The Summit Tsyion 2016 conference is a decennial convocation held in the capital city of the Evenguard of Azura, Tsyion, at the behest of the royal Sovereign and Imperator of Azura, the Phaedra. It is a formal gala and gathering first held approximately six months before the Diamond Anniversary of Phaedra's assumption to the Throne of Tsyion, and is held every tenth year thereafter for the remainder of their reign. This will be the 200th Summit Meeting in the Evenguard's history; for the current Phaedra, Calixte, it will be her first, and the very first ever held at the Royal Estate itself, Praeclarus. Past galas have been typically held at the former Royal Estate, Manerium Margaritis. Foreign guests to the Summit will be housed on the grounds of the Royal Estate at the Villa Castellum.
The Summit is typically utilized by the sitting Phaedra to publicly proclaim his or her accomplishments over the preceding decade, and is very much a time when the upper echelon of Azur society — the aristocracy of the capital city, businesspersons, military leaders, politicians, spiritual advisers, etc. — come to fellowship and, more importantly, petition Phaedra. The Summit is for most petitioners the only chance they have to publicly petition Phaedra for her assistance and/or counsel. More importantly for foreign dignitaries, the Summit is an invaluable opportunity to meet and mingle with the leadership of the Evenguard, and to discuss matters of varying diplomatic importance. Trade treatises and other accords have been hammered out at Summit gatherings in the past.
As per traditional custom, the Summit Tsyion gathering is considered Aequus Terram, or Equal Ground to all who visit the capital during this stretch. Ergo, any nation accepted of the Evenguard is free to participate by sending a delegation to the Summit, provided that all delegation members abide by the national laws and regulations governing foreign emissaries' behavior to Tsyion. The conference's location at Praeclarus will open up the amenities of the grounds to foreign guests, with Azur supervision. All participating delegations will have the privilege of a personal one-on-one audience with the Azur Phaedra, in addition to privately-arranged meetings with other Summit delegations.
