I know what you were referring to, basically saying that the Pen is Mightier than the Sword. The Fuhrer gets it too, but you should have just said that Diplomacy is better than war.
However, by using that quote from Sun Tzu, in my view, you exposed your intentions. Also, when you mentioned unifying the Multiverse, that gives my argument more support.
Edit: the Fuhrers intentions towards Taigawa are to help Taigawa avoid a potentially bad relationship with an empire they just met. We don't know Vektra, so it is better to be on the safe side. The Fuhrer is looking out for Neyla and Kylan, and he will root out any apparent contradictions.
