If sufficient international support is assembled, Kelanis will join any such coalition to halt these slaving activities and sunder apart the pitiful nations of IASEN.

The Empire of New Chalcedon abhors the practice of slavery, and is disgusted by the theoretical "justifications" thereof. By vote of 289-204-7, the Imperial Senate has authorised temporary alliance between the Empire and the Federation on this issue, with the objective being the disbanding of ISAEN and the removal of slavery from as many of its member as practicable. As part of our offer of alliance, all Kelani warships will be granted free passage through Imperial waters for the duration, as well as resupply rights at Imperial military bases. Further, the Empire of New Chalcedon will bring this matter to the attention of the Oceanic Defence Coalition, a body of which we are a member, with a recommendation that the Coalition intervene.

While the United States of Allemande continues to assert that vessels operating under its flag have the right to ply international waters free of unwarranted interference from foreign parties, we hereby extend to members of ODECON the right to stop and search those of our vessels bound to and from IASEN member states for the purposes of verifying that they carry no slaves.

As anyone familiar with our county knows, we do not practice or tolerate slavery, and Allemander law prohibits the use of vessels bearing our flag from participation in the slave trade in any way. Under ordinary circumstances, then, such searches should be unnecessary, as our vessels may not be used to support the slave trade in the first place. Given the high degree of tension surrounding this issue of late, however, we are willing to accommodate the concerns of those nations opposed to slavery and submit to inspection provided that it is conducted in a fair and lawful way.

In particular, we want those powers seeking to stop and search Allemander vessels to remember that it is our laws and not theirs that dictate what can and cannot be carried on ships flying our flag, and that any violations of our laws must be punished in our courts and our courts only. Thus, should an Allemander vessel be stopped en route to an IASEN member state for the purpose of conducting an inspection, the following points should be observed:

  • Property seized should be limited to slaves, if any are found.

  • If slaves are found, the vessel in question should be impounded and Allemander officials notified so that we may pursue an immediate investigation.

  • Rules of evidence must be observed. An attachment has been provided by our Justice Department outlining these rules. Keep in mind that improper evidence handling can result in dismissal of all charges.

  • No charges should be leveled by anyone other than the United States of Allemande. Where laws against slavery have been violated, we will prosecute, but do so in our courts and under our laws.

  • In the event that proof is discovered of transgressions other than slavery, our authorities will need to be involved before proceeding further. If the crime is serious enough, we may advise that the vessel in question be taken into custody and that the investigation proceed as above.
Recently, someone proposed a convention in which the member nations would collaborate in ending the slave trade. The United States of Allemande chose not to sign this convention due to concerns over violations of the principle of national sovereignty. In light of this, we suggest a milder convention might be useful: A treaty in which member nations grant prior consent to all other signatories for their vessels to be searched and for evidence of certain crimes collected for prosecution by the owning power.

It is our belief that such a treaty would not violate national sovereignty while going a long way to avoid tensions between nations that do not endorse the practice of slavery, such as arose a few months back when we first voiced concerns about the unlawful search and seizure of vessels in international waters.

Should you decide to "act as you please" within their territorial borders and waters it may be taken as an act of war. While you may find it acceptable to openly tempt war to enrich the lives of foreign nationals, we are sure many of your citizens will find the idea, of selling the lives of their sons and daughters for foreigners without so much as attempting a more peaceful resolution to the situation, less than appealing.

We of Darkarbia are not a member in the WA, defend our sea- and airroutes and everything related to Darkarbia or any of its alliance states, and we are be law allowed to use criminals to work labour, instead of imprisoning them. We will also retaliate against any form of piracy against our fleet, but will not attack beforehand, only if provocation has been done in a large amount. Boarding a Darkarbian vessel is considered piracy. You just asked all slave exporting nations to attack all slave exporting nations. Ignoring that, any unprovoked attack will open the possibilities for government funded preemptive counterstrikes carried out by civillians AKA "State Sponsored Terrorism." I promise you that should Des-Bal ever leave the IASEN we'll do so with your guts in our teeth.

OOC: Understood, but I had been planning an initiative like this for about a week, largely because of the argument I had with ODECON over the execution of national law in international waters. I'll still pursue this as a way of resolving those tensions.

For that reason, I'll leave the proposal on the table, even if IASEN disappears.

A new rule in the code has been added out of necessity. All member nations must defend others in times of trouble. An IASEN Combat Force shall be raised to combat the Ralkovian Threat. 12,000 Greater Tezdriani troops will be contributed to the IASENCB. All other nations must contribute.
