The League of Allied Powers

Today is a momentous day. The free nations of the world, in open revolt against the creeping tide of fascism that threatens to envelop mankind, have joined together in an expression of solidarity that will one day shake the very heavens. No longer will democrats and philosophers live in fear of the Orwellian nightmare - no longer will the downtrodden be beaten further and further into the dirt. This last alliance of liberty will turn back the axis of evil, inflicting defeat after defeat upon those who would terrorise the innocent peoples of the globe. Abandon all hope, fascists who enter here.

The League of Allied Powers is a politico-military alliance of states united by the doctrine of mutual defence and committed to the concept of collective security. It is a welcoming bastion for those under threat from foreign powers, a safe harbour for those at risk of perdition on the endless tides of tyranny. Any democratic state willing to fight for its independence, and for the independence of its allies, will be accepted into this noble fold regardless of political creed, race or religion.

Unity, not division, will bring us victory.

Preamble

We, the undersigned, do solemnly affirm our commitment to the values upon which the League of Allied Powers is founded - namely, mutual defence, justice, equality, national sovereignty and democracy. Our actions, and the world order we shall build together, will reflect these values irrespective of fortune or circumstance. Just as we defend ourselves, we will defend one another; no nation party to this agreement will be left behind.

Article I - Governance

The League of Allied Powers is to function as a constitutional democracy, governed by an elected Chancellor.

Elections for the office of Chancellor shall be held once every six months (186 days). In order to be elected as Chancellor, a candidate must secure a simple plurality of the popular vote. Any nation that has been part of the League for more than five days may enter the contest for the Chancellorship.

The Chancellor will lead the Allied Powers, determining the foreign policy of the League and its procedures for recruitment. The Chancellor may declare war on a state or organisation on behalf of the League, provided he/she obtains the majority consent of the League’s member-states. Should one member of the League wage war against another, the Chancellor will be responsible for determining the organisation’s response and proportionally punishing the nation(s) at fault.

The Chancellor may also propose amendments to this Constitution. Any amendment must receive the support of two-thirds of the League’s member-states in order to be effected.

In the prosecution of his/her duties, the Chancellor may see fit to appoint ministers to oversee aspects of League policy. These ministers will be answerable to the Chancellor at all times, and may not pursue any policy without his/her express consent. The Chancellor may remove ministers from office at any time.

Members of the League of Allied Powers may remove the Chancellor from office with a two-thirds majority vote. In the event of such a removal, those ministers appointed by the Chancellor must also resign their positions immediately.

Any law, rule or policy implemented by the Chancellor may be overturned by a two-thirds majority of member-states. Additionally, no law may be formulated by the Chancellor whose content directly affects the culture or traditions of any member-state without the express permission of the state in question.

Article II - Mutual Defence

The principal duty of the Allied Powers is mutual, collective defence. Any attack upon a member of the League shall be treated as an attack against the organisation as a whole, and the Chancellor (or his/her representative(s)) will be responsible for coordinating a military and/or economic retaliation. During all times of war, it will remain the League’s foremost objective to defend the territorial integrity and independence of its members.

Attacks - whether direct or indirect - by members of the League against one another are strictly forbidden. In any case where this occurs, the Chancellor (or his/her representatives) will investigate the incident in question and formulate an official League response. All non-belligerent members of the League are legally bound to abide by this response, unless it is overturned by a two-thirds majority vote.

Article III - Trade

The League of Allied Powers is not economic in nature. Its member-states may pursue their own monetary and fiscal policy, provided that:

Said policy is not intentionally detrimental to the interests of other member-states
Said policy obstructs the growth of other member-states
Said policy discriminates against commerce from other member-states.

The Chancellor and Government may not enact legislation designed to forcefully alter any member-state’s economic or immigration policy.

Article IV - Admittance

Admittance procedures for the League will be determined by the Chancellor or his/her representative(s). However, any nation seeking entry into the League must pledge to honour this Constitution and abide by its stipulations. Nations may join the League while involved in armed conflict, but existing member-states are not obligated to provide such nations with military or economic assistance, and may not be forced to do so by the Government. The Chancellor can veto the admission of a nation, but this veto is subject to override by a two-thirds majority vote of member-states.

Article V - Removal

A member-state may be removed from the League by a two-thirds majority vote, or by the Government if its behaviour demonstrably violates the Constitution. Any withdrawal of membership effected by the Chancellor may be overruled by a two-thirds majority vote of member-states.

Article VI - Amendment

This Constitution may be amended at any time by a two-thirds majority vote of member-states. The Government may not obstruct or alter the Constitution via the passage of statute law, nor may it conceal the Constitution from the public.

Coming here as a quasi-fascist government, it no doubt presents challenges for other current member states to consider this, as it would be deemed out of character as a majority appear to be more in favor of freedom and liberty, although as a testament to our bloody 300 year history, we too value the same as your fellow neighbors do, we simply peruse it in a different avenue then perhaps others do. We desire a time of peace and perhaps an arrangement for future trade, negotiation and eventually full membership from our candidacy to be accepted into this neutral organization.
