You could've had direct control over a galaxy as it would all be your territory, but only have influence over different Galaxies (even from alternate universes) through diplomacy and trade.
Personally, I like the ability to come up with absolutely bat shit insane ideas, and well, in my mind, I like control. Not necessarily over other nations actually ran by other people, but control of my own little world.
I enjoy being able to have more than just a small amount of lore from one universe. That is why Halvatia has Star Wars, Mass Effect, Dr.Who and a LOT of other universes within its own.

It's closer to the system in England. However, I incorperate elements from there and America.
The monarch is not elected, but the members of the Imperial Council are. They are elected every four years and can serve numerous terms. They hold the same power as the US Congress. There is also a checks and balances system in place similar to what the US has between both the monarch and the Imperial Council. Beyond this we would hold elections.
