It's closer to the system in England. However, I incorperate elements from there and America.

The monarch is not elected, but the members of the Imperial Council are. They are elected every four years and can serve numerous terms. They hold the same power as the US Congress. There is also a checks and balances system in place similar to what the US has between both the monarch and the Imperial Council. Below this is the Ecumene Council, a body made up of representatives drawn from the Ecumene's colony-worlds. Often assisted by ancilia, they help influence the descisions of the Imperial Council. This being said, IF Neyla were to die they would have to pick. That of course has to go through the line of succession that currently stands.

That line of succession currently stands as this:

Princess Shiala
Princess and High Fleet Admiral Shi'era
Princess Liara (though she is currently very young and would need a regent)
Feng, Lord of Admirals
Beyond this we would hold elections.

Oh OK.

That would be called a Constitutional Monarchy.
Not a Representative Monarchy.

Ok.

Why, yes. The Reich will be laughing as Vektran Planets burn and their fleets become debris, The Reich will laugh even harder when the Entire Vektran Empires falls under a New Halvatian Regime. Let me just add Vektra to Halvatias assimilation list quick.

Would the shield of the 2 ships involved in the ramming negate each other.

I believe that would depend on what kind of shielding the ships use.

I think so, asks it would depend on the shield type and how much the ship weighs.

Not the planet, but urban areas are protected by the Bane of Weapons. Also...ODPs and all my forces.
