Menelmacari Greater Prussia Expanded Membership Pact
Whereas the purpose of Greater Prussia is to preserve the values of capitalism, liberty (and especially religious liberty) and military strength, while retaining the dignity and sovereignty of all members;
And whereas nothing in Greater Prussia’s constitution, nor its symbolism, nor the titles therein shall be meant to imply the subjugation of one member state to another;
And whereas Menelmacar is a desirable partner to Greater Prussia,
And whereas the Emperor of Greater Prussia is no overlord nor a tyrant, but merely the first among equals, and the Empire’s joint institutions are administered jointly by the Aquilar Realms and the Imperial Senate;
Therefore the following conditions have been drafted and stipulated, to guarantee the rights and dignity of all members of the Empire and particularly the Eternal Ascendancy of Menelmacar:
1.The Eternal Ascendancy of Menelmacar shall be reinvited into Greater Prussia with Aquilar Realm status, and with a full reinstatement of the Elentári of Menelmacar, Lady Sirithil nos Fëanor, as Inspector-General, who shall combine the appointments of Chief Justice and Arch-Treasurer, as seen in the Greater Prussian Constitution.
2. If, in future, by mutual agreement between the Menelmacari head of state and the Emperor of Greater Prussia, it is deemed appropriate to vest the position of Inspector-General in a national of a third nation, the Eternal Ascendancy of Menelmacar shall receive another cabinet position of equal authority. At least one senior cabinet official of the Greater Prussian Empire must at all times be a Menelmacari national.
3. The Menelmacari head of state, or an official acting on their authority and instructions, shall be able to veto all membership applications, and all member ejections.
4. The Menelmacari head of state, or an official acting on their authority and instructions, shall be able to veto all offensive uses of the Greater Prussian military against non-slaver nations.
5. The Inspector-General, or an official acting on their authority and instructions, shall launch an investigation into endemic corruption in Greater Prussian authorities, and especially in Reichskamphen. The Inspector-
General’s primary goals shall be to suggest systemic changes to end corruption in Reichskamphen, to root out major criminal networks, and to end slaver infiltration of Reichskamphen.
Should the scope of Greater Prussian purview expand in future beyond its current extent, discussions shall be held between the Free Kingdom of Allanea and the Eternal Ascendancy of Menelmacar to determine decision making processes in that area.
6.The Eternal Ascendancy of Menelmacar shall, in having signed this document, be considered to have made full apology to the Emperor of Greater Prussia for previous diplomatic statements concerning his mental health and fitness for office, as well as the validity of the institutions of the Greater Prussian Empire and the Free Kingdom of Allanea. Thus the title of Alexander Blaken-Kazansky as Friend of the Elves shall be restored.
Full access shall be reinstated for the Eternal Ascendancy of Menelmacar to archaeological sites in, and research originating from, the Hestia system and/or pertaining to the Hestian civilization.
7.The Emperor of Greater Prussia shall seek the assent of The Eternal Ascendancy of Menelmacar in future discussions concerning amendments to or rewrites of the Constitution of Greater Prussia.
8.This document may be amended by mutual consent of the Free Kingdom of Allanea and the Eternal Ascendancy of Menelmacar.
