The Joint Systems Alliance


In the council chambers of the JSA capital station Delta Capita, all members of the Joint Systems Alliance are invited to take part in weekly council sessions to vote on topics and dilemmas at hand for the betterment of the JSA and peoples of the galaxy everywhere. As stated the council shall convene once every week in the Delta Capita council chambers or when the JSA leader calls upon special sessions of council to be held. The moderator for the sessions will be the JSA leader but separate from the representative and will be sworn to be objective during said hearings. The Moderator will call upon the subject(s) at hand and the representatives shall first debate them then vote on the decisions possible or to just simply dismiss the issue. Council Moderator Leonardo Fervius walked up to the podium to introduce all delegates.

"Welcome JSA delegates to the first official Joint Council meeting of the Joint Systems Alliance.We have made great strides in the field of political security and freedom for all peoples. This is truly a great moment."

He shuffled through some data pads until the correct one was found. He then cleared his throat and spoke again.

"Today we have two topics at hand. They are: Possible assistance and/or reparations to Nua Gealach in light of their Civil War, and the passing or rejection of the creation of 'The JSA-Kahnate Embargo Act'.

Firstly let us start off with the assistance and reparations exchange for Nua Gealach. The Civil War is coming to a close but provisions will be required after the war to repair the battered planet. Any suggestions or offers on aid supply shipments to Nua Gealach?"

The Omegan ambassador Marcus Verus stood and spoke.

"As you know, the IFMO has already agreed to send monthly shipments of civilian provisions as well as military supplies for the next six months after war's end. It will be a 79% increase from normal trade with Nua Gealach and no strings attached."

"Very well." said Fervius as ambassador Verus takes his seat. "This has been placed on record." A VI in the corner of the room, called Nekia, entered all the session's happenings thus far into the computer. The Omegan ambassador's aid, Lucile Mellia, uploaded the official ship reports and records of the coming aid run into the VI's computer system and it began to record the files. Fervius then spoke again.

"Anyone else?"

Councillor Joseph Dodge stands and clears his throat,
"Yes I have something to say," he pauses for dramatic suspense,
"As the JSA may know already the Fourteen Commonwealths have pledged military and humanitarian support to both sides of the conflict, you may critise our late Sky Marshal Enola Phid for letting this happen, anyway I am rambling, I am here to inform the JSA that every month and a half commerce freighters have been sent ot Nua Gealach and once this war comes to a close Sky Marshal Dienes is prepared to begin sending commerce convoys every month until the Nua Gealachians are stable once more, as is obliged in the doctrine the Fourteen Commonwealths will be sending banker frigates to the government of Nua Gealach to help restart their economy."
Dodge bows and sits down and lights himself a cigar, "Jolly good show sir." his aide whispers,
"I know Walter, I wrote it."

"Very well. Thank you mister dodge."

Nekia starts to record, once more, the happenings of the council. She inputs the necessary data from the Hornopolis aid offer.

"Done sir." she says in a near monotone fashion. Fervius nods to the VI.

"Anyone else have any more offers?"

[Dreadful Sagittarius]

Ambassador Karlos Hein stood to address the Council. 'Although not a member of the JSA at the time these events happened, the Sagittarians cannot bear to see others in need of aid not receive it. To that end it has been decided that we will begin aid shipments carrying materials to rebuild Nua Gealach to the tune of several million Universal Standard Dollars in value. While the Council of Five regrets the small size of this aid, it is all we can safely send without doing too much harm to our own economy.'

"Any aid that you could offer will be well appreciated. Thank you Ambassador Hein."

"Logged." said Nekia.

"Very well. We have, thus far, three shipments of primary aid headed to Nua Gealach, all of them recorded. Speak up if you have another offer."

He then began to shift through his data pads once more.

[Nua Gealach]

Ko Menvas stood to make a short speech. She was glad to hear the offers of assistance, and didn't expect much to begin with, but was glad for any help offered.

"I would like to thank all of you for your assistance in this time. With the bombings on Taweo, the raids and finally the attack on the capital Albatross, it has been rough and any help that is available is greatly appreciated and will not be forgotten. I would like to make it known that while it will be a long while until we can repay your acts of kindness, if there is any need for our services we would be glad to assist, whether in this small quarrel with the Khanate or with more local problems. Again, thank you. The people f Nua Gealach will never forget this."

She took her seat again, sipping from a from a glass of water.

Michelle Danders, Ambassador For The Council Of Six, stood to make her offer

"Although the Republic decided to remain outside of the interal affairs of our fellow JSA member Nua Gealach, the Council and the Senate has decided that we shall offer monetary aid to the Gealachians once the conflict is over. We have managed to secure funding to the tune of 50 Million Universal Standard Dollars. We hope this will do well to aid the people of Nua Gealach to rebuilding what they have lost"

Fervius looked up as Nekia began recording again.

"Thank you Ambassador Danders. I'm sure your contribution will help."

"Well now." said Fervius suddenly. "We must move on. Our final topic of this session is the one that you all have most probably been itching to vote on. A joint commission by the Terran Alliance and the IFMO has brought forth the proposition of 'The JSA-Kahnate Embargo Act'. This act will will prohibit any JSA member from conducting any sort of commercial actions with the Kahnate until the Kahn agrees to withdrawal her hostilities towards the Drej (Gank Federation) and stand down. The Kahnate's actions are a blatant 'backstab' to the signatories of the Gal Mali Accords and, although the Drej were not part of the treaty, they are still not to be attacked or threatened in any unprovoked manner such as that displayed by the Kanate. Therefore the Council is to now discuss the matter on this proposed embargo. Does anyone have any further points or counterarguments to add before this council before voting can begin?"

"Well? Anyone? Now is your chance to speak up."

[Hornopolis]

"Well? Anyone? Now is your chance to speak up."

Dodge looks around and stands, feeling compelled to,
"I have one problem with the Khanate-JSA embargo, I don't think its logical to place an embargo on the Celestial Empire just because the Empire sought to bring peace to Gank Space, I have lived within the Celestial Empire and they do not appear as brutes or warmongers, they just believe they need to bring peace through conquest, I believe that we should see how the situation plays out before we bring something like this up."

The Omegan ambassador stood shaking his head.

"No no no. We cannot just sit here and wait as more Drej are killed mercilessly. The Kahnate is an expansionist, imperialist, and warmongering state. How are they bringing peace to the Drej? Going to war is bringing peace to a people who were already at peace? That makes no sense! Remember their news message and I quote:"

Today, Ayame Khan (May she live for ever) Declared she will make The Gank Federation, who is well known to be Ultra Agressive and Xenophobic, into a Vausal of The Celestial Empire. "This will keep them from being a threat to anyone, and also keep then on a leash; Our Leash." She said as she soon declared "You have Two Choses Gank: Bow to me or Lay on a Pool of Blood, YOUR BLOOD."

"Now sir does that sound like the Kahn wishes to bring peace to the Gank? If you are sensible probably not. Those accusations are the opinion of the Kahnate. Nothing more. They are, as I've said, expansionists and Imperialists just looking for someone to conquer when the need for more territory and resources arrives. They care not for the sanctity of all life. If you want me to bring up the Hyperborian war genocidal atrocities I will...but no one wants to hear that again.

Dodge smiles, "I realize what the news report says, but being from The Hoover Dam, I am accustomed to battle and battle is a nessecary evil to bring peace to a region, did you know the Drej took over Gank Space forcefully, killing many to enslave their races within the Gank Space, eradicationg the Drej and putting the Gank into the Celestial Empire would benefit the galaxy, the Drej are the enemies here, not the Celestial Empire."

"Ah but there you are wrong. The Drej are...unethical to say the least. We al know that. But remember the Drej did not provoke the Kahnate. The Kahnate shunned the treaty by attacking yet another civilization. You say that the Kahnate is not the enemy? Tell that to the 4,000 MOSDC officers that died in that war! Tell that to the 6,000 wounded MOSDC officers, my brother being one of them! And lastly tell that to the billions of civilians that perished at the hands of the Kahnate. The Kahnate deserves much more than an embargo but we cannot break the treaty. That is not who we are. An embargo is the only other way to set the Kahn in her place."

Dodge looks the councilman up and down, "I believe your emotions are taking the best of you Mr. Councilman, I to know the feeling of losing family, I respect and honour your fallen, but they died in the past, we shant dwell on the past when we need to think in the present, placing an embargo onto the Celestial Empire is not the way to go, this matter does not even involve the JSA, yet we but our heads into the Celestial Empire's business, have the Hyperborians broken any part of the treaty? no, they are complying with the treaty, therefore there is no need to stick our head into the conflict."

"Actually no they really aren't. The treaty sates that no more aggressive expansion should take place. That's why it was made. And that's just the thing you you Hornopolis. You'll never intervene if it doesn't involve you. I'm not sure about you but if I was walking along a street and I saw some little girl getting beat up I'd help her. It didn't involve me but that's just the right thing to do. Furthermore you speak of an embargo as if we are going to attack the Kahnate. An embargo bans trade with the Kahnate. It is only to show them what happens when you go about attacking people again."

He makes for his cup of coffee then puts it down and looks up again.

"And you're damn right that my emotions are taking over. I don't really like the Kahnate to be frank. The fact that my own ally wishes to defend them just for their own gain...well I don't like it at all.

[Hornopolis]

Dodge laughs, "Do not assume we only involve ourselves if it will directly affect us in some way, we are oppertunists, if a child was being assaulted it is law a citizen or civilian MUST intervene, it involves them personally, the war with the Celestial Empire would not have endangered Commonwealth space because we did not send soldiers to die for a futile cause, and placing an embargo on the Empire would not be logical, like I said before, we needent envolve ourselves with other peoples business, let the Abh or the Terrans deal with the Celestial Empire, there are far more important things occuring within the JSA that needs to be dealth with."

Dodge taps on his Pip-Boy, "Mr. Counciler this meeting should be civilized and without emotion, without emotion there is no conflict only resolve, I suggest you leave your past with the Celestial Empire and your uneeded casualties of said war at the door."

The ambassador's face was red as his eyes pierced Dodge across from him.

"How dare you..." he said softy but with hostility. "A futile cause? You cannot be serious. You don't honor our dead...you disgrace them. You only care for your petty trade with your 'buddy' the Kahn. It seems like you'd rather give up all the trade and friendships that you have in the JSA just for the Kahnate. You sir have no regard for what the JSA stands for. Having a civilized debate about an embargo is one thing, but insulting my people in such a way is intolerable." he breathed trying to suppress his anger for he knew Dodge was trying to rile him up. "By saying this sir you are saying that many of my people, Ozymos' people, and many many more died without cause while you sat in your warm cozy homes reading about it in the paper. Now you have this sick and insignificant 'resource war' as punishement isn't that right? What's wrong with you!"

His voice rose.

"We've sacrificed so much for-"

Moderator Fervius stepped in.

"That's enough ambassador!"

The room fell quiet as the ambassador sat back down.

[Hornopolis]

Dodge looks around and smiles, "The Resource Wars are irrelevent to this discusstion, I see you view the Commonwealths as lazy fools who are arrogent, but that is a sterotype, but I see that you have a burning desire to, hurt me perhaps? anyway the Commonwealth does not turn her back on the JSA for not wanting an embargo placed on the Celestial Empire, the Khan is not our 'buddy' she is just a close trade ally, our alliegance lies solely with the JSA and no other alliance," Dodge laughs, "Have you seen the movie, Roughnecks? no of course not, I would not suspect an Omegan of your status would not watch such a movie, nevermind that, what I am saying is that is that the JSA should not be involved with the Celestial Empire any longer."

Moderator Fervius then turned cooly to Dodge. "And Ambassador Dodge we need no further pointless insults from you. Calm down or both of you shall be removed from the room."

He then pressed several buttons on his data pad.

"I call for a vote now. Please use your monitors on the desks before you."

The monitors appeared from a small opening and swiveled about. They engaged with the subject at hand on the screen.
