May I ask why did decided that being on par with the Empire (from Star Wars, as they had control of an entire Galaxy,) wasn't enough?
You could've had direct control over a galaxy as it would all be your territory, but only have influence over different Galaxies (even from alternate universes) through diplomacy and trade.

Personally, I like the ability to come up with absolutely bat shit insane ideas, and well, in my mind, I like control. Not necessarily over other nations actually ran by other people, but control of my own little world.

I enjoy being able to have more than just a small amount of lore from one universe. That is why Halvatia has Star Wars, Mass Effect, Dr.Who and a LOT of other universes within its own.

My nation, believe it or not is democratic, the governing body is called the "collective mind".
It is a digital copy of every citizen's conscience put together, so you could even go so far to say I am a direct democracy.
However you may mistake me for being autocratic as the "collective mind" behaves as a single mind.
Every now and then citizens would re-connect with their copy, and information would be transferred both ways, on what the citizen and the copy did in between just connecting and the last connection.
This way a single conscience in the "collective mind" is indistinguishable from the original the moment after connecting.
These re-connections are regular and would be comparable to the regular election cycles in other democracies.

I'm a bureaucratic republic with equal representation of species. The government is strictly state atheist, but they don't enforce atheism on the others. The head governing body is called The Central, with representatives of each sector of the galaxy. The one below the Central is known as the Ministry. The Ministry is a collection of all the Ministries in Ministerial. There is also the Grand Minister of Ministerial, who isn't very grand, that oversees the Central. He works mostly as a pharmacist and rarely ever goes to the Central meetings. When he does, he usually sits in a wooden chair on a wooden platform. He is very respected.

The monarch is not elected, but the members of the Imperial Council are. They are elected every four years and can serve numerous terms. They hold the same power as the US Congress. There is also a checks and balances system in place similar to what the US has between both the monarch and the Imperial Council. Below this is the Ecumene Council, a body made up of representatives drawn from the Ecumene's colony-worlds. Often assisted by ancilia, they help influence the descisions of the Imperial Council. This being said, IF Neyla were to die they would have to pick. That of course has to go through the line of succession that currently stands.

That line of succession currently stands as this:

Princess Shiala
Princess and High Fleet Admiral Shi'era
Princess Liara (though she is currently very young and would need a regent)
Feng, Lord of Admirals
Beyond this we would hold elections.
