No, you can't. I highly doubt you have rockets that could penetrate the atmosphere and return back to earth.

Let alone control one.

Current Rocket's cannot be controlled, they are mainly for Signalling or can be used as Weapons when fired in bulk (A larger amount of Rockets means a larger chance to hit something. A Wall of Rockets is more accurate than a single rocket)

So my I cannot start developing advanced rockets because no? All research I ever make about rockets in the future are voided? And I cannot focus on the research of rockets? Damn, okay my overlords.

You are a little man with little dreams. While the NCSU fleet may be weak in comparison to mine, ton for ton they are still a powerful force, far surpassing the Arengin and Skarten navies, and, should they survive, may grow stronger. Skarten has a land border with me and both Arengin and Skarten have islands or fleet bases with good access to my own territory. I might also have a land border with Arengin, too, after his occupation of Morvern (Jutland). Ergo, in order to secure the borders of Skarten and Arengin, by extension securing MY borders, I need to eliminate the NCSU fleet. With that fleet out of the way and with no Skarten or Arengin fleet forces in the area, I can secure the Svacic Strait, keeping NCSUs entire naval strength in Europa, where it is virtually powerless.

Many dreadnoughts and all.
