Office of Education?

Image
by Shizuka Gozen, Officer for Information and Culture

The desire of a public education system within AHSCA has long been a point of debate. While most agree there is a need of an literate and enlightened population, the methods have long been debated between those wanting a centralized institutional system of simply a light clerical or individual lead system that was until The Congress managed to pass an education incentive that finally established an educational core that compelled all children to attend some sort of school until the age 14 (except Corona which caps at 13 and Hoshino which caps at 14) and deemed the traditional age of adult hood at 15 if so declared by the parents and the minor, otherwise to default at 18. But the road to making a system of Education that fits AHSCA's unique place in the world has long been a challenge even when the two parties managed to push through the legislation. An early proposal crafted by former Senator, Mikela Olaff (UIP - Stillestando) that was drafted with consultation from experts from Lamoni was rejected and since then Senators Pacifica (UIP-C) and Miela (NLP-C) have each had their own competing bills from their own parties.

It's grown to the point that Her Highness, Duchess Villa has considered stepping in to make a Royal Mandate to set up a nationalized system that will be expected for all states to follow in spite of little differences they have in their state systems. The implementation of such a program would no doubt require more government oversight to craft a needed curriculum and system to teach children and teachers. With that Her Highness has contemplated on launching a new Office, Office of Education for this brave new venture ahead of us as a people.

As it stands, literacy in AHSCA is at 65%, a huge leap above where it was even a decade ago and especially at the end of the war. The economy however remains a skilled trade based one, even with the huge boom of tourism in recent years. There's even talk that I, this article's author could be given the position on top of being this nation's Culture and Information or in place of it. To be honest, I do not know, I've not had any meetings with her Majesty on this subject but we shall continue to watch this situation ahead of us.

Stormy Season Ahead as Rains Lash Islands

by Maro - Weather and Climate Reporter

According to the Office of Meteorology, this years monsoons are looking to break the record from 2000 with a 120% increase of precipitation. Since the wind shift in the second week of September, thunderstorms continue to line up one after another or sometimes stall over the islands as they run against a blocking high off the eastern shores. Great for keeping hurricanes away out of the season but the dramatic dip in the jet stream does mean AHSCA could be in for a long wet and stormy season ahead of us. The concerns of COVID-19 reaching island shores continue to remain as merchant ships are forced to brave the turbulent conditions but following Her Majesty's Decrees it would seem there's little to worry about. For those of us at home, it means hunkering down and weathering the worst of what the weather has. How will this also come to affect this years upcoming Congressional elections? It's noted that the last time a rainy season proved to be this rough and intense, it proved to be a major boon for the National Liberal Party of AHSCA. The party which has its roots in the deeply naturalist and spiritual Corona Island, often has used the weather to its advantage. Given the NLP would be considered AHSCA's more "conservative faction" it might mean a shift for the party leads to come. According to experts, islanders in the face of unsettled and rougher weather often fall back more on the conservative side of things. However things are different from then and now so we'll wait to see.

As for the farmers and sailors out there, UNIMO is saying a rise in the jet stream and a dissolving high is what it will take for the weather to calm down but for now that's not looking like the case. Speaking with UNIMO Officer Youkika Elma, she is predicting a long haul season. "Right now conditions are stagnate. What brings our weather is the jet stream which is in a depressed U-curve. That means certain islands like Corona will also be seeing above average precipitation and strong winds. Seas are really turbulent so I advise small craft remain docked and only larger ships take to the seas."

A Heavy Monsoon Alert was issued at the end of September as the first rains began to pelt the country. Officer Elma says expect this at least until the end of December where we might see a pattern change.

Status Quo for Parties Ahead of Elections

Image
by: Shino Asagiri, Junior Reporter

The UIS will have it's wide Congressional Election come March and people wonder what to expect but for now it seems there's little change at the top as the two parties of AHSCA Politics continue to put up their main women for the race, Pacifica, the current Majority Leader and Speaker and Miela, the current Minority Leader. That said many are looking to represent their home state on the national stage including for the first time, newly unaffiliated runners. Big issues on this years are the creation of a "Storm Bank" A specialty locked fund to be used in the event of major hurricanes or particularly bad monsoonal seasons. This would be created by Congress and and contributed to by every citizen of the UIS as apart of their normal income taxes. The increased waves of tourism with the growing popularity of the Holy Festival has also been a big topic but it seems most candidates are fine with the increase. There are even talks among a few to potentially abolish UNICIM which publishes the state news And UNIMO. Though elections were intended to happen in 2019, the April Hurricane unfortunate forced a delay in Congressional elections needing to put it off until this year with the final group to take in 2021.

High King Makes All Education Free
By: Chase Jenkins

Icecliff Castle, Icecliff - In a stunning reversal of Icecliff's typical economic policy, that of capitalism, on Sunday High King Clayton Rowan enacted a new law proclaiming that no entity would ever charge for the privilege of getting an education in Icecliff at any level. In response to questions about his economic position, he maintained that he was still a capitalist and that free education would "benefit our society as a whole, not just by increasing our education level, but by making Icecliff appeal more to residents of other nations." To pay for this new education policy, some money was diverted from welfare programs, but Rowan said that "the money diverted will repay itself many, many times over." It is his belief that, if advanced education is offered to everyone, along with meals for those who can't afford them, there will be a greater incentive for poorer people to get a better education, lift themselves out of poverty, and make contributions to Icecliff on a much greater scale than they would otherwise.

It will be a while until we understand the full effects of this new law. School enrollment does not begin until August, four months from now, and it will be even longer before we can see the long-term effects this brings into play. This issue has proven to be quite controversial among economists. Dr. Larissa Harding, Professor of Economic Studies at Blackpool University, said "while undoubtedly this law has very good potential, we must also consider the costs. To fund this, we took money from the welfare budget, meaning that, in the short term, this will definitely hurt the impoverished, especially those in the most need, specifically the unemployed. This law would have been much better had its funding been drawn from our over-sized military and not our welfare budget."
Take Vikings, make them feudal, put them in Antarctica, give them modern technology, and add the Inuit to the south, and you've pretty much got the idea of Icecliff.

HYPERIA - Arcaenia will join the Golden Throne's "PROYEKT LIBERTY" program top provide free broadband, wireless high-speed internet connectivity to all peoples of Greater Díenstad, announced a spokesperson for the Arcaenian government announced in a press conference earlier today. SDI AG, Arcaenia's largest aerospace corporation, has been awarded a contract by the Arcaenian government to develop and manufacture some 7,500 satellites for PROYEKT LIBERTY.

The government has also announced that ALR, Arcaenia's national space agency, would be awarded launch contracts for the SDI AG manufactured ROYEKT LIBERTY satellites. The 7,500 or so satellites developed by SDI AG's Space Systems will feature additional V band (40-50 GHz) uplink and downlink capability to complement the Ku-band and Ka-band satellites developed and launched by the Golden Throne and will orbit at an altitude of 345 km. According to the Arcaenia government the complete PROYEKT LIBERTY satellite constellation of over 11,500 satellites will provide low-cost global broadband internet connection with a 'proprietary peer-to-peer protocol' and 'end-to-end encryption capability' with download speeds of over 50 Mbps and upload speeds of over 5 Mbps with a latency of 75 ms.

SDI AG has also commented that it is developing future hardware and software upgrades to its PROYEKT LIBERTY satellites which will allow download speeds of 150Mbps and a latency of 20ms to 40ms. SDI estimates that the half-constellation of satellites will take four years to be become fully operational with a planned completion date for the full constellation of seven years.

GT Proyekt Liberty Gets Green Light

Image
An Eitoan Central Business Services RF-7a Satellite Currently In Orbit

Eitoan business will be joining The Golden Throne’s Proyekt Liberty for All (Standard Eitoan Dienstadi - Proyektu Sveboda) following yesterday’s clearance for the initiative by the Department of Posts, Broadcasting and National Standards. Authorization was requested one month ago by major Golden Throne participants, spearheaded by Voikerp International as the result of discussions between Eitoan telecoms and Voikerp at a conference in New Empire. Cooperation between the Golden Throne and Eitoan diplomats is credited with fast tracking the authorization through the approval process. The Golden Throne Commercial Attache in Vladarsik is credited with arranging speedy response to Eitoan governmental inquiries, and has been recognized in today’s announcement. Notice of Authorization was transmitted to the Proyekt Liberty Cooridnation Office in Kelso, and from there to project staff in each participating company.

Eitoan Central Business Services will be spearheading the effort, and is the major investor domestically and on continent. Joining ECBS as the “Big Four” of Proyekt Liberty on continent are media conglomerate Asterix, regional telecom YE&A, and diversified components manufacturer Glenbarr. Thirty two other Eitoan companies will participate in the venture including two specialized financiers, and four universities will be participants. ECBS is providing facilities to serve as the project nexus on continent is it’s dominant position as the internet provider in Federal Ralkovia, a result of heavy investment in the country’s communications infrastructure. Within hours of yesterday’s announcement, approval was echoed by the Occupation Broadcast and Communications Authority in Federal Ralkovia, which serves at the will of the Alliance military and holds final say over developments there. The OBCA has indicated that instructions to federal communications authorities are forthcoming, and to individual Ralkovian state officials.

Financing for the project will rely on contribution of Eitoan participants for 64% of costs, bank financing for 27%, with sales of equities accounting for the remaining 9%. The Berwyn Bank and Trust is taking the lead on bank financing.

Project Planning

Eitoan Central Business Services Chief Executive Officer Dan Basden issued a statement to the business press and stockholders today providing direction he hopes to take for Proyekt Liberty, saying

”We look forward to a great opportunity to work with our partners both in Eitoan, in Federal Ralkovia, and The Empire of The Golden Throne and Arcaenia. This represents an important step forward in business development for ECBS, and all Eitoan concerns in growth overseas, and will open up many new markets, previously thought to be untapped. This should provide a good avenue for in-house development of our technical talent also, exposing many of our most promising engineers and software professionals to challenging tasks. As our customer base expands, so will sales opportunities for Eitoan firms. My people have identified thought leaders that will be lent to Proyekt Liberty, and these will head up the operational, engineering, technical, legal, and financial teams. And I want to recognize our counterparts at Voikerp for their part in making this happen. ECBS can expect great things in the future”

Staffing is expected to draw heavily from Eitoan college graduates now working in Macabea, reversing the “brain drain” of Eitoans attracted to growth opportunities in The Golden Throne. Those Eitoans have become well versed with business practices in The Golden Throne and are expected to guide work in the planning phase and in compliance with Proyekt Liberty standards. The flow back of the brain drain can be expected to extend to ECBS employees in Federal Ralkovia, providing opportunities for advancement for freed slaves in the company’s employee. This would include graduates of Eitoan engineering schools, some of which have some second hand exposure to Golden Throne practices through contact with Eitoans returning home from study abroad.

Satellite purchases are envisioned to be from mostly domestic vendors. The most popular Eitoan communication satellites, RF-7a and RF-7b are largely compliant with project requirements. Both models operate easily within the minimum upload and download speeds, and posted latency. upgrades may be necessary for older RF-7a satellites to boost latency into the 30 to 40 ms range. Corporate planners would need to evaluate manufacturing, quality and cost for estimated satellite demand as a baseline for comparison to foreign providers. Launch capacity is thought to be adequate in Eitoan territory, although lease of part of the Eitoan Air Force’s Kraschev Launch Facility near Orav in Federal Ralkovia is said to be under consideration as a cost effective alternative.

Ground infrastructure in Eitoan should be adequate to meet the demands of the project. Low rate internet service is nearly ubiquitous, although upgrades to reach currently unprofitable remote regions of the northern frontier territories. This will be more expensive in Ralkovia, where site acquisition, preparation, and construction costs can be expected to be significant in the Federation. Occupation authorities and Foreign Affairs will most likely take an interest in extension to Ralkovian territories outside the Federation of Ralkovian States. Proyekt Liberty should become a major window on an increased standard of living and relatively free elections in the Federation for subjects of Regime Ralkovia, and developers will need to tailor mobile device applications for Regime compatible operating systems to gain a wide audience. A contrary problem is presented with respect to Raumfestung Ralkovia, where any display of prosperity in Federal Ralkovia, no matter how meager by Eitoan standards could spark overwhelming migration of starving populations into the Federation.

Some marketing effort can be expected on the part of participants, although it is not expected to be a major cost factor. Improved business bandwith would be most attractive to companies beginning to operate in Federal Ralkovia, allowing a greater range of products in manufacturing and finance compatible to Eitoan business standards. At the lower end of service, reduced costs would be more attractive to public education domestically. The entertainment world is not expected to benefit from the project in terms of domestic markets, since service is pretty well established nationwide. But there could be benefits with exposure of products to a wider audience throughout Greater Dienstad. At this time there has not been discussion of impacts on provision of governmental services outside of a possible expansion of the Eitoan Overseas Radio Ralkovian Service for wider and deeper internet content.

New Economic Report Released

Another new general report detailing changes in the economy and country, compiled by the Presidents Office, and economic ministries, has revealed recent trends. During the previous report, President Safadi had expressed desires to bring Kolechia into a stronger role within Bazh. To do so he also previously highlighted building a better economy. The report was supported by independent groups who monitor different sectors, industries and topics. Several trends have caught more attention than others.

Sometime after the last report, the economy over-all showed signs of slowing, and it did to a degree thanks in part to the outbreak of a virus that spread to large parts of the region. Additionally, there have been foreign relation issues here in Greater Dienstad. However, with government intervention as well as the opening of ties to Gholgoth and new markets, the economy has regained traction and has shown signs of at least some small improvement. Overall the GDP has increased, and economic output has slightly increased. In a wide sweep, all industries and sectors have seen a small increase in status. Lastly, because of events outside of the nation, the defense forces and the industries that support them have also seen an increase in productivity and spending. Law enforcement has also seen similar gains, and there has been a big push to try and deal with criminal groups. The last report noted that there had been an increase in crime and black-market activity. The latest reports show that that activity has been blunted and slightly decreased. Experts believe not just police pressure, but also the effects and pressures of the virus outbreak hurt criminal activity.

PROYEKT LIBERTY Dispute Grows

In a growing issue for the government, both the nations of Arcaenia and Eitoan have stated their intention to not only join the mission, but also assist it regionally. A statement from the Ministry of Foreign Affairs read that "while our nation respects all regional governments decision to join the Golden Thrones initiative, we cannot sit idle when they agree to assist in working to spread information to our country without discussion". It went on to state that both governments should take note that these decisions had "not helped relations with our country".

Refugees Entering Country

After meetings and negotiations within parties of the National Council, it appears that there has been progress in the case of foreign refugees coming into the country. A series of massive and terrible conflicts have raged in Krasnova, in the North. This has pitted the Ordenite Reich and local allies against a large coalition of nations from across the region, trying to expel each other. Krasnova provides the battlefield and after a temporary peace, another conflict has erupted. Each conflict has seen the deployment of massive military forces, and while it is not uncommon in war, these conflicts have still seen shocking levels of civilian casualties. With large numbers of people dying, and many more suffering injury, illness, malnourishment, and at least displacement, the government has finally intervened.

With the start of the last temporary cease-fire, the topic of assisting locals on the ground, and offering a chance of citizenship, a humanitarian mission. It was initially discussed to try and offer at least the option of travel, to our country to large numbers. However, the issue lingered during debate for weeks, not just on beliefs but logistics. Ultimately it passed but upon taking in a smaller number. Events in Krasnova however, showed that there may have been little choice. The Foreign Ministry has stated that some information about the negotiations, will be temporarily delayed release pending further review. It is assumed some of this may deal with how the government formed this operation diplomatically. Information regarding how it was pulled off is largely public. At a large cost, the government used military transportation aircraft, to travel to and back from Krasnova sporadically until the next round of fighting appeared imminent.

This appears to be the largest, organized, transportation of people both in numbers, and in terms of sheer distance. Our aircraft had to make multiple stops along the way. It is also notable for the amount of cooperation between different government offices. The President's Office, Ministry of Foreign Affairs, Ministry of Immigration, and Armed Forces all publicly worked together.

With its conclusion, the last of the refugees have entered the country, and will be housed in temporary facilities. Here, they will not only have a chance of rest and peace from fighting, but will be provided information on citizenship, laws, and other topics related to our country. That is should they seek to begin the process of settling here. Currently the government maintains that 109,500 people have entered the country, and they have not revised that number. The refugees are a mix of different ethnicities, who all came from Ordenite controlled areas, where they survived in ghastly living conditions as the frontlines moved back and forth. In total, they are expected to provide only a meager increase in immigration to our country. Both in terms of immigration or emigration, the numbers are usually about even.

According to both the Ministry of Foreign Affairs and the Ministry of Immigration the numbers of each ethnic group are as follows: 23,100 Krasmani, 23,100 Marsinti, 21,100 Kysetian, 21,100 Zvezdan, and 21,100 Krasnovan for a total of 109,500 people. More reports on their stories, and their possible journey to citizenship are to follow.
Yes, this nation was inspired by the video game.

100,000 NAVAL INFANTRY DEPLOYED TO KRÍERSTATÓN POTTHAN

Image
The Macabéan military has made official the deployment of a little over 100,000 naval infantry to Kríerstatón Potthan,
in advance of the deployment of
Kríergrup 'Kadaín.' Officials cited the heating up of hostilities in Barjaanistan as the trigger.

Weeks after the announcement of the base for arms deal with Potthan, the Kríermada announced the early deployment of just over 100,000 'tercios,' or naval infantry. Officials cite the heating up of hostilities between Potthan and Barjaanistan, and the deployment of Castillian troops to the latter, but clarified that the intention is only to guarantee the security of the newly leased based. The deployed troops will not touch Potthani soil and will instead land directly on the base, where a long enough landing strip was hastily constructed in conjunction with barrack buildings and other essential infrastructure. Some question the decision given the manpower needs in Krasnova and the Killian Republic, but inside sources suggest that the military rather not be caught unprepared in the west should Potthan's government collapse or be defeated in a war.

Construction on the new base grounds began almost immediately after the deal was signed between the two respective governments. The project is being conducted under imperial oversight but the labor is almost entirely local, with economic favoritism toward Potthani companies and workers being part of the initial agreement. Considering the scope of the project, it is expected to pay impressive dividends to the Potthani economy.

Initial efforts have focused almost exclusively on the paving of a rudimentary airstrip able to accommodate larger cargo aircraft bringing in military personnel and their equipment. Also part of the initial focus is barrack and officer housing, as well as other personnel infrastructures such as mess halls, base exchanges, and entertainment. This work has required a vast workforce, as much of the surrounding population open to such labor has been brought in thanks to competitive wages. Many workers come from elsewhere in Potthan, and Barjaanis and other immigrants are common sights among the civilian labor staff working on the base.

Most of these construction efforts are aimed at accomodating the 100,000 tercios being deployed to the far west in the Golden Throne's effort to build up its military strength in a part of Greater Dienstad which has historically been a hotbed for the international slave trade, and where the imperial military presence has always been relatively subdued. A solitary naval base in United Vallerian Republic represents, until now, the only physical imperial presence in the area. It was home to a small flotilla of imperial ships, a modified amphibious skúadrón too small to be anything else but a patrolling force. The 100,000 soldiers being deployed to Kríerstatón Potthan represent the overt first escalation of imperial military strength, to be followed by the full deployment of Kríergrup 'Kadaín' — some 3,000 ships. Overt because it is known that Macabéan nuclear and hybrid-electric submarines have patrolled the coast between United Vallerian Republic and Eitoan for many years now, since before the entry of the Golden Throne into the Northwest Mutual Assistance Agreement (NMAA). All of these efforts are putatively aimed at Ralkovia.

Ralkovia, of course, was invaded, defeated, and partitioned by a coalition of forces which include Eitoan, the Romani-Marsh Union, and the Triumvirate-ally Arcaenian Republic. Free Ralkovia, an allegedly democratic state overseen and guided by Eitoan, is now deemed a friend to the latter and may soon be allowed to enter into the NMAA as an observer state. Despite the war and its outcome, Fedala has not come to trust the former slave-trading state and has already issued formal complaints against their potential entry into the northwestern alliance. Rumors persist that their membership, even as observers, may trigger the withdrawal of the Golden Throne from the agreement. To Fedala, Ralkovia remains a dangerous state capable of upending any peace established in the region.

Whatever peace the Golden Throne seeks to protect is marred by the new and sudden war with United World Order. Being fought on both Krasnovan and Killian soil, as well as in the seas around Ordena and between them and Krasnova, the war is proving to demand a considerable amount of resources that the Fuermak had was at one point determined to conserve. The planned demobilization of forces returning from Gholgoth has been substantially modified, with a large fraction of the colossal ground forces now slated to remain in service for the forseeable future.

With so many soldiers required for the war in the Killian Republic and in Krasnova, some are questioning why exactly the Golden Throne is prioritizing a non-essential manpower need in the far west. After all, there is no direct threat in that part of the world now, with Ralkovia at least muzzled. While neither the Fuermak nor the imperial bureaucracy have issued a statement in response, sources from within suggest that the prevailing attituded is one that does consider the needs in Potthan an immediate priority. Ongoing Castillian intervention in Barjaanistan, a slave-trading state, have alarmed imperial officials.

There are fears that what is now still a minor border clash between Potthan and Barjaanistan may escalate into something much larger. Castillian intervention is undoubtedly economic in nature, but the dynamic is not at equilibrium and officials fear that it may grow into a much larger war. Namely, there is a concern that the Potthani government itself may escalate the conflict via large-scale military operations and that the Castillian government may respond with additional forces. The risk is the collapse of the Potthani government, an outcome that is not rare in Greater Dienstadi international politics. One is reminded of the many countries that now call themselves territories of the Golden Throne. Should the current Potthani government collapse, one wonders whether the lease of land to the Golden Throne for the purpose of a military base would continue to be recognized by the usurping government. It appears that the Imperial Bureaucracy prefer to simply mitigate the risk.

'Tercios is not a typical díenstadi word, and indeed it is not díenstadi in origin. The word is Havenic and the term was adopted by the infantry forces of Targul Frumos — historically, a navy-centric city-state — during the Kríerstat Epok, consequently assimilated into the Fuermak via the Kríermada. As atypical as the word is, the use of the Kríermada's infantry is perhaps even rarer. Notably, a detachment of over 100,000 are in the Killian state of New Hemett, an archipelago off of eastern Killian coast. They are also operated early on in Holy Panooly (2026 M.Y.) and Nicaro (2027 M.Y).

This rarity is a product of their role, which was before now exclusive to that of the amphibious landing. Rarely operating on their own, they provide the Kríermada with an infantry force of their own that they can tightly control — and thus always have on hand. But, their increasing use as defensive forces shows the extent to which imperial manpower has been stretched thin after years of total war with the Scandinvan Empire, as well as by pacification duties throughout the territories and satrapies.

Now they form the core of the imperial ground presence in Potthan, although technically they will not touch Potthani soil. Apart from organic artillery and air defense forces, they will be joined by independent air-defense batteries and a small contingent of Ejermacht military police. Total manpower on base is estimated to grow to 135,000 as a result of this initial deployment. Not anticipating having to intervene in a conflict, many of these soldiers will most likely join the construction efforts to accommodate Kríergrup 'Kadaín' as soon as possible. There is a high probability that Kríerstatón Potthan will be expected to house an air force outside of the carrier-based aircraft in 'Kadaín' by the time of the fleet's arrival, most likely an aerial brigade of F/A-36s. This will likely form what will become a formidable rapid reaction force permanently stationed in the far west.

But with Ralkovia living under an Eitoani harness, it remains to be seen against what threat this force will react against.

Elections Conclude, UIP holds Majority in the Congress
Image

Image
by Shizuka Gozen, Officer for Information and Culture

It's been a long several weeks for us in the islands, as we braved the elements of this year's monsoons to see who will represent all the people in Congress. Yes even we Officers of the Duchess get to cast votes too. I casted my own ballot for my home of Aurora Island just as the others cast their own ballots for their homes and now after weeks of races, debates and counting it's finally concluded. The United Island Party managed to hold its majority in Congress with Pacifica (UIP - C) at the helm of the party. Senator Miela who ran for the same spot, conceded and congraulated the Incumbent for her success. Madam Miela seems like she will also hold her spot as Corona's other sitting senator as her opponent Koralo failed to secure enough votes to win over either of the two incumbents.

Going by state, Aurora saw the biggest surprise, with Setsuoko Fujihara running in the Communist Party, won over her opponents in the traditional mainstay parties. Senator Elect Fujihara's acceptance speech said her election is the beginning of new change in the UIS, not expecting to undo the system alone but to being the process. Time will tell how this out of nowhere candidate will be seen by the people at large but for now, Aurorans have spoken and a major shakeup has happened that is certainly having both parties scratching their heads in confusion.

Hoshino also seems to have seen a conservative shift, with the outspoken traditionalist, Kiri Whatitiri quenching the election, now putting Hoshino squarely in the NLP's hands, not seen since 2000. She will be joining Incumbent Senator, Piripi who will be continuing into his second and final term. It will be interesting to see how the two NLP candidates work, though both belonging to the same party, Piripi has been seen by most as a fairly moderate candidate in the NLP, often leaning more with Senator Pacifica than Senators Miela or the prior NLP Senators from Corona. Senator Elect Whatitiri seemed to echo the sentiments of Fujihara, saying she will be the candidate to sew the gradual seeds of change, more than radical revolution overnight. Perhaps that will make the voters sleep easy, perhaps.

Stilleståndö with one new open seat to gain, chose Anya Strum dashing hopes for the newly formed National Island Party to also pull the unexpected rabbit from the hat. Now Senator Elect Strum will join Senator Edvard Capulet, who filled the seat by Royal Appointment following the retirement from Senator Olaff in 2017.

Finally we come to Animalpolis, a wide race with several candidates vying for the seat. This one showed to be a very close race indeed between the Unaffiliated candidate,
Arisa Kamiya and Kurlino Ueda being neck in neck and in the end it seems Senator-Elect Ueda managed to squeak out a narrow victory in this race. The proclaimed "old gentle soul of the island"
Junpei Takiguchi was far less successful in his bid, not able to secure any votes from the electorate. It would seem Animalpolis looks to be the steady UIP stronghold for time to come as it's consistently sent two UIP candidates to Congress every single election since the first. In the end 10 seats are now filled, 6 to the UIP, 3 to the NLP and 1 to the Communist Party.

Marshite Khanate To Join the People's United Federation
Treaty to be ratified; Details to be Released Soon by the Federal Authorities

Jelep Säher, Khanate Province- At a large gathering in Jelep Säher today, Bosh Vazir Perrine announced to an excited crowd of over 250,000 that the Marshite Hijra Khanate has been accepted into the People's United Federation, founded by Mokastana, and that effective immediately it was prepared to enter into the Federation as a full member of good merit and standing. This follows several months of negotiations on this very topic as the Khanate sought to pull itself out of the orbit of the collapsing Khaganate around it. By aligning itself with the PUF, the Marshite Khanate has in great effect undone the independence of the former Khaganate, which was founded by Mokastana some time ago and received its independence just several decades ago. Marshites played key roles in its independence and as the Khaganate has fractured into a series of warring states Marshotes have played every role in bringing the Marshite Khanate back.

Vazir Perrine started the negotiations some time ago, reportedly not long after the Khanate ended the Hijra Accords and declared independence from Povolzhye Khaganate. This was done as to help the Marshite Khanate's economic prospects expand and hopefully provide some security and political clout in the region. While the Khanate has certainly improved itself by leaps and bounds in recent years- a miracle known as the "Great Reversal"- it remains in a fragile place. Its quickly blossoming population is still confined in spaces largely similar to what it had before, leading some districts of Grehovgorod and Khinthaa Madinat to have population densities approaching 5,000,000/sq mi. Competition for available resources is fierce and while capital is flowing easily, it must rely on large part on exports for foodstuffs and other essentials.

Under these conditions, it made sense to most when the Bosh Vazir made the announcement that negotiations were past the first several obstacles en route to an eventual full agreement. While there was some negative reaction- indeed, the Guild Political Coalition's initial statements were decidedly less than pleased- the news was met with approval from more pragmatic sorts. Even the GPC came around when Vazir Perrine allowed them to have a greater hand in crafting the economic side of the agreement. What position this leaves the other Khanates is unknown. While they are currently under various stages of control under warlordism, some of them have sections of Marshite support. This has led to calls from some more militant parties to expand into the former Khaganate for both living space and for the protection of Marshites and Marshite allies. Whether this has been resolved or has even been broached as of yet by the PUF is unknown.

The Marshite Khanate has been given 25 seats in the Senate, recognition of it being considered a major state in the Federation, as well as 8 seats in its Parliament. The HKSFD has already started talks about integrating itself into the larger Federal defence network, and a celebration is planned for December 15th to formally introduce the Khanate into the Federation.

Free Democrats, Socialists Gain in Ghastak:
75 Districts Head to Dashez Runoffs, Center Looks Strong

Final results of the November 27th midterm legislative elections have been released today, with the Socialists and Free Democrats advancing by one Ghastaker each, and the far right National Democrats continuing their erosion in the Dashez, falling to eighteen seats from their present twenty four. The Ghastak tally is as follows:

Party (Current Ghastak/Incoming Ghastak)
Communist (Co) 5/ 4
Socialist (SP) 9/ 10
Free Democrat (FDP) 14/ 15
Civic Platform (Ci) 6/ 5
National Democrat (NDP) 1/ 1

Dashez results are as follows:

Districts not requiring runoff:
• Communist 12
• Socialist 44

The above results have just been certified by the Office of the Elections Magistrate in Vladarsik, and countersigned by the Chief Justice of the Administrative Court of Referred Appeals. At the conference where the certification was announced, the Manager of the Office of the Elections Magistrate, Sam Kully indicated problems traced to faulty software from Biden & Harris were red flagged for a delay in results from the frontier territories, a view that was seconded by Referred Appeals Chief Justice Janet Shwab. Voter participation in this year’s midterm as a percentage of eligible voters by territory is presented here:

Coastal Territories
• Dobrovice 81%
• Warren 84%
• Sitary 72%

Central Corridor Territories
• West Payson 88%
• East Payson 89%
• Macomb 71%
• Chillicothe 89%

Domestic Issues Drive Ghastak Contest

The foremost bone of contention in this year’s Ghastak race has turned out to be that of the soil conservation policies of the Shrdlu administration. This has been a hotly contested issue for rural voters in the Central Corridor territories. As true for the continental grain belt, the value of barley vs. wheat cultivation is important in Eitoan, with the Shrdlu Department of Agriculture seen as largely favoring the latter, given it’s usual superior position in price per ton. Throughout the campaign the Free Democrats endured sniping from both the Socialists and Civic Platform, responding mostly that conservation efforts are directed by the territorial government. The Free Democrats had been seen as successfully downplaying the issue, but the effort was partially successful. Although rural disaffection did not result in a loss for the Free Democrats, Socialist gains in the more remote Central Corridor territories at the national level. Civic Platform, by contrast, did not benefit from it’s criticism of the administration, and was possibly damaged by defection of wheat growers to the Free Democrats. Evan Schreiber, President of the National Barley Production and Marketing Conference told The News Herald in October “We’re a little disappointed by Civic Platform candidates for Ghastak this year. I’d spoken with party leaders and was hoping for a more aggressive approach to hydrological and conservation equity, but have heard very little so far”. That sentiment was one factor in the fall of the Civic Platform share of the Ghastak vote to third place in Chillicothe and Strakonice territories in this year’s polling.

The proposed reclassification of alcoholic beverages was also an important issue nationwide this year. Since the bill in the Dashez for revision to the 2003 Beverage Classification Guidelines to reduce the percentage of alcohol by volume that defines Class A beverages from 30 proof to 10 proof presented in May has stalled there in the lower house, it has received significant attention throughout the campaign. Leading Eitoan distillers have boosted the bill, along with upscale grocers and the hospitality industry. Support for the initiative picked up steam among Civic Platform Governors General, and later by Civic Platform Ghastakers. Although the party did not make a specific endorsement of the reclassification, it had come to be associated with it and may have been a factor in it’s disappointing performance this year. It was viewed unfavorably among housewives, and blue collar voters. Given this year’s weakness of the Communists at the national level, the advantage went to the Socialists in picking up voters that had strong opinions on the issue.

Foreign policy did not track as a major issue this year. Although the Shrdlu adminstrations “walk back” of talk about Federal Ralkovian membership in the Northwest Mutual Assistance Agreement two weeks ago was liable to bring charges of bowing to Golden Throne interests, most voters shrugged off any consideration of the policy correction. The Department of Foreign Affairs went silent about such initiatives after a discussion between high ranking military and Foreign Affairs policymakers. Most in Vladarsik, and reflected in public opinion did not see a connection between recent comments from Fedala and the trenchback, but rather reassertion of the military viewpoint, especially in the Navy that cooperation with The Golden Throne is of primary importance. That strongly held attitude was reflected by The Ghastak Chair Louis Herb’s crack after the meeting “It all seems perfectly above board. Oh, and Secretary Field may want to be sure he still has both testicles.” Chairman Herb’s staff tried frantically to soften that remark for a week. Business interests are also seen as playing a role in the policy reconsideration, given the growing integration between Golden Throne and Eitoan finance.

Local issues, although not significant in the overall Ghastak polling were seen to have an impact in several urban areas. Of particular importance in the Communist loss were budgeting overruns in Dolton, and the transit construction delay and scandal in Stickney.

The Analytics Behind This Years Ghastak Round

The Classical Theory of Midterm Elections postulates that “Free Democrat administrations operate centripetally, while Socialist or Civic Platform administrations operate centrifugally” at the national level, where Ghastakers are chosen by party list under proportional representation in the at-large upper house. This year’s results bear that out: the Communists lost a seat, and the National Democrats failed to score. Two years ago, in the minor round, the National Democrats gained their only Ghastak seat, now seen as an aberration. In this year’s election, the centrist parties dominated, as expected under the consolidating influence of a Free Democrat administration. When Socialists or Civic Platform presidents are in office, the debate at the national level turns more divisive, benefiting parties at both extremes.

The last pre-election poll from the News-Herald’s Opinion Polling and Analysis Department reflects this rule across the board among all segments of the electorate. By income level, leftist parties scored best in the lower quartile, with the Communists at 15% and Socialists at 56%. The Free Democrats captured 24% of the lower income, leaving the Civic Platform and National Democrats with 4 and 1 percent respectively. Among the second and third quartiles, the Free Democrats and Civic Platform performed better than expected, the Free Democrats capturing half of the vote, Civic Platform with 1 out of 10. Socialists won 30% of the middle income, Communists won 7%, and National Democrats 3%. The top quartile returned predictable results for center and right parties, with Free Democrats at 55%, Civic Platform at 12%, and National Democrats 3%. Among top earners 25% voted Socialist and 4% Communist.

Selection by religious preference followed predictable patterns. Voters identifying as secular, representing around two thirds of the electorate gave 44% to the Socialists, 38% to the Free Democrats, 11% to the Communists, 6% to Civic Platform, leaving 1% to the National Democrats. This year’s classification included the miniscule Christian community, which accounts for under 2% of Eitoans, with all branches of Judaism for a component of about a quarter of those going to the polls. The Jewish and Christian group went heavily for the Free Democrats at 55% followed by 31% for the Socialists. Civic Platform won 9%, while the Communists got 7% and National Democrats 5%. The remainder, Camalgehy and Rozhroz, with 10% of the vote came in at 16% Communist, 42% Socialist, 38% Free Democrat, and 4% Civic Platform. No tally was detected for the National Democrats, a party with a legacy of persecution of those ancient tribal beliefs.

The ethnic breakdown of the vote also continued traditional expectations. Among the Mestizo/Gemesht, accounting for 85% of Eitoans, the contest was between the Free Democrats who edged out the Socialists 42% to 40%, with the Communists and Civic Platform at 8% each and National Democrats trailing with 2%. This demographic, the overwhelming majority of Eitoans has always been the driver in national elections. The 10% identifying as Indigine Eitoans was similar, where the Free Democrats led the Socialists 38% to 34% and Communists siphoning off 24%. Civic Platform collected the remaining 4%, and none were found supporting the National Democrats, here too suffering from a legacy of persecution and discrimination. 5% of voters identify as Ralkoviak, and among them the breakdown reflected national trends with the Free Democrats leading the Socialists 43% to 35%. Civic Platform polled 12% among Ralkoviaks, evidence of further defections among them from the National Democrats, who won 7%. 3% of Ralkoviaks voted Communist.

New Faces in the Ghastak

Mark Eder, 67 ascends to the Ghastak for the Free Democrats, coming out of retirement from his stint as CEO of AG Fadrav, the leading consumer goods conglomerate. Long a fixture in Free Democrat politics in Kelso and in the financial community, he has been an advisor to President Shrdlu since the presidential transition. A golf partner of Secretary of Industry and Trade Loren Masters, Mr. Eder is expected to work behind the scenes in shaping tax and regulatory policy, and guiding it through both chambers of the legislature.

Also joining the Free Democrat bench is David Perry, Governor General of North Chillicothe Territory. He is replacing Jon Foster, who is retiring after two terms. Governor General Perry, 41, had a brief run for President in the last election, bowing out when Mr. Shrdlu’s nomination became an fait accompli. He is expected to influence the party and the Shrdlu administration in a more liberal direction. He will be succeeded in North Chillicothe by Chairman of the Territorial Dashez Kerry Rhodes, from Civic Platform.

Bradley Harlow joins the Ghastak ranks of the Socialists. The 63 year old leaves his job as Board Chairman of Smigly Platinum Mining and Materials as the “Platinum Pinko”, playing against type to advocate for stronger union rights and higher public spending for education and social welfare. Throughout the campaign the Socialists showcased his bubbly personality, and wielded his appearances as a weapon to assure middle income voters that the party remains far from the “wild man” image warned by the right. His genial in-person campaigning In major urban areas is credited with blunting Communist gains this year.

Free Democrats Maintain Majority in Dashez, Runoffs Promising for President’s Party

At the end of polling in all 409 districts for the lower house, President Shrdlu’s Free Democrats have kept their majority with 219 seats confirmed. Their prospects in the 36 runoff contests on December 18th, all facing leftist opponents look good for them to exceed their current 234 seat majority. The Free Democrats dominated once again in all regions, including the usually turbulent south. The Socialists came through this election in relatively good shape, capturing 44 seats and a contender in 67 runoffs, mostly against parties to their right. Civic Platform retains 41 of it’s current 65 seats, but the outlook is good for them to win in much of the next round against Socialists and Communists.

Indicative of the Free Democrat strength is the result in District 250, anchored in Marengo, on Burgess River. Here Free Democrat Michael Mortensen, owner of a plating company ousted two term Civic Platform incumbent James Lisek by 52% to 34%. Socialist Radek Boxleitner, mayor of Marengo polled 11% with Communist Jennifer Secor, a criminal defense attorney having the remaining 3%. The National Democrats failed to procure a candidate in this year’s race. Mr. Mortensen was a strong supporter of President Shrdlu’s “New Nationalism”, a more muscular approach to containment of threats from Regime Ralkovia, while Mayor Boxleitner and Dasheznik Lisek were viewed widely in the district as more wobbly. The campaign made Mr. Mortensen popular among veterans and local fraternal organizations. The campaign was gentlemanly, as usual, with all opponents conceding within the hour of the announced vote total and wishing him well in Vladarsik.

As in the Ghastak, the losers in the Dashez contest were the two extremes. The Communists, currently at 28 seats won 12 seats outright and will face off opponents in 11 districts in December. The National Democrats kept 18 of their current 24 seats, and will not proceed to any runoff matches. This is indicative if the party’s decline at the national level.

In the upcoming vote for the 75 seats to be decided the richest trove of opportunities are the 34 districts offering the choice between Civic Platform and Socialists. The contests are entirely in the ten largest cities, largely in constituencies that house predominantly secular voters. Here Civic Platform is running candidates taking a muted approach to social issues such as alcoholic beverage reclassification and secondary education technical curriculum reform, and are instead emphasizing their support for tax and regulatory changes boosting economic growth and employment. Taking a reciprocal approach, the Socialists have stifled calls for traffic constriction in favor of bicycling and mass transit, and their noisy vegetarian component, and pointed out their record of support for stronger workplace safety protections. Civic Platform heads into the runoffs leading in 20 districts, and is showing strength among workers in the technology sector. A strong showing here for Civic Platform could trigger moves within the party toward a more liberal approach to social issues.

The Free Democrats are ahead of their Socialist opponents in 20 of the 30 districts where they face off in December. The districts are scattered across all regions, and evenly divided among urban, suburban, and small town/rural settings. Socialist candidates are expected to do well in barley growing areas and blue collar towns and neighborhoods, but support for the Free Democrats is seen among other population segments.

The Communists face scattered opposition where they enter the next round, all in Kelson and Berwyn, the nation’s top two cities respectively. They are seen as having the advantage in all 11. The six Kelso districts where they contend with Free Democrat opponents represent low income blue collar constituencies, where parties to the right of the Socialist have had a poor track record. The three Berwyn seats where they face Socialists are middle income, lately gentrified, with an increasingly young and college educated demographic. Observers in Berwyn view this as a test of militant Communist strength among the new residents as opposed to fealty to environmental and social issues favored by the Socialists. The remaining two districts, both in Kelso are flukes of gerrymandering, causing acrimonious campaigning between the Communists and Civic Platform among the hodgepodge of rich and dirt poor voters. The city’s two leading news sources have typically slanted their coverage in the two contests, with commentary in the left leaning Kelso Times and staunchly conservative Kelso Daily Register escalating into hourly mud slinging between the news organizations.

Implications

The results leaving the Free Democrats with an increased plurality in the Ghastak and likely to increase their Dashez majority indicate a free hand for the Shrdlu administration in pursuing domestic initiatives. In reading the tea leaves, the administration seems likely to let alcoholic beverage reclassification die a natural death in it’s infancy in the Legislature. This would be a bow to parental sentiment, which has been a large impediment to the proposal. Given the erosion of the left in the Dashez, the administration will have a free hand in sterner enforcement of laws against secondary boycotts in labor disputes. This should please business concerns that have been impacted, and will attract Civic Platform support. On the other side of the coin, the Socialist advance in the upper house will give encouragement to shifting of soil conservation funds toward barley growing districts. The president’s centrist Free Democrats strong position there make it easier for them to pick up votes as needed from either Civic Platform or the Socialists for agenda items. Education Secretary Steven Power’s proposal for secondary education technical training reform should find smooth sailing in both houses, given Free Democrat strength and it’s enthusiastic support from Civic Platform.

The economic implications of this election are twofold. The Shrdlu administration’s moves toward prudent, cautious tax reduction are likely to continue. This is a boon for small business, and bring stability and optimism to corporate budgeting. Fears of a tilt toward large companies sparking a consumer backlash, expressed in hushed tones among the Kelso financial district’s analysts should be quieted as a result of the midterms. Continuance of this approach is likely to be smiled upon by the National Reserve Bank of Eitoan. The results give a free hand to the administration’s aggressive protection of intellectual property rights, popular in the tech sector, and stabilization of electrical rates in Central Corridor territories. Both policies are seen as encouraging of mild growth, with very little collateral inflation.

Foreign Policy Impact

The results bode no change for Eitoan military policy. Eitoan will maintain superiority to any land force on the continent. This has been the bedrock of the Shrdlu administration since the end of the Ralkovian War, and has not been challenged seriously either in the legislature or public debate. The issue of naval appropriations will be subject to give and take with Ghastak Socialists, but this has been the expectation all along. The greater issue of foreign policy, that of Eitoan’s role in the bigger sphere of Greater Dienstad remains in the court of Foreign Affairs and academia and Vladarsik think tanks. Although clearly the whip hand in Federal Ralkovia, and doing the heavy lifting of restraining Regime Ralkovia, secondary concerns regarding Golden Throne requests have entered the picture, and have not risen to the surface in either house. President Shrdlu can depend on the solid backing of his Free Democrats there, and Civic Platform Ghastakers led by former Vice-President Kenneth Haan, an early proponent of closer ties with Fedala to give him support in his approach to continental defense. Lurking in the background, however, is the question whether Eitoan is prepared to go the distance in guidance of Federal Ralkovia, as opposed to greater autonomy for that occupied state. Some in Fedala have indicated reluctance to any tightening of the reins on the Federation of Ralkovian States. The question of the cost to Eitoan taxpayers of maintain a tight grip on occupied Ralkovia could provide an opening for Socialists and Communists in the Legislature may find an opening to criticize the Shrdlu administration if it decides to slow walk Federal Ralkovian autonomy.

Marshite Hijra Khanate accepted as newest nation in The People’s Unified Federation

Federal Senate accepted the MHK with 219 votes in favor

Mokastana City, People's Republic of the Islands,
People's Unified Federation

The territory east of Coltarin, once known as Istegium, has a long, complicated, past with Mokastana and the Federation as a whole. Originally occupied as part of a treaty to secure the area, Istegium was made a colony of the Federation. Eventually it voted for independence and went its own way as the Povolzhye Khaganate. The PK still maintained relations with the PUF, hosting a military base and even getting Federal military aid when dealing with local terrorists. Recently, the PK collapsed and fractured, leaving the Marshite Hijra Khanate to throw off their previously oppressive legislation, and seek to restore the unification with the PUF. Only this time, as a full member of the Federation.

Details regarding a unification treaty are still coming in, but initial read throughs do grant the young nation certain abilities to act internationally on its own, much like Aqua Anu, Wellovia, and Motokata. Most uniquely, is that the treaty grants the MHK the ability to deploy security forces into neighboring states if the ruling government is not recognized by the People's Unified Federation. This clause, in effect, grants the MHK rights to deploy its own forces into the failing Khaganate territories around it without Federal interference.

It should be noted that both Coltarin, and the Istegium Free Zone, are both recognized as legitimate governments by the Federal Government. Thereby ensuring MHK forces will not get involved in either without Federal Approval.

What this means for the future of the rest of the Khaganate territories, remains to be seen

Bureaucratic meddling has once again tarnished a prestigious school into obsoletion, especially one in the sport of tankery. Ooarai Academy located on the coast of the Western Pacifica province has been shut down by the department of education for one major reason press released information states. The main reason being that budget cuts in the education system meant that there had to be some setbacks. The main reason is supposedly understandable considering this entire year has caused financial struggle within the different departments of government. However, Ooarai is one of the more well funded schools compared to Anzio, another school up in Ishgar. The Gallagher Herald is speculating that the real reason why Ooarai is shutting down is an ongoing campaign by the current secretary of education, Peter Charles Patterson. He has publicly stated that he has a distaste for the sport of tankery and would like to see its sport shutdown in Cartoonia.

Image

The sport of tankery has been a well established sport in Cartoonia since its conception in the 1960s. While other nations have adapted this sport before us, Cartoonia embraced it as a sport to help train young civilians who wish to go into the military. It is a way for young students to learn teamwork, leadership, and the science of tankery. Various Tankery teams have been established in almost all high schools and military academies across Cartoonia, with seven major sporting teams and the Cartoon Military Academy. There was supposed to be an eighth major sporting team, with Ooarai Academy working its way up from the lower ranks winning national championships last year. Ooarai has always been on top of lists of most academic successful schools in the nation, and their tankery team has been gaining recognition. Tankery has been under fire by the Secretary of Education for being what he quotes as “toxic-misogynist sport, an antiquated show of aggression, and a symbol of war and imperialism” although many have stated the opposite. He would also say that the sport “has taken no political stance” like other sports in Cartoonia and America, where he gives examples of great athletic teams taking all kinds of political statements. The student council of the school and the tankery team have protested against the closure. Chancellor Nigel Uno has not returned the comment in regards to whether he authorized the closure. We do not know if Oorai will come back, we don’t know if other schools will follow suit, but this is going to end badly. We all know that.

Eitoani National Arrested For Murder

In the early hours of the morning this Monday shots rang out in the peaceful community of Favara in Agadesh when local businessman and veteran of the Barjaani Revolt Adam Yolatsky was murdered in his home by an Eitoani national. Yolatsky was a decorated war veteran and founder of the famous Jerusalem Bar and Grill restaurant chain found across Potthan. Yolatsky achieved the rank of 2nd Lieutenant and was awarded the Gold Eagle and the Gold Cross for his service in the military. His friends and family described him as a "Manly, god fearing man."

His murderer, who will not be named, was a citizen of Eitoan here on a tourist visa. Police have not yet found a motive but they suspect it may be gang related. His murderer was found and arrested at the Phoenix Hotel and Casino after CCTV footage found him fleeing the scene. His court was held earlier this morning and he was found guilty and sentenced to 50 years of hard labor.

Adam Yolatsky's funeral will be public and held according to military code on December 20th. Please pray for his family and friends during this trying time

Trade Deal Obtained with Ralkovia

News from our correspondents at the Palace in Agadesh inform us the Emperor has approved a lucrative deal with Ralkovia to trade our captured female belligerents from Barjaanistan for working servants for use in the mines. A deal like this is needed as many Potthani citizens prefer not to work these hard jobs and our relationship with Ralkovia can improve.

Captain Johan of the INS Dagger told The Imperial Inquirer that he's ready to ship over 2,000 women from Barjaanistan today and that his ship is the first of many.

Murder in Favara

A court in Favara, Potthan has sentenced an Eitoan citizen to 50 years of hard labor in the murder of local businessman Adam Yolatsky. Mr Yolatsy was found dead in his home Monday morning. Police in Favara suspect gang related activity. The perpetrator was found and arrested at the Phoenix Hotel and Casino after CCTV footage found him fleeing the scene.

The embassy in Agadesh has requested information about the investigation and trial. It is also reviewing the passport and supporting documents of the convicted.

Potthan/Regime Ralkovia Deal Roils December 18 Dashez Runoffs

The recent announcement from the palace in Agadesh of a trade agreement between the Empire of Potthan and the Penada Ralkovian Regime has highlighted the left-right split in the remaining Dashez contests on the issue of involvement in the Bay of Chains. The deal, trading captured female belligerents from Barjaanistan to the Penada Regime for Ralkovian slaves to be used as mine workers in Potthan has been roundly condemned by all parties. The issue is further complicated by the apparent use of Potthani naval vessels for slave transport.

The debate is drawing a bright line between the Communists and Socialists, playing on traditional Eitoan reticence to get involved in the Bay of Chains and President Shrdlu’s centrist Free Democrats and the conservative Civic Platform, taking a strong position in favor of naval expansion in support of Eitoan pressure on Regime Ralkovia. No where is this more striking than in the adjacent 309th and 311th districts, in the south’s Leonoe Territory, both covering the ranching and farming expanses close by the Aurensian border.

The 309th’s incument Dasheznik, Socialist Nancy Sklar took the lead in warning against an overly aggressive stance against the incipient slave trade. Speaking to a small gathering in a remote township, she advised “The main effort against the holdout Ralkovian regime will be waged in the contest for the hearts and minds of the average Ralkovian worker, suffering under the bootheel of their oppressive military dictatorship. It is wise to continue to buffet progressive forces in the Federation of Ralkovian States, and make sure that the improvements in the lives of their citizens, enjoying free institutions in the bright sunlight are understood by their kin across the Line of Control. A simple comparison of the ever improving prospects for the working man in free Ralkovia to the miserable, subterranean existence of the condemned under Penada can only hasten the downfall of that hated dictatorship. If the regime wants to sell it’s own people into foreign slavery in the Potthan mines, let them. If they want to try to replace proud Ralkovian womanhood with unwanted foreign captives, let them. The people will see through these designs, and this will speed the end of Penada, and with less loss of life and fortune for Eitoan and all the Alliance”.

Mrs. Sklar is in a tight race with her Free Democrat challenger, whom she outpolled 39% to 28% in the first round.

The situation is reversed in the 311th, where the current office holder, Free Democrat Samantha Kulekowsky is attempting to hold off a Socialist challenger. She spoke bluntly at a press conference, stating “Now is not the time to go wobbly. We must approve naval appropriations sufficient not only to guard the Great Inland Sea. The navy must be built to put a stop to any resumption of the slave trade in the Bay of Chains. We have a responsibility for the security of our forces in Ralkovia, and to that emerging democracy. We must use all the means available to us to reduce the capability of Regime Ralkovia. If that requires a navy that is up to the task, so be it. It is a fine thing to see the liberal “advocates of universal love and brotherhood” cringe cravenly in the face of exploitation of women, ruining the value of honest labor through importation of chattel slavery, and exploiting racial bigotry! And the good voters of the 311th will see through this."

Spás Lingus Suspends Operations
Files For Insolvency

CCA.- In shocking news today, Spás Lingus (trans; Space Fleet) announced that it is suspending it's operations and has filed for insolvency.

The company was originally founded by the Commonwealth of Morrdh in the early Sixties as a civilian operator providing space transportation services to the fledging Commonwealth Colonial Authority. From the beginning it was state owned, but was privatised in the mid-90s with the Morridane government retaining a 10% stake. It freed up the Royal Space Force from the task of ferrying supplies to colonies and outpost by acting as a de facto merchant navy with many of it's personnel being RSF reservists.

Events in recent years have been detrimental to the company, the Kessler Event inflicted a huge and lasting impact with Spás Lingus having to relocate it's hub and restructure it's operations. Many of it's employees being military reservists has proven to be a double-edged sword as large chunks of those personnel have been called-up by the RSF, leaving to staffing shortages. Lastly the coup by Viktor Cathmore has left government contracts, a key source of revenue, in a state of limbo and was ultimately the straw that broke the camel's back.

With close to half a million employees and a fleet of vessels numbering in the thousands, the collapse of Spás Lingus will be keenly felt across Commonwealth space as it leaves a black hole in the CCA's transportation network. Of course there are a number of smaller Morridane companies that could step up and fulfil some of Spás Lingus' obligations, though even combined they do not have the resources to cover everything. There is speculation that non-Morridane entities like other CCA members could make up the shortfall, though this has the possibility of leading to diminished Morridane influence in the multi-national space organisation.

Whatever the future holds, it is expected that the economic impact of Spás Lingus' collapse will be felt across Commonwealth space for years to come.

Ambassadors Ordered To Return Home

There seems to have been a new development in the diplomatic dispute, between Kolechia and nations involved in "Proyekt Liberty". It has been announced by the Ministry of Foreign Affairs and other sources, that Said Sadulayev, (Ambassador to the Golden Throne) Khassan Mayrbekov (Ambassador to Eitoan), and Ayza Kadieva (Ambassador to Arcaenia) will be returning to Kolechia. The Foreign Ministry stated that "A list of Ambassadors have been called back to our country on business." Some of the individuals also confirmed their trip via social media. It is not entirely clear if it is directly related, none of those who confirmed their return via social media announced such, only they were coming home and looked forward to the trip. The list however, includes Ambassadors to all the countries involved, and some are pointing to this being the latest sign that relations are strained, and the government irritated.

Refugee's Familiarize Themselves

Since arriving from war-torn Krasnova, refugee's are still getting used to their new surroundings. The facilities that are housing them, and workers who have been interacting with them, seem to have passed the initial chaos of so many people arriving and trying to get settled in. The initial weeks have been trying on many. People being shuffled into large rooms, not sure what to expect, gave rise to a host of different languages all being spoken together and echoing the room. The sound of children playing and crying mixed with it all. Hallway's have been filled with people of all ages going one way or another. Cafeteria's come alive with hungry arrivals who do not turn down food. Sleep forces all to stop at some point and rest. Many of these people are exhausted. The people mostly speak their own languages, but fragments of Kolechian are heard sporadically.

It seems however, many are taking their first small steps towards trying to assimilate to some degree and become citizens. How long it will take, and how easy the process will be now that is started remains unseen. Occasionally some can bee seen looking at maps of the country, perhaps dreaming of one day entering society and living in one of the places dotted on the map. The journey of these people into Kolechia continues, and so will the stories.
Yes, this nation was inspired by the video game.

Assembly Approves Conscription Bill On Fourth And Final Reading
Gerard Madrigal | 16 December 2020 3:40 PM PST

  • National Service Act Amendment 2020 now on Chancellor desk for signage into law
  • Bill to introduce mandatory 2-year military service for high school graduates at or above 18
  • Completion of mandatory service term required to avail suffrage, universal healthcare and education

Image
Lead SDP Representative Evelyn Sta. Ana expresses her dismay over the results of the reading.

ARAGON, D.C. | At 2:00PM today, the Assembly approved, in a joint Assembly reading, the National Service Act Amendment of 2020 in this week's Joint Assembly Session with 840 Yeas, 96 Nays, and 24 Abstentions, thus passing the relatively controversial bill into the hands of the Chancellor's desk for signage into law.

The National Service Act Amendment of 2020, known disparagingly as the Conscription Act 2020, requires that high school graduates at or above the age of 18 enter, upon graduation, Basic Selection and Training in their selection Armed Forces branch for one year, after which they will serve for two years as part of the active military forces. After their two-year service contract they will be given a choice of either leaving military service altogether or be relegated into the reserve force, both in order to pursue higher education or civilian careers.

Penalties for not completing one's two-year military service include one's rights to suffrage, universal education, and universal healthcare not being granted to them until they finish the remaining years of their two-year mandatory military service contract. Other, more egregious violations of the two-year service contract will warrant a court martial or even a criminal charge.

Among those who voted in support of the Amendment was SDP representative Jemimah Rokossovsky-Fariñas from the province of Nueva Vizcaya, Cagayan Federal Republic, citing Palmyrion's potential military manpower shortage in light of decreased interest to volunteer for the military as a result of the Turbulent Tens Conflict, the ongoing war in New Sandau, and the still-ongoing COVID-19 pandemic.

"Public interest in voluntary military enlistment has been low as a result of the Turbulent Tens Conflict, and we fear that, at the current rate of attrition, we cannot sustain the war in New Sandau; this, on top of the COVID-19 pandemic, would potentially cause a military manpower shortage that will hamper Palmyrion's military readiness for conflicts present and future." Rep. Rokossovsky-Fariñas (NV-8) said during the Joint House Session that decided the bill's fate in its fourth and final reading.

Objectors to the Amendment include Lead SDP Representative Evelyn Sta. Ana, condemning the Amendment as a "gross violation" of the right to liberty and self-fulfillment. "The Conscription Act is a gross violation of the right to liberty and the pursuit of self-fulfillment." Rep. Sta. Ana said. "Forcing citizens into military service under threat of denial of their rights is a violation of a person's right to personal volition and free consciousness as citizens of the Royal Palmyrian Commonwealth." she added.

The Chancellor has 15 days to sign the bill, after which it could lapse into law.

La Victoria FC Secures Title

San Miguel, Solisia Secundus- The Solisian Premier League Championship was decided today, as travelling La Victoria FC overturned first-half deficit to defeat San Miguel City, 3-2.

SMC enjoyed an impressive first-half performance, taking a surprising 1-0 lead into the intermission. Home fans hoped for more of the same in the second 45, but La Victoria FC saw to it that the second half would be a different story. La Victoria started the second half in impressive fashion and despite the home crowd's efforts were able to overturn the first-half deficit and leave as 3-2 victors.

With the victory, La Victoria FC managed to win their third Solisian Premier League Cup in the last ten years, bringing the total amount of hardware owned by the venerable club to twelve. They were heavy favorites over up-and-coming San Miguel City who squeaked into the championship off of the back of two nail-biting and controversial victories, including a 1-0 victory against Arsaka Football with a suspected handball. Still, San Miguel proved hard to overcome and outshot La Victoria 14-9, with both goals scored by elite star winger Aurgust Salamancia. La Victoria evenly distributed their goals among their Terrible Trio of Alcaide, Tourlo, and Miguélez.

The game was stop-and-go from the beginning as both teams defended aggressively and committed large numbers of fouls. Referee F Sarasa had his hands full as he did his best to keep the teams in line. La Victoria FC were the more aggressive team, finishing with 12 fouls compared to only 9 by San Miguel City. Similarly, the visitors received two yellow cards, compared to the hosts' one.

President Invites Foreigners to Political Summit

La Honor, La Victoria Canton- President Atalaya Rivas invited foreign leaders, political philosophers, and likewise agents to the 15th Solisian Political Summit before the Federation's national elections this winter, the first time in over twenty years such a summit has been called for and the first since the Federation joined the Romani-Mar'si Union. "We look forward to continuing our evolution as a more solid Federation," the President said at a luncheon for disabled Ralkovian War veterans, "something worthy of all those who have fought and sacrificed for us and our freedoms," she would go on to say. She then brushed aside concerns from more nationalist sentiments that the summit would lead to a weakening of native Solisian political philosophies. "The entire point of such a summit is to learn from others so we may adapt it for ourselves. What would they rather have- alien agendas, without our knowledge, engaging in a battle we do not know is happening?"

The summit is one of only a few such events in Solisian political history. The summit is designed primarily to ensure the continued stable political evolution of Solisia, with the best foreign philosophies and political operatives coming together in a manner that best helps the Solisian Union grow. At the same time, this summit also allows Solisia to foment positive change among its allies, and fosters closer ties between all involved. The 15th Solisian Political Summit will be held in the coastal resort city of Florianópolis, Cagalupa in the Ersianist Province, which is expected to boost the struggling city's economy significantly.

Scandal Rocks United
Isles of Independent Hitmen

Mass public demonstrations put pressure on the political, and academic elite of Stevid’s closest ally

Fri 18 Dec

A huge cache of documents, papers, invoices and personal information, all of various classification and sensitivities have been leaked to an anti-corruption whistleblowing website yesterday regarding senior figures of the United Isles of Independent Hitmen (IH). The data leak implicates dozens of leading academic intellectuals, politicians and their advisors, economists, and even senior military commanders in instances of deep rooted financial embezzlement, fraudulent abuses of position, redirection of government funds, internal powerplays, and internal public and political manipulation that is all indicative of a ‘deep state’, or a state within a state.

The news has sent shockwaves through IH society and initial analysis of the data leaks has shown that the implication of a deep state has penetrated many facets of IH society, including universities and economic think tanks. But more worryingly, evidence from the leaks shows that senior politicians, central bankers, judges, police chiefs, CEOs of major corporations centred in the Capital, Johnson City, are heavily involved in socio-political machinations to further some unseen agenda.

As yet, there is no evidence that the president, James W Anderson, is directly involved.
The ultimate goals of this ‘deep state’ are unclear, but there has been some indication of a consolidation of power within public institutions and information control within the open society of the general public. There is also no obvious network of likeminded individuals acting as leadership, but the most high-profile figures hold prominent roles within the bureaucratic public administration sector, banking, and academia.

The revelation has led to some of the largest public demonstrations ever seen in the United Isles. In the capital alone nearly a million people took the streets as part of an ad hoc and organic protest march on senate building that choked the High Valley Express that snakes directly into the centre of the city. The capital has ground to a holt as protesters exact their anger against public institutions. There are hundreds of reports of vandalism and dangerous public disobedience, with many quasi non-governmental organisation buildings being broken into. The protests were not contained just to the capital, with every major city and sprawling town seeing similar acts. Even the Holy Empire saw sporadic demonstrations, with expats and tourists from the United Isles marching on the main embassy in Capitia, and smaller consulates in other Imperial territories – the largest being at the embassy numbering nearly a thousand.

Protest flashpoints in IH were numerous, though elements have been peaceful. In particular where protestors have converged in government institutions there have been instances of more radical anti-establishment groups instigating violence and destruction of property. State police have been taken completely by surprise, especially in the capital, and with the revelations that senior police chiefs are part of this deep state they have been met with hostility by the protestors. The largest presence of police was at the senate building and residence of the president, but this also where the protests converged the most and so clashes between public and police have been numerous, fierce, and ugly.

In response, the IH government has called for calm and normalising of social order. At the same time, addressing the data leak, that there should be a full and public investigation into the evidence of internal state corruption. However, the president has yet to make a verbal statement on the revelations. The advice for people the leave the streets was not adhered to and several emerging vocal figures from the protests denounced the idea of an investigation implying that any conclusions drawn will just be manipulated by the corrupted state. These same voices have called for a form of ‘Citizen’s Assembly’ to be established, with individuals drawn based on experience and qualifications, to critically analyse the data leak and hold institutions found to be implicated to account. This idea has yet to be formally brought to the IH government, but there is evidence through online public polling that the notion has gained much support in the past twenty-four hours, together with growing support for a People’s Jury type assembly.

There does not seem to be an end in sight to the protests with shanty-town like camps springing up in major public squares and parks. There has been little in the way of counter protest or any sort of political divide forming within the larger protest. This may become more apparent as more details emerge about the leak and jarring political beliefs and alliances begin to pull at the unity of the current protest.

Further demonstrations were aimed at military establishments. Aside from the worrying exposure that the judicial system may be compromised, the implication that a dozen or so senior officers in the IH military are involved has enraged sections of protestors. Quite what these officers stand to gain personally from being involved is still unknown, but institution of the military itself has come under direct attack with protestors sitting in front of gatehouses and on training areas. Particular attention and anger has been levelled at the officer college, of which three officers who have been implicated in the leak still currently serve. Criticisms of the college includes indoctrination of junior officers that best serves these deep state actors, internal power plays between rival officers, and toxic culture leading to poor morale and lack of respect towards senior officers by elements of non-commissioned officer. Evidence of this has yet to be found within the cache of leaked information, but this has not prevented such accusations being made.

Analysis
Gerontius Cagliestra
Political Correspondent to Independent Hitmen

This is more than just a passing scandal for a government to endure. This has the potential to topple not only the government but the nation of Independent Hitmen as we know it.

The disclosure of documents that show the level of deep state corruption is almost unfathomable and is nothing short of cataclysmic for the United Isles government, and the existence of the state itself. Public confidence in the civil service of IH has gone from nothing more than nonchalant to outright revulsion. While it is individuals rather than bloc institutions that have been named as culprits, the effects on these institutions by virtue of their actions means that public bodies that represent the establishment are under fire.

How one even begins to unpick this story is unknown, the extent of the corruption is almost boundless but strangely without a form of central organisation. Implicated members of some of the lending banks in IH are seemingly in no way related to the exposure of deep rooted toxic leadership and rival power play in military leadership. However, there are links that all lead to government bodies and committees. For example, the tri-service heads of defence sit on defence briefings and committees with civil service heads, who will in turn report to their seniors how have been mentioned within the leaked information cache. Said senior members within this bureaucratic service will have similar meetings with subordinates who meet regularly with named corrupt investment bankers in the city. In that sense, the heads of the IH civil service know what is going on and will be acutely aware of the covered up corruption but apparently have little control over it.

The best description so far is that this deep state that had been revealed is a mish-mash of ‘boys clubs’ that are loosely affiliated to each other either directly or indirectly. Favours for favours and consolidation of power within these little bureaucratic empires clearly makes a mockery of what was perceived to be open government – and the people have wasted no time in demanding answers.

But some of these demands have taken a darker tone. The depth and scale of the corruption is beyond belief, to the point public confidence in the establishment has been effectively shattered. To come back from this will require massive changes, huge overhauls, to almost every facet to civilian life. Yet it is this notion that has got many more moderate critics of the state worried. A chilling term is doing the rounds in protests; chilling in the context of what has happened that history maybe repeating itself but right here in IH and on Stevid’s doorstep:

Revolution.

With it we have seen the red and black flags, splinter protests with a distinct and oft obvious anti-establishment vibe. These more radical elements have had a surge in support as they and the moderates want the same thing, albeit with a different way of achieving it. However, it is far too early to insinuate that social unrest will topple the government violently – but it would be naïve to dismiss it.

The ramifications of all of this are unknown, but the president has been omitted from any wrong doing so far. But that the revelation is on his watch will not help. But as is the case with any deep state conspiracy, an elected official such as he would find it difficult to enact change especially when corruption is so deep. It might be that he knew very well about it, but not the extent or even be in a position to make changes to end it.

Decaying Law and Order

With an assortment of police chiefs cast into limelight regarding their corruption, together with several district and federal judges, public confidence in the judiciary and law enforcement is all but gone. With the police being the overt and visual representation of this institution, frontline officers have borne the initial brunt of the protests and will undoubtedly continue to suffer as more is uncovered from the leaked files.

Courts across the country had been vandalised and the police almost powerless to prevent it due to being so over stretched. With many courts out of commission cases are now no longer being heard, but groups of protesters have begun to argue this is a good thing. Unverified videos have circulated on social media platforms of masked protesters called for the abolishment of the current court system and the implementation of a form of People’s Jury. As yet there does not seem to be an ideological slant to this idea.

Initial talk of using the Army to help with public order operations has also been decried, with some vocal elements of the protesters stating they could move to institute a coup d’état now the veil has been lifted on senior commander corruption. As of reporting this story, the government has not requested the presence of the armed forces or its reserves but overtures have been made the PMC Guild member SternGuard.

But with police now seemingly incapable of policing due to the amount of demonstrations, and the courts effectively paralyzed, there is a fear of ad hoc public courts appearing in lieu of the established courts. There have been no confirmed cases yet, however the vocal support for such courts in the light of judicial corruption means that the formation of such committees maybe inevitable. But without any overarching regulatory body or accountability, a descent into anarchy may also be possible.

Relations with the Holy Empire

Accusations of collusion with the Holy Empire of Stevid have also been made given the special relationship the two states have. In contrast to IH Stevidian rules on public gatherings for protest are very strict and police are more forceful in clamping down of vocal dissent. But protesters have stated that vested interests by likeminded individuals in the Empire may have deepened the corruption in the United Isles. There is no evidence of this, so far. But what is clear is that the Stevidian government has no intention of having an unstable partner so close to home territory.

The Stevidian government has given its full backing to President Johnson and the ruling government while roundly decrying the corruption. The statement also appealed for calm and that the rule of law must, as an absolute, be adhered to in order for justice to be brought against those who flaunted it from positions of power. The government also distanced itself, and the church, from the insinuations that it is anyway complicit in the acts of ‘Hitmen Deep State’ and asserted that any projection of Hitmen social issues onto the Stevidian national consciousness would be met with force of law. There are currently over three million citizens of IH living in Stevid with a million of them being military personnel.

The government stopped well short of offering actual support to the United Isles, but the threat against seeing the levels of anger seen in IH being projected onto the Empire is a due reminder that the Empire is unlikely to want political instability to fester in IH for very long in fear of it making its way across the sea and into Stevid Proper.

We will continue to report on this story as it develops…

Mar'si, Holy Marsh, Romani-Mar'si Union- After more than a week of debate and following just a few hours after Arch-Bishop Lainika's death (an event that by her own desire was not covered extensively), The Conclave has selected the Supreme Distributor of the Commune Shrine Sasha Luboski to be the next Arch-Bishop of the Theocracy. She will assume the position later today after taking the Oaths Privasus, in a ceremony overseen by the Cardinal-Commander.

The Commune Shrine believes that one of the important passages of the First Scripture detailing the ways a Marshite is meant to live makes reference to three core pillars. One, that the good of a single Marshite is the good of all Marshites. Two, that the sacrifice of one's own wealth and belongings for the community is only right and proper. And three, that to benefit the community is to show a detachment from shallow personal goals in service of something greater, something holy. These core tenets come together to form the basis of the structure of the Commune Shrine. For most of Marshism's history it was known in somewhat derogatory fashion as the Shrine of the Pauper, a Shrine for those who had little to justify their poverty. While it remained a viable Shrine, it existed mostly on the fringes of Marshism in the larger consciousness, resisting two attempts in the First City-State Era (2200 BCE-1600 BCE) to be removed as a Major Shrine.

It existed in this manner for some time, but it was only in more recent aeons that the Shrine rose to prominence. During the Third Period of Sorrows in the Long War (100 BCE-2008 CE, Third Sorrows: 950-1100 CE), resources across the Theocracy ran scarce. It was the Overseer Sajura who convinced Arch-Bishop Daisa to look into the regions that were under the control of the Commune Shrine to take into account their methods of good distribution. Arch-Bishop Daisa, and Arch-Bishop Jurino, indeed took much of what they learned into account. In the Count of 955 CE, Jurino started the Was'ar Goodinsa, or the War Goods Service. From the start, it was designed to take any good that could be used for the war effort into state control. As it evolved, and the Long War grew worse, the War Goods Service grew in reach.

It used the Commune Shrine as the basis for its aims and religious justification and due to the centuries of conflict that demanded more and more out of it, the Church adopted more tenets of the Commune Shrine's belief structure into its standard practice. In time the Theocracy made a change in how it operated- instead of finding and taking required resources, it assumed control of all resources and gave out only what it could. The War Goods Service would transition slowly to the modern Goods Distribution Service, the organ of the Church that is in charge of the distribution of assets to the Marshites it watches over. Lodging, food, clothes, and most other daily essentials are handled by this service- it is the rare Marshite who owns much of anything.

While it faced a number of issues early on, over the centuries the Service became ingrained into Marshite life until it was never questioned. The Goods Distribution Service itself is considered one of the most important organs of the Theocracy and, as expected, is almost always led by a high ranking member of the Commune Shrine. The job is extremely important- in many ways, the GDS is in control of the quality of life of the average Marshite and ensuring that their needs are met, while at the same time ensuring an abundance of resources for society at large.

Sasha as the Arch-Bishop is expected to emphasize the Commune Shrine's beliefs and the many ways in which it has proven itself to serve the Theocracy and Marshites regardless of Shrine affiliation. Born in 2046 ALW (1946CE) as Stanley Luboski, Sasha was the leader of the Commune Shrine's Youth Services as a child and fought in the Sixth Alabaster Mountain Reclamation Campaign (2067-2070 ALW). After being severely wounded and crippled in the Tenth Siege of Glinehave, started work as a member of the Shrine's Grand Communal Service, an entryway into the larger Goods Distribution Service. Helped resolve the Crisis of the Medical System in 2075, earning her a series of quick promotions. By 2080 several members of the leadership of the GDS came to believe she was touched by the Holy Marsh and when Compatriot Valasky died during the atomic exchanges near St. Husky in early 2081, Sasha was given the position as Supreme Distributor of the Commune Shrine. This title, the oe given to the leader of the GDS, came highly contested as Sasha was the youngest person in over six hundred years to ru the service, and only the third to have come from a lower-organization. Nonetheless, Sasha quickly took the reigns of the organization and by applying theological constructs to the underpinnings of the service and utilizing Commune Shrine philosophies to blunt even the smallest of complaints managed to bring the service to new heights of success.

Four times between 2080 and 2100, Sasha was given public commendations by Arch-Bishop Skarnada, though she maintained a work-focused ethical outlook that saw her work consecutively for eighteen years. She refused access to the Medical System of the Church to heal her crippled body that had denied her the chance to start a family, saying that her position had no need for it and to take access away for her own good would only prolong the suffering of another member of the community who could make use of it. In the runup to the final campaigns of the Long War, she was consulted by all major forces on logistical matters to help ensure that societal disruptions could be avoided should the requirements of these final attacks prove unusually taxing. This led to small changes in the overall strategies but despite not being directly involved, Sasha was given same Honorifica Gloria as other major generals and officials who had done the hard work of winning the Long War, such was the respect afforded her.

This respect would prove invaluable during the short-lived Marshite Civil War (2108 ALW-2109 ALW). She stated that while she personally agreed with the Progressives, a war between Marshites was clearly against the wishes of the Holy Marsh and that a community split apart was weak, and as such he GDS would remain neutral and focus on discharging its duties to all Marshites. For the most part, both factions allowed the GDS to operate with little outward difficulty. Of course, the scale and intensity of the conflict made it incredibly difficult to accomplish the GDS's goal, and it is a credit to Sasha's logistical genius that a large-scale famine or similar devastating social disaster was staved off.

Post-Ascension of Arch-Bishop Lainika (Praise Be The Martyr!), Sasha was allowed to retain her position despite publicly supporting the Progressives due to her superior abilities and focus on the duties of her position. At the age of 68, Sasha was preparing to retire when The Shift struck. This made her much younger among many other society-wide changes, but in a move that would only further add luster to her name, Sasha was at GDS headquarters within minutes of her own change. For the next year she ran the service without leaving the headquarters or taking more than a few hours to sleep. Only when the GDS declared the post-Shift material crisis over did she allow herself time to focus on her own material needs. Changing her name to Sasha in 2016, she earned great acclaim for her work and was able to continue running the GDS, a position she has held to this very day.

Her critics charge that under her tutelage, the GDS has become so beholden to the beliefs of the Commune Shrine that they are interchangeable. Indeed, when Sasha took over fifty-five years ago, the Commune Shrine made up around 30% of all officials in the Service. Clearly the largest representative, but nothing compared to now, where well over 80% and the entirety of the operating leadership are members. GDS Distribution Facilities- where Marshites daily pickup their Goods for Use- are well known for featuring Commune Shrine workshops, lectures, debates, discussions, and prayer meetings. Sasha has often also been known to have a very strict reading of the Shrine's scripture when it comes to any good labelled as a Community Good, a list which has grown over time.

Sasha does not find these to be criticism but rather acknowledges them as facts, and has defended them as being within the theological right of the Shrine and Theocracy. Arch-Bishops Skarnada, Saranasta, Krywenscki, and Lainika all agreed with Sasha's theological arguments, and now it seems as though the Commune Shrine's influence can only grow.

Honor to the Arch-Bishop Luboski!
Praise be to the Holy Marsh!
Death to the Vile Lard!

The Union Congratulates Their Ally

La Honor, La Victoria Canton - The administration of President Atalaya Rivas wishes to pass on their congratulations publicly to their ally, Holy Marsh, for the successful selection of a new Arch-Bishop. It is the honor of the Union as a whole that she pass on her joy of seeing the victory of Luboski of the Commune Shrine. The President herself has chosen to share with her people the words which she has put down upon paper regarding the conclusion of such an important political and religious function within the heart of the land of one of her closest allies.

It is my own joy, and the joy of many of our people, especially those who have placed their hopes in the cause of socialism, and in the greater cause of progress for all living things, that we see not only the success of a friend from abroad who has common ground with us but also the success of her land in the application and faith in the selection of leaders to take the place of those retiring from power. I personally welcome, as do many Solisians, the new Arch Bishop of Holy Marsh. Though we are a land quite different in many aspects, this does not mean that we can set them aside so that we may celebrate in the hope that the future we share with them shall be better. And for that future, we hope that we will be able to work well for it together with them.

To Arch Bishop Luboski, I wish the best. May the friendship between the Union and Holy Marsh be long-lasting.

Long live the alliance of the peoples! May we forever share the fruits of serenity, freedom, and happiness with our dear friends.
^_^

Duchess Villa Congratulates New Marshite Leader

Image
by Shizuka Gozen, Officer for Information and Culture

Elections have happened at home and in many countries around the world including AHSCA's long time friend, Holy Marsh as the Church of Marshisim has appointed a new Arch-Bishop. Per press release from Holy Marsh, The Conclave has selected the Supreme Distributor of the Commune Shrine Sasha Luboski to be the next Arch-Bishop of the Theocracy. She will assume the position later today after taking the Oaths Privasus, in a ceremony overseen by the Cardinal-Commander.. Her Majesty Duchess Villa issued an open communique to invite the newly appointed Arch-Bishop to visit the UIS or vice versa in the near future and giving her general congratulations and praise. Marshites here have also had reactions to the recent announcement, many are expressing their warm appreciation for their new Arch-Bishop. In our own religion, all Matrons of the Madokami Temples have also wished the Arch-Bishop their best and hope she will lead her followers in good faith and spritual prosperity for time to come.

Holy Marsh has long been a friend to the islands, even before the UIS was the UIS, with earliest Marshite settlements dating back to the early 19th Century. Even under the notoriously tough Tamura Regime, a Duchess who notably cracked down hard on other religions was open to the Marshite faith here. During the war, many Marshites from Holy Marsh came to support our people in fighting off the invading forces and Holy Marsh contributed greatly to the rebuilding and restoration of AHSCA in the days and months after.

At present we have not heard if AB Luboski will be coming to the UIS to meet with the Duchess but as Duchess Villa expressed this is a busy time for the newly appointed Cleric and we do imagine there will always be time for that in the future.

Duchess Villa Visits Magnolia Cathedral

Image

by: Asuka Kotobuki Senior Reporter

Christianity is a very small minority of the population of AHSCA but that doesn't mean there aren't those among us that practice it. Case in point, Aurora is home to the Magnolia Cathedral, a small Church ran by a dedicated Priest and a handful of Sisters that maintain it as one of many Holy Houses of the Christian God. The Church has stood for three decades and survived the war but not without great cost as it became a target due to the efforts of the Clerics in charge trying to do right by safe guarding those who were being persecuted and killed. But that was then and this is now as today it stands as a lonely stone building in the jungles just outside the main village of Aurora on the southern half of the island where today the small group of Island faithful gather to worship.

Ahead of Christmas, the most important holiday for Christians everywhere, Her Majesty Villa paid the cathedral a visit as apart of a good will outreach. Her Highness of course devoted to the Goddess Madokami feels the Cathedral represent an important symbol of modern AHSCA, as today the UIS recognizes a free practice of religion, safe guarded by our nation's document of establishment, our Constitution. "As my great-great Grandmother was staunchly against any other religion than our own, we have come a long way as a people to love and cherish all those around us, whatever our beliefs may be, because that is who we are as a people." Her Majesty stood at the pulpit addressing an Audience of faithful as well as the Sisters and Priest who manage it, and even a few Madokami Priestesses. The Sisters of Magnolia as they are called, were delighted to meet with Her Grace. "Her Highness is a true embrace of the kindness and warmth we all wish for anyone who resides in these islands." Said Sister Sankta, a Convert from Corona who came to reside at the Cathedral. "I only hope that all of us can continue to learn from her example. Many almost see her as a Divine Figure for their religion, I can see why, she is the embodiment of their core tenets and a fine example." (Important note for our foreign readership: It is important to know that what Sister Sankta has said is only representative of a minority of people. Her Highness is not legally or canonically considered Divine)

Sister Claire, a foreign born girl who came to live and study at the Cathedral three years ago said she was also moved by the Duchess Speech. "How lovely just before Christmas, we get a visit from this nation's Duchess. Her Grace is kind enough to let us be open for our faithful, and not in hiding."

The Church's High Priest, Father Ewan Remington was thankful to have Her Majesty come and give an Address. "We have never before had any member of these islands government come to visit us. We all have what we believe but Christmas is supposed to be that time of peace and good will towards men and her Highness coming to talk with us is the perfect representation of that."

Not all were happy with her Highness' visit though, Military Governor Straum notably addressed his Cabinet of Ministers to criticize the Duchess. "Her Highness can be all about the niceties but the truth of the matter is, Christianity will never be compatible with our ways of life here, never. The Duchess whom openly lives a life they would consider damnable and worthy of the greatest punishment their text so preaches. Christians are the Witches of the world." (Witches, in Madokamisim, Witches are not considered gods but high power beings born out of the dark cursed years born as a side-effect of Homura's lasting grief and Madoka's fading light. Witches represent the negative emotions of the world, greed, envy, destruction, wrath and sloth. To associate with the beings of darkness is a true betrayal of Madoka and can archive salvation through her direct purification.) . Her Majesty did not respond to the Governor's comments.

Among the nation's faithful, opinion is generally positive but similar some critics also seem to share the same sentiment that Christians largely would find AHSCA's lifestyle incompatible with their beliefs and practices. "A religion that deems the pure love of the heart to be only between one man and one woman is so unbelievable I just can't get behind the Duchess on this. Shall we also mention how they deem shellfish an abomination? We are a nation of fishermen for Madokami's sake!" A woman said to us.

"I think the Duchess is showing the utmost kindness and solidarity with all people of our islands." Another citizen said to us. "People will never agree on everything but we have to live together so we should get along together best we can. And fighting isn't going to help anything, Her Highness knows that."

Her Highness' Visit is great to some, controversial to others but in the end AHSCA shows to be a nation of law and order that has respect for rights and privileges of our citizens of all races, creeds, background and beliefs and hopefully a message to our critics who look down and see us only as a nation of pagans who'd be better off colonized.
-I willingly keep AHSCA relatively poor and underdeveloped, why? Everyone on NS is a developed nation already-
-CONCLUDED: 2020 AHSCA General Congressional Elections
-NS Factbooks here-

FEDALA ASSURES THAT THE EMPIRE SEEKS TO MAINTAIN
POSITIVE RELATIONS WITH KOLECHIA

FEDALA — Kolechia's decision to withdraw its ambassador from the Golden Throne raised concerns that relations between the two countries may deteriorate. As the war against the Reich rages on, there is a broad academic consensus that the empire should not alienate other Greater Dienstadi states to avoid them falling within Ordenite influence. While the Imperial Bureaucracy is adamant about proceeding with PROYEKT LIBERTY, a program that it now claims has left its hands since its wider adoption by the Greater Dienstadi community, it nevertheless remains equally determined to restore the relationship with the Republic of Kolechia.

How exactly the concerns of the Kolechi can be reconciled with the goals of PROYEKT LIBERTY remains to be seen.

"We respect the reservations advanced by the Kolechi," said one imperial spokeswoman, responding to a request for commentary from the newspaper. "We understand where they come from and why. The flow of, and access to, information can be seen as a question whose answer ultimately lies on the sovereign of a state. From that perspective, PROYECT LIBERTY is an infringement of Kolechi sovereignty, as it would be on the sovereignty of any other state. However, the truth is that we live in a global world where information, its flow, and its access transcend national borders. The world has rapidly changed over the past two or three centuries, and governments must change with them, including our perceptions on the boundaries of our sovereignty. PROYECT LIBERTY is one such realization and it impacts all of us equally, and not Kolechia disproportionately or unwarrantly. While we understand the origins of their frustrations, we implore them to join the other governments that have embraced the program so that they can take an active part in shaping the future of information. A first step would be to restore their diplomatic team to the Golden Throne, as well as to the other countries taking part in PROYEKT LIBERTY."

Professor Yoris Henúal, from the University of Sana Baglara in the province of Sidi Rezegh, has lauded the program and has urged governments to see it as something bigger than themselves. "There are states in the region, and across the world, that do not respect even the most fundamental tenets of individual rights and human liberty. PROYECT LIBERTY is a major step forward in undermining authoritarianism and absolutism in Greater Dienstad, and worldwide. While borders are a very real thing and hold great significance in delimitating where one state's authority starts and where another's ends, intangibles like information can no longer be contained within them in this digital age and where states do try to do just that it's no coincidence that they also tend to rank highly on the authoritarian scale."

While the Imperial Bureaucracy's rhetoric has remained conciliatory, some think exceedingly so. Samul Jintaro, a policy analyst at the Macabea Institute of Foreign Affairs or MIFA, argues, "The severity of the Kolechi response to the advance and popularity of PROYEKT LIBERTY suggests that the government of Kolechia is committed to the suppression of information. This is not acceptable, and not expected, from a republican, citizen-based state like Kolechia."

The rhetoric of Samul Jintaro, while tame in comparison to some more bellicose opinions, must be contrasted against the evolving view of regional geopolitics held by intellectuals in the empire. In the past half-decade, the Golden Throne has risen as a putatively federative imperial, but liberal and capitalistic, force in Greater Dienstad. With the Ordenite Reich as the empire's principal rival, it is hard not to see the growing rift as one between liberal capitalism and authoritarian command economics. It's easy to allow the debate on PROYECT LIBERTY to slip into the prism of liberty versus authoritarianism.

Some have begun to see the dilemma, including Professor Yohan Beneli, from the University of Melani in the province of Weigar. According to Beneli, "We must abstain from polarizing geopolitics because the truth is that history has proven dichotomizing theories of international relations myopic and premature. Worse still, by seeing the world from the perspective of good and evil we may turn the situation into a self-fulfilling propecy. Kolechia's concerns ought to be respected, even if we can do little to alleviate them, and we must find a way of restoring good faith with the Kolechi government. The region's geopolitics are constantly changing and evolving, as our world is multipolar at its most fundamental and we would be fools to divide our neighbors into those with us and those who aren't therefore against us."

The Imperial Bureaucracy and, more importantly, His Imperial Majesty seem to agree. Although no official statement has been released by Fedor I or by any of his kríerlord kuncil members, the imperial diplomatic corps in Fedala has publicly requested the restoration of Ambassador Said Sadulayev to Fedala. Furthermore, the idea of a visit by Kolechi President Sergey Safadi to the Golden Throne has been floated. In Kashgar, the capital city of Kolechia, Jogornos Sema Vernuli has extended a formal invitation to the Kolechi government to meet with a representative to discuss the country's concerns with PROYEKT LIBERTY and how the Golden Throne can help rectify the situation. The meeting has been proposed to take place in the imperial embassy in Kashgar and may precede a more official summit between the leadership of the two Greater Dienstadi countries.

"The Golden Throne is committed to finding a satisfactory solution to the situation," reads Jogornos Vernuli's open letter. "While the progress of PROYEKT LIBERTY cannot be restrained or reversed, I am nevertheless certain that something can be done to reconcile Kolechia to the project and to restore healthy diplomatic relations between their state and ours. I am therefore excited to invite representatives of Kolechia to the embassy here in Kashgar for preliminary discussions towards a settlement."

While Kolechia and the Golden Throne work out these newfound wrinkles in their relationship, the latter has officially commended the Arcaenian, Eitoani, and Ikherian governments for joining PROYEKT LIBERTY.

With a large portion of the orbital infrastructure in place and the remaining satellites being launched at a rapid pace, especially now that involvement in the project continues to grow, the dream of globally free broadband access to all may be realized sooner than expected. Full regional access may now be available in three or four years, with the entire program completed within six. Most of the Golden Throne, excepting some cities in New Empire and portions of Nuevo León and Indras, is now within the constellation's umbrella. Billions of peoples who beforehand had limited access to digital channels now enjoy a reliable, and respectfully fast, connection to the internet. It is perhaps one of the most visible improvements that has come to life in portions of the regions that only a few years ago were among the most impoverished and oppressed.

It is hoped that the benefits of free broadband will reach all of Krasnova once the Ordenite fist on the island has been broken for good and that PROYEKT LIBERTY begins to crack the fortress of despotism that is Ordena. These ambitious goals will be reached faster if the Imperial Bureaucracy can earn the buy-in of more countries. Kolechia has rejected the project, but perhaps there is time yet to reverse their position.

FEDOR I CONGRATULATES HOLY MARSH & SASHA LUBOSKI
AS MARSHITE COMMUNITY IN THE GOLDEN THRONE CELEBRATES

FEDALA — The Golden Throne joins other Greater Dienstadi states in congratulating Holy Marsh and Arch-Bishop Sasha Luboski for the successful election campaign. In Levante, the westernmost of the empire's three Havenic territories, the Marshite community has entered into multiple days of celebration. However, questions arise on the future of Marshite-Macabéan relations as Holy Marsh is seen to take a collectivist turn.

Marshite-Macabéan relations hit a surprising high when His Imperial Majesty Fedor I removed polygamy from the list of criminal acts under imperial law and announced his marriage to the Marshite priestess Cassandra Alzhuka. The marriage was followed by an imperial tour through the western coast of Levante, the westernmost of the three Havenic territories occupied toward the end of War of Golden Succession. Levante, especially its coast, has become a particularly attractive place of residency for Marshite expatriates, including and especially veterans of the imperial auxiliaries. The emperor's tour with Cassandra helped to bolster the relationship between His Imperial Majesty and the Marshite people under His law. As well, relations between the Marshite community and Macabéan, and increasingly Theohuanacan, veterans settled in the interior of Levante have seen some improvement by the prolonged visit. Havenic raids into the three territories no doubt have helped amplify these efforts by creating a a need for an organized defense against a common enemy. If Holy Marsh and the Golden Throne are on friendlier terms, this has not always been the case.

In recent years, The Golden Throne and Holy Marsh have found themselves on the same side of the battlefield. Although the empire remained neutral until the end of the war, Holy Marsh was involved in the Second Krasnovan War against the Ordenite Reich. The Marshites were also principal players in the invasion and defeat of the Ralkovian Reich, leading to the latter's very nearly complete defeat in Greater Dienstad. Their goals with respect to the remnants of the old Ralkovian regime, to the east of the occupation zones, are undoubtedly very similar to the empire's. Today's partial dominance of regional geopolitics by the wars with the Ordenites and the continued efforts to isolate the Ralkovian regime remnants ensures that on some level relations between the Romani-Marsh Union and the empire will continue to be more than amicable.

In the past, relations between the two states have tended to be colder or, better said, close to non-existant. The Shift is by most Macabéans considered a plague and its spread through the Romani-Marsh Union, and even to other countries in the region and outside of it, has driven concern among the common people as much as it has among politicians. Improving 'race relations' between Marshites and others within the empire may abate this source of discrimination, but its elimination will be a multi-generational phenomenon if it happens at all.

The Shift is not the only source of the wariness felt by Imperial bureaucrats. The Romani-Marsh Union's status as a rapidly growing multinational political organization has caused concerns that its growing power presents a threat to imperial interests if, and when, these do not align with those of Holy Marsh. The recent acceptance of Solisian Federation into the Union has only added to this consternation, and will likely drive imperial foreign policy decisions in the far west.

Perhaps, though, the more recent experience of cooperation and strategic alignment speaks more to the direction of the relationship's trajectory. Undoubtedly, His Imperial Majesty's personal message of congratulations to Arch-Bishop Luboski is suggestive of an intention to maintain strong, positive diplomatic relations with Holy Marsh. And although the emperor's motivations may be just as likely to be domestic than foreign, perhaps the two are simply two sides to the same coin. Indeed, Marshite expatriates in the Golden Throne have not abandoned their Marshite identities, all the opposite in fact. They will continue to form a significant bloc of public opinion that will shape imperial foreign policy. If friendly relations appeases Marshites in the Golden Throne, and this benefits political stability and imperial loyalty in Levante, Fedor I is likely to pursue that objective.

In fact, rumors abound that His Imperial Majesty will visit Holy Marsh in the coming months. The official visit, if it occurs, will likely help continue solidifying the budding friendship, as well as perhaps assuage concerns of the Romani-Marsh Union's expansion to the Solisian Union. Neither His Imperial Majesty nor a spokesperson has confirmed the rumored diplomatic trip. Regardless, the speculation rings with a tune of certainty.

One topic of discussion due to arise in such a visit would be the domestic ambitions of the Arch-Bishop. Luboski's politics, a term that is only loosely applicable to the beliefs of a Marshite shrine, has been interpreted as communistic. There are fears that she may gear Holy Marsh, and therefore the Romani-Marsh Union as a whole, toward command economics that eschew foreign trade. The volume of trade between the Romani-Marsh Union and the Golden Throne is of great significance because of the potential size of the international market between the two entities. International trade, being driven by the size of the two economies and their geographic proximity, is therefore of primary concern to the Imperial Bureaucracy, and it will not be keen to lose any of the value it has derived from networks with Marshite markets.

If economics forms a core of the discussions, one also wonders whether His Imperial Majesty will pressure Holy Marsh to join the Global Aerospace Trade Association (GATA).

Whatever tensions and concerns there are to be resolved, these have definitely not hampered festivities up and down the stunning Levante coastline. Golden beaches that run up against crystal-clear blue waters are normally the scene of "Marshite depravities," as they are still known as by most Macabéans, but the celebrations in favor of Luboski have been joined by more than just the Marshite community. The celebrations have been so joyous that even non-Marshites are attending, as hotel room prices skyrocketed in anticipation of the event — in anticipation because the celebrations were due to occur regardless of the election's results.
