The Honourable Chancellor of the University of Cologne would like to invite you to be present at the celebration and later reception for the 810th anniversary of the University of Cologne on the August 20, 2018 in the campus of the University of Cologne.

Celebrations are expected to start at 9:30 p.m. with a concert of the Cologne Symphony Orchestra in the Alexander Hall at Princeton University which will include a speech of The Honourable Chancellor and selected ex-students, including His Royal Highness The Grand Duke of Nidwalden. The celebration will end after a dinner and reception at the Nassau Hall with the presence of the Royal family and important personalities of the Lorecian Community and Astyria.

I. DEFINITIONS

Article 1

For the purpose of this act:
(1.) Psychic is a person claiming to be able to identify and obtain to him otherwise unknown information by the use of telepathy, clairvoyance or extrasensory perception,or who performs acts that are apparently inexplicable by the laws of nature.
(2.) Telepathy is the transmission of information from one person to another without using any known human sensory channels or physical interaction.
(3.) Clairvoyance is the ability to gain information about an object, person, location, or physical event through extrasensory perception.
(4.) Extrasensory perception is the reception of information not gained through the recognized physical senses, but sensed with the mind.
(5.) Mediumship is the practice of mediating communication between spirits of the dead and living human beings.
(6.) Dowsing is a method of locating ground water, buried metals or ores, gemstones, oil, gravesites, and many other objects and materials without the use of scientific apparatus.
(7.) Psychometry is a form of extrasensory perception characterized by the ability to make relevant associations from an object of unknown history by making physical contact with that object.

II. CRIMINALISATION OF PSYCHIC PRACTICES &C.

Article 2

A person who:
(1.) Fraudulently purports to act as a psychic or a medium or to exercise powers of telepathy, clairvoyance, dowsing, psychometry and other similar powers, or
(2.) In purporting to act as a psychic or a medium or exercises powers aforementioned uses any fraudulent devices
shall be guilty of an offence.

Article 3

A person, private or public organisation, company, institution or an authority who:
(1.) Advertises or supports persons involved in acts prescribed in Article 2 section (1.) and (2.), or
(2.) Organises at their premises gatherings of people whose purpose is to promote or host events of persons involved in acts prescribed in Article 2 section (1.) and (2.)
shall be guilty of an offence.

Article 4

A person performing illusions and trickery for the purpose of entertainment and as a part of stage performance shall not be guilty of an offence.

Article 5

A person, private or public organisation, company, institution or an authority who advertises or supports persons involved in activities prescribed in Article 4 or who organise at their premises gatherings of people whose purpose is to promote or host events of persons involved in acts prescribed in Article 4 shall not be guilty of an offence.

III. PENAL PROVISIONS

Article 6

(1.) A person who is convicted of an offence under Article 2 section (1.) shall be liable to a fine ranging from 1,200 Kr to 12,000 Kr or 14 days to six months in prison.
(2.) A person who is convicted of an offence under Article 2 section (2.) shall be liable to a fine ranging from 1,500 Kr to 15,000 Kr or 20 days to six months in prison and seizure of any fraudulent devices used in the commission of such an offence.

Article 7

A person who, while involved in acts prescribed in Article 2, does physical or psychological harm to another person, or damages property, shall be liable to a fine ranging from 3,000 Kr to 50,000 Kr or 30 days to nine months in prison.

Article 8

A person, private or public organisation, company, institution or an authority convinced of an offence prescribed in Article 3 shall be liable to a fine ranging from 5,000 Kr to 100,000 Kr.

IV. FINAL PROVISIONS

Article 9

(1.) This Act may be cited as Fraudulent Psychic Practices Act.
(2.) This Act shall extend to the entire Kingdom.
(3.) This Act shall enter into force the day it is published in the Royal Gazette.

WHEREAS it is deemed desirable to lessen the intolerence shewn by the law towards those persons of proscribed religions or spiritual groups and to therefore permit the practice of certain otherwise proscribed religions or spiritual groups by those persons whose presence within the realm shall be deemed by the your most Excellent Majesty in Council advantageous,

WE DO THEREFORE humbly beseech your most Excellent Majesty by and with the Advice and Consent of the Royal Council in this present Parliament assembled, and by the Authority of the same: That upon the day after which this Act receives his most Excellent Majesty's Assent, the provisions in Schedule I to this Act shall alter the text of law of the Act beginning on Page Twenty-One of the Vellum Rolls of the Thirteenth Year in the Reign of Her late Majesty Queen Catherine the Second, being entitled, “An Act to further the maintenance of the established church, public morals and spirituality”.

It is the one of the purpose of this Ministry to maintain and develop diplomatic ties and to represent Mizia interests abroad. In this regard I would like to inform you that Her Majesty's Government has launched a new initiative titled Categorisation of Diplomatic Ties. Existing as well as future diplomatic ties will be classified as 'Well Developed', 'In the Process of Development' and 'Potential for Improvement'. These categories are further explained in the dispatch.

In due course of time the Ministry shall classify the formal diplomatic relations of Astyrian nations that have already established them accordingly. Furthermore we encourage Astryian nations to formalise diplomatic ties through the Embassy Programme.

This categorization shall serve as a ready reckoner of the status of Diplomatic Ties and formalise Mizialand's position in respect of other countries. This initiative will provide overview of our diplomatic relations with the world and consequent improvement and maintenance of the same.

I doubt not that this news will occasion great joy to Muslims of both Esoteric Shia and Sunni persuasions who form a majority of the Hindia Belandan diaspora in your country, who hitherto were barred from practising their faith and thus made to feel unequal to their non-muslim compatriots. This outcome also signals the start of a new chapter in Erbo-Hindia Belandan relations and I likewise hope that the passage of the aforementioned Act will improve the relations which happily and favourably subsist between Great Nortend and Hindia Belanda.

On 18th of May, armed forces of the Greater Belkan Reich launched a surprise and unprovoked attack on the Republic of Arstotska, thus ignoring the basic principles of the international law and humanity. Such an unprecedented act of aggression, without attempts at resolving bilateral issues through diplomacy and peace has no place in the 21st century Astyria. Lorecia and Astyria as a whole saw many wars through the history, however, no war saw such a cowardly and brutal show of force against an unsuspecting country, whose citizens were peacefully and innocently spending another May night.

Coming from the basic principles of Nikolia, the principles of peace and mutual understanding, in an attempt to stop further unnecessary bloodshed and to protect peace in Astyria, We demand that:

The Greater Belkan Reich immediately seize all military operations on the Arstotskan territory and against its people and withdraw to the internationally recognised borders.
The Greater Belkan Reich allow for unobstructed and safe passage of internally displaced people and the humanitarian aid to the endangered people, as per the international law.
The Greater Belkan Reich handle with the imprisoned as humane as possible and in accordance with the international law, and seek to release them as soon as possible.
All airlines registered in Nikolia immediately seize all operations within the territories of the Greater Belkan Reich and the Republic of Astotska.
All companies and enterprises registered in Nikolia immediately seize all economic activities with companies registered in the Greater Belkan Reich.

I am extremely humbled by your kind words and will be sure to heap no small amount of well-deserved professional praise upon our friend and Vice President James Chase. It goes without saying that he has handled the burden of office with dignity, grace, and poise and we all walk away from a rather unfortunate situation the better for it.

It is with a heavy heart that I must say that it is a crime that not all world leaders possess the depth of character that Vice President Chase does and the reality of the situation is that the entire world and more than sixty million innocent people are being held hostage by a man that more than willing to waste such valuable lives in pursuit of war and calamity. It will be the biggest regret of my administration that we were not able to intervene in the situation in Lorecia, however, what was not prevented in the past, can still be influenced in the future.

I solemnly hope that in the coming months that we should be able to come to some form of agreement about the situation on the continent of Lorecia and that agreement will leave millions of people relieved and eventually safe and sound.

From our central offices at the Grand Duke Wilhelm International Airport in Cologne, Nidwalden, we confirm having lost contact with the Airbus A340 whose flight number was AI180 and was covering the route between Saint Moritz and Jakarta with 207 passengers (including 3 infants) and 14 crew members on board.

The Airbus A340 departed from the Christen von Hertling International Airport in Saint Moritz at 02:01 p.m. of the day 13 December 2019, with the arrival at its final destination, Jakarta, scheduled at 05:52 of the next day. The last known position of the aircraft happened at 19:06 between Aswickan and Maqtajeri coasts over the Atlpacinarcticadian Ocean.

From the directive team of Air Nidwalden we are overwatching the situation and working with the authorities in a Search and Rescue operation in the place to locate the aircraft and its passengers and crew members. We are committed to continuing with these operations and to release regular updates about the situation.

I am writing to you in order to inform of the current situation on the search and rescue operation initiated by The Grand Duchy of Nidwalden, yesterday (13 December 2019) after the confirmation from LORCONTROL that the Air Nidwalden flight AI180 with 221 passengers on board had lost contact with Saint Moritz.

The aircraft was covering the route Saint Moritz-Jakarta, Hindia Belanda with a scheduled layover in Varen Livet, Valkea. The route was operated under the code AI180 and in an aircraft Airbus A340-500 carrying 221 passengers and crew members from different Astyrian nationalities and ages. Among them there were 93 Hindian Belandans (including 2 crew members), 59 Nidwaldesters (including 9 crew members), 49 Valkeans (including 1 crew member), 9 Noordenstaaters, 7 Scanonians (including 2 crew members), 4 Aswickan, 4 Albish, 3 Cadenzans, 2 Kelonnans and 2 Nikolians.

The last known position from the aircraft was received by the air traffic control at 19:06 (Saint Moritz time) over the Atlpacinarcticadian Ocean, approximately 1500 kilometres west from the Maqtajeri coasts. In Nidwalden, the government is currently working to bring to Saint Moritz the direct relatives of the passengers on board. Their accommodation in the city, as well as medical care and psychological guidance, will be our first priority during the time needed.

The Nidwaldester Air Force is currently working in the area but the situation requires a strong international commitment to find with life the 221 passengers.

Cologne, Nidwalden

I am writing to you in order to inform of the current situation on the search and rescue operation initiated by The Grand Duchy of Nidwalden, yesterday (13 December 2019) after the confirmation from LORCONTROL that the Air Nidwalden flight AI180 with 221 passengers on board had lost contact with Saint Moritz.

The aircraft was covering the route Saint Moritz-Jakarta, Hindia Belanda with a scheduled layover in Varen Livet, Valkea. The route was operated under the code AI180 and in an aircraft Airbus A340-500 carrying 221 passengers and crew members from different Astyrian nationalities and ages. Among them there were 93 Hindian Belandans (including 2 crew members), 59 Nidwaldesters (including 9 crew members), 49 Valkeans (including 1 crew member), 9 Noordenstaaters, 7 Scanonians (including 2 crew members), 4 Aswickan, 4 Albish, 3 Cadenzans, 2 Kelonnans and 2 Nikolians.

The last known position from the aircraft was received by the air traffic control at 19:06 (Saint Moritz time) over the Atlpacinarcticadian Ocean, approximately 1500 kilometres west from the Maqtajeri coasts. In Nidwalden, the government is currently working to bring to Saint Moritz the direct relatives of the passengers on board. Their accommodation in the city, as well as medical care and psychological guidance, will be our first priority during the time needed.

The Nidwaldester Air Force is currently working in the area but the situation requires a strong international commitment to find with life the 221 passengers.
