and agree to a set of rules to which the war will follow such as but not limited to;
Maps of every nation will be required to post a scale map of their nation(s) and territories with miles or Kilometers marked. And a formal declaration of their populations; the standing military(s)

And rules as to how civilians as well as prisoners of war ( Soldiers ) will be treated.
otherwise you can hardly have a war, you'll only have people making broad remarks about
actions taken by troops and things with little ideas as to who is really where or how they'll
get there.

Also some kind of time increment would be nice; since it takes hours or days to reach another country and I could hardly post;

Honestly I don't think there has been any decision yet on the tech level, I'm hoping "no" for the fact that it's too hard to say " this is what happens when..." as opposed to Current tech, but that will depend entirely on the other players and finally on the person who's supposed to be running the thread;
