The Perinnos, Draica

The Perinnos in the mountains of Northern Draica were a beautiful, all natural hideaway where some of the richest people in Draica, including many politicians and the President himself would vacation. Unlike the Talgs down in Southern Draica, this was more of a snowy, secluded private area, as opposed to a tropical, sunny, hot area. The foreign leaders would arrive in their designated aircrafts to the Perinnos International Airfield A very secluded, yet safe air field in the mountains.

Once they arrived, the foreign leaders had the option of touring the Perinnos town centre, or going straight up to the meeting point - the Fillerwatt House, which was a legendary building where Thomas Fillerwatt, the founder of Draica, wrote and drafted the Constitution of Draica to be voted on by the citizens who voted in the majority for it and passed it. They would be greeted by President Arthor Checks in the House's Lobby

No matter which way they chose, they could see the Perinnos Town complex from atop the hill that the Fillerwatt house sat on. And security also wasn't an issue, all vehicles/escort vehicles would be pulled through a safe, secure Driveway as they headed up the hill to the Fillerwatt house.

Not only this, but the entire perinnos were basically shut down. Everything/everyone in or out was checked and monitored by security, anti-aircraft defense systems were mounted all around the city and two were also mounted near the Fillerwatt house. A fleet of jets named the "Bear Airfleet 305" were also high above the sky patrolling, and with the aid of drones everything suspicious was transmitted back to a Military base named Camp Rovin, which was one of Draica's few Nuclear missile launch sights..

[A Free Kurdistan]

The President of the Democratic Republic of a Free Kurdistan, Abdul Alwan and his Prime Minister Behmen Alaz would depart from the al-Qatrii airport in Free Kurdistan one day exactly from the arranged date. President Alwan & Prime Minister Alaz would be accompanied by Supreme General of the Army, Dersim Sayyid and Supreme Admiral of the Navy, Karzan Mergewer. Upon arrival at the Perinnos International Airfield, the President and his escort would be moved from the Airstrip into an escort of armored Cadillac vehicles.

"Would you prefer to visit the sights or go straight to the meeting point?" one of the guards said in a stern but non-chalant way. President Alwan pondered on it for a moment before deciding to be taken directly to the Fillerwatt House. The escort, dressed for relatively warm weather were not expecting to be meeting at a cold winter get-a-way. Upon Arrival, the escort would make their way into the Fillerwatt house, President Alwan would shake hands with President Checks before beginning to engage in conversation with him.

"It is an absolute pleasure to formally meet you, I am looking forward to the beginning of a great relationship between our nations".

His voice would be deep and almost slurred, his English would be well spoken but hard to hear due to his thick accent. Prime Minister Alaz would proceed to shake hands with President Checks, as well as the rest of the escort.

[Draica]

Arthor would stand in the lobby with two men, both with black glasses, black ties and black suits, playing off of the sterotypical secret agent. They also had colts strapped around their utility belt, one each, and a few capsules that had a toxic symbol on them. From first glance, you definitely didn't want to cause trouble with these guys.
As soon as President Alwan arrived, Arthor would cast a curt nod towards him along with a bountiful smile. He'd extend his arm out to grasp and shake Alwan's firmly.

"President Alwan, it is a pleasure to have you in the birthplace of the freedoms and principles of Republicanism and Democracy that so many Draicans now share. I hope that this meeting will result in us forging iron-clad alliances that will help us combat the communist, fascist and any other subversive threat that seeks to supplant Democracy and Freedom in the world at large." He said without breaking a sweat. No stuttering, no flinching, no pauses, just a calm stream of words. This guy was very obviously a silver-tounged orator, but he did not conduct himself in that way, as he didn't look entirely pretentious and made an effort to level with other world leaders, such as Alwan.

"We shall wait here for the other leaders to arrive." He said, dropping the handshake, casting his gaze towards the door before shooting it back to Alwan. "Now, tell me, how are the kurds putting up? How's the economy? Do you have any particular ills or vices that have been inflicted upon your nation either by internal sources or external sources?" He inquired. He seemed genuinely interested in the well-being of his allies, or in this case, his potential allies.

[Lainus]

- God Emperor Maximus Lainus the First arrives to Dracia, two fighting jets of the latest era accompany the Emperor's personal plane, Chancellor Elizabetha Romanov arrives along with the Emperor. With their arrival, the Emperor is asked; "Sir, would you like to visit some landmarks, or should we head straightto the meeting?", The Emperor quickly replied with a serious tone and his voice deep - "It would be rude to head straight to the meeting point, showing interest in our host's country would be best." The God Emperor then eyes the military awards on his chest briefly, his prestigious uniform looks well-ironed and it can be seen it is being taken great care of.

- Upon making his decision, the Emperor and his Chancellor are taken to Perinnos' town centre via black armored SUVs, during their ride - the God Emperor would out of the window throughout the whole drive, clearly enjoying the atmosphere and environment of Perinnos. As soon as they arrive, the Emperor's security detail begins escorting him in the shops which he decides to visit, the Emperor buys himself a few gifts; his Chancellor decides to remain in her SUV.

- After awhile, the Emperor begins making his way to the meeting point, Fillwerwatt House. Once they reach the location, the God Emperor greets President Checks with the following; "Ah, President Checks! I hope I am not late? I was told we've some time before the meeting starts, so I decided to buy a few gifts from the shops at Perinnos' town centre, truly a remarkable place.", he would then say the following "It is my pleasure to see you in person, and I hope that we will achieve only greatness in the coming future."

"President Alwan, it is good to see no harm was done to you on your way here. How are you?" the God Emperor would say as he extends his right arm for a handshake.
The God Emperor's voice is calm, yet serious and deep, his English would be well spoken and he'll also use body language as he communicates.

[A Free Kurdistan]

President Alwan would smile before beginning to conversate with Arthor, Alwan personally found his straight forwardness very welcoming and humble.

"We are doing goods, our Economy is building and flourishing, we are building ourselves up every passing day. Our Education system is well funded and we are doing everything in our power to harness our natural resources. I thank you for the concern, we've been doing quite fine since our Independence". Alwan would have trouble articulating his words, this being his first ever meeting with another leader, he seemed uneasy while speaking, not wanting to give up any potential weaknesses to Draica.

After finishing his sentence, Alwan would notice Emperor Lainus enter. He would offer him a handshake before saying in a very stern voice "Pleasure to meet you, Emperor Lainus. I am doing quite fine, thank you for asking. I hope after this meeting, we can all come to a mutual agreeance on how to better our realm and advance our economies.". Alwan would hold a personal resentment for Lainus due to his official title and the way he carries himself.

[Isle of Freemen]

Wyvernport, The United Republic of The Isle of Freemen

François Noel was awakened by his usual phone call from his Secretary. Noel was reminded about the Leadership Summit and had only four hours before he had to take off. Once dressed and fed, Noel made his way to Parliamentary Hall for a final meeting with his counsel and cabinet. They discussed, briefly, how they would assert themselves as the leading power at the summit and gain recognition through strength. After the meeting, Noel and First Secretary of State Jacobean Hollande along with their top military advisers: Commander-in-Chief of General Staff, General Boustin Perr and Commander-in-Chief of the Admiralty, Admiral Franklin McGreggor, would drive-by motorcade-to Wyvernport Central Airport, the biggest in the country. The four leaders, along with their counsel, board A330-200 Presidential Jet and continue discussing on the flight about how they would assert authority and show strength. The flight is long.

The Perinnos, Draica

Once the Airbus 330-200 landed on the snowy runway, two figures would emerging from the side door, slowly walking down the stairs from the jet. The two figures would be François Noel and Jacobean Hollande; Noel wearing a long overcoat and a hat, considering he was half-bald and Hollande sported a casual long overcoat. Once disembarking from the flight, the duo, and their posse, would be greeted with a fully fetched vehicle motorcade. They would embark on another journey, driving straight for Fillerwatt House. Although arriving a little late, the duo would still arrive fashionably. Once climbing out their motorcade and making their way into the house, they would begin to greet the other leaders, presenting themselves.

[Draica]

Arthor would not seem intimidated by maximus in the slightest. He'd simply give him the same nod he gave to Alwan, as opposed to bowing, and would simply extend his hand out to shake his and the Chancellor's. The two agents, however, were not taking any handshakes and kept both of their hands clasped together over their torso area. Had they not been swaying slightly from side to side, one would think they were mannequins, due to how expressionless and statute-like they were.

"It is great to see you, Emperor Maximus and Miss Romanov." He said in a semi-cheerful voice. "It is always a pleasure to meet with other leaders with different customs than mine to find better ground." As soon as the Freeman envoy arrived, Arthor would cast a nod towards them, proceeding to shake all of their hands before turning on his heel and leading them towards a meeting room.
"This room is where we'll conduct the meeting. Feel free to bring in your envoys, if you wish, or just yourselves." He said. When they walked into the meeting room which, along with it's ornate decorations, also had giant portraits of Thomas Fillerwatt hung on the walls. The windows would be bullet proof and sealed shut, and there'd also appear to be agents standing outside them, although they were barely visible due to the drapes over the windows.

"Take your seats" Arthor said as he walked to the biggest seat at the end of the table, lowering himself into it and waiting for the other leaders to sit. Once they're situated, he'd proceed.

"Alright, so the agenda today contains three items. One, trade and how we can better our nations with it. Two, Military alliances and three, various problems or challenges our nations face and how we can overcome them.

First, I'd personally like to talk about Military alliances. As they arrived first, the Kurds can start first with this topic, then Emperor Maximus or the Channcellor, then the Freemans and then me. And, if need be, we can go back and forth between eachother should what one of us say warrant such discourse.

Alright, proceed." He said, looking at alwan.

[A Free Kurdistan]

Alwan would look back and forth between the delegates of each nation before beginning to speak to President Checks in a relatively calm but serious tone.

"As some of you may know, our Armed Forces are well equipped, trained and maintained. However, we do not have possession of nuclear weapons which creates a serious threat to us, and in turn you, should a bigger nation choose to invade our Free Republic. The Kurdish people would like to extend an offer for full Military support in times of need, but we'd like to be given the same deal. We'd like to enter a formal alliance, with all of you in order to protect our own interests. If we're able to forge an alliance, we'll be able to achieve many glories, together. Additionally, the Democratic Republic of a Free Kurdistan is willing to pay a sum to the nation of Draica for technology in order to build nuclear weapons that will be used for peaceful purposes and to secure our safety and alliance".

Alwan would be speaking relatively slowly but clearly, he would also have an American Sign Language interpreter at his side just incase. He would then finish off his speech with a brief huff.

"I yield".

[Lainus]

Both Emperor Lainus and Chancellor Romanov place themselves onto two avilable seats, making sure to sit close to the other envoys in the room. They both converse between themselves as Alwan addresses the honorable officials who sit around the table.

As soon as Alwan yields the floor, Emperor Lainus begins addressing the officials himself; "President Alwan mentioned the possession of nuclear weapons, I myself do not believe in nuclear weaponry but his point is valid. The threats we face today vary from nuclear tio biological weaponry, our countries should unite in a military alliance against those who aim to strike us down. As a matter of fact, we should not just unite in a military alliance but alliance in general; to pursue economic goals and to complete new missions.
The Empire of Lainus is willing to pay a sum of money too to create such alliances too, as we all know that maintaining peace and securing accomplishments are not things which come free.

Thank you."

Emperor Lainus yields and leans closer to Chancellor Romanov, they both begin to whisper between them, Lainus then peers at the rest of the officials, waiting for one of them to address the envoys.

[Isle of Freemen]

François and Jacobean takes up two seats, ushering their posse behind them. The duo would converse between themselves, watching the other leaders speaker with great interest. François would lean back in his chair, calling over his Commander-in-Chief of General Staff, whispering into his ear, leaning back round after. François arches his back, interlocking his lose hands on the table.

After everyone had stopped talking, François would offer a friendly smile before speaking aloud to the group of people.

President's and Emperor. I am glad we have come onto the point of military alliances, I came here in hope and pursuit of a military alliance between our great nations. As I am sure you are all aware, my Freemen Expeditionary Force are rather renowned for our technology and previous engagements. I have over a million in active duty and near enough the same in reserve; I see my Military as a powerhouse and I am very-very proud of it. Some say we spend too much on military infact, haha. Ontop of this, we have a nuclear arsenal. What I would like out of a military alliance is a Joint Chief of Staff committee, with a rotating Chairman for each nation. I would also like a commitment from each member state that their defense spending will be at least three percent. My nation would love to see a formation of a military alliance.

With that, François would raise his hand, signalling he had finished.

[Draica]

Arthor would nod after hearing the rest of the leaders speak. He would then immediately begin to address all the points made, starting with Alwan.
"President Alwan, I appreciate the fact that you wish to protect your nation from adversaries such as islamic extremists, that may attempt to launch an assault on your people. Not only that, but I cherish the fact that you have entrusted the responsibility of bolstering your defenses to the Draican Government." Arthor said, pausing in between sentences, before connecting directly with Alwan's eyes.

"I can confirm that I will atleast be willing to supply five nuclear warheads to your nation, on the condition that they are used for strictly for preventitve and security measures, not offensive measures." Arthor said, his tone changing from the pragmatic, jovial-sounding tone to a serious, heavy one. "Should you accept these conditions and violate them, then I am afraid I would have to retaliate with-..."

Arthor would stop talking again, adding to the gravity of the next sentence. "Naval measures that'll ensure that the denizens of your nation are aware of what you have done, and aerial campaigns to destroy your nuclear stockpile. I don't say this to be rude, I say this to stipulate terms, which shall be enumerated by the end of this meeting when we have a formal treaty." He said. He then shifted his attention over to Maximus and Romanov, nodding.

"Emperor Maximus, Draica is not in a position to give out, for lack of a better word, freebies to your country in terms of nuclear missiles. We will supply you with guided, laser-pointed missiles, incendiary missiles and stocks of napalm that'll aid your war and or defense effort, but nuclear warheads are a sensitive device that I believe only the vulnerable need." He said, pausing, taking a sip of water before looking directly back at the Emperor.

"Should you join a pact with me, I will allocate - as the Freemans have proposed, 3 percent of my defense spending to ensuring your country, Mr. Alwan's country and the Freeman's land are secured against all threats, foreign and domestic. So you most certainly will get something out of this. I agree with the proposition that we should unite as a Military alliance, where all of us chip in, however the prospect and the philosophy of economic unity concerns me. I believe in free trade, but I do not believe in letting another nation ravage our economy in the name of free trade. I am willing to propose a trading alliance with you, as long as I can ensure that Draica's workers are not taken advantage of."

Arthor then stoically turned over to Francois, nodding.
"I would agree to the aforementioned stipulations of said treaty. Three percent from each nation sounds fine, and an executive board comprised of Chairmen of each nation sounds superb. Ideally, this Military alliance would function similarly to NATO in the sense that a Draican commander under this alliance can command Kurdish troops, should the kurds be in this alliance, and vice versa - a Kurdish commander being able to do the same. Three percent from each, and a binding treaty. Whoever breaks it will suffer tremendous consequences, I would agree to such a pact predicated upon those stipulations in a heartbeat.

Should any of you not wish to respond to what I've just said, I will proceed to draft the stipulations of a treaty so we can get a pact up and running. However, if any of you wish to address, now is the time." Checks said, leaning back into his chair as he looked at the men, waiting for a formal response from any of them.

[A Free Kurdistan]

Alwan would roll his eyes melodramatically before turning his microphone on. He'd clear his voice and forge a fake smile on his face before speaking in a clear voice. "We appreciate your offer, however we are more interested in gaining nuclear technology rather than having Draican owned nuclear warheads. Also, you must understand that as a Free and Democratic Republic, we have no intentions to use them illegally, so that wording is unnecessary and quite threatening. Now, onto more serious terms. The Democratic Republic of a Free Kurdistan is willing to counter your offer, we're willing to give you what you need and want in order for you to give us the technology to make our own Nuclear weapons. Secondly, and this must be made very clear before we enter any sort of alliance... I represent the people of Kurdistan, our people and our country have been at war since our very foundation, we've only recently gained full Independence, with this being said we're unwilling to pledge our support in any wars that don't have a valid and logical reason behind it".

Alwan flicks his microphone off and leans into his chair, clearly yielding the floor for the next leader.

[Isle of Freemen]

Jacobean, the First Secretary of State, would lean over to François whispering in his ear and then handing him a document. François reads it while he listens to Alwan, he would hide he laughter behind the folder he is holding. François pulls his glasses from his face, chewing the edge of them before speaking after Alwan.

Just quickly. We see it best that some foundations be set in stone. In this treaty, we would like to see that: the Chairmanship for the Kurds and Lainus' stand at 24 months while the Chairmanship for Draica and us be 48 months. Down to experience, army expenditure and leadership quality; not that I am speaking down and speaking rudely of any other country. We also see it fit that training facilities for this alliance and headquarters be situated in our Republic: we will pay for all costs. Furthermore, I believe it is plausible that before the Alliance declares war, all Generals sitting on the Joint Committee shall have the agree.

François stares down Alwan before looking around the table.

[A Free Kurdistan]

President Alwan cracks a devilish smirk before learning forward, he flicks his microphone off and begins to speak in an aggressive tone.

"Mister President, although I understand your point of view I humbly disagree. You see that the Chairmanship for us and Lainus should be shorter than yours and Dracia just on the fact that you have larger armies and supposed leadership quality? I take that as an insult, and I'm sure Emperor Lainus would agree with me. I disagree with you on that and I believe it should all be held equal. On another note, I think it'd be agreeable that you host /SOME/ of the training institutions, but in reality they should be scattered across the realm under all of our leaderships".

Alwan flicks his microphone off and stares Francois down.

[Draica]

"Very well, then we will use our resources to help your nation enrich uranium and build nuclear weapons." Arthor said, before casting a subtle glare towards the Freeman's, shaking his head.
"I cannot agree to those stipulations, my friends. That gives one nation in the alliance total control over it, and what it does. I want us all to have a similarly equal piece of the pie, not one nation having the biggest piece of the pie while the rest of us have left overs." He said with a rather concerned tone of voice. "I will draft my proposition and we will see how we can work it out. President Alwan has valid concerns, his concerns are the same as mine, and therefore we should work for a comprehensive plan as opposed to one that gives you the entire rack of tennis balls."

[Lainus]

Emperor Lainus whispers with his Commandant, they both take their time but keep an ear out to the things being said by the other representatives.
The Emperor then halts his schemes with Romanov, he pays full attention to what President Alwan says, responding with "I do agree with President Alwan on this one, and as a matter of fact I think I am even a litle bit insulted. However, I do not seek to hold the Chairmanship as of now so the term limit has no difference. Altough once I do wish to be Chairman, I do not want my term to be limited simply by the thought of someone who wishes to keep more power to himself.
I also agree with President Alwan that the institutions should be scattered across the realm."

Emperor Lainus halts his speech and returns to his scheming with Romanov.

[Isle of Freemen]

François crunches up his face. He would rub his bald head over and over, looking up and down from his notes. Growing anxious and outnumbered, François clears his throat speaking up.

I would love to see that proposed Treaty by the President Arthor.

François backs down to the pressure, not wanting to compromise the possibility of an alliance.

[Draica]

"Well, my secretaries have had more than enough time to draft up the stipulations of said treaty, so without further ado, here is the treaty. Alexis" Arthor said, nodding to a group of three female secretaries who handed one copy of the treaty to each leader, neglecting to do so to their envoys. The stipulations would be as follows:

To be ratified through the proper legislative channels and or ratification procedures of each member state, the treaty stipulates as follows:

EACH MEMBER-STATE OF THE PERINNIO PACT, A NAME SUBJECT TO CHANGE AT A LATER DATE, SHALL ALLOCATE AT LEAST 3% OF THEIR DEFENSE SPENDING TOWARDS THE PROPENSITIES, EXCURSIONS, AND OTHER ACTS OF THE PACT OFFICIATED BY THE PACT.

EACH-MEMBER STATE SHALL HAVE A COMMITTEE MEMBER ON THE JOINT CHIEFS OF COMMAND. EACH COMMITTEE MEMBER SHALL SERVE A CONCURRENT 8 YEAR TERM, AND ARE SUBJECT TO IMPEACHMENT OR REMOVAL BY A SUPER MAJORITY (all but one) OF COMMITTEE MEMBERS, BY LEADERS OF MEMBER-STATES OR BY THEIR RESPECTIVE NATION LEADER(S).

President Alwan flicks on his mic before speaking into it: "The people of Kurdistan agree to this proposal made by the nation of Draica".

The Emperor casts his opinion - "Much better".

[Isle of Freemen]

François places his glasses back on, reading over the treaty. After reading the document he would look back up, not objecting or saying anything. He would observe the rest of the leaders before leaning over his shoulder to his posse; whispering that he needs the State Secretary to be informed of the Treaty via telephone.

[Draica]

"Without objection, the treaty is agreed upon." Arthor said, nodding. "It can be amended at any time. Now, go and get this ratified. I've enjoyed this meeting, but I must get going.
