The Partido Liberal Democrático (PLD) leadership have declared their intent to send their party leader, Líder de la Oposición Rosa Tampiyawende, along with a small delegation of other party leaders, to the Minsk conference to establish cooperation towards democracy in Nchiyamengi.
Catalina Dumisende, leader of the Partido Socialista Progresista (PSP), is in hiding in an unknown location and has stated that she cannot risk attending the conference in the current political climate, but she and her party leader leadership have authorised struggle veteran and activist Isabel Kantayapi, poet and activist Yamdina Malapiyo and politics professor Pedro Ganza to attend the conference on the party's behalf. The three party members fled the country years ago at various stages, with all three finding shelter in Zaxumadi, and have all agreed to attend.
The Frente Pueblo Revolucionario Liberación (FPRL) have announced their intent to send the parties senior foreign envoy, Miguel Tapyaro, along with his team. Tapyaro and the entire team are currently based in Cuba, as part of the old alliance between the party and the Castro regime in Cuba.
The Movimiento Socialista Islámica (MSI) has announced there intent to send Imam Muhammad Amzani, Imam Ehsan Bakpanyani and Imam Saafir Kaladi, all Imam's loyal to the MSI in exile in Sudan, to represent the party at the Minsk conference.
In regard to the 100 000 dollars worth of humanitarian aid:

We, the government of the Republic of Nchiyamengi, would happy allow your generous donation of humanitarian aid enter this country. As local policy dictates, such funds would them be transferred through the Ministry of Interior, through the Ministry of Finance over to the Ministry of Religion to be distributed through the church to needy causes throughout the nation. We trust the local reverends and priests associated with the Ministry of Religion to know how best to spend the funds for the good of their local communities. The needy citizens of Nchiyamengi will be internally grateful to you for your donations.

We thank all honored delegations for their replies and wlcome them to our capital. We would like all the opposition factions to consider this manifesto, and tell us what they think of it.
1) None of the opposition factions whose delagates attend this conferrence shall use violence against one another for the duration of the current conflict, nor after it.
2) In the event that any of these factions attains power in Nchiyamengi, it shall decalre no religion as official, shall not enforce discrimination of any religious group, positive or negative, with regard to access to employment in, or access to the services of institutions, public or private.
3) In the event that any of these factions attains power in Nchiyamengi, it shall not use violence against people of any sexual orientation or identity.
4) None of these factions will ally themselves with the extremist Warriors of Islam.
5) In the event that any of these factions attains power in Nchiyamengi, it shall not mandate that foreign aid be distributed soly through the government, but will allow charitable donations to be distributed by the donating organizations, governmental or otherwise.
6) All factions will do their utmost to refrain from the destruction or seizure of civilian property, especially the property of obviously poor Nchiyamengi citizens.
7) No faction shall mortally harm civilians, regradless of their political affiliations.
9) In the event that any of these factions attains power in Nchiyamengi, it shall not enforce laws, religious or otherwise, that permit marriage of persons under the age of 14, that prohibit or restrict the rights of either spouse to divorce.
10) In the event that any of these factions attains power in Nchiyamengi it shall allow for the individual provinces of the country to decide whether or not it will recognize homosexual marriage and other LGBT+ rights
11) In the event that the Kampiya regime is forced into allowing elections, the Slavian Government shall give equitable financial support to the MSI and the

The FPRL and the MSI have said that they need more time to discuss the matter with party leadership, mostly in regards as a number of fundamentalist Christians in the FPRL and fundamentalist Muslims in the MSI have suggested electroshock therapy for homosexuals, and some extremists in both have even suggested the death penalty for homosexuals.

The FPRL and the MSI have both fully rejected this however, they have both stated they will not legalise "impure marriage" or "sodomy".
9) In the event that any of these factions attains power in Nchiyamengi it shall allow for the individual provinces of the country to decide whether or not it will recognize homosexual marriage and other LGBT+ rights.
None of the sides have agreed to this. The PLD and the PSP have both stated they will ensure gay marriage and LGBT+ rights are established nationwide. The FPRL have stated they will establish a centralised Republic, but they will consider some minimal decentralisation. They have stated that they will not support legalising "impure marriage" or "sodomy". The MSI want governance to be based on an even more localised level than on the provincial level, they have stated that they will not support legalising "impure marriage" or "sodomy" however.

Since the stiking point seems to be LGBT+ rights, we propose that the FPRL and the MSI allow any LGBT individuals to emigrate to the Democratic Proletarian State, should either or both of these factions attain power or influene to do so. We must strongly encourage both groups to soothe the passions of their more zealous members who desire the murder of LGBT+s. We will not in any way support the wholesale murder of those we view as innocent.
The Slavian government will commission research into the possible causes, and cuntermeasures to LGBT behaviours, and we invite the FPRL and the MSI observe these studies, and to agree to use any measures found to be effective instead of a disastrous ''electroshock therapy''.
We will strike 8. clause from the agreement
We will add our congratualtions to both military parties for denouncing the gratuitous violence against civilians, and voice our desire that no ethnic retributions are carried out against the Lyserian minority.
We also inrease our offer of military aid to 400 instructers and 800 000$ each per year for the FPRL and MSI .
We will also offer asylum to any Nchiyamengi citizen persecuted in their homeland.

The delegations of both parties both state that no ethnic retributions are carried out against the Lyserian minority, but the FPRL has stated that they will engage in significant wealth redistribution should they take power that will "break and end white monopoly capital that exists in Nchiyamengi as part of the legacy of colonialism". The MSI have also proposed a certain level of wealth redistribution.
Both the FPRL and the MSI both thank the Slavian government for the promise for additional support.
