At the base of the new trade policy, tariffs will drop for all nations around the world to make Valcorya a trading hotspot in southern Vardes. The government will also begin to work closely with several large nations to better relations and trade.

The Government also plans to build several large research centers around the nation to further invest in Valcoryan innovation. From outside support, billions of dollars of funding will be given to these centers to produce quality research in a timely fashion - further industrializing Valcorya. The nation, already seeing an uptick in investors, estimates that the trend will continue as the nation grows and produces quality products.

After seven days of Hurricane Kaitlen's wrath, the Category Five megastorm that struck Tyderius and surrounding cities July 2, has finally dissipated thirty miles south of Dal Varesta in the Nostari District. In the history of natural disasters caused by Elvaryan weather, Kaitlen has been recorded by both the National Hurricane Center and the Federal Weather Service as the largest and most destructive hurricane in world history. The cities of New Calica, Fierstoph and Nighton have suffered catastrophic damage to infrastructure, but the city of Tyderius was hit hardest by far. Centering over the capitol, the storm produced winds that topped at 200 miles per hour towards the eye of the hurricane and producing average gusts of 170 miles per hour. The Tyderius Ports are underwater and any boats left in the harbor have been thrown across the docks, some smaller boats landing 100 yards into the many warehouses and buildings that made the Port District a popular tourist spot.

It has been confirmed by many power companies and Department of Energy officials that all of Tydari District, 43% of Capulus, 27% of Taro, and 11% of Nostari Districts are without power after Kaitlen. In the middle of the summer, where temperatures can reach 95 degrees easily on any given day, millions without power means the potential for heat-related injuries and death.

Across the affected cities and towns, tens of thousands of Army, National Guard, and Marine personnel have deployed to assist in search and rescue and relief operations. Relief camps and medical stations have been established at more than fifty locations in Tyderius alone, taking as many people as they can. The Tyderius Capitals Dome, where more than 56,000 people sustained heavy damage and failed to adequately defend against a Category Five hurricane. Half of the dome collapsed and many walls crumbled, allowing the strong winds and water to rush in. Exact numbers haven't been released, but it is predicted to be in the thousands if not tens of thousands. It's the same story as National Guard and Army search and rescue boats and helicopters discover hundreds of deceased civilians who couldn't evacuate in time and were caught by the storm.

Asides from the larger cities being struck by the hurricane, Port Arral, a small city of 23,000 located 60 miles northeast in the Stanley Cove was wiped from existence. Hundreds of buildings were destroyed, including the SS Darren Cotts, a massive container ship that couldn't evacuate the Cove before Kaitlen struck. The ship capsized onto the dock, crushing many smaller boats including the entire eastern section of the docks. 130 people were reported killed by local authorities in Port Arral. On the Cardola Peninsula, several towns and luxury resorts were wiped off the map. Luckily, all of the residents living on the Peninsula were evacuated early to Sanrose, Vaskon, out of harm's way.

The rest of Futrellia has unified in response to the Hurricane as hundreds of charities have been set up and civilian relief convoys are heading south to assist the cities torn apart by Kaitlen, bringing food, water, shelter, clothing, medicine, portable generators and portable air conditioners.

With the storm gone, the Southern Coast lays in ruins. It will take many years for the cities to recover, but it has unified the Futrellian people, forgetting squabbles and disagreements to help one another.

Breaking News: Terrorist Attacks in the Capital

It was just another peaceful Tuesday when the nation was bombed by terrorists across the capital. Explosions in Civic Plaza, Park Square, and three separate incidents in the capital's metro has killed hundreds and left many more injured. A confirmed 201 deaths and 456 casualties - filling hospitals and clinics as people hold on to their lives and loved ones. Investigators now saying that the attacks were funded from an outside organization or nation will prominent power or close proximity. Caerians blaming the nation of Hanaga for the attacks after tension stemming from the Pyik Crisis.

The nation will take the week to mourn for the fallen and services will be held around the clock for the next two weeks. After the week of official mourning, the government will resume a large investigation into the attacks. Government officials have already reached out to the Arkhon Federation to help investigate the attacks and bring the killers to justice.

(EXIA) Negotiations with city officials from both of Fuso's two largest cities come into conclusion that the security environment across the entire world is deteriorating. With exposure towards an increase of domestic violence to extremist influence from foreign powers or organizations as the driving force for this initiative. Starting next week, Cryst Securities will begin integrating most of it's personnel to begin joint operations with law enforcement officials. The recent success Cryst Securities made is notable for it's domination over the security market made to secure homes for most of it's customers from alarm systems to personnel security. The events in Caerion finally triggered from what was the rarest of occurrence that may take innocent lives away from any cause people would want to pursue, as these proposals were already stacked up by the 2001 Sarin Attacks and the 2010 Kido Massacre.

While some may praise the significance of the private sector contributing towards the security of these cities, many remained skeptical about the inner workings and plans of the company itself. Some openly criticized this however, calling it a corporate military takeover, and immediately blaming it on the Technocratic Party for being too lax about this, as well as the influence of the company over the party itself. Cryst Securities Head of Operations Hideo Motaki says that they wish to have more connected operations in many cities of Fuso in the future.

In a press conference this morning, government officials released a new plan to tackle the massive drug cartels in northern Valcorya. The northern cartels which also now include Sowson Pharmaceuticals, have been selling drugs domestically and internationally for years, trading across major borders via airplanes. And, last week, the government received word that outside funding has been directed to the cartels to help their product move swifter through major ports.

"The problem is only growing", Says Harper Ways a local of northern Valcorya. "We only see more drugs and more money come in and out of this place. We see no end either, with more institutions getting involved."

The government, who has been fighting these cartels for years plans on taking another approach. In the next week, several laws will make drugs legal in the nation of Valcorya treating drugs much like tobacco and alcohol.

"This will free up the market so that the cartels cannot control the price of drugs no command the market", says analyst Steven Mayor. "Think about it, the only reason Cartels have power is attributed to their command over the entire market. If we take that power away from them, we will be able to end the Cartels."

Pyik Sea Accords Talks Reach Conclusion

After weeks of dialogue between representatives from the Nations of Nerodanus, Hanaga, Combrekniza, Caerion, Varisis, and the Arkhon Federation, the Pyik Sea Accords were signed in the capital city of Drakodia. The Accords bring down the near third world war caused by a rise in tensions in the region, following accusations from the Arkhon Federation that Hanagan rebels within the nation would pose a threat to the rest of the Pyik Sea, and subsequent trade throughout it. In response to the Federation sending several fleets near Hanagan waters, Nerodanus and Combrekniza sent ships to counter the Federation. Following that ships from Varisis threatened Hanagan Territorial Waters and ships from Caerion came to support the Federation. Tensions rose as Scotland and the Razma reminded the world of their promise to aid Hanaga should the Federation attack first. For the following month tensions remained high as representatives met in Drakodia to work out an agreement.

The agreement, now signed and titled The Pyik Accords, comprising the following details:

1) All Signatory nations must limit their patrol size to 4 ships at any given time within the Pyik Sea. The Commonwealth will take up patrolling the waters to make up for the difference.
2) All Signatory nations located within the Pyik Sea must keep their ships within the Pyik Sea inside their Territorial Waters.
3) When the Military Ships are leaving the Pyik Sea, they are to have their guns capped with Tampion's and covered in some way.
4) Nerodanus and Varisis will remove their Pyik Sea Fleets.
5) The Fines for violation of any of these are 50 Billion, to be paid to the Commonwealth for funding.

For now Peace has returned to the area. The ships sent out to deal with the issue have been recalled. Despite the Accords, Nerodanus will call in a vote later on the reopening of trade to travel through the Pyik, but has reaffirmed its Trade and Travel ban with the nation of Caerion.

Arkhonian Expansion of Offshore Drilling in the Pyik Sea

NEW CASTLE - This morning the spokesperson of the Chancellor, Maria Finale released to reporters that the government, in close collaboration with the Vigil Energy Conglomerate, will begin a campaign to drill the remaining oil from the Pyik Sea. After the discovery of massive oil deposits located in international waters near the Caerion Islands earlier this year, the Arkhonian government launched a program to pump the oil out for storage on Locus Island. Since then, and after the program reported that about 67% of the oil from the deposits had been drained and stored, the government and the Vigil Energy Offshore Petroleum Company began searching for further deposits in the Pyik Sea. However, during this time the Pyik Crisis began heating up, and the government issued a halt in exploration to protect against expected Hanagan aggression.

Two weeks ago, exploration was resumed as the Pyik Accords were drafted and awaiting finality, peacefully ending the Pyik Crisis. Yesterday the Vigil Energy Conglomerate released that further oil deposits were found in the northeast and south portions of the Pyik Sea. Today, we can confirm that in addition to drilling in the international waters close to the Caerion Islands, the Vigil Energy Conglomerate has been approved to begin drilling in international waters in the northeastern and southern Oil Deposits of the Pyik Sea. Operations will begin next week and as several newly constructed Oil Rigs will leave the ports of Locus Island headed for the newly founded oil deposits.

Currently, there is no provision in international law that exempts private corporations from operating in international waters or drilling in such waters. Operations of the Vigil Energy Offshore Petroleum Company or any such company owned by the Vigil Energy Conglomerate operating or drilling in international waters is entirely legal and is exempt from prosecution. Oil drilled from the Pyik Sea will be stored at the Arkhonian-Pyik Energy Facility located on Locus Island and will not be used for consumption or profit at this time.

Queen Turina Accepts Razconian Offer

Following several months of relative quiet within the Razma Tribes, political unrest rocked the capital city of Fridard. Queen Turina's rule has been questioned by the tribal representatives of her motives concerning the Neroian influence in the region. Many still harbor resent towards Nerodanus for their invasion and occupation of the land during the Razonican War Solin Isles Campaign. The series of battles that cumulated in roughly 300,000 Razma dead and many left homeless due to the fighting. The capture of Queen Turina then later reinstatement and release of the Tribes from Neroian control let many both feel relief and worry at the possibilities that awaited the Tribes.

Now, as the Neroians occupy bases across the Tribes, the Razma still unable to remilitarize, and a questionably competent queen suffering from what many believe to be PTSD from the war has caused several Tribes to call for a gathering of the Elders and a vote of no confidence, which would depose Queen Turina and replace her with an elected official from any of the present Tribes. Despite this, Turina has stated she is in good health and is planning a state visit to Varumia in the near future to improve relations with the Razonican successor state.

Several more isolated tribes have began raids against the unified Tribes, declaring themselves to be true Razma and to not bow to many external force. Tribal police are currently keeping them engaged and at bay as they seek to eliminate the threat.

Grand Duke Walther reaches out to Varumia, Novo Razcon, and Razma for talks

Lussendale - Following a four hour long private meeting between the President and several members of the Raza Unity, a Razorian political party that advocates a return of the Empire under the reunification of Razoria, Razma, Novo Razcon, and Varumia and Grand Duke Walther, Prime Minister Daeron, and Princess Lilliana Lussengarde, the Grand Duke has announced for a summit to be held in the following months for talks on various topics, including continental economic and military pacts, and a possible vision for a Reunification of the former Razonican Empire. The R4 Summit, or Razonican Four, named for the four Razonican successor states, will be held at a location discussed by all four leaders, though Grand Duke Walther wishes it to be held in Haemia, the former seat of the Razonican Empire for symbolic purposes.

Princess Lilliana Lussengarde, who presides over the Ambassadorial Offices responsible for promoting unity and warm relations between the successor states as well as the Vice Minister of the Ministry of Foreign Affairs, will be touring the successor states, beginning with Novo Razcon to promote the first R4 Summit. She will be leaving Razoria this Tuesday, bound for NRC International Airport to meet with Prince Lee and discuss a Novo Razconian admittance into the Summit.

Reunification has always been a hard idea to process as the exit of the Empire was one of the bloodiest splits the world had ever seen. Faenia and Rheio perished and Ymira simply left. I was all that was left of my father's children. Since my induction into the positon of Grand Duke, reunification was out of the question for me. I had a discussion with Raza Unity, as I like to have with many political leaders, and President Uthoran brought it to my attention that Reunification is something that would benefit the continent, if not the world. Several political leaders, including those of the Razorian Strong Party, have indicated they do not wish a Reunification and have since taken several jabs at the Raza Unity Party for their "pipedream" and for the Lussengardes' "ignorance" to such a large scale reunification.

Life is easier now, life is more abundant now without the Imperial rules and regulations that plagued the country. Even after Hurricane Kaitlen's dissipation eighteen days ago and the National Guard, Army, and Navy's round-the-clock rescue operations, the city of Tyderius is just as decimated as if the Hurricane passed through only hours before. Thousands of civilians have been rescued from their homes and places of business and more are still deserted out in the hulking metropolis of Tyderius.

International relief aid has been pouring into Tyderius and surrounding cities as San Laozanian Army Engineers, the SLS Fortaleza and more are being used to rescue trapped Civilians and provide clean-up. The Arkhonians have dispatched a relief package consisting of emergency healthcare services and construction battalions. In a surprise maneuver, even Nerodanus has dispatched several tons of general supplies, including search and rescue teams including search dogs to Tyderius. But while the nations of the world continue sending relief aid, it seems that complete reconstruction will take a year to two years. Construction companies hired from San Laozan, Fuso, Arkhon, Kaladia, and Razoria continue to arrive in Northern Futrellia, where they will be responsible for cleaning up the outskirts of Tyderius and the city of New Calica. Futrellian construction companies will come behind them and begin rebuilding infrastructure.

President Masters will be heading to Tyderius with the Mayor and Governor to discuss enhanced security measures for future natural disasters, including cooperation with Arkhon on the Vardes Weather Alert Center, which will scan for signs of bad weather throughout the Vestila Ocean and the Orvosic Sea for days to weeks worth of advanced warning for the continent of Vardes.

In worse news, it is confirmed that at least 675 people have died in Tyderius and 366 in New Calica and surrounding communities, with more expected to be added to the list as Search and Rescue units continue to comb through street blocks after street blocks in search of trapped or deceased civilians.

In better news, with swift work by A&D Electric, Zerconus Electrical Solutions, Tydari District Electrical Authority and several independent contractors, Nostari and Taro power systems have been completely repaired, with 22% of Capulus District's power grid restored.

The Legation Council made a statement earlier today announcing the go ahead for plans of constructing several new energy facilities at different Legation Cities, in order to help lower the burden of energy production and increase the amount of funds that can be moved around in the budget. Council Chairman Cecil Clementi personally made a statement saying, "Thanks to the generous donation from Nerodanus, Jord and New Scotland, as well as several other national and private entities, we have achieved far more funding than we initially had hoped to see. The amount of funds and resources left over form this project will be used to shore up other areas of the budget or to go into the profit returns for our investors at the end of the fiscal year in December 2019, of which I am proud to announce Nerodanus as a new member."

The location of these new plants will be determined between the local city councils, the Legation Council and the former host nation, but it seems most nations involved are agreeing to have a joint construction and use plan between themselves and the Cities. Clementi has also stated that the extra funds might be used to pioneer advances in land reclamation and offshore construction for future maritime Legation Cities construction projects, though this has yet to be fully determined and approved by the rest of the council.

In other news, Defense Commissioner Michel Vermandous, former Razonican and Laerolkian soldier turned Entente ally, has announced that the Cities of Kanto and Nantes will be upgrading their defense forces from a combined ten thousand to twenty thousand due to concerns of violence from the Razconian Civil War spilling over into Kanto or enticing former Razonican nationals into violent action across the continent. Both the Commissioner and Clementi have stated in separate interviews that the increase in numbers is temporary and won't put a dent into the estimated profits come December.

Bellux - Following a supreme court trial, in which State Governor of North Point Sam Donovan is accused of corruption, bribery, graft and the murder of 13 individuals within the state, now declared guilty today by an overwhelming 12-0 vote from the court and pushed out from his position. This is currently the latest political scandal that has since rocked the country since 1979 of which former President Brian Fisher resigned from office prior to his impeachment in what was called "Belluxgate." Many considered that this trial is deemed appropriate, as the governor himself was accused of many crimes such as the sexual assault of his former secretary Marie Lane, and later his push for a controversial passage of a bill in North Point that "restricted" public access of transgenders in the state. The trial only began the moment evidences of the governor accepting bribes from medium sized businesses within the state rose publicly out from a source in Fennix News Station 7.

"He was the governor that was gonna change the whole point of living in the north." Terrance Rhodes, a former vice governor of North Point says, "He was the man that people voted him for to change the state, but I guess his whole eight years in office drained his goodness out of him quickly, and all he could think off was the money."

Sam Donovan was also a notorious politician, posting often in social media with his luxury cars and throwing expensive parties. A few of the officials in his office suggests he used public money for his personal benefits, and his campaign for an extra term as governor. He's also invited several women into his personal manor, and was accused of sexual assault and rape towards Marie Lane two years ago. The evidence presented yesterday also links him directly to the murder of 13 public officials three months ago, of which these officials were supposed to expose the governor's latest activities ranging from 2015 to 2019.

As of December 21st 2018, the Nation of Lozny has officially been reformed into the brand new peoples Socialist Soviet Republic, led by Comrade General President Stannes Zhelezo.

The new nation has come to be after a revolution led by the new president, after leading a mass assault onto the Royal Palace and take out the Royal Family and all noble families who have had ties with them, freeing the lower class from their oppressive reign and handing the nation over to the people. Not much is known about our leader's new laws and reforms, though his most famous of which is now a required two years of service for everyone over the age of 16, a cease of production until further notice, a new state-funded media station, and plenty of needed military funding. Word has released that talks with other world powers are in session, and one can only hope for new allies in this new age.

As of August 9th 2019, the Queendom of Jord and the Republic of Lozny have announced a new alliance between the two nations. Talks have been concluded between her Majesty, Queen Freyja of Jord, and Comrade General President Stannes. The two nations plan to share tech, agriculture, and provide support for our nation, and Comrade Stannes seems to be in full agreement.

Some talks in the party seem to share some disagreements, saying that they want no help from a monarchist nation which follows a system that favour the nobility and rich, but comrade Stannes has confirmed that he will do his best to stop national influence from changing out great system, and concluded that at least the people of Jord live happy oppressed lives.

International - As the military government in Parawa struggles to maintain control after a bloody coup orchestrated by General Juan Honoveros, who declared himself as leader of the nation remains to face fierce resistance both within the capital city of Port Gregory and the nation's two eastern islands fought by the PDF and the rebels saw the bombing of Port Gregory International Airport, of which killed over 328 and injured well over a thousand people as the place was congested mostly of refugees coming from and outside of the city itself. Of the 328 killed, 159 were foreign volunteers and military personnel from nations such as Aventhia, Fuso, Futrellia and others. Hospitals and makeshift medical tents make do with what they can with the injured, as the most serious cases were taken to present military hospital ships such as the AFS Kingsmaid. Almost immediately, the Fusoese government ordered the deployment of regular troops to the country as a means to fill the security gap left behind by the PDF due to it's "responsibilities and lack of commitment for helping it's own people."

In Bellux, the Department of Defense hosted an emergency press conference in the Annex following after the bombing. Press Secretary of the Annex Stephen Michaels stated that the security situation in Parawa is becoming unstable, and Parawa's Honoveros is doing what he can to stabilize the situation by further solidifying cooperation as much as he can with nations aiding in the crisis.

"We made it clear to the nation of Parawa that our most number one priority is the safety, aid and security of the Parawan people. That we will guarantee those three promises we first declared the moment our people came in there to help." Michaels said. "But we have to make it clear for General Honoveros that we are not dumping our people there to die. We're there to help. Furthermore, President Norman Bradford announced that he will begin to speak with his advisers about a revised security review in regards to the situation in Parawa. Although Bradford had maintained that no regular troops will be sent to the nation, it seems that this may be changed depending on the situation itself. The President has authorized an additional deployment of a few hundred troops to prepare and deploy if needed be, and hopes that he won't be going any further with his said military actions.

Six hours ago however, an Aventhian-owned cargo ship named the Yanga was hijacked by armed pirates from Parawa. With a recent response coming directly from the press office of the President's Princeton Hill stating that the government is now preparing a response team to deal with the situation. The number of the Yanga's crew being 83, 49 of which are Aventhians, while the rest are Futrellians, Fusoese, Germerians and Parawans. The number of pirates on board remained unknown, but the company that owns and operates the Yanga have begun cooperating with the Aventhian military of negotiations for the release of the hostages on board. With the demand from the hostage taker so far being an enormous fifty-billion dollars.

CAERN - Today in the capital city of Caerion, Caern, King Dudan II pledged allegiance to the Chancellor of the Arkhon Federation, Joseph Crassus. In addition to the King's pledge, Caerion will gift all public land to the Federation and grant access to all of the nation's assets, resources, and land the Arkhonian Government may require. Locus Island will remain entirely owned by the Arkhon Federation. Although Caerion will still be considered independent, the King cannot rule without approval from the Arkhonian Senate, who will now act as the legislative body of Caerion. The Chancellor, as a position, will be considered higher than Caerion's King, whose power will be reduced to the figurehead of the state. The Chancellor will now act as the executive of the state.

People born in Caerion and the current residents of Caerion will be considered Arkhonian citizens and will be protected by the Arkhonian Constitution, with the same rights and priveledges afforded to every Arkhonian. The Caerion Government will not foster nor support their citizens beyond the support that Arkhonian Government provides for their citizens.

As per the agreement between the two nations, Arkhonian Officials will now handle the influx of trade to the Caerion Isles, and Arkhonian tariff laws will replace former Caerion tariff laws, in order to standardize Caerion to the Arkhon Federation. Furthermore, the Federation will manage all trade deals, the national economy, and further development of the Isles.

Next week the Chancellor will visit Caerion in order to rally support in the nation and begin the implementation of new policy geared to further industrialize Caerion. The Arkhonian Senate, today, will vote on legislation that will increase funding for the development of the Isles as well as an aid package for impoverished areas of Caerion.

NEW CASTLE - After a week of debate regarding the Crisis in Parawa, the Arkhonian Senate voted to remain neutral, drawing support from the Chancellery who originally proposed the neutral position. Although the official position of the government is neutrality, the Senate made clear to the Arkhonian people that Arkhonian Businesses will still be free to participate in the global markets of Parawa and can sell goods to any side of the conflict. Furthermore, the government will protect Arkhonian businesses operating in and near the Parawan Crisis.

This morning, the Chancellor, while talking about the Crisis, commented, "The Arkhon Federation has no obligation to support nor help a nation that has self-destroyed their own government. Political discourse should occur through the medium of words, not weapons. Further Arkhonian intervention or any outside intervention would only hurt the people of Parawa. This conflict - this discourse - needs to happen domestically. Keeping in mind the economic situation of Elvarya, the nation of Parawa would not be an adequate resource to fight over. This morning at 10:00 AM NSST the National Board of Elections announced the victor of the 2018 election. In a surprising underdog victory the Communist Party candidate, Leonard Gorcha, won the election with a shocking 73% of the vote. This marks the highest percent of support since the first Imperial Presidential Election. However, such a high disparity between pre-election polls and the final count has raised questions about election interference. Regardless of the validity of this claim riots have nonetheless broken out all over the country demanding a recount. It is currently unknown weather or not the National Board of Elections will approve of a recount. In response to the riots President Horatio has ordered the National Guard to move in to aid local police in quelling the riots.

NEW CASTLE - At a closed Joint Session of Government today at the Senatorial Acropolis, the Chancellor congratulated Scottish President-Elect, Leonard Gorcha, on his big win Saturday night. "I would like to congratulate Leonard Gorcha on his win Saturday night as the new President-Elect of New Scotland. The Arkhonian Government is looking forward to further collaboration with his administration - continuing our work to secure free markets around Elvarya." After the election results were finalized Saturday night, the Chancellery was silent, neglecting to comment on the breaking news. On Monday, the Chancellery broke their silent spell and released several press releases and comments.

"The election obviously did not go as planned," Says Karina Wilson, the spokesperson for the Chancellor. "We have built a close relationship with the current administration of New Scotland, international political changes at the root of government always presents challenges, but the Chancellery is 100% committed to continuing positive relations with New Scotland."

In an official report released Monday, the Chancellery will be considering changes to current foreign policy regarding New Scotland and their holdings. Arkhonian diplomats in the Scottish capital will be working with the current administration as well as the new administration to transition policy regarding international collaboration.

The election had a small effect on global markets as well, with a slight decline in the current growth of many international stocks. Investors fear that a less market-driven New Scotland will negatively impact international stocks more significantly. New Strict Piracy Laws Enacted to Prevent Loss in Profits

NEW CASTLE - This morning, the Senate passed Bill A.290; A Bill to End Rampant Piracy. The Bill is apart of the Senate's 2020 goal to expand Free Trade Internationally, and support Arkhonian Industry that relies on open and safe trade routes. Last year, the Senate enacted a similar piece of legislation that funded several initiatives to hunt and kill pirate organizations operating near the Federation. The project was a success, with reports showing the Media Authority that nearly 88% of all pirates near the Federation were eliminated resulting in the capture of thousands of illegal individuals. The government today has now expanded the anti-pirate operations further into international waters in the Vestila Ocean, the Orvosic Sea, and the Pyik Sea.

The new legislation will send Five Billion Marks to the Free Trade Initiative, an Arkhonian organization that promotes free trade on an international level. The FTI will operate with Elvaryan Trade Organization and Arkhonian Stratos Forces to target and eliminate pirates or any organization or individual that commits acts of piracy against Arkhonian vessels or extensions of Arkhonian trade. Individuals captured by the FTI or Stratos Forces for the crime of piracy will be trialed and punished in the Arkhon Federation. Individuals or organizations that resist arrest will be considered enemies of the state and any acts of aggression towards the Federation will merit in retaliation.

Xinxing, Renova: Citizens of the Revolutionary People's State received shocking news today, about Initiative Island which was the headquarters of the Elvarya Initiative. Construction on the island was abandoned following, the departure of several key membering states however it was announced it would resume next week. The Engineering Corps of the Renovan People's Liberation Army, has already been dispatch to the island by the Central Committee. According to the rumors this was to reform the organization, however that seems not to be the case in this matter. The island would be used as a neutral ground to form pacts, agreements, alliances, and to settle overall international disputes.

Initiative Island will be maintain by a skeleton crew, and defended by a small force from the Renovan People's Liberation Armed Forces. Buildings on the island will be leased out to foreign investors, for development by the Central Committee of the National Liberation Front. Foreign tourists and citizens are encouraged to visit Initiative Island, and learn about it short history or even settle on the island. Upon the competition of the repairs and construction, all Renovan forces on the island will be withdraw allowing a police force to take over in it's place. Construction in Initiative City will continue on as previously planned, in the former EI charter by a work force hired by the government.

President Fu Pei has also announced the deployment of the 6th Fleet, to the island in order to help with it's defenses. According to unofficial government documents, a independent government is also in the works for the island. This latest announcement has left many officials, worried about the first possible city state within Elvarya. The president has also announced that the island, will not have a socialist government but a international elected one.

The Arkhon Federation Responds to Growing International Economic Concerns

NEW CASTLE - Reports coming from the Chancellery have confirmed that the government will begin working with the new administration of the Scottish government to begin bilateral agreements that will stabilize growing fears of profit loss after New Scotland's presidential election. As investors fear a collapse of Scottish free markets in the wake of the new administration, many are pulling investments from Scottish markets resulting in declining numbers in larger international markets leading to declining profits globally. The government has advised Arkhonian investors, as well as large international investors to reroute investments formerly made to Scottish markets to Legation markets - a known free-market advocate. The Arkhonian Senate yesterday signed an International Economic Relief Fund that will stimulate global markets and prepare stocks for any possible decline that might occur from Scottish unpredictability. In the best case, the markets will not decline and the government will have stimulated international stocks leading to a larger forecasted growth in the fourth quarter. This, however, is wishful thinking and growing concerns are being validated with recent news coming from New Scotland.

TYDERIUS - As FAXA starts to build up details about its plans to send humans to Lunist, one of two moons orbiting Elvarya, the agency is studying concepts for “human-class” lunar landers that would involve three-stage vehicles whose individual components could be flown on a range of launch vehicles.

At a pair of meetings last week, agency officials said their examination of concepts for crewed lunar landers, still in their earliest stages, is part of three “swim lanes” for lunar landers that include small commercial and mid-sized science landers.

In a presentation at a meeting of the Lunist Exploration Analysis Committee (LEAC) Nov. 14 in Tyderius, Tydari, Christopher Harrlow head of FAXA’s Advanced Exploration Systems division, said that FAXA is reviewing past studies to determine the best approach for designing those human-class landers.

“There are many different ways you can look at architectures for landings: single-stage, two-stage and three-stage landing options,”

he said. The agency has been looking at past in-house studies of those architectures dating back decades, he said, along with outside reports prepared in the past.

The drawback with the single-stage approach, he said, is the mass of the spacecraft, which would exceed 50 tons. “They’re actually in excess of what our Mark III's are capable of,” he said.

A two-stage approach, with an ascent module and descent stage, is more feasible, he said. However, the large mass of the descent stage, which he estimated to be between 32 and 38 metric tons, would be too large to be carried on commercial launch vehicles anticipated to be available in the next decade.

A three-stage approach involves the addition of a transfer stage, or tug, along with the ascent and descent modules. The transfer stage would move the lander stages from the Gateway to a lower orbit, reducing the amount of fuel they have to carry and thus making them smaller.

“What’s interesting about this is that your per-element mass drops to 12 to 15 metric tons,” Harrlow said. “This fits on a number of launch vehicles.” Those stages could also be co-manifested on Commonwealth missions, while enabling more international partnership opportunities.

“We’ve been studying these different implementation approaches, and are learning closer to the three-stage option,” he said. A synopsis for lander studies, issued in the summer then put on hold, will be reopened near the middle of next year to solicit industry proposals for lander architecture studies.

That approach runs counter to some industry concepts. In October, Alliance Industries released its concept for a human-class lander that would be a large single-stage vehicle. That spacecraft would weigh 62 metric tons when fully fueled, but only 22 tons empty. Alliance proposed fueling the lander at a fuel depot located in the vicinity of the Gateway, with the ability to eventually make use of propellants obtained from lunist ice.

The work on human-class landers will be supported under a new budget line called Advanced Transport and Surface Capabilities included in the fiscal year 2020 budget proposal, which sought 116.5 million federal dollars for the program. Congress has yet to pass a final fiscal year 2020 appropriations bill for FAXA. Harrlow said that FAXA hopes to be able to test the descent stage of that lander as a standalone robotic mission by 2021.

Iris Waters, FAXA associate administrator for strategy and plans, offered a similar assessment during a December 12. meeting of the Federal Space Council’s Users’ Advisory Group at FAXA Headquarters. “One Mark III is not going to be able to get you to the moon,” he said, noting the limited co-manifested payload capacity of the Tier 1D version of the Mark III. Taking advantage of commercial vehicles, and operating from the Gateway in its near-rectilinear halo orbit, “offers a lot of advantages for our initial approach for going to Lunist.”

That three-stage approach, he said, spreads out the cost of lander development and allows FAXA to lean in hard with the commercial sector on the descent stage in particular. “We can focus more on the ascent element” and its human-rating requirements, he said. Both the ascent and transfer stages could be designed to be reused.

That approach, he emphasized, is based on funding the agency receives in 2020 and beyond. “This is all budget dependent,” he said. “This is notional planning.”

That human-manned lander work is one of three parallel strategies by FAXA for getting to the surface of Lunist. At the small end of payload capacity is the agency’s Commercial Lunist Payload Services program, where FAXA will buy payload space on commercial lunist landers under development.

FAXA is evaluating CLPS proposals submitted last month. “We’re on track to award by the beginning of next year,” said Veron Clarke, deputy associate administrator for exploration in FAXA’s Science Mission Division, at the LEAC meeting Nov. 14. Harrlow, at the Users’ Advisory Group meeting, suggested that announcements could come by the end of January.

In between CLPS and the human-class lander is a “mid-sized” lander for science missions capable of placing 300 to 500 kilograms on the Lunist surface. Those landers, Clarke said, would have additional capabilities, such as direct-to-Elvarya communications, a lifetime on the surface of months and the ability to deliver, and later recharge, small rovers.

FAXA’s plans call for the first such mid-sized lander to fly in 2024. “We’re in the process of looking at all the various trade options that we have as we build up this strategy,” he said. That could include “onramps” to the CLPS program to make use of future, more capable commercial landers. “I hope to be able to take more about this as we develop this and narrow down some of the trade spaces.”

Harrlow has also stated that he has "left the invitation open" for any of their fellow Commonwealth-oriented space agencies that wish to share the costs, send experts, and request monthly progress updates on the project.
