The increase of foreign aggression across the world has led to the most intense and by far one of the most expensive military projects up to date. A gigawatt-grade chemical laser defense tower that has one role to protect the nation and it's people: Destroying Ballistic Missile attacks. Which renders first strike nuclear capabilities of other nations useless. Though Atarashi does not possess nuclear weapons due to Article 10 of the country's Nuclear Proliferation Treaty, it still possess a massive stockpile of Kinetic Ballistic Missiles as a deterrent. Mainly sea and air based weapons.
According to Defense Minister Hina Kojou, Excalibur is one of the many defenses that Atarashi possess. The other being the reconstruction of two Stonehenge Railgun Array Networks across the country. With one located in the Japanese Archipelago, and the other in the Industri Archipelago. Though this is called unfair to most neighboring nations that Atarashi is one of the few that can prevent missile attacks from such aggressors, a miniaturized defense battery is well underway. With the contract signed with Kiera Technologies and Kei-Higushi Defense Industries to developed mobile batteries capable of intercepting missile attacks from ground based and air based.
Despite it's role as an anti-ballistic missile platform, Excalibur also has the ability to destroy enemy aircraft at an instant. Such attack and direction could wipe out a bomber squadron entirely if used well. The staff required for Excalibur was at a maximum of 200 personnel. Because of the sensitivity of the defense platform and it's geographic location in the archipelago, two Army Battalions from the Eastern Force has been stationed as part of the reserve unit close to Saitama City. An Air Force Wing is also in station, with the well known 152nd Aggressor Tactical Fighter Squadron.
