Little known fact, during WW2 a lot of nations used Pom Pom guns as Anti Airguns to great effect, and that was on Actual Planes you cuck. Some Incendinaory shots and modify them to have a fuse instead of exploding VIA impact, and your balloons are done for...

Hell, I don't even have to modify them, I could probably hit one of your balloons with a Mauser......

EDIT: I probably shouldn't say this, but I did some research, the first dirigible( Steerable Balloon) was flown in 1852, it was powered by a steam engine. And the first balloon to use a internal combustion engine flew in 1872 (It was Tethered, the first untethered flight was in 1896) so it is possible to have a sort of smallish observation airship.....

Probably shouldn't have told you, but I wanted to be fair, plus the idea of combating small airships is a kinda cool,idea.

EDIT: The most modern parachute design that didn't break the timeline was a modernish design made of silk and had a hole in the top (Called a vented parachute, it increases stability) that was successfully tested in 1791. So you can equip those ballooners with parachutes.

A balloon that can fly to heights unreachable by pom poms will suffice. And to drop the payload, I need to attach a timer to the balloon, when the timer goes off, a sharp thing then pops the balloon. I'm thinking of a small iron spike for the popper.
