The Yottabotan delegate, a tall burly man by the name of Ivan Makalov, placed his cigarette out with his thumb and placed it on the table, glancing at the other delegates before he summarized his thought.

"I say we allow them to join, as much as it pains to me say in all honesty, in an attempt to create better relations with them.... However I do not think it is wise to tread on native land, take a good look at the collapse of Westberg, of Albania who's Senegal now lies in Eldenian hands. I think we need to set guidelines to protect existing African states, as not to have another "Free Africa" movement on our hands... For these reasons Yottabota will not participate in these talks."

[Nieblham]

The Leader listened to his translator speak the words of the Yottabotian. "I must say," He said into the mic looking at Ivan through his tablet.

"It seems Ivan is too a degree, right. It pains me to see two good nations collapse, the Caliphate and Westberg. Yet it appears there are no more African states that are independent. I would though gladly help these people make their own state. I guess we might as well start talking about Free-Africa. I suggest, we invite a representative to Berlin for the group and see what areas he would want to see 'freed.' Nieblham is a much bigger fan of working with people than against them."

[Hespero-Belkia]

"I agree," replied Hespero-Belkia's foreign minister, Danius Dessonias. "Rather than carving up the continent without a care for the locals like a bunch of 19th century imperialists, we should try and work with this Free Africa group to reshape the continent in a way that pleases both parties."

The Emperor of Mes glances at the fellow leaders of CON and states the following "Yes we have to preserve the rights of locals living in the land but at the same time it is dangerous and to challenge all imperial powers. We must find a compromise between the two."

Emperor Ryan signs off his resolution of the plan and tells his assistants to spread his resolution among the board of leaders.

The Adruvish delegate, wearing the Lord-General Uniform, red as blood, decorated with Medals, and grey hair from age and stress from years if service to King and Country, stood up. Lord William Helmsworth III, began to speak on behalf of his nation, the United Kingdom of Grand Adruvain and Northern Baleria.

"His Majesty's Government recognizes the fact that the Free African Republic shall soon be a threat to Adruvish Rule in Africa. However his Majesty and his Government does not wish to gun down our own citizens, so I propose, at the planned conference in Floran, the Imperial Capital of Aelvania, not this Berlin you speak of, that the 'Free African Republic' may send a delegate to Floran to discuss the matters of Nation-hood for the African people without destroying the current Colonies of European and American Nations in Africa. As there is another issue I wish to bring up on behalf of the United Kingdom. Baleria, as we all know as sanken into Anarchy casting the Royal Family of Baleria as Refugees in Amuthland, we must soon re-establish order in Baleria soon before these Anarchistic Ruffians spread across Europe and Asia, or worse a non-friendly government pops up in Baleria and disrupts the peace we currently have in Western Europe."

Helmsworth said, looking at his fellow delegates.

For our next meeting we currently have on the agenda 'Baleria's future' is there anything else anybody else would like to bring up? Member states are allowed to add anything they wish to the agenda at any time. oh, let's add, Neo Rome Republic to the agenda. I do want to see him join CON, and perhaps the Commonwealth of Nations' Laboratory of Technology?"

"I agree that we should reach out to the Neo Roman Republic and try to get them to join CON," Foreign Minister Dessonias stated. "They are a strong, stable nation in South America that already has close ties with the former Mesian Commonwealth nations and Ithra."

"I agree with all the following notions, except for inviting the Buglarian Tsar to a conference in Flora. If we invite him, we will continue to feed the beast, until the beast dominates the world." says the Amerikaner Delegate, Johannes Fromenders von Sankt Pietersburg, chomping on a cigar. "Also in my opinion, we should push for the NEO Rome Republic to join the Commonwealth. Already a strong nation economiclly and militarily, such would be a strong addition to the Commonwealth of Nations. Not to mention we would have control of an overwhelming majority of South America's resources, populace, and economy..."

The Leader petted his Bengal Tiger, Red XIII, thinking over the Amerikaner's words. "By inviting him, we are not feeding the beast, we will be able to tell him no or claim elsewhere. I doubt anyone here wants to see Bulgaria expand, the only way to prevent him from expanding would be war. I would at least like to talk to Bulgaria before we declare war on her. If you don't want Bulgaria to expand make that is known in Flora Johannes."

Foreign Minister Dessonias was a bit unnerved by the presence of the tiger in the conference room, but did he best to ignore it. "The Leader of Nieblham raises a good point. Inviting the Bulgarians to the Flora Conference is be the only way other than war to curb their expansion. And I don't think any of us want war as long as Bulgaria has Eldenia and Drucezcski on its side."

"Oh my..." Constantine said as he laid his hand on the tiger's head. "My kids would certainly love Red." he let out a small laugh. "Would you mind if I took a picture?

[Natuna aka Riau]

It is a beautiful day in Floran, Aelvenia the 17th army is on guard as they protect the delegates from around the world that attend this important meeting. The delegates will be flown into the Floran Air Force base and saluted by the cadets as they are escorted from the plane to the limo which will then be escorted by armored vehicles as it makes there way to the place of the meeting. The entire 3 blocks surrounding this building is covered in soldiers, tanks, APC, IFVs as they make sure no terrorists are active today.

[Nieblham]

The Leader steps out of his plane, the Highwind with his top military adviser, General Cid. The pilots on the tarmac all saluted him as he made his way into the the vehicle. He and Cid were placed in different cars. Inside sat 3 other soldiers, there to protect if something goes array. He frowned he had not gotten a response on if the Free African Republic would send a delegate. The car inched forward and the entire motorcade moved towards their destination.

[Amerika I]

Floran, Aelvenia

The Amerikaner Motorcade rolls through the streets of Floran. Comprising of a staff car, and four black armored cars, the motorcade is transporting only one VIP: Amerika's Minister to Hespero-Belkia, Johannes Houltzsmann von Sckykillsburg, who was nominated to be the Amerikaner Delegate to the Floran Conference. He had been dispatched to the conference for two reasons, really: to ensure Amerikaner interests in Africa were served, and to hinder the expansion and rise of the Bulgarian Regime's power, although the latter was issued to him specifically by the Kaiser. Houltzsmann, although wearing a plain suit,, the iron cross, a symbol of high-ranking federal,officials, was pinned to his chest, and gleamed in the light.

The Streets of Floran are extremely busy, as major leaders have arrived via the Floran International Airport to attend the conference. Unlike them, the ambassador simply had his motorcade make the thirteen hour drive from Acheron, the Hespero-Belkian Capital, to Floran. It was a tedious drive, but it at least gave the ambassador a chance to read over his briefings, and review his government's objectives for the Floran Conference. Suddenly, the motorcade ground to a halt. They had arrived, and a security agent opens the door to the staff car, allowing Mr. Houltzsmann to exit. Upon his feet making contact with the ground, he and two of the security guards, in their dark suits and aviator sunglasses, begin making their way to the conference.

[Cassinopa]

Borislav was a bit more nervous than usual, though he kept up his impassive mask. not because of the conference, no, he'd had to negotiate treaties not in Bulgaria's interest before(notably the Bosporus treaty), but this time, he knew, there was a real chance of war.

and with that, He walked into the conference room.

[Hespero-Belkia]

"Well, here we go," Emperor William said as the Belkian motorcade pulled up to the conference building. "If this conference fails, we'll probably have a world war on our hands."

"Way to raise the stakes," Foreign Minister Dessonias remarked as a guard opened their car's door and let them out. "Though you aren't exactly wrong."

The two entered the building and made their way to the conference room.

[Nieblham]

The Leader stepped into the conference room, the room was set up as the Board of Leaders' seats at the front, elevated. Then the General Assemblies, still elevated. Finally the guests seats, lowered. Behind one of the seats stood a man in black with a sword at his side. The Leader of the Soldier First Class Sephiroth. The Leader smiled. He knew he would be safe with Sephiroth at his side.
"Leader." Sephiroth said as he pulled out the chair

"We've known each other long enough for you to call me Cloud." the Leader said to the soldier.

With that the Leader sat down and watched as other members came into the hall. Once they were all seated. The Leader took the mic, "Before I begin I wish to make it known why I am planning on buying Pondicherry from Eldenia. Pondicherry is in absolute poverty. Do to the nature of the priority trade deals of Nieblham with the MC and now CoN and the lack of trade with Rodrenon, prices are exuberant there. Either they receive left overs that were taxed so they pay for the shipping costs of goods from Dru, Bulgaria and her colonies, or from Eldenia. Pondicherry holds no riches, no gold, nor silver. Pondicherry is naught but a military base for Eldenia as she makes the people there suffer. She claims they willing joined Eldenia but, i find that doubtful. That is why I have currently negotiated with Eldenia C1 trillion for the land there. I fear Bulgaria's claims in Magnus Loken will serve the same purpose and result in a poverty stricken region. If Bulgaria releases her claims in the area, Nieblham will freely give Eldenia the land in Mexico along with the C1 Trillion in 2023 for Pondicherry.
Now Bulgaria, you claim land that was once part of Magnus Loken before the state collapsed into anarchy. The nation was once a member of the MC and LEN and, before the Treaty of Constantinople, you abused access through the Bosporus. Explain to me why you have a right to these lands?"

[Grand Adruvain]

The Adruvish Motorcade slowly made its way through the city of Floran. Two cars of the Waydon Luxury Automobile company (Rolls-Royce) decorated with the Royal Crest were surrounded by four of the Kings Own Mounted Laupenbergers in their signature Royal Blue uniforms had made a trip all the way from Lahnberg, and before that the members inside the Cars had made a trip from the Capital of the United Kingdom, Waydon. As the motorcade pulled up to the Conference room, two of the Mounted soldiers dismounted, and both opened one of the two car doors. From the first car, Lord-General Helmsworth stepped out, followed by Prime Minister Carlston. From the second car, came his Majesty Augustus II, and his son, and heir, The Duke of Amston, Augustus. All men, followed by the two Mounted Laupenbergers proceeded into the Conference building in silence, besides the rattling of their medals, and swords.

[Yottabota]

"This question also has posed problems in Yottabota as well." The delegate from Yottabota added, who was replaced from the last meeting. No longer was it a cigar chomping senator but Tali Zalore, the former leader of Yottabota along with the Ministry of Defence Head and Ministry of Trade and Foreign Affairs, as well as a tall suit and tie clad man who had his arms crossed but his eyes closed. "My people are currently fighting in these areas to maintain order, an order that the people of Magnus Loken are familiar with. Through my years in office I spent countless hours negotiating with the former Loken government and these claims are an insult to not only me but to the people who are still suffering in those lands, as well as the countless Yottabotan soldiers that are risking their lives for the sake of peace."

[Cassinopa]

After a moment's silence, Borislav stood up to reply to the accusations.

"Bulgaria and the lands and peoples known as Romania have had a very intertwined history, with Romanian kings leading Bulgaria for many hundreds of years, and the most populous Romanian regions being under Bulgarian conrtol. we are gravely insulted you would accuse us of making Romania a military base, and leave it poor, as they are one of the oldest peoples in Bulgaria. I assure you, we intend to develop all of our land factually, not based on if the land has Bulgarians living in it or not. Also, You say that Magnus was a member of CoN and LEN? they were also a member of the EC, albiet a new one, and CoN never bothered to step in to prevent the collapse of Magnus, simply waiting until the government had already dissipated before even initiating assistance. To Yottabotta, you think Bulgarians are not also striving to help the peoples in these lands, and losing lives in the process? you seem to believe that simply negotiating with a government gives you the rights to be the only one to assist in the area, while I am relatively sure people in the areas will appreciate all the help they can get, without caring if the help comes from a country who made more deals with the old government. Again, I stress that Bulgarians and Romanians have had a long and intertwined history, and that CoN cannot simply refuse to allow Bulgaria to aid those people.

Also, on the matter of Mexico. Why should Bulgaria give up land to get Mexico given to the Eldenians? We have no part in that deal, and if you want us to move out of Norway, you will have to offer a better deal than "we will give you nothing, but this other country you're friends with gets us to move out of land they are angry we have taken." You can talk to Eldenia about Mexico, Bulgaria is not involved.

and, although you accuse Bulgaria of being wrong for intervening in Romania and Norway, what can you say about yourself in Mexico? You have no cultural ties there, and the Eldenian and Whitmore governments seemed to have the situation well in hand, from the collapse of a former EC, but not CoN member. As well, after that, you refused to hand over the land to the local governments unless the Eldenians would pressure Bulgaria into handing over land, something neither of our governments are particularly fond of, as we prefer to work with each other, not pressure each other to do things."
Another moment's silence, and he took his seat.

There is a reason why the land was once part of Magnus Loken and not Cassinopia. And no the land will be poor, you, Bulgaria, are in a recession, no? And do to the priority trade deal, what has happened in Pondicherry will happen in Norway and in Magnus Loken. They will be unable to buy from CIS, the Belkians, or the Yottobottains like they once could. They will face border security as they try to be with friends and family in CoN. People will be cut off, brothers from sisters. Wives from Husbands due to a line in the sand. You are making the people there chose between their land and their friends and family elsewhere. Furthermore you did not move a muscle to help prevent the collapse. It caught everyone by surprise don't parade as if you were the only person to do anything about it."

While the Leader was saying this Sephiroth walked to the guards and told each one "No one is to leave here without the BoL's permission."
Sephiroth would rather die than let his prey escape.
