It’s that time of year again. Lent is right around the corner, so before we go on our 40 day fasts, it is time to have one last celebration in the streets. Carnival in Chaco is marked by excessive public drinking, dancing music, a huge water fight, and a parade at the end in the evening.

Carnival de Yanque is meant to be a fun semi-formal party inviting government officials from Cornellian nations. Every member of Cornellia is invited to participate. This is not a conflict thread. No one will try and kill your representatives outright. This is an open thread and drama can be created. If you want a nice evening making chit chat about matters of state with reps from other nations the possibility is there for that. If you want your guy to get drunk and violent in the streets and start a fight the possibility is there as well. It is left you the player to decide. That being said, actions have consequences. If a diplomat starts smashing windows and gets arrested, he will be released once identity is established but it would tarnish his reputation and potentially cause strains with other countries. If that is cool with the player than it is cool with me, I am not demanding as long as everyone is open to reactions from each other.

The setting for this thread is in the Plaza de Armas

In the Plaza half of a block will be set aside for official use for everyone. The second floor balcony will have tables and chairs set up for eating and relaxing while giving everyone a good view of the festivities below. Inside the building, rooms will be available for relaxing if people wish to get away from the noise and the heat. It will be summer in Chaco so it will be hot. There will also be several open bars for those invited to get drinks both alcoholic or non, and cigars if they wish.

The outline for official events is
10am Bar and Buffet open.
11am Raising of the Flag ceremony
11:30pm- 1:30pm Dancing in the plaza
2pm-4pm water fight
3pm Buffet closes for staff to prepare dinner
5pm Dinner is served for officials
5pm-8pm Dancing in plaza
8pm One street is closed off for parade
9pm Parade

Participants of this thread are free to choose what they want to do during the day. However it is expected that they all gather together for dinner.

Most of the dancing is from organized groups but people can often times jump in if the wish to try.

The water fight is open to the public so anyone can join in. Large water containers are brought in to the square with plastic buckets to use. Many people bring water guns from home. It does get rowdy and young men often end up fighting, though that is expected and many look forward to it.

Security will be provided in the reserved building. The square will also be pretty safe with a heavy police presence but there will be a lot of drinking so if you wish to bring your own security that is fine, but keep the number reasonable.

Acting President Daria Colombo: Having taken office temporarily following President DeGroot's incapacitation, the former Vice President of Adiron has recently announced her withdrawal from the ongoing Presidential race. She has directed her government to ensure a smooth transition of power, and largely keep the ship of state coasting on course through the civil service. With most of the wheels set in motion, Colombo has decided to get away from New Laconia to unwind after a monumentally stressful few weeks. She is in her sixties, needs reading glasses, and is showing visible signs of age by now.

Press Secretary Heather Kirby: Colombo's main handler with her here in Chaco. Has been tasked by Colombo's Chief of Staff and Senior Political Advisor with making sure things go smoothly; she is still running for her seat in the Assembly and they can't afford embarrassments. Kirby is a bookish but presentable woman in her early forties.

Andre Sanders: A former medic and team leader for an Isidium Foundation clinic in Harbourtown, Sanders was among the group of aid workers who came to New Edom during the Third Civil War in 2015. With Chaco a mere hop, skip, and a jump away, he managed to convince his superiors that rubbing elbows at Carnival would be a good opportunity for the organization. He has an athletic build and is a fairly good-looking guy in his late twenties.

Chelsea Bly: A relief worker with the Isidium Foundation, Bly has been working as a teacher in New Edom for nearly three years, first in Glasstower, then in Harbourtown. She is a slim blonde twenty-five year old who cleans up very nicely when she wants to.

Assistant Chief Secretary to the Consul Ratko Peresic - Peresic is the very epitome of the Socialist Man; broad shouldered, square jawed, forehead sloped like the glacis plate of a tank and completely dedicated to the party. For a civilian his manner is peculiarly military especially with his over starched clothing which audibly creaks as he moves and his deference to authority and dog like obedience. Official duties at the consulate include debriefing defectors and providing assistance to Eesti nationals who have been up to no good, but he is most definitely not involved in intelligence gathering or other espionage related activities.

Under Secretary to the Assistant Chief Secretary to the Consul Petar Markovic - Markovic is about as opposite to the ideal socialist that you can imagine, almost spherical such is his weight with a greasy moustache and hilariously obvious toupee and little piggy eyes. Unlike his superior he is a very jovial man and seems at home in whatever company he finds himself whether it is the street gangs which roam Majevica or quaffing wine with Lyncanestrian nobles. His duties at the consulate are myriad and boring, unlike his superior he spends his time ordering the food and other neccesities while organising the cleaning rosters and keeping the filing in order.
