AD FOEDERIS|INTRODUCTION TO WESPAC
The Western Pact [Cirazur: Pactum Occidentalis | Rithosian: Nohmah Qan], colloquially known as the Coalition of the West and formally by the acronym WESPAC is an intergovernmental organization and diplomatic league predicated on the development of a Coalition of Willing States whom pledge through diplomatic and military means to contribute to the mutual defense of the western lands of Greater Dienstad. It was initially conceptualized on 15 October 1975 by Legate Titus Cassian of the Conmilitium Azuræ as a hedge of protection against imperial powers seeking to exploit western lands and maritime territories for commercial or mercantilist gains. Over the duration of its evolution from conceptual idea to practical mission, it evolved to include the mutual defense of like-minded nations who sought to protect and preserve Western Dienstad for the peoples of that region.

The motto of the Western Pact, Ex Occidente LuxLight of the West — symbolizes the view of the Coalition of the Willing that Western Dienstad represents the crown jewel of cultural heritage, natural beauty and splendor, and human achievement. The nations assigned hitherto pledge to protect the interests of Western Dienstad, its people and its resources from external exploitation and subjugation on the principles of self-determination and sovereignty, but also of a moral obligation borne of the desire, the need to preserve that which represents the best of our endeavors. It is the conceit of the member-states of WESPAC, and all those who seek to ascribe to the ideals championed therein, that Western Dienstad has been judged by the collective of peoples of the world, and has been found worthy of preservation, ergo the formalization of WESPAC and its mission of defense.

The Western Pact is comprised of sovereign nation-states who maintain territorial dominion over lands germane to the geographically-recognized region of Western Dienstad. This designation has been expanded to include those semi-autonomous regions and enterprises which have a vested interest in the preservation of natural resources and sovereignty in Western Dienstad without the formal recognition of the community of regional states as a sovereign nation unto itself. It is designed to serve as a multinational, intergovernmental organization predicated not on political ideology, racial hegemony or religious doctrine, but on the universal principle of mutual defense and survival. WESPAC maintains no official political creed, favors no spiritual school or discipline, nor harbor any resentment against culture, creed, race or other identifying designations among its members.

The member-states of the Western Pact, henceforth identified as those states with voting privileges in the conducting and discussion of affairs regarding WESPAC business, pledge to uphold the mission and principles of the intergovernmental organization, including the mutual defense of its fellow Coalition members. The sanctity of mutual defense is upheld in the eponymous Western PactOmnes Pro Uno, et Unus Pro Omnibus, All for One, and One for All. Any punitive military action, including diplomatic acts which unduly cause materiel harm or loss of life against a member-state of WESPAC, is considered a direct attack or sanction against the whole body, requiring a proportional response as mandated by the principles of the Western Pact alliance. The organization's temporary headquarters, pending a formal vote, is based out of the Palatium Viridis in Isaura, Azura.


S.II
MISSIONIS|THE MISSION OF WESPAC
The Western Pact, as an intergovernmental organization and military alliance, does not seek to propagate any one philosophical, political, or religious ideal. It instead seeks the mutual defense of its member-states, their territories, and the international territories considered within the geographic confines of Western Dienstad. To achieve this overarching goal, the member-states of WESPAC pledge to adhere to the Mission of the Pact, a political statement expressing the will of the member-states and the people whom they represent by creating a unique and defensible purpose upheld by all whom seek to participate. By pledging full diplomatic and military support to the Western Pact, member-states are implicitly agreeing to uphold and fulfill this sacrosanct Mission ordained to all member-states as the overreaching purpose of WESPAC's existence financially and militarily:

To defend the sovereignty of the people of Western Dienstad...

To safeguard the lands of the West and the resources therein...

To protect the right of self-determination and the freedom of self-expression within one's own borders...

The Coalition of the Willing herein pledged do promise to diplomatically condemn punitive actions taken against member-states of the Western Pact, and to militarily defend the member-states and the Western lands from imperialistic exploitation and subjugation, under penalty of sanction and expulsion, at any materiel cost to life and property, for the protection of the West, its nations and its peoples.

May our Children laud us for our honor in the face of tribulation, and may they condemn us should we cower from our charge. Upon this oath, we do pledge to defend in spirit and in truth.

S.III
PRINCIPIUM|THE PRINCIPLES OF WESPAC
The Mission of the Western Pact is considered the guiding hand which dictates how the member-states of the intergovernmental organization operate within the confines of official WESPAC affairs. However, the activities which are undertaken by the individual member-states of the Western Pact, with respect to WESPAC affairs, are hereby governed through the following principles. These nine principles are considered by by-laws of the Western Pact, and govern behavior and expectations for member-states who pledge their materiel resources to the upholding of the ideals and goals espoused by the Pact. By agreeing to uphold the Mission of the Western Pact, the individual member-states hereby pledge to abide by the Principles of the Western Pact, under penalty of sanction or expulsion, through means which shall be prescribed by the collective whole of this defensive alliance.

1.)An attack on one member-state is an attack against all member-states. Should a member-state of WESPAC be attacked militarily, or sanctioned politically in such a manner that loss of life or materiel property is incurred without provocation, the other pledged member-states of the intergovernmental organization are honor-bound, under penalty of summary sanction and/or expulsion from the alliance, to come to that member-state's aid, through strength of arms or other prescribed means as considered justified by the host of the Western Pact's member-states.

2.)There shall be no respect of culture, ideology, race or religion in WESPAC. The Western Pact does not propagate an ideology or spiritual practice, so much as it protects the individual member-states' right to self-determination in their own prescribed course. The Western Pact will not formally sponsor or condone any political or religious ideology, nor condemn any one cultural group or race on the basis of said culture or race, or the beliefs held therein.

3.)The Western Lands are to be held sacrosanct by all within WESPAC. Imperial aspirations within Western Dienstad, whose geographic range is to be determined by the collective will of the member-states themselves, are to be curtailed. This includes any punitive action taken by a member of WESPAC willingly against another member-state.

4.)Any disputes between the member-states of WESPAC are to be solved diplomatically. It is the solemn mission and charge of the individual member-states of the Western Pact to intervene in any diplomatic or military dispute between two or more member-states of this defensive organization, and to resolve any and all conflicts peacefully.

5.)If and when possible, diplomacy should be pursued over military action. Though not universal as an operating standard, it is the charge of all member-states of the Western Pact to seek a diplomatic solution to any problems encountered which affect the integrity of the organization, or the sovereignty of the member-states of the Pact.

6.)Vigilance is the highest virtue ascribed to the member-states of WESPAC. Without the vigilance of the member-states, the sovereignty of the member-states of the Western Pact or the lands and resources it seeks to safeguard cannot be guaranteed. Member-states of the Western Pact must remain vigilant and active within the intergovernmental organization through diplomatic participation in discussions and any mobilization of military force.

7.)Observers to WESPAC shall be respected, but not suffered to capitulate under. The privilege of non-Western powers to send observers to the diplomatic functions of the Western Pact shall be safeguarded by the individual member-states. Yet their privileges shall not be construed to include the right to cast any vote, other than a symbolic acknowledgement, on any diplomatic matter brought to the attention of the Western Pact's member-states.

8.)Member-states must not shirk their responsibilities to the Western Pact. Any state or entity which pledges its services to the common defense of Western Dienstad, her nations and her peoples, must fulfill their obligations to the Western Pact when called upon, under penalty of severe sanction or expulsion from the organization completely.

9.)The defense of the Western Pact's mission statement is a diplomatic priority for all member-states. The individual member-states of the Western Pact are herein charged to take any and all proactive measures within their own sovereign territory necessary per their esteemed judgment to be ready and willing to defend the Western Pact, its ideals, and the people and territories which are placed under its charge, under penalty of sanction or expulsion.

DEFENSATRIX|MEMBERS AND OBSERVERS
For the purposes of governing and organizing this intergovernmental organization, there shall be a formalized distinction made between a member-state to the Western Pact and an observer-state to the Western Pact. A member-state is any sovereign territory or other prescribed entity which resides in the geographic region of Western Dienstad, which retains full voting privilege on any and all measures undertaken by WESPAC, excluding any full or partial measure of sanction against them for violation of the terms of the Western Pact's mission or principles, and both enjoy the diplomatic and military protection of the organization and are plighted to uphold its strength. New member-states must be approved by the collective whole present at the time of petition for admission. An observer-state holds no such requirement for admission, yet they receive no voting privileges.

With respect to the direct functions of the Western Pact, any proposed measures to be adopted by the organization, or any prospective member-state petitioning for admission, are to be brought before the collective whole, where the member-states will debate and discuss their merits, and cast an official ballot to determine the legality of any proposal. A proposal shall be considered canonical law of the Western Pact should one more than half the total host of member-states present at the time of its proposing support its adoption. Observer states may weigh in on the discussions over proposed mandates, and may even cast symbolic ballots for or against their incorporation as canonical law during the voting process. However, these votes hold no authoritative weight when considering the passage of mandates and recommendations to be applied to the WESPAC organization.

On behalf of Techno-Induscracy of Haishan and Its Dependents, it is within our purview to extend our interest on applying as Observer status for The Western Pact. As the Junta is a part of Eastern Dienstadi Trade Organization (EDTO), it bellies our attention to The Western Pact and potential development that it may engineer to establish mutual and beneficial relationship between the Junta and the Pact.

Whilst the Junta do not speak on behalf of EDTO in any capacity, it is hoped that the Pact would consider the Organization as partners in arms concerning greater economic prosperity for both blocs in Greater Dienstad. We are also hoping the Pact would find Global Aerospace Trade Association of which the Junta participated, as another beneficial partnership in terms of enriching linked regional economies as whole.

Our final reason for Observer status is that we would like to establish a working relationship on mutual trust concerning security policies, particularly in regards of policing capacity and to lesser degree of military purposes. We hope that our application is given due justice and deliberation. Our correspondence and delegate to the Pact would be Head Diplomat, Mr. Vyakko-Tesei, Haize Information and Relations Services (HIRSR) should our petition is validated by the Pact.
