The Court of the Scarab was, as usual to a native Sorhaean, insufferably hot. The Carcosians were used to heat, having grown up in it, and always seemed to use weaker climate control fields that completely failed to cool one off properly. Eun-mi Hernandez had worked in the Yellow City for thirty years, but she still disliked the baking heat that always rose off its golden bricks and stone and plaster. In Pakchul, when you stepped outside, it was usually bitingly cold, a bracing, refreshing breeze always whipping across the plains. But here, it was a warm sirocco or a sea breeze so laden with humidity she was like to choke on it, and the heat was always just high enough that whatever you were doing, you were sweating just enough to slowly send yourself into a torpor. Eun-mi had always been struck by the notion that people in Carcosa were made lazier by the heat- she'd seen it with herself, trying to avoid going to meetings in the afternoon or taking a longer lunch than she ought to. It does explain why the Supreme Executive and the Assembly of Notables are so fucking inefficient.

Regardless, now, as l'heure bleue fell across the city, lights were glittering on throughout the Court of the Scarab, illuminating her path back to her office. She was walking through one of the complex's many little garden courtyards, admiring a fountain with tiny fluorescent fish in it, when her earpiece buzzed.
"Eun-mi?"
It was her supervisor, Arnaud.
"Yessir? What is it?"
"Do you have any major schedule conflicts for the next four days or so? Anything that absolutely cannot be postponed?"
She stopped walking and pulled out her data slate. What an odd question. "I don't think so, sir, but let me check my calendar. What exactly is going on?"
"A somewhat irregular situation. The Tourelle System, it's one of the outlying systems of Sorhae's electorate. It's been settled, based on our reports."
"Settled?"
"Some humans have appeared to have set up a long-term settlement and structures for habitation on the surface of one of its worlds. They're in League space, and Sorhae has conceded that they're willing to give it its own Electorate as long as the settlers agree to work out resource rights agreements within their League compact."
"So what do you need me to do?"
"Well, I'd actually like you to head the compact team. You'll depart tomorrow morning, refuel over Pakchul, and then head to Tourelle. Obviously there'll be additional briefings, but you'll present the settlers with a standard entry compact and collect their entry fee, and explain to them that they are now a sovereign Electorate of the Golden League under the protection of the League and the World School. And I could also budget in a few extra days if you'd like to see family or friends on Sorhae afterwards."

The Bird of Paradise had once been a warship, a squadron leader designed to operate with the old Matsushita Heavy Industries Kamikaze-class tenders, but her fighting days were long past her. She still mounted a few high-energy attack lasers, but combat acceleration pods and bank after bank of computer storage for combat aeais had been removed in favor of a more comfortable, civilized interior that almost resembled a yacht. This was a diplomatic vessel, now, though she had been commandeered more than once in her long career by agents of the Supreme Executive Political Oversight Committee and by the more sinister, frightening uulchi Security Directorate.

The Bird of Paradise began transmitting a message to anyone listening on the ground, aiming her broadcasts towards what the probe that had detected and monitored the settlers from around one of the planet's moons had identified as the main settlement. As the ship did so, Eun-mi let the anesthetic wash over her, and her shuttle fired itself out of its special bay, engines flaring for a moment as it plummeted towards the planet below.

To the citizens of Tourelle-4,
Greetings and welcome from the Golden League! This is the diplomatic vessel Bird of Paradise, representing the Free City of Carcosa and the League Supreme Executive and Assembly of Notables. As a new settlement established within the envelope of space under the dominion of the Golden League (specifically, the Sorhae Electorate, which has consented to redistrict this system for your convenience), you are now eligible to form a compact with the League and join as your own Electorate, receiving seats in the Assembly of Notables and protection from the League and the World School of the uulchi. League representatives are on board the shuttle currently approaching your city, and we look forward to meeting you and beginning a prosperous relationship. Please provide us with directions as to where would be the best location to meet with representatives of your community to go over the agreement.


The spherical shuttle, meanwhile, drew a long streak of plasma across the sky, firing retro-rockets as it slowed and then deploying a parachute and short, spider-like landing legs. It set down about a kilometer and a half from the edge of the settlement that had been identified, and doors immediately swung open on the bottom, lowering a skimmer to the ground.
Eun-mi was woken by a powerful surge of stimulants, and she and a few aides quickly piled into the skimmer, which pulled out from under the shuttle and waited for the Bird of Paradise to tell them where to go.

The sun peaked up above the western horizon, sending the black sky in a quick retreat from the smooth invasion of pink, orange and yellow hues. Another dawn had arrived on this side of the temperate planet of Vulney, as the sun began its trek eastward upwards into the sky the rays of the morning sun began to creep ever closer to the in progress construction site that was the township of Irvington. Individuals started to exit the temporary housing structures to begin another effort to build up the township, the construction work had been moving steadily over the past few months with the infrastructure of the community beginning to take shape and form. Several plots of buildings have begun to sprout up, as well as rows of dirt avenues starting to criss-cross the future site of the township. Some of these new roads exited the construction zone of the township and begun to weave into the river valley itself. The sound of many mechanical engines to construction machines began to roar to life shattering the serenity the early dawn brought. Earthmovers, cranes, and trucks of diverse proportions began their loud ballet of creation helping to bring the future population and political center of the Kine River Valley to fruition.

The idea of Irvington itself was the natural political progression of several of the various homesteads and villages along the Kine River Valley banding together in many ways since arriving onto the planet of Vulney. From sharing resources and labor to gathering together every couple of weeks to hold discussions of various topics, the individual communities slowly began the march closer to inclusion and collaboration. The settlers of Vulney were an assorted bunch of folks from the Trigonda system who grew extremely unhappy with the speed at which they saw their style of life changing before their very eyes. What once was a frontier system lightly populated on the fringe of Republican space, which enjoyed a level of autonomy almost on par with the enclave holdings of the Republic in the special economic system of Liu Xiu. However, quite quickly that all began to change rapidly with a few decisions made by the federal government to help ease over population of the Axul system and over crowding of the population centers within the system. The first of these decisions was a policy shift to include a refocus of efforts to the Trigonda system, which included and influx of materials, personnel, and funds. It was during this period where infrastructure was beginning to pop up throughout the star system, and federal military units started to establish outposts and forts the future group that would settle Vulney began their preparations. The final straw for the group of settlers would come in the announcement of a new piece of legislation coming out of the Federal Senate, the Trigonda Homestead Act that would cement the idea for many of the future settlers to finalize their preparations for deeper space.

It took a decent period of time before the individuals who composed the settling group were able to combine their individual labors into a successful effort to up root themselves from an increasingly crowded situation in the Trigonda system for the more wide open ranges of the space beyond the Crumple Zone which marked the extent of Republican controlled space moving deeper into Gamma. Their efforts would culminate in the purchase of the Kellray, a large freighter just over a kilometer in length which spent the vast majority of her space faring life shutting goods and materials all across the commercial trade lanes of the Republic, but now would carry the collective hopes of an independently minded people. Paid for by the cumulative profit gained by selling the vast tracks of land peppered throughout the system they had each independently accumulated during the very early days of the frontier settling of the system. It was a bit ironic that their biggest collective buyer of the associated lands for sale just happened to be the Federal Government, but the money was good all the same. Some within the group even wondered if the Federal Government even cared that it in some way bankrolled a portion of the population’s exodus from government controlled space, but they’d never get the chance to have their suspicions found out.

The sound of construction had begun to permeate the air with the sun continuing to rise in the sky. Most of the population that comprised the Irvington Township at this point was involved in the actual construction of the town, save for a few of the provisional council of the soon to be community authority. The ‘head’ of this authority as much as he tried to not find himself in that position was touring the site of the soon to be community hospital, the open skeleton of the building was beginning to take form with each passing day. Dr. Julajir will love it when it’s finished… Walking around the site Victor waved at the individuals working to build up the hospital, smiles and courteous waves were returned. Anthony turned his head upward to the rapidly turning orange sky; the scene of the morning sky would be something he was sure he’d never grow tired of. Returning his attention to the skeleton of the hospital, he noticed the foreman of the construction effort emerge from the interior of the growing building.

“Raymond! How’s the morning treating you?”

“Not bad Ant, not bad at all. We should do some good progress today on the hospital, and I’ve gotten good reports from other sites as well. The only section we are having trouble in is the sewer system installation.” The burley foreman stamped his foot on the bare earth underneath him. “The ground is a bit harder than we thought two meters down.”

“Well Raymond, considering all the hurdles that still lay in front of us…some tough dirt will be the least of our problems.”

“True Anthony, here come with me I’ll show you the plan blueprints.”

The smaller villages and homesteads that comprised the greater Irvington area within the boundary of the river valley had begun their own morning routines with the rising sun.

His alarm woke him from his slumber, rolling over he slapped the clock quiet ending the stark shrill racket. From the window across his room, he could spy thin rays of orange starting to peek through the curtains. Rubbing his eyes, a huge yawn escaped his mouth as he swung his legs over the edge of the bed and rose up heading for the closet. As he was picking out his clothes for the day, he could hear the rustling downstairs; no doubt it was his father already starting breakfast. For a moment things became quiet and he could clearly hear his father yell from the kitchen, “Hurry up Nate! We got a lot ahead of us today!” Nate rolled his eyes at the comment, The fields aren’t goin anywhere pop…

It took a few moments but Nate eventually meandered his way downstairs to the kitchen table, at his place sat a plate full of steaming strips of bacon, a small pile of scrambled eggs and two slices of lightly torched bread. His father sat across from him and was already stuffing his mouth full of egg.

“Goodmornin’ pop. Where are we going to start with today?”

Swallowing to answer his son, he grunted. “We gotta make sure the pesticides are working for the wheat and corn fields. The hay field is ready for harvest and we have to take the hay up to Scott’s ranch. He’s gonna give us two cows, a bull and three pigs for that hay. I’m thinkin’ bout working something long term with him, he’s got good animals up at that ranch.”

Nate nodded while he continued to eat his breakfast. His father took his half filled plate and wrapped it with plastic and placed it in the fridge. “I’m gonna go warm up the truck Nate. I expect to see you outside in a few minutes.”

The outward information sensor relay compound was set up on the top of one of the mountains of the river valley, its main component a large sensor array that was ripped from the Kellray during the great dismantling of the vessel. It was for the moment the only link the groups of settlers had available for any off-planet transmissions and information gathering. The compound which held the array, wasn’t very large just a handful of buildings which contained the power supply for the array, the banks of computer systems for interpreting received signals and formatting signals to be sent, and the living quarters for the individuals who kept the array in order and operated it. About twelve people called the compound home, up high on the mountainside it afforded beautiful views of the river valley below as well as a great line of sight for the array to operate properly.

With the coming dawn it was time for a shift change in the main information room, the two individuals who kept watch over the relay at night were preparing to change watch with the two who would be coming down those stairs at any moment. The sound of the single entry door opening sent smiles to the faces of the two gentlemen who had been in that room all night. Finally they were being released after twelve hours on watch, each man was ready for a great meal and a full time of rest. Their relief, a woman and man duo were all smiles coming in and Fred one of the men leaving was sure that those smiles would begin to fade after the sixth hour of no activity.

“You two have a beautiful day, me and Jason are out of here.”

“You got it Fred, anything interesting go on during the night?”

“Not a peep Annie, we still aren’t expecting a supply vessel till later this week. I believe it’s on Saturday and hell it’s only Wednesday morning.”

“Right, well Fred you get some good food and a nice sleep.”

As Annie and Mack began to settle into their morning routine in the information room, an alert flashed bright and red on the main screen of the room.

CONTACT, MESSAGE RECEIVED

Annie looked over at Mack with a perplexed look upon her face, “I thought Fred said Saturday was the day…? Mack, open the message let’s see what it is.”

Both Annie and Mack looked over the message several times, no words were exchanged between the two. Eventually Mack began a low slow whistle, and Annie ran her fingers through her hair. After his whistle subsided Mack broke the silence, which held sway over the room. “I’ll give Anthony a ring, he is going to want to hear about this.”

Back at the construction site of the hospital, Anthony was climbing back into the driver seat of his truck. He was pleased with the reports coming from the township, his next order of business was heading down to the new mineral mine that Archie was currently boring out of Lackluster Ridge, up north from the soon to be township. As he started his truck, he could feel his handset vibrate looking down at the face of the phone he recognized the number as coming from the array compound.

“Hey guys, what’s going on?”

“Anthony, are you sitting down?”

“Yes…?”

“We’ve received a message…it’s peaceful.”

“….what?”

Mack relayed the content of the message in its entirety over the connection, Anthony could feel his mind begin racing. He knew that being so far out of Republican space, they really were on their own and for better or for worse the decisions were now his to make. He must have gotten lost in his thoughts for a moment as out from the receiver he could hear,

“Anthony?! Hello…Anthony!”

“Mack, yes. Sorry, I was thinking. Okay. Send a response, keep it brief, keep it cordial, have them land just to the south of the township borders. I’m going to get a greeting party together.”

“You got it Anthony.”

And with that Anthony killed the connection and dialed another number in rapid succession.

“Hello?”

“Tim, it’s Anthony. We have a huge development unfolding as we speak. How long will it take for you, Frank, and Shelly to be ready and meet me on the south side of the township?”

“Be ready…?”

“We’ve received a message from off-planet.”

“Give us twenty minutes.”

“Okay, I’m already on my way.”

Two pickup trucks were parked at odd angles to one another, with their five passengers milling about waiting the arrival of the mysterious craft. A discussion of how to proceed with the events unfolding right before their eyes was interrupted by a bright streak of light bursting out of the light cloud cover; the small craft had several retro rockets currently engaged, trying to slow its rate of descent. A parachute popped out of the top of the craft as it grew closer to the ground, it listed to the left a bit as it continued on its path to the ground.

“Hey… that craft’s angle of descent is going to have it not land here…”

“Yeah I can see that Frank, hold on.” Anthony picked up his handset and quickly dialed the array compound.

“Hey Mack, can you send another transmission to the ship in orbit? It’s fine where-ever they choose to land, but they will have to meet us here at these coordinates. We aren’t going to go and meet them. Thank you.”

“You damn right we ain’t going to them, Anthony. What’s the plan now?”

“The plan doesn’t change Frank, but just be ready for anything now. I don’t know what happened with the first transmission we sent. But just be ready.”

The Bird of Paradise's first officer's voice sounded slightly computerized, as if the signal were being broken up- old transmitters, Eun-mi thought to herself, opening the briefcase full of papers she had with her.
"My apologies, we set you down a bit off of where they wanted us to land. We just got a message, we're sending your skimmer to where they want to meet you. Should give you a few extra moments to go through the paperwork or whatever."
She waved a hand, instructing the AIs hanging invisibly around her like djinns to give an affirmative to First Officer Xi. Not the best moment to get dragged into small talk or whatever. In front of her was a pile of paperwork- quite a lot of it. Irritatingly, the League Supreme Executive still had a fondness for having hard copies of files, despite the fact she had all of them loaded onto her data slate as well. She'd separated it into two sections- the smaller section of things she'd have to go over with the locals, and the much larger pile of forms she would have to fill out for submission upon her return to Carcosa.

The skimmer, a long, sleek silver craft with two jets bulging smoothly out of either side near its stern, began pulling out from under the soot-stained sphere of the landing craft, climbing until its occupants could see for some ways over the treetops, towards the farms and the pleasant town that was taking shape here. Though within its soundproof cabin its passage seemed silent, from the outside, its jets growled like a pack of underfed and irritated tigers, and its repulsors produced their idiosyncratic deep buzzing noise, kicking up some dust from the ground below. Its bus-sized bulk moved more gracefully through the air than one might expect for a craft of its size with very little in the way of obvious propulsion systems besides the two small jets.

Eun-mi, looking away from the bucolic view out of the window, paused from leafing through her papers and looked at the Sorhae Electorate's representative, Batu Kitjakarn, who was sitting across from her. The Bird of Paradise, upon her departure from Carcosa, had made a single, brief stop in Pakchul to take on Batu and a few of his aides, all but one of whom had remained aboard the ship. They'd all spent the voyage either in their cabins or in acceleration pods, passing the time, and had scarcely interacted, in truth. Now, though, seconds before they met their counterparts, it was time to get down to business. "It's a pleasant enough place, but if this is all they've got, why are you all creating a new Electorate for them? It's hardly all that."
Batu shrugged. "To spite Lingzhou. We could only bicker with the Lingi for so long over peripheral envelope systems like this. Better to just create a new Electorate and wash our hands of it."
"Mmmm. That's more or less what I'd gathered. And you're pushing for mining rights on the uninhabited bodies of the system still?"
"Fair's fair," Batu said coolly.
"Are there any concessions Sorhae is willing to make? The Executive assumed that they'd want to negotiate some specific clauses into their compact."
"I was told we'd give them natural satellites and Trojans, with a clause for negotiations about bringing in usarae and the like. Nothing binding about that, though."
"Mmmm. Ali," she said to one of the aides, "hand me Clause 8, Section 4 of the basic compact, would you?"
The young man passed her a file from the open briefcase, and she slid it in with the rest. Good thing I checked to make sure that was in with the rest. Jumping from Section 3 to Section 5 would've been embarrassing.
"How many compact teams have you been on?", Batu inquired politely. Eun-mi shrugged.
"Half a dozen or so, but I've only headed one once before, and this is obviously the first time I'm leading the creation of a new Electorate."
"Interesting." He turned to the political officer with them, a Taihani named Beihai Durand. "What about you, Captain Durand?"
"This will be my fourteenth, and my second new Electorate," he said, not looking up from his data slate. Batu, his attempt at small talk defeated, sat back, looking down at his own data slate, and they rustled papers and tapped screens in silence for a moment before the voice of the first officer returned.
"You're about to land. I don't detect any structures in the meeting area, which is odd."
Beihai looked up, his interest clearly piqued. "That seems like a security concern. Do you have imagery of any potential threats around us?"
"No. Everything is fine. Two vehicles, five people, no threats." The skimmer began descending gently, nose slightly upturned, the sunlight glittering off its silvery, mirror-polished sides, and as it came near ground level it automatically extended a trio of narrow landing legs from its belly and a staircase from what had previously been a perfectly smooth portion of the craft's skin.
Eun-mi undid her seatbelt and rose, leading the way for Beihai, Batu, the two aides, and the two bodyguards, carrying her briefcase full of files in one hand and her data slate in the other. Like the others, she was wearing a plain, dark gray suit, and as they exited the skimmer, she squinted a little at the brightness. Beihai was the only exception, wearing a black Political Bureau uniform and a little badge displaying his rank by way of some colored barcode she couldn't decipher. A small, hovering golden orb followed them, floating around head height a few paces behind Eun-mi, ready to host a variety of translation AIs if the need arose.

As the first officer had said, there were two automobiles parked a little ways away, on a dirt road that ran through the field where the skimmer had awkwardly set down. Batu and Beihai both glanced around skeptically, but Eun-mi only gave a slight sniff of disapproval and proceeded down the stairs into the knee-high grass. If I'd known we were going hiking, I would've worn boots, she thought to herself as they marched uncomfortably in their suits through the field. Her heels weren't particularly high, but the ground was just soft enough she sank in a little bit anyways, and the dirt would surely get on the men's shoes as well.
As they bumbled up the small embankment from the field onto the dirt road, she surveyed the people standing around the two trucks. Again, as the first officer had said, there were five of them, and none appeared to be armed.

As the seven of them surmounted the embankment and approached the locals, the bodyguards moved out a little to flank Eun-mi, Batu, and Beihai, while Ali and Batu's aide deferred to their superiors and remained a few paces back. Eun-mi bowed slightly, ignoring how ridiculous she felt in her slightly muddy heels. It seems we came a bit overdressed for such a... rustic... environment. Jeans and hiking boots appear to be in vogue.
"Greetings, honorable representatives," she said in Common, the language's noises feeling strange and oversized in her mouth. "I am Eun-mi Hernandez, the acting chief negotiator for the Golden League and representative of the Supreme Executive and its revenue administration. This," she inclined her head to her right, "is Batu Kitjakarn, my deputy, and also the representative of the Sorhae Electorate. And this," she continued, "is Captain Beihai Durand, an officer of the Supreme Executive Political Oversight Committee."
The golden orb over her shoulder bobbed like a nervous hummingbird, tiny cameras analyzing the faces of the local representatives to see if they were understanding.
"We are here to discuss the terms of your entry into the Golden League, the specifics of the creation of your own particular Electorate, and the payment of your entrance dues, however much they may amount to. Is there a location that may perhaps be more suitable for discussing such matters?"
She held up her data slate and briefcase, smiling uncomfortably. "There are a number of important items to go over and discuss, and I'm sure you'll want to be able to look over all the relevant documents quite thoroughly."

Anthony was lying on the hood of one of the trucks, his eyes gazing at the now blue sky above him. He was following on of the wisps of white clouds at it lazily moved westward. He knew it would be a little bit of time before the foreign delegation would make it to their area, and he planned to enjoy every moment of peace that he could. Anthony was sure that things would get very hectic amongst the town area when their visitors made their way over. He heard the rustling of shoes on dirt closing in to his position, turning his head to the right he saw Frank make his way over to the hood of the truck.

“Anthony…”

“Frank…can’t you see I’m trying to have a moment to myself here?”

“I see that Ant…but do you really think this is the time to cloud watch?”

“Can you think of a better time? But okay…what’s up?”

“Well we were just discussing amongst ourselves about how this is going to play out…what we should expect from this encounter.”

“Frank…Frank…Frank…there’s no need to concern yourselves with that at this point. I mean really, this is about as out of the blue as anything can get. We don’t know why they’ve come, what they want, or who they even are. Its best we just take this as it comes for now. Until they make their intentions known, it is better we don’t tip our hand one way or another.”

Frank threw his hands up in a sign of a soft surrender, “I was just saying it might be beneficial if we-“

The low rumble of closing roars cut off Frank midsentence, the sound grew in intensity with every passing moment causing Anthony to sit up off of the hood of the pickup and stare in the direction the noise was coming from. The other three individuals walked over and milled about with Frank and Anthony, nervously looking at one another as the noise continued to grow louder. Standing up off of the hood now, Anthony was able to take a few steps towards the sound. Turning around to speak to Frank, Anthony noticed Frank’s hand hover over his holster.

“Don’t even think about it yet Frank, keep that weapon holstered.”

“But-“

Frank never had a chance to finish his sentence as a long, sleek, and silver craft protruded out from above the canopy; the roaring growl became almost thunderous as the craft hung in the air overhead. The roar began to morph into a high pitched whine as the aircraft started to descend to the soil, the extended landing legs sank a bit in the soft earth as the craft made contact with the ground. As the alien craft settled in the field a few dozen meters away everyone could finally get a good look at its unnaturally smooth exterior; the silver coloring reflected the light from the sun brightly. There was no doubt within anyone’s mind that the craft was surely exotic, its shape and style were like nothing the group of people have ever seen before. A hiss soon emanated from the craft as one of the smooth panels on the side of the vessel detached itself and lowered into a disembarking ramp. With a soft thud, the ramp impacted into the soft dirt.

A white mist bellowed out of the opening into the vessel, Anthony could see shadows moving about in the mist making their way down the ramp. As the vapor dissipated at the end of the ramp, the figures became much more clear and apparent. Stepping out of the mist, the first individual to be seen was a fairly attractive human woman. Dressed in a professional grey suit, a look of disappointment washed over her face as she looked down as her heel sunk in the wet ground. In a flash both Frank and Anthony looked directly at one another with similar expressions of both shock and awe befalling their faces. They were certain, positive even that anything exiting that exotic looking craft was going to be extremely far from human. An even greater revelation washed over the two men as six other human beings exited the craft behind the woman.

“…you see that Frank?”

“Yeah Anthony…I wouldn’t have guessed.”

Shelly and the other two men had made their way over to Frank and Anthony, and murmurs of astonishment could be heard amongst them. The five individuals began to talk among themselves concerning the reveal of actual human passengers. It truly was a surprise. Their conversation engaged them to the point where they were oblivious to the approaching figures.

“Greetings, honorable representatives...”

The words shot out over the group ending their conversation in an abrupt manner. Anthony slowly turned around to face the origin point of the word, and came to see the woman from the craft standing now mere feet from him. Her attractiveness grew now that he could see her clearly, above her shoulder floated a golden orb which buzzed with an unnatural electric noise. No doubt a look of curiosity fell upon his face as he gazed at the orb, snapping his attention back to the woman. Anthony forced a nervous smile as he tried to fit into the oversized shoes of a politician. Waiting for a break in her introduction, Anthony found his moment to interject,

“…an officer of the Supreme Executive Political Oversight Committee.”

“Miss Hernandez, it is wonderful to have you and your entourage down here on our planet, Vulney. May I ask what we owe the pleasure for having you down here?”

"We are here to discuss the terms of your entry into the Golden League, the specifics of the creation of your own particular Electorate, and the payment of your entrance dues, however much they may amount to. Is there a location that may perhaps be more suitable for discussing such matters?"

A concerned look fell upon Anthony’s face as he eyed the unknown woman, “Miss I don’t quite know what you’re alluding too. But there is a more pleasant site we can egress too for further conversation.”

The woman smiled fully ear to ear as she held up her briefcase, "There are a number of important items to go over and discuss, and I'm sure you'll want to be able to look over all the relevant documents quite thoroughly."

After giving the carrycase, which was stuffed to the gills with a multitude of various papers some even poking out of the edges, a decent look over. Anthony turned to Frank and raised his eyebrow, trying to communicate a “well here we go” expression.

“If you’d like Miss Hernandez, you and your delegation can ride with us to the manor. In fact, I’d recommend it. The look of your craft may arouse too much excitement among the people in the area. Our vehicles will be more of a discretionary mode of transportation. Please, there is enough room for you all.”

Leading the diplomatic group over to the trucks, Sally and Hank both got into the drivers seats, while the foreign diplomats piled on inside the vehicles. Frank and Anthony jumped into the bed of one of the trucks, along with Mike the last of their welcoming party. It wouldn’t be too long of a drive to the Vulney Manor, and it would be filled with some decent scenery of the River Valley as they made their way south towards one of the mountain ranges. The manor was nestled in the foothills of the Carraden mountain range which lined the southern portion of the river valley.

Frank turned in to look at Anthony in the back of the truck as the wind whipped by them as they sped down the wooden pathway.

“What the hell is a ‘Golden League’?”

“Fuck if I know Frank. I think our best move at the moment is to play nice and dumb until we know what it is they are referring to.”

“Not too dumb I hope…”

“Not at all Frank, not at all.”

Anthony pulled out his phone and dialed a sequence of numbers, “Hey this is Anthony is everything being prepared at the Manor? We are on route….Okay good. We should be there in about twenty minutes give or take.”

The two trucks came to a halt in a roundabout in front of a two story wooden structure, a stone pathway led from the roundabout up to the manor’s steps. Smoke could be seen bellowing from two chimneys at the top of the building. Anthony was the first to leap out of the bed of the truck; he made his way over to the door of one of the trucks and opened it. Helping Eun-Mi Hernandez out of the truck, he stood in front of her and held his arms out wide.

“Welcome to Vulney manor! Come, please come inside. Refreshments are awaiting us and we can get down to business after we eat. I’m sure your trip has made you hungry.”

Arouse too much excitement? I mean it's a nice skimmer, but good lord. Eun-mi glanced at Beihai, who shrugged noncommittally and nodded at her. He waved a hand discreetly near his waist, communicating a default message to the AIs that were hanging around them. A moment later, her contact lenses seared brilliant red text into her retina, the letters seemingly popping out of the surroundings and obliterating the grass and faces and radiator grilles they passed through.
Not a security risk.
The text exploded in a blaze of rainbow pixels, which seemed to fly in every direction and be absorbed by their surroundings.
Batu entirely failed to conceal his look of distaste as he surveyed the natives' trucks, but Eun-mi smiled as graciously as she could at the apparent leader of their hosts and nodded in assent, allowing herself to be led into one of the trucks with her golden orb darting anxiously over her shoulder. The others piled in as well- Beihai rode with Eun-mi, along with one of their bodyguards, while Batu, the aides, and the second guard hopped in the other. She turned around in surprise as the three men who weren't driving simply hopped in the backs of the trucks. What are we, a Red Turban motorized cadrette? The lone woman of the group, whose name Eun-mi did not know, climbed into the drivers' seat, and soon they were bouncing and rattling, slowly and uncomfortably, down the road.

It was an awkward and silent ride, as the League diplomats took in the splendid natural scenery and rustic environment. The river valley's broad, fertile green plains spread out before them, the leaves of a thousand trees shimmering and waving in a gentle breeze, and the Kine's broad loops threw off flares of reflected sunlight that could rival any of the neon signs and lasers that the great metropolises of the League burned their nights away with. Here and there, too, Eun-mi could see evidence of the growing colony- buildings rising out of the trees, roads cutting across the sweeping vistas, and well-ordered fields being carefully laid out. Above it all loomed spectacular snow-capped mountains that reminded her of home, their white pinnacles frowning down with the same forbidding, secretive expressions she remembered from Sorhae's massive summits.

Next to her, Beihai waved a hand again, this time twisting his fingers as if he were playing a violin. The mudra immediately sent red letters crawling, spiderlike, over Eun-mi's vision. The golden orb, now resting on Beihai's shoulder with the aid of a tiny metal tentacle coiled around his ear, chirped a loud high C alert, and Eun-mi's vision flicked towards it for a moment.
Batu, can you really make a case that this place deserves its own Electorate? I mean, given the level of development- not only might they not meet minimal basic criteria, this place could be an issue for the political department.
In the other car, which was equally devoid of conversation between the League diplomats and their hosts, Batu started slightly as the red text crawled across his vision. He quickly shaped his own response, with a rapid gesture as if he were twisting the spine of a rat.
Yes. And since this is redistricting an existing Electorate rather than expansion into new space, we have more leeway. Pakchul is confident that Lingzhou will see this is the best way forward, so we may even have a major co-sponsor in the Assembly. Not that it matters.
Dissolving rainbow pixels bounced like a deluge of hailstorms in Eun-mi's vision, and she clenched her fists and waved a hand discreetly.
Beihai, I appreciate that you have political concerns, but those can be handled at another time. And I don't think anything here would be particularly taxing for the political department to manage. She paused, then shaped another quick mudra. By the way, you're sure this is safe?
Beihai wiggled his fingers delicately for a moment, tapping his left index finger against his knee. Yes. The ship is tracking our position, if we're in trouble and the guards can't help, we'll have more than enough backup to at least get out.
They settled once again into silence, staring out the window at the views that occasionally opened up between swathes of forest or across wide fields of crops as the trucks grumbled down the road. They were climbing into the hills, looking down onto the valley from above now, and Eun-mi blinked suddenly when she realized they'd come to a stop. She had been about to open the door when Anthony appeared, opening it for her and awkwardly trying to help her get out. I can handle myself in heels, thanks, she thought to herself, but only offered a faint smile in response. Batu, Beihai, and the others piled out, forming a loose phalanx behind Eun-mi.
"Welcome to Vulney manor! Come, please come inside. Refreshments are awaiting us and we can get down to business after we eat. I'm sure your trip has made you hungry."
The League officials stared blankly at him, unimpressed with the plain little structure before them. Beihai's hand tapped idly against his thigh. Why would we be hungry?
Eun-mi noticed Batu's hands were in his pockets, and a moment later blue text replaced red. Probably just tryna be polite. Is this a factory? Why does it have smokestacks?
She clenched a fist by her side. Stop.
Eun-mi smiled and nodded at Anthony, her teeth gleaming harshly in the sun and conveying no warmth. "We were able to eat before deorbiting, but it would be a pleasure to have a bit to eat nonetheless. Perhaps we can get an early start on some of the initial clauses? It might be good to get some pre-emptive explanation and discussion out of the way, so we can expedite the rest of the process." I am in no mood for pleasantries and delays, since we appear to literally be in rural Pallasia or some shit.

I seem to have made a miscalculation here about their wants and needs…nothing major it’s not like any of the food will really go to waste, I’m sure the mine workers would appreciate a feast… Trying to project a calm smile to his guests seemingly brushing their comments about already eating to the side, Anthony gestured once again towards the large brown and grey manor. “We can skip the pleasantries just fine no skin off our back at all, the food and beverages will always be available should you feel the need to eat or drink while we discuss the matters that have brought you all here.”

The group made their way up the brown-red brick walkway of the manor, passing through the well-manicured grounds, the native fauna of Vulney was well represented on the manor estate. Hues of color ranging from bright red all the way down to deep purple stood out in between the green low cut grass. Edging the walkway up to the front doors of the manor, short hedges stood about knee high of an evergreen shrub, meticulously trimmed even. Anthony always felt he had a special eye for landscaping and he considered the manor to be his masterpiece. When he was not overseeing the construction of Irvington or preforming any of the other multitudes of tasks the people of Vulney brought his way, his main habit of relaxation that he’d engage himself in was gardening where the stresses of the day would melt away as he worked his hands in the warm soil of the planet. It was easily a hark back to his family’s long history as farmers working the earth of any planet they found themselves on, and he continued that history up to this day on Vulney.

Traversing the marble steps that swirled with grey and white coloring up to the large wooden front doors door. Anthony took a moment to look out to the left and the right, taking in his handiwork that he created at the manor. Smiling with pride, Anthony put his hands on the golden doorknobs of the rich mahogany red doors and turned to the assembled group coming up the steps as he pulled the doors wide open. The front doors to the manor opened up to reveal an inner parlor with deep purple walls accented with yellow drapes on the windows, various furniture pieces littered the parlor to sit on, intricate carvings of the first days on Vulney crawled up the legs and sides of the furniture, showing well to anyone who’d take the moment to look as the finish on the furniture shined brightly under the inside lights. The intricate carvings in the furniture meshed well with the detailed work on the walls and ceiling of the parlor, and the rest of the manor’s walls and vaulted ceilings.

The complex construction of the manor indicated the great importance the people of Vulney placed on this diplomatic location, the manor in time would hopefully evolve to be the place where all diplomatic efforts of the settlement would occur with visitors from all over the sector. Moving the group of delegates through the parlor Anthony led the group down one of the various hallways that all branched off from the parlor and lead to different rooms of the manor. After a few moments of traversing the purple colored hallways, the group ended up coming to another set of large mahogany double doors, opening them up for his guests they swung open with ease to reveal a very large banquet style room. A single long large dark oak table was centered in the room surrounded by a multitude of chairs. The windows had their yellow drapes drawn open, so that the warm Vulney sun filled the room with a beautiful light. Making his way around to the head of the table, Anthony held out his arms and addressed the rest of the group, “Please, find a comfortable seat at the table. We can begin our discussions as soon as everyone is seated.”

The League delegation, having unconsciously formed a single-file line to follow Anthony, showed little interest in the gardens as they passed through, giving noncommittal glances that suggested they were neither disappointed nor impressed with the hedges and small menagerie laid out around them. The floating golden orb, however, seemed much more interested in the wildlife, zipping over to a creature resembling a deep purple bovine and beginning to extend a thin metallic tentacle before Beihai snapped his fingers and it zipped back to hover over his left shoulder. Batu, walking behind him, cracked a brief smile at the orb's speedy return, the little object seeming almost contrite as it bobbed beside the political officer.

Anthony led them up a sweeping marble staircase to the main doors, which opened onto a modest and tastefully appointed parlor, with a simple elegance that Eun-mi found oddly refreshing in comparison to the overwrought monstrosities so commonly inflicted on visitors and residents by the interior designers of the League's rich and powerful. They followed Anthony down a few hallways before arriving in a large conference room or dining room of sorts, filled with natural light from the windows, dominated by a long oak table that stretched along the center of the room.

"Please, find a comfortable seat at the table. We can begin our discussions as soon as everyone is seated."

Eun-mi smiled slightly and inclined her head to him, and the rest of the delegation followed her down the length of the table, assuming their seats along one side and taking out papers and data slates from their bags. The two guards bookended the seating arrangements, reclining slightly rather than leaning forward over the table like the officers and aides, and taking in their surroundings.

In just a matter of seconds, however, Eun-mi had marshaled the rather hefty stacks of papers and several data slates into a neat, organized formation, like an admiral drawing her fleet up for battle. Beihai waved a hand idly, instructing the AIs lurking within the golden orb to make sure that the data link to the Bird of Paradise was on standby in case they needed to access more information, and a moment later, his own files arrayed before him, Batu gave Eun-mi an almost imperceptible nod.

And so, she began the dance.

"Thank you for being so flexible and hospitable on such short notice, I'm sure you must have many questions- I will do my best to clear them up, if I can. As we mentioned in our message, this settlement falls within the envelope of space under the jurisdiction of the Sorhae Electorate, led by the Free City of Pakchul, one of the League's leading member cities. Batu is the Sorhae Electorate's representative, so I will allow him to explain its position on this matter."

Batu tapped something on his data slate and picked up right where Eun-mi had left off. "Because this system is in the Electorate's unincorporated peripheral region, far from the other settlements in the Electorate, and there are no current plans for future development, the Sorhae Electorate has consented to redistrict this system to create a separate Electorate- we have designated it the Tourelle Electorate, based off of League starchart names for this system, but this is a trifling matter that can of course be changed if you prefer to use the name you have given to this place."

Eun-mi took over once more, steaming onwards in a tone that brooked no interruptions. "Because the Sorhae Electorate has offered to fully redistrict this system on a few conditions, the League Supreme Executive has at their request made some modifications to the normal settlement compact and the normal procedure for chartering a new Electorate. I was thinking we could begin with the main matter, which is your various initial dues- entry dues to the Supreme Executive and the Sorhae Electorate, as well as a separation payment to the Sorhae Electorate- and then proceed on with some matters regarding mining rights and then arrangements for mandated spending, the mutual defense clause, League-wide legislation implementation, representation in the Assembly of Notables, and conversion to the single currency as well as the legislation and such surrounding the central bank's authorities. We have some rough estimates of gross domestic product and population size based on imagery from the scanners, telescopes, and probes that verified the establishment of this settlement, but if you have more concrete economic data or financial records you can offer us we would be happy to assess and factor in those numbers into the calculation of your entry dues. At present, based on our estimates, Vulney will owe the Supreme Executive five hundred and forty-six million taels."

"Entry fees to the Sorhae Electorate will amount to about eighty million taels, and the separation payment has been reduced to only eight million taels, since we did volunteer to redistrict this system for you," Batu added swiftly.

Eun-mi shuffled some papers and continued, scarcely giving Anthony time to take a breath or get a word in edgewise before hammering him with more information. "Obviously we'll have to have an analysis of the exchange rate between any currency you're using and that may lead to slight revisions, but the payment to the Supreme Executive will be payable over six years and accrue interest at 0.097%, compounding quarterly. You can also of course make a financial aid request to the Supreme Executive, and once the compact is approved, you'll be able to borrow as needed within the broader League financial system. The fees to the Sorhae Electorate will be payable over two and a half years, with semi-annual compounding of 0.23%, and the Supreme Executive will also consider financial aid loans to help pay them if your request proves to have merit. Now, what sort of economic data or financial records do you think you'll be able to provide? Obviously if our estimates of what a fair payment would be are incorrect we'd hate to place a burden on the League's newest member."

Batu quickly threw in one last addendum. "Since compact ratification can take some time anyways, if you don't have very comprehensive records, the Sorhae Electorate can also send some analysts and economists to help get more accurate measurements of economic activity."

Is she ever going to take a breath…? Anthony stared at the foreign emissary, trying not to let his face betray the undiplomatic thoughts swirling around in his head. She kept going on and on, most of her spiel Anthony couldn’t reference. He had no idea about any electorate, or league operating on this planet or in the system. They had never received any sort of transmission, signal or inkling that they had any company within the system. As far as he knew or was concerned, Vulney was the only population center within the entire star system. Anthony’s face no doubt morphed into a confused look as he began to process the information spilling out of the woman’s mouth across the table from him. He tried his best to mitigate the effect his thoughts had on his face as he glanced to either side of him seeing similar confused expressions grow on the faces of his counterparts, Anthony was happy that he wasn’t alone in his confusion. A tapping sound brought Anthony’s eyes to his right again, and he saw Frank rapping his finger against the wood of the desk the they all sat around. Anthony knew what that meant, Frank was going to speak…and judging by his facial expression and that tapping digit, it wasn’t going to be very diplomatic.

Anthony had been around Frank long enough to pick up on the man’s tells, Frank wasn’t one to let his face or his body betray how he felt. Slowly Anthony reached over towards Frank with his hand, enveloping the noisy digit and pushing it flush with the table. Ending the annoying tapping sound, he eyed Frank for a moment as he pulled his hand back and continued to listen to the foreign representative ramble on. Her talk of redistricting for a fee, stood out immensely to Anthony, partly due to the fact the numbers and currency she referred to were completely out of his understanding. Does she believe we are going to pay for what is already ours? A realization began to form within his mind as Eun-mi moved on to insinuating about installing foreign economists and analysts to gather data on Vulney. They want what is ours…

He patiently waited for this foreign counterpart to finish her obviously prepared speech. Unfortunately for her, from the looks on his colleagues faces, that speech had fallen on deaf ears. Smiling as he rapped the table with his fingers, Anthony cleared his throat for a moment before he began to speak.

“Miss Eun-mi, I thank you for joining us here and your presentation outlying the proposal given by this ‘League’ you represent. I have a few concerns and questions that I’d like to bring up with you, if I may, before we move any further with anything else. You’ve referenced several times a political entity ‘The Golden League’, and Miss Eun-Mi, I am confused. Where exactly is this entity? It is obviously not in this star system. When we arrived at the periphery of this system and made ourselves known, we never received any sort of reply from any political entity as we traveled from our entry point to this planet proper. In fact, to us it seemed this system and planet were unsettled as we received nothing but silence in response to the pings we made.”

Gesturing to his accomplices who sat on either side of him, he continued unabated by the foreign envoy, “We, and those all across this valley came to this planet to escape the hardening grip of government control, not to trade one for another. I hope you haven’t taken our pleasantry for flattery. We have no aims for joining any government, yours or anyone else’s. When we arrived within this system and received no response to our flurry of pings, an elation ran through the entire ship. Freedom, Miss Eun-Mi. We had finally reached freedom from oppressive control, our long journey was finally over. We have reached our very own home. With no prior claims to this place being evident, no competing force to dissuade us, we have settled here.”

Slowly, Anthony stood as he took in a clearing breath, “I am sorry if what I am about to say is going to disappoint you. But, we have no interest in joining your ‘Golden League’. We did not escape our former encroaching government just to join another. The people here did not travel so far, and risk so much to give up now on our collective idea of self-reliance. What we have accomplished here it astonishing, and it is ours, and ours alone. I am grateful that you’ve taken the effort and time to come here and speak with us. But I am afraid we cannot accept your offer.”

Moving away from the table they were all sitting around, Anthony hovered around one of the first survey maps of the valley, “You and those that have accompanied you to our settlement are welcome as our guests, but your ambitions of expansion will have to be taken elsewhere. If you'd like before we drive you back to your shuttle we can sample some of the food that has been prepared.”

As Anthony spoke his compatriots at the table seemed to visibly relax, their own questions and concerns being addressed by Anthony. All of them seemed to be pleased with how Anthony addressed the foreign emissary, reassured that they had put their faith in the right man to do this job. Hearing Anthony trail off as he offered another courteous invitation to lunch. They each began to express their own apologies to Miss Eun-Mi, going to shake the dignitaries hand in a polite goodbye before turning towards the presented food.

The meeting entered its last moments wholly unnoticed by the outside world. All throughout the river valley the settlers of Vulney continued on with their day. Much of the activity occurring was concentrated around the three major projects: the construction of the Irvington Township, the expansion of Dulley's mines, and the continuation of the Kine Valley road system. Laborers were busy at work at all construction sites, growing aspects of civilization incrementally throughout the river valley. At the township of Irvington the skeletons of various new structures could be spotted rising out of the previously cleared plots. With workers hurrying about each individual construction site, it would be only a matter of time until the trappings of further civilization were seen in the Kine river valley.

At the expansion of Dulley's mines, work was going excruciatingly slow. The mountain range that made up the northern half of the river valley was made up of some difficult rock to excavate. Yet, the initial exploratory wells drilled produced a variety of minerals and in good quality. The expansion of the mine system was essential to the economic future of the colonists of Vulney. For now the road network of the river valley was limited to connecting a few of the ranches, farms and hamlets that the initial settlers created in the colonization of the valley. But that fact was slowly changing by several hundred yards at a time, as multiple crews worked to extend the road network beyond its current limits.

The Kine river valley was changing a bit slowly as the settlers of Vulney continued to adapt their surrounding environment to suit their lives and wants. As aspects of civilization began to spring up and expand, the settlers became more and more confident in their position on the planet. What began as an dangerous journey over untold distances, grew into a risky venture on an unknown planet, and now settled into an increasingly positive situation. While those outside the manor had no idea of the contents of the meeting, or even the meeting itself. Those inside the manor, hoped that this first diplomatic test would somehow grow into Vulney's first commercial ties with a foreign economy.

As Eun-mi spoke, she noticed one of the men across from them had started drumming his fingers on the table, only for Anthony to take his hand. Beihai and Batu had obviously noticed too- the political officer gave Frank a quick up-down, then looked up at the golden orb still hovering over his shoulder, presumably silently giving it some sort of instruction.

When we arrived at the periphery of this system and made ourselves known, we never received any sort of reply from any political entity as we traveled from our entry point to this planet proper. In fact, to us it seemed this system and planet were unsettled as we received nothing but silence in response to the pings we made.”

Eun-mi opened her mouth slightly, then closed it without saying anything, glancing briefly over at Batu, who tapped his finger on the table lightly on the surface of the table to re-open their private communications.

That’s what I was going to say… are we dealing with uncontacteds? Do we have an assessment of their long-range transmission capabilities…?

Anthony continued, though, and the League officers focused intently on him, composing their faces into expressionless masks.

“We, and those all across this valley came to this planet to escape the hardening grip of government control, not to trade one for another. I hope you haven’t taken our pleasantry for flattery. We have no aims for joining any government, yours or anyone else’s. When we arrived within this system and received no response to our flurry of pings, an elation ran through the entire ship. Freedom, Miss Eun-Mi. We had finally reached freedom from oppressive control, our long journey was finally over. We have reached our very own home. With no prior claims to this place being evident, no competing force to dissuade us, we have settled here.”

Beihai’s red text suddenly floated in front of Eun-mi’s eyes, and she noticed his brow furrow slightly.

I am starting to get quite worried… he sounds like a Red Turban or something. And no, I can’t find any in-depth recon assessments of their transmitter systems. I just sent a request up to Paradise to start gathering what it can on comms centers and hardware.

Alright, well, let’s not lose our heads yet, maybe they’re just… isolated? Let me try to give him some context, Batu replied.

“I am sorry if what I am about to say is going to disappoint you. But, we have no interest in joining your ‘Golden League’. We did not escape our former encroaching government just to join another. The people here did not travel so far, and risk so much to give up now on our collective idea of self-reliance. What we have accomplished here it astonishing, and it is ours, and ours alone. I am grateful that you’ve taken the effort and time to come here and speak with us. But I am afraid we cannot accept your offer. You and those that have accompanied you to our settlement are welcome as our guests, but your ambitions of expansion will have to be taken elsewhere. If you'd like before we drive you back to your shuttle we can sample some of the food that has been prepared.”

The three diplomats exchanged a loaded glance as Anthony finished talking and the others started to apologize and go to shake their hands.

…I’m going to ask Paradise to start compiling potential high-value targets. In the meantime, which one of you wants to tell him that that’s not how it works?

Batu pasted a friendly smile onto his face and clasped his hands together, nodding cordially as Anthony finished as Beihai tried not to visibly clench his jaw and Eun-mi sat as motionless and expressionless as a powered-down android. He held up his hands as Anthony’s colleagues went to shake their hands and apologize, motioning for them to wait a moment.

“Ah, forgive us- perhaps we’ve made some unfair assumptions about your understanding of the situation,” he said.

“Please, just before we start in on the food, allow me to try to give you a clearer picture! The Golden League is, to be brief, a federation of a number of free cities in this region of space. My own native town, the Free City of Pakchul, controls this region of space, I suppose- each free city exercises control over the envelope immediately around it, known as its Electorate. This is a frontier system in our Electorate, only occasionally visited by prospecting ships and probes, so it took a while for us to notice you’d arrived; perhaps your transmissions weren’t powerful enough to reach to any stations or settlements in nearby systems.” He paused, shifting slightly in his chair.

“I can reassure you, though, there’s absolutely no concern about your settlement here,” he continued, widening his smile and crinkling his forehead and eyebrows in a good-natured grin. “We’re a welcoming people, and of course we understand the hardships of trying to find political liberty in a complicated galaxy- we’re not agents of some cartoonish star empire, I can assure you of that.”

Eun-mi, after her moment of silence, seemed to suddenly come back into the present, leaning forward and putting on her own warm expression. “I’m sorry if I wasn’t clear, perhaps we’re rushing things a bit- as Batu said, we’re not here to extend any kind of new control or take away your people’s self-reliance, quite the opposite. What we’re here to work out is how to give you complete autonomy, in fact.”

Batu nodded eagerly. “You’ll essentially be granted an equal status with all the other cities in the League, and my own government is happy to release this system from our Electorate to your sovereignty under the terms we’re discussing.”

Can I maybe just emphasize that just because they thought this was stella nullius doesn’t mean it actually is?

So help me God if you say a word I’ll have you blown out an airlock, Beihai- we need to be nice, not have a curmudgeonly political officer laying down the law right now. If they don’t work with nice, then you can threaten them, and if that doesn’t work then we’ll go back to the ship and discuss next options.

Anthony’s brow furrowed slightly as he took in Batu and Eun-mi’s sudden information dump. It was a lot to take in, but he got the gist of it- their league apparently wanted Vulney to become a member. But so far as he could tell, despite their friendly expressions and soothing tones, the situation remained unacceptable: no one was going to sell them the land they were already living and working on, the land that they had settled, much less install their own economists and officials in their community to appraise its value.

“Well, forgive me if I sounded a bit harsh- I’m sure you all have the best of intentions, but I think we still must decline your offer. We want to govern ourselves in our own way and preserve our sovereignty, not beholden to others in a union, as you seem to be describing. And as I said earlier- we had no indication of any prior claim on this system, and we’ve settled it ourselves. If there’s no concern about that, as you say, then I don’t think there’s any need for this.” He motioned to the food around them.

“Please, though, do sample our hospitality- I’m sorry we have to reject your offer, but there’s no reason that this can’t still be the start of a mutually beneficial relationship between us,” he said with a smile. “As Vulney grows we’ll be eager to find some trading partners.”

Beihai threw Eun-mi a baleful look, and she pursed her lips and nodded slightly to him. The political officer cleared his throat, speaking softly, with a faint smile touching his lips- almost a smirk, colder and sharper than Eun-mi and Batu’s warm expressions.

“I think my colleagues and I maybe still haven’t properly conveyed our meaning, sir- the finer details of this proposal are certainly up for negotiation, but rejecting it outright… well, it just isn’t really an option.” He brushed a stray hair out of his face. “Just because you weren’t aware of the system’s political status when you arrived and began to settle it doesn’t mean we can just make it go away. We’d like to be as accommodating as possible, but within certain bounds- namely, Vulney’s eventual accession to the League.”

“Did you not hear what we’ve said?,” Frank suddenly snapped.

“Frank-,” Anthony said, his smile growing tense as he tried to head the other man’s outburst off.

“Anthony’s said it twice now, and he speaks for all of us- we don’t want to join your federation, and we’re certainly not going to pay for the privilege.”

“Frank.” Anthony said it more firmly this time, and Frank gave a huff and quieted down. Anthony turned back to the League officers. “Now listen, you’re all diplomats- let’s find some common ground here, and have some food to put everyone in a better mood.”

They’re diplomats,” Beihai replied coolly, motioning to Eun-mi and Batu. “I am an intelligence analyst from the League’s Supreme Executive- but we’ll all tell you the same thing, which is that there is no common ground at the moment. And since Batu and Eun-mi would be too diplomatic to say it, I’ll tell you that you don’t have any leverage to try and push us, while we have rather a lot over you. Now, as Eun-mi said earlier, we ate before deorbiting, so why don’t you all sit back down and finish listening to the proposal on the table?”

“So what, this is an offer we can’t refuse?”, Frank scoffed. “From some spook sent by somebody’s ‘Supreme Executive’? You’re just coming here and threatening us into paying protection money?”

“I wouldn’t characterize it like that,” Eun-mi replied, her smile noticeably more tight-lipped. Beihai sighed, and looked over his shoulder at the floating orb for a moment, then back towards Frank. The orb instantly responded, a red light blinking on on its right side as it briefly emitted a faint rising tone, not unlike an energizing defibrillator.

“We are not threatening anyone yet, I am simply describing the facts. You are a tiny settlement inside League space and my colleagues here have gone to a great deal of trouble to give you a very generous offer. You can either take it now on the best terms you’ll ever get, or get a worse deal later.”

Anthony’s face had grown more serious as Beihai had continued, and before Frank- who was clearly about to make an angry retort- could respond, he intervened again. “Listen, I’m afraid I have to agree with Frank- I don’t appreciate your tone a whole lot. If you all need to work out your next steps, and don’t want any food, maybe we ought to just show you back to your shuttle, but our answer isn’t changing. We came here seeking freedom, and we’re not going to give that up to any supreme executive.”

Batu glanced at the other two. We’re only making things worse at the moment, and I don’t want to be planetside if they decide we’re hostiles. I think we should go.

Eun-mi swallowed and bowed slightly to Anthony. “If that’s how you feel, we’ll return to our ship, but there’s going to be some kind of follow-up. We’ll have our skimmer come pick us up from here, no need to drive us back- I hope you reconsider soon.”

“You’ll regret it if you don’t,” Beihai added darkly. The League diplomats began to file out, brushing past Vulney’s assembled community leaders in a similar impromptu single-file line as they had come in. As they proceeded outside into the gardens, the golden orb rose to almost twenty feet in the air, slowly circling around the party, red light still glowing.

After a moment, they could hear the growl of the skimmer’s jets and the buzz of its repulsors growing nearer, and it appeared as a rapidly-growing silver speck in the sky. The aircraft was moving much, much faster than it had been earlier, and at a higher altitude, vapor flickering around its nose as it soared perhaps a thousand feet above the surface. Its surprisingly quiet sonic boom washed over them as it suddenly slowed, came to a stop, and began descending straight down towards them, landing legs extending as it came.

Eun-mi turned towards Anthony and the others as the skimmer’s ramp began to lower in a cloud of white mist and the others moved to head aboard. “We’ll be in touch through your communications array. This is not the end of this conversation.”

With that, she turned around and walked into the steam, and a moment later the ramp snapped flush with the skimmer’s belly and the strange silver ship rocketed straight into the air with a loud, growling buzz and a blast of hot wind. After a few seconds, once it had ascended to perhaps fifteen hundred feet, it rotated in mid-air, pointing off towards where the shuttle had landed, and opened up its engines, red flame and thunderous noise issuing from its jets as it shot away.

Not more than ten minutes later, the shuttle, visible from the manor just as a pinprick of light, began rising skyward on a thin strand of white smoke, disappearing from sight into the vast, empty blue sky.

The Bird of Paradise had a larger, more stylish conference room, located in the space that had once been its main Combat Information Center, for big meetings with foreign dignitaries, but Eun-mi preferred the smaller space she and the other two mission leads were now sitting in. It had apparently previously been a missile bay, used for carrying short-range missiles or a weapons drone, but now it had two comfortable armchairs and a couch situated around a coffee table, some screens in the walls, and a cabinet and countertop with various snacks and drinks available. It didn’t have a lot of floor space, since the missiles would have been aligned with the ship’s engine gravity orientation, but that meant it now had a high ceiling with a small and rather superfluous chandelier, and the old titanium-alloy bay doors had been replaced with a soaring single-pane nanodiamond window that gave them spectacular views of the planet below.

Eun-mi put her feet up on the glass coffee table and sighed, taking a sip of the green tea she’d just poured herself. “Alright, so, now that we’ve all had a shower and a nap and some snacks and are feeling nice and fresh, let’s walk through our options, shall we?”

Beihai, standing over by the counter eating some of the finger sandwiches that had been prepared, nodded, and walked over to sit in the armchair at the other end of the coffee table from her. Batu, reclining on the couch, polished off the chocolate-chip cookie he’d been eating in a single bite and chuckled slightly.

“This is turning into an interesting bonding experience, isn’t it?”

Beihai laughed, and Eun-mi coughed on a mouthful of tea a little and smiled, shaking her head.

“Maybe not the kind we would’ve liked! But yes, yes it is,” she replied. “Anyways, Beihai, did you get a chance to talk with the first officer yet about potential high-value target assessments?”

Beihai smirked. “Um, yes, I definitely talked with him.” The political officer shook his head, and Batu and Eun-mi both raised their eyebrows.

“Seriously? Alright, well,” she replied, rolling her eyes, “if you got around to talking about business as well, where are we with strike profile options?”

“Well, their long-range communications array and mass drivers are obviously starting points. I will note, analysis seems like both their communications and their launch systems were probably cannibalized from whatever ship they arrived here on- I mention that because we’ve also detected an additional mass driver site that doesn’t appear to be in active commercial use, and in fact it’s been partially camouflaged and appears to be mounted on different bearings from the others that would give it a much less restricted field of fire. It’s quite probable that there’s one or more other such sites that we haven’t detected, it’s just difficult to say.”

“Are we going to need backup, then?”, Batu sighed, swinging his legs off the couch and walking over to the counter to grab a couple sushi rolls from one of the little trays set out along it. “Also, do either of you want anything?”

“Yes, get me one of those shrimp tempura rolls,” Eun-mi replied.

Beihai also nodded. “Grab me a couple more of those prosciutto sandwich things.” Batu picked up a little plate and plopped the various items on it, walking back over and setting it on the coffee table between the three of them as Beihai addressed his first question.

“Right now, I think we can undertake some limited action without support- these are not very high-powered mass drivers, they’re not, like, military-grade orbital defense cannons. Plus, I don’t think we’ll need to launch any sort of more comprehensive strike package that might provoke counterfire- the ship’s fire-control AI identified this empty mountaintop, in view of most of the river valley, that I think could be a great target for a laser strike. We take the top off this mountain, scare everyone with a bright light and big noise, show them we’re serious, and then go back bringing some gifts or something.” He picked up one of the prosciutto finger sandwiches and wiggled it before them, scattering a couple drops of olive oil or aioli onto the plate below it. “I bet they’d love a couple of these, for example,” he said, before polishing it off in a single bite and licking his fingertips.

“That’s standard doctrine, to start with a non-destructive show of force, and I’d agree with you that I don’t think we’ll have to do much- I mean, they were calling a damn skimmer an ‘exotic vehicle’ or whatever. They don’t seem like terribly sophisticated people,” Eun-mi said, nodding, then taking a pensive sip of tea. “Also, does First Officer Xi go for women at all? Did he say?”

Beihai shrugged. “You’d have to ask him, but he had a poster of a catgirl with her tits out on his cabin wall, so it’s worth a shot.”

Batu raised an eyebrow and smirked as Eun-mi snickered. “If we could stop scheming to seduce the first officer for just a moment- there is the risk that if we scare them, they’ll shoot at us, which could be an issue if we haven’t identified all their mass driver sites.”

Beihai, through a mouthful of prosciutto sandwich, replied. “Yeah, but I don’t really think-“ he swallowed- “I don’t really think it’s a huge concern. Yes, this ship’s warbird days are behind her, but we’ve got great maneuverability and a good point-defense system, and even if we took a direct hit- I mean, it obviously wouldn’t be good at all, but these mass drivers seriously are low-powered enough that we’d probably survive. It also seems massively unlikely that they’ve got a skilled orbital tactician, lots of readily available ammunition, or a good fire control system, and unless they have those or a lot more mass drivers than seems likely, it’ll be pretty much impossible for them to touch us.”

Batu nodded, yawning. “And I guess the alternative would be to just start blasting sites that might be manned and risk frying someone, which would probably go over badly.”

Eun-mi bit into her shrimp tempura roll and looked at her colleagues. “Alright, so we’re good then? Hit the mountain, send them a message, go back with some presents?”

The other two nodded, and she smiled. “Cool cool. Beihai, would you like the privilege of speaking to the first officer about a timetable for the strike, or may I have that honor?”

The political officer bowed, extending a hand in a flourish. “I suppose it’s only fair to give you a shot, now that I've had one.”

Batu laughed. “Do make sure you actually get around to scheduling the strike, by the way,” he teased.



The pale blue fingers of the next day’s dawn were just creeping up over the mountains of the Kine River Valley as a star passed overhead- the Bird of Paradise, hundreds of miles above, visible just as a tiny pinprick of light from the surface. Above the valley floor, in their mountaintop abode, the inhabitants of Irvington’s sensor and communications array- or those who were on duty at this uncommon hour, anyways- would suddenly pick up unusual signals from the ship that had been circling their planet for the last day.

Ever since the League diplomats had left, their ship had sent out blasts of radar and lidar on each of its flyovers- but now its attentions seemed focused on one particular mountaintop, perhaps ten miles from the communication center, that loomed over one of the glaciers that fed the Kine River. This particular mountain, yet to be summited by man, could be seen from Irvington and most parts of the valley floor, as one of the tallest in the area.

In addition to its sensors painting the mountainside, a message suddenly came in from the Bird of Paradise.

An instant later, all radio chatter was suddenly washed out in a roar of white noise, and a blinding flash lit the entire valley as if the noonday summer sun were shining straight down- yet the shadows, somehow, were luridly long and dark, out of place. The source of the light and the electronic interference was a huge fireball, at the summit of the mountain that the ship had been so intently scanning moments before, and a narrow plume of plasma rising up from it through the troposphere and stratosphere where the Bird of Paradise’s laser strike had heated the very air to a blinding white glow.

The light only lasted for a few dozen seconds, and was fading as the ear-splitting boom and subsequent grumbling roar reached the ears of alarmed onlookers in the valley. Meanwhile, a second message was coming through from the ship.

Our demonstration is now complete. The light you have just observed was created by a burst of one of our ship’s lasers, so please do not be concerned about any radiation or aftereffects. We would like to propose a return to negotiations, and would be honored to bring an array of gifts to demonstrate our sincere goodwill in reaching an amicable agreement leading to a long and mutually beneficial relationship. Please reply at your earliest convenience.
