Official Announcement of the United States Government

The United States Government is proud to announce that a population of 23 million former slaves, or approximately 8 million families from the Celestial Empire, have received homes in the new Allanean colony of Virtue, in the Beta Quadrant of the Milky Way Galaxy. Virtue is a former farmworld that had once belonged to the Celestial Empire and had now been transferred to United States management. The former slaves have been given grants from the Nivensky-Ringworld Foundation to sustain them for their first two years in Allanea, as well as model homes equipped with power, communications, and running water. The Department of State has been ordered to develop an ad-hoc transition program under which the former slaves receive refugee status, and can transition gradually to a complete Freeman status.
