raiding the local FTL lanes with modified freighters, which is why most Blackmoon Pirates operate from the same modified freighters, to maintain stealth by being hidden in plain sight. Some time later in the Blackmoon Pirates history, they merged with two other Piracy focused factions and formed the Blackmoon, under the leadership of an unknown Pirate Lord. Creating a Piracy focused State.
