Troaet is currently under seige, and I think Caliph was invaded some time ago (though the guy who did the invading may or may not still be active, I'm not sure). You could join in the fight on Troaet... but seeing as you are rougue, you don't have too.

Not when my immediate neighbor has over a thousand ships and I less the a hundred. Unless he is technologically inferior to the Ecumene, even Forerunner tech won't be enough to protect what I have.
