Torpedoes dont home/track so I could really just order the submarine to dive down and left, turn around, and return fire with torpedoes.

That might work, although ICly we don't believe they have capability to launch such an attack. Actually, the Ministry of State Security is probably going to frame someone later.

Im assuming your J-16s would be only checking the area where the surface fleet was attacked?
Even if they weren't, pretty sure my Tu-160 would reach the site of your sub (assuming the torpedoes infired at it doesnt end it completely), fuck it up, and then bail with just enough time to get back over the mainland. And the unmarked helicopters will be flying sea-level with their radar/transmitter/thingmabob turned off making them harder to detect as they pick yp the crew and the sub gets blown into 38362822628266 fragments of chemical waste... although helicopters are slower than planes, they should be pretty close to my fleet by time your J-16s arrive, so I could blast them out the sky. At this point, only my carrier based aircraft/helicopters and a all ground based helicopters, attack, fighter and bomber aircraft (excluding a few certain ones with no identification and all grey) arent in their peacekeeping livery.
Man I thought this through.
