Funny you bring that up, Mr President. I was informed about your arch enemy this morning before making my way here; I thought you were going to bring it up somewhere, sometime. Rest assure, Mr President, the Freemenian People would be delighted to help a new-close ally in our quest for peace and harmony. Any threat to our way of life, our independence and dishonoring the code of good conduct and integrity is a threat to all democrat-free people. Allow us to draft this letter together, as strong allies we will ensure that our strength is heard and this tyrant horrid leader will regret their actions against my ally.

François forges an evil smile, reassuring the President of his actions. He would pocket his hands afterwards, sticking his belly outwards as he looks the President up and down.

After conversing with Arthor, François spends the night sleeping in the House. The following morning François, Jacobean and the rest of the posse would make their way back to the airport, boarding their Airbus and taking off from Darcia back to the Republic. During the flight, a press secretary sends a tweet out on behalf of François. Whilst mid-light, François begins to write his speech out; to which he would deliver to the joint session of Congress, both the Senate and Congress Assembly. He would take advice from Jacobean and read sections aloud to himself, sitting in his private quarters of the jet. "Peace is our profession" ... "We have an obligation for our protection, our civilians, our safety, our way of life" ... "Tyrants are tempted when the forces of the world are weak" ... "Establishment of lasting world peace" ... "The Isle of Freeman has a duty to never allow those who destroy freedom, rule the world" ... "Let us remember the famous old hymn: O God of Love, O King of Peace, makes wars throughout the world, cease" ... "Be prepared for peace".

Presidentè François Noel stands before the upper and lower house of congress, 448 members of congress. He would seem refreshed, excited and hold a good posture. Placing on his glasses, François clears his throat with a cough, shuffling his speech into order before he starts to speak. The event would, as all events, be hosted on the Nationalized Television Station: The Free Space. Although a short speech, it was forged to be effective and directive.

"Honorable Senators, Esteemed Congressional Members, Secretaries. Today I call upon a joint session of congress to ask for a ratification. A ratification of a great bounding treaty of friendship, alliance and co-operation. The Perinnio Accord binds us with three other great nations, all of whom are true free and democrat who believe in our ideals and our way of life. Allow me to remind all you all that peace is our profession, the profession of our military. Surely we have an obligation for our protection, our civilians, our safety, our way of lives. We must take steps to protect our foundations and our people, to whom we all serve. Tyrants are only tempted when the forces of the world are weak, that is why it is of paramount importance we find allies and strong friends to ensure we can protect our people from tyrants and other cruel rulers who disregard life and their own people. While in our pursuit of peace, we must try to establish long-lasting peace; we cannot establish permanent peace on our own, we need unions and bonds. Our republic, The Isle of Freeman has a duty to never allow those who destroy freedom, rule the world and take over other countries through bullying tactics. Life is important, every single life. At the end of it all, we must be prepared for peace - we must be prepared to function as peace keepers and maintain our sovereignty. "Let us remember the famous old hymn: O God of Love, O King of Peace, makes wars throughout the world, cease. We can accomplish peace through strength and unionship. Members, I urgently and seriously urge you to ratify this bill and be part of history - be a peacekeeper."

François ends his speech with a rowdy round of applause from the senators and congress members. The members knowing that if they voted against the proposal, François would have it ratified through other means. The following act would be sent to all other nations of the Accord the following day.

EACH-MEMBER STATE SHALL HAVE A COMMITTEE MEMBER ON THE JOINT CHIEFS OF COMMAND. EACH COMMITTEE MEMBER SHALL SERVE A CONCURRENT 8 YEAR TERM, AND ARE SUBJECT TO IMPEACHMENT OR REMOVAL BY A SUPER MAJORITY (all but one) OF COMMITTEE MEMBERS, BY LEADERS OF MEMBER-STATES OR BY THEIR RESPECTIVE NATION LEADER(S).

Chamber of Parliament, Draican Capital Building


It was an early morning over the beautiful skyline of Draica City. It was also an important day, the leader of one of Draica's influential political parties, the Constitution Party, was going to introduce a measure to formally ratify the Perinno Accord, and subsequently turn Draica into the superpower it's been vying to be. The Draican parliament was back in town and ready to roll. All 500 members of lower Parliament were in attendance.

Day 200, 135th Parliament

Peter Wembley, the Speaker of the lower chamber of Parliament would rush into the gallery, flanked by seven or so party aides and guards. He'd immediately take the Speaker's seat and would begin bang his gavel, signifying the beginning of the session.

"The house shall come to order." Peter said in a rather stern voice, as members in the chamber quickly broke up their side conversations and rushed to their seats.

"The clerk shall read the title of the bill, upon such reading, immediate debate will commence on the motion. After three hours of debate, the motion will be considered by a voice vote." He said, before nodding to the clerk.
The clerk would stand up and peer down upon a piece of paper on his podium, beginning to read off of it.
C.C Resolution 1098, a resolution to ratify the Perinnio Accord and all of it's components, as stipulated in the Perinnio Accord treaties, signed corroborated by four other nations.

"Debate shall begin." Peter said, banging his gavel on his desk.

Immediately, members of one of the chamber's more miniscule parties, the Communist party would stand up, yelling wildly.
"Order! Order, there shall be order from members of the minority! Order!" Peter yelled, smashing his gavel onto it's block a total of seven times, before the leader of the Communist party Velkeir Vicerich, an outspoken member of parliament and emeritus Professor of Philosophy and Political Science at the University of Pearl City, rose and began a scathing indictment of the treaty.

"You know, Mista' speaka', I get quite tired of the aristocracy thinking they can keep moving against the people on every front. This particular front emboldens the Military industrial complex, which by right inflates the pockets of the war profiteers. Shame on Arthor Checks and his bureaucratic cesspit of a Government for attempting to push this down the throats of feeble Draicans. Shame on the leaders of Kurdistan for participating in this."
Velkeir would then hold up a picture of Emperor Maximus, going into a fit of rage.
"And you see this!? This is who our leaders are negotiating with! Tyrants! Aristocrats, bureaucrats, people who like to intimidate other brothas, people who hate to see us united! They don't want to see us united at all!" Other members of the communist party clapped incessantly and cheered as Velkeir screamed at the top of his lungs.

Peter immediately slammed his gavel onto his block.
"The gentlemen's time has EXPIRED. The gentleman's time IS EXPIRED!" Peter yelled into his microphone. "The gentlemen, Paul Johns of the Constitution party is recognized for five minutes."
"I appreciate it, Mister Speaker." Paul said as he rose to his feet with a pen in his hand, staring down the communist party leader. "See, my friends on the left don't understand one thing, this nation is a powerhouse. A military powerhouse, an economic powerhouse, a very influential country. There are people who wish to destroy us, there are people who wish to see the concepts of Democracy and freedom crumble. We must solidify and protect these values from a hostile world. Shame on Velkeir for not seeing this."

After three hours, debate would come to a close and a voice vote would happen.

"Alright, all opposed to the resolution say NO"

HAlf of the chamber yelled "NO"

"All in favor say AYE."

Almost the entire chamber say AYE.

"In the opinion of the chairs the ayes have it, motion is adopted." He banged his gavel


In the Upper Chamber..

A vote took place, it came back 90 for and 10 against. The resolution was passed.

The Bear Coven

A parliamentary convoy immediately brought the final copy of the treaty towards the Executive mansion, the bear coven. Once it was carried to the President he signed it, and released the following statement.

I am more than pleased and greatful to announce the formal formation of the Perinno Pact. This pact was created with the following ideas in mind, the ideas of preserving peace, prosperity and democracy in our own countries and in the world at large. This pact is a direct response to the attacks lobbed against barbaric regimes against the Draican people, and the scorage of radical islam that has swept across the civilized world like a plague. From now on, we will be there to challenge and destroy these vexatious ideologies before they cannot materialize. Will it be a long road? Most definitely, but I believe that we, as Draicans and as members of the Perinno Pact, will persevere as we have for all of these years.
