Today the world awoke to yet another twist in the growing conversation regarding how private companies should conduct international business. The famed super-conglomerate "Massey Corporation" has sent shock waves around the world as they declared their private stockpile of nuclear, chemical, biological, and radiological weapons available for deployment on behalf of the highest bidder. Their "Cash per Strike" initiative has been met with widespread condemnation by some while others regard it as an important global military tool for nations that cannot afford to maintain their own stockpiles. The new program makes these weapons available on a "strike by strike" basis.

Here is the summary provided by a Massey Corporation spokeswoman:

"It's very simple, when one nation engages, or plans to engage, another in military warfare they can put in a bid for a particular type of CBRN strike. The target nation then has the
opportunity to bid a higher amount to NOT be attacked with our CBRN weapons. This bidding process continues until either the attacker wins and the strike is launched, or the target wins and the
strike is aborted. If the victim would like that same strike directed at the original nation then they can pay a 10% increase on the bid price and the strike is launched. There is also a stealth
package that allows a nation to buy one of our strikes without the bidding process but this comes with an increased price tag. Small nations that cannot outbid their larger opponents will likely

One journalist asked whether or not the Massey Corporation would make these weapons available to terrorists or brutal dictators and the spokeswoman responded: "It depends, do they have any money!?"

Various nations have contemplated economic sanctions, legal action, or military intervention to reign in the Massey Corporation but the company's complete monopoly on global oil supplies and their subsidiary private military company WAR-X complicate matters.

Some nations have praised the Massey Corporation's decision to make their CBRN stockpiles available for sale. According to an anonymous government worker "Now every nation, regardless of size, has the ability to purchase nuclear deterrent capabilities. This shifts strength out of the hands of the super powers and enables everyone to be safer."

It was a routine day for Emperor Evan as he and a few other officials were discussing design blueprints fresh from the department of Empire R&D in the Emperor’s office. “Prototypes are nearing their completion and we expect testing to begin within the month” said one of the men present. “Excellent work men, you can rest assured the Evan Empire will be a safer nation as a result of your work!” The Emperor exclaimed. “Now If you'll excuse me, I must leave or be late for the Imperial Council meeting.” he said as he was already heading out the door.

Moments later the Emperor found himself seated around his 12 appointed department leaders in discussion. He cleared his throat to jump start the meeting.“So what do we have today? I’ve received messages concerning the Massey Corporation lately.”. The leaders looked around at each other. The department leader of Evan Empire Economic Management then adjusted his collar “Uh, yes sir we have a lot to say about this… It… it seems an international company Massey Corporation have stockpiled a number of deadly arms and are offering their use to clients willing to pay. So far our Evco Inc. has stayed out of their path and continued to play a role in the international arms sale industry, but we fear that our competition may focus their attention on our borders.”. The Emperor looked noticeably unsettled. “Alright, looks like we might have a problem here. Do you know the extent of their attitude towards Evco?” asked Evan. “As far as we know we Evco is in the clear but we don’t know much.” replied the Department Leader “In that case I want Evan Empire intelligence to lightly monitor Massey Corporation for any activities that concern us, what options do we have?” said Evan. “Sir, we can provide coverage with the resources we have and we will begin operations immediately” Said the leader of Evan Empire Intelligence. “Very Good” Evan responded, “Now, department of Economic Management, I want Evco Incorporated to continue selling arms to compete with Massey Corporation. What resources do we need to expand our influence in the industry?” “A 1.5% increase in our budget should bring us up to speed” he replied. “Very well, Department of Finances can we make it happen?” “Yes, it’ll take out a decent chunk of our free budget but we can do it” replied the department leader. “Do it then, and I want our navy on standby for further actions” “Sir, what should the military do with our anti-piracy task force? Currently 2/3rd’s of our naval groups are stationed abroad protecting Evco & Private fishing operations.” asked the Department of Military leader. “Then keep them at striking distance from our coast and continue operations. Just make sure they can respond to anything near our borders” Stated Evan. “Yes sir! Groups should be in position in 2 days” the Department of Military responded. “Also ensure Coastal Evan Militia Cells are in ready condition along with construction of an Evan Militia Embassy for Massey Corporation. Department of Infrastructure and Evco make sure these are well supplied” Evan ordered, the leaders nodded. “Is there anything else the Imperial Council needs to review?” Evan asked. The leaders indicated not. “Alrightey guys, keep alert for any emergency meetings and remember who appointed you!” And with that, the Emperor left the Council completing the council meeting.

Walking back to his office Emperor Evan pondered over the events of the meeting and their effects.

After hearing testimonies from the Department of Foreign Relations and Department of War the Levitian National Congress decided that an international forum needs to be created to establish international laws and order. The following statement was released:


PROPOSITION #1

Nation: Levitius


1. I, the representative from The People's Republic of Levitius, propose that the nations of Terra establish an international organization to facilitate communication. I propose that the following statement is adopted as the organization's mission  statement:

2. We, the nations of Terra, hereby establish the United Terran Nations (UTN) to facilitate open international discussion and resolve global issues. We take this historic step to advance the position of all humans, regardless of location or ideology. This organization does not seek to further the position of any one nation, or group of nations, over the rest. This organization is not a global government, nor is it responsible for enforcing international agreements between members. Nations may freely choose to sign any agreement; these signatures are not enforced but they are considered good faith agreements and these signatures will be respected and honored by all members who choose to sign the pledge.

3. Corporations and other sub-state organizations are not "nations" and thus cannot be represented by this international body.

4. The UTN headquarters should be decided by popular vote of finding members.

Levitian Congressman Lukas Lysenko, former Levitian emperor, had this to say on the subject:
"CBRN capabilities, especially nuclear weapons, belong in the hands of governments who owe their power to those that they govern. Corporations are only responsible to their stock holders and lack all morality. Issues like this need to be decided by international accords. Creation of the UTN will assist in this process. No nation should avoid this conversation."

Copies of the proposal have been sent to all sovereign nations in Terra.

Government Meeting Room, Oralienborg Palace

For an Aleian government meeting, the room was unusually silent. Normally, the ministers would go on presenting their cases like the meeting was a shouting competition, but at the time the entire table has their eyes focused on a few figures, each quite close to each other. Even prime minister Kandenin was intrigued by what they had to say. The silence might have been caused by the time of the day (or night) or the

"This is outrageous!", chief advisor Golevov shouted, "For decades we have been the main power in the region. The other nations wouldn't dare to even question us. Yet, now we are just going to let foreign corporations hand over our precious power to them?"

"Calm down, surely you don't think that our neighbors are going to deploy corporate missiles on us immediately? Besides, do you really think that they would have the mettle to overpower Aleia? Our military? Imagine how many warheads we could have", was the response Assembly president Kolonevov could come up with, "I believe you may confirm that, defense minister Matinsky?"

"I believe you are heavily overestimating our military. When was the last time you really saw the state of our military, Kolonevov? A few days ago, I was at the 7th army headquarters. Virtually every firearm was from at least ten years ago. While other nations get those modern main battle tanks, we have to cope with the aging type 53s. While other nations have dozens of nuclear weapons, we have six from 1978. If anyone was to engage us, the only thing we can rely on is the brute size of the army."

Golevov gave a firm nod."As it appears, if Massey is to actually go through with this decision, there is nothing stopping Massey or everyone else from using private warheads against us."

"Since you are not coming up with a solution, I have one for everyone here. You are forgetting that we are able to do exactly the same. What is to stop us from purchasing a few biological strikes against the southern continent, for example? There is no question that we are able to afford some well-placed strikes. Massey couldn't possibly set the price so high. Why not do the unexpected before they to what we expect them to do?", Kolonevov replied. There was a serious look on his face.

Despite having been so confident at the beginning, Golevov was by then hesitant to find out the meaning of his words. When he did find out though, he had to ask for a confirmation: "Are you proposing that we are to strike first?"

"Well, not exactly. Massey might be happy to have us buy some strikes in advance."

The silence that had existed for the entire meeting was shattered. After Kolonevov had come up with his proposal, the ministers and others seemed to quickly divide themselves. Occasionally, one could hear statements such as "He is crazy!", or "It's the right thing!". Neither Golevov nor Kolonevov were sure on whether to break up the uproar or not. When the meeting appeared to devolve into chaos, Kandenin brought silence with a clear gunshot.

"Let us hear what the chief advisor has to say to this."

"Kolonevov, the Massey corporation hates us, and we have not exactly been forgiving to them. Have you not noticed the drop in car usage the last years? Even though oil expenditures have increased by 33%? And if an attack was to happen, where would we strike first?"

"Yes, they have decided to raise oil prices just for us, but that means they are still interested in our money. And this is about weapons, not oil. They are about to set the price on the strikes. I say we send a delegate to Massey, and see if they are willing to sell us some warheads."

Kandenin lifted his voice before Golevov had a chance to reply. "Is anyone here against this?"

Truth is, that was a rhetorical question. No one at the table said a single word.

"Then it's decided. We will send a delegate to negotiate a purchase before anyone else. The delegate will try to soothe the relations, which should be easy, considering their mind for profit. Then we will have a weapon against our neighbors. Of course, all of this must be in secret until the last moment. Meanwhile we will spread all sorts of anti-Massey statements to keep the facade. I think this concludes our meeting. The proposal will be presented to the empress in a few hours."

Even as all the ministers were leaving the room, Kandenin remained pensive.

"Oh, and ask the empress to mobilize the navy too. In secret."

Minor Officer Charles Beckham of the 2nd flight group was strolling across the hangar of the Evan Empire carrier warship Allegiance. His destination was his unit’s Evan Interceptor; a brute 3 engined fighter with 6 missiles and enough thrust to take off from the allegiance using only ⅓ the length of the ship! Beckham had a lot on his mind recently. The Naval Supreme General had ordered all Naval Groups to be on high alert for any possible dangers. This meant at least one Flight Group of 6 aircraft in the air at all times during the operation. Beckham knew that whatever was going on it was not a safe time for the Evan Empire he fought for.

As he neared his plane the unit greeted him: “she’s prepped and ready to hit the skies sir!” one comrade yelled. “And so am I soldier!” was Beckham’s reply. With the assistance of his unit he was soon strapped into the cockpit and establishing a comms channel with the bridge. “Bridge this is 2nd Flight Group Beckham reporting in. I am now prepped for elevator.” “Copy that 2nd Group No. 3, standby for 2nd Group No. 2 to ascend to deck over.” “Copy that” Replied Beckham.

Beckham watched patiently as the unit of the second fighter in the Flight Group winch-towed their plane onto the elevator located in the middle of the Allegiace’s hanger. The Allegiance was definitely an Evan Empire carrier because, contrary to many other vessels, the Allegiance launched its fighters and landed them on the same deck. The Allegiance did so by placing a hanger-wide elevator in the middle of the carrier’s flight deck. This allowed for up to two aircraft to be towed via winches from the hanger to the flight deck. These aircraft also landed on the deck and returned to the hangar by the same mechanism. The only drawback was the required absence of aircraft on the flight deck during landings to prevent collisions in the event of an aircraft missing it’s arrestor hook.

“2nd Flight Group Aircraft 3, this is the Major Officer Miller commanding flight operations, you are cleared to ascend to the flight deck. Use left launch lane. over.” “Roger that on my way up” Beckham replied as his unit of men scrambled to winch-tow Beckham onto the ship’s elevator. Soon Beckham found himself surrounded in vibrant sunlight as he beheld the black oasis that was the Allegiance's flight deck over the calm sea. His plane lurched forwards as his unit operated another winch moving him towards his launch lane. “2nd Flight Group Aircraft 3: this is Major Officer Miller, we have eyes on aircraft.” the comms channel chimed in. In a few seconds Beckham was stationed over his launch zone while two of his men hooked the two restraining hooks on the deck to the aircraft’s outer engine nacelles. As the two men gave thumbs up and scrambled away a large block of the deck raised behind the aircraft’s engines to protect any men on the flight deck. Beckham waited for comms from the bridge.

“Left launch lane your aircraft is in position and restrained, start your engines and advance to maximum dry power. Over.” “Copy that” replied Beckham as he started his Evan Interceptors powerful engines and pushed the throttle to maximum thrust. “Left launch lane engage afterburners” comms commanded. Miller pushed forward the switch marked afterburner next to his throttle with a satisfying click. “Left launch lane you are ready for release. Signal when ready. Over” comms commanded. “Release” Beckham shouted. At exactly 2 minutes after Beckham had climbed into his Evan Interceptor, it roared down the flight deck at blistering speed and flew off to meet with the rest of Allegiance’s 2nd Flight Group as they patrolled the vast unknown skies.

"Our mission from higher up is simple" said Admiral Emekial Sebeden to his staff. "The massey corporation has many holdings in this area, most notably, sattelite images show arrays of oil and gas rigs here" he said pointing to a map "We will use naval firepower and carrier aircraft to lay waste to them, and strangle these pigs for fuel. The Army tells me their mobilisation is nearly complete, and will be able to deply soon." he continued. "any questions?"

An officer stood up "has war officially been declared? we don't wan to risk an international incident by doing this" they said, concern in their voice. "Good question, glad you asked" replied Emekial "The message is on standby, and will be sent when we are in range of the rigs so we can begin demolition and capture operations as soon as possible".

And with that, the larger fleet set off for the cluster of oil and gas rigs, aircraft carrier surrounded by swathes of cruisers and destroyers of every kind. It took just over a day for them all to get in range and position before the following communique was sent to Massey.

OFFICIAL COMMUNIQUE OF THE CRYSUKON GOVERNMENT

Your aggression against the legitimate governments of the region have not gone unnoticed, and your transgressions can not be let alone any longer. As of this moment, a state of war exists between us two entities. To avoid destruction, surrender regional forces and await further instruction, if not, we the crysukon people will not rest until Massey is no more.

"We guessed our neighbors would do the same. In the case they actually do decide to deal with Massey, we need to be prepared, your highness."

"But what if Massey suddenly decided that they don't want to have dealings with us?"

"In that case, I also propose that we send our Erzebetan Fleet, and perhaps the other ones, to their oil fields, and have them try to be in hiding. If the deal goes wrong, we launch missiles. That way we will be holding their precious oil fields hostage, so even if their weapons were to be used against us, there is no way they would be able to stop the destruction of their main source of income."

The empress was completely silent. To annihilate an entire worlds supply of oil? No, not even half the world's ships could pull that off, but perhaps just a few platforms would be enough to show Massey who's in charge. Maybe such an action wouldn't even be needed. Even Massey, especially Massey, could be made to think more of the profit, rather than the mutual hate.

"Very Well, Kandenin, the Erzebetan Fleet, the Far Southern Fleet, and the 9th squadron will sail for the Massey oil fields, but will only strike in case the deal falters. Will that be all?"

"That will be all."

"Good, dismissed."

As Kandenin exited the room, he breathed a sigh of relief. Now empress Natalia would be impressed with the speed of the readying of the navy, rather than mad because Kandenin had readied it without her permission.

Erzebeta Naval Base

Already, the crewmen were trying to get the fleet ready. This particular fleet was of particular importance, because unlike the other aging ships of the Aleian navy, this fleet was completely up to date with the newest ships. 2 cruisers, 5 destroyers, 5 nuclear-powered submarines, 1 frigate, and 10 corvettes, but most importantly the cream of the entire navy was in this fleet: 2 helicopter carriers, the Anton Golevov (named after the famous 19th century painter, not his descendant, Vladislav Golevov), and the Stepan Amelin. At the bridge of the Anton Golevov stood a man in an Aleian admiral's uniform, waiting for a signal. Finally, the phone rang. It was from Oralienborg.

"All clear. Join the rest of in the far south"

Right after the admiral had had one breath, he shouted numerous commands, most of them involving the departure. Before 2 hours had passed, the entire fleet was out of the base. All before the clock had hit 9 AM. If everything went go according to plan, the fleet might just reach the oil fields within a week

As you know, the Massey Corporation's recent decision to offer their CBRN capabilities on the open market poses important strategic challenges to our national security. This type of capitalistic disregard for human life goes against the very values that our republic has been founded upon. We must find a military policy that safeguards our national interests while ensuring that imported natural resources, primarily oil, remain accessible. To achieve this I request the authorization to mobilize naval forces. These forces will be deployed to the southern ocean to secure one of the Massey Corporation's off shore oil platforms. They will remain in place to ensure our continued control of the platform. Additional naval units will escort all shipments of crude oil from the platform to refineries in Levitius. This oil will satisfy domestic civilian and military requirements and leave a small surplus for stockpile or export."

"Good day. I have very little to say that you don't already know. If the oil stops flowing our production capabilities of all types stops as well. We have enough oil and gas tucked away to run at full capacity for 1 month or reserved capacity for 7 months of civilian times. On reserve capacity only absolutely necessary goods are produced and all oil used for leisure activities is forbidden. The amount of time oil reserves would last in war time is highly speculative but we feel confident that we could make it stretch for 3 months. Big picture, if the oil were to turn off today we would be seeing mass starvation conditions surface in 11 months."

"sir" a sensors operator reported to the captain "I've detected an indentified fleet on RADAR, showing unrecognised IFFs". The captain considered this "Could this be Massey sending forces to intercept us?". The oeprator shook his head "unlikely sir, they would have started firing at the range they are currently at. I advise we hail them and attempt to be diplomatic". The operator opened a comm channel, and the captain spoke.

"Attention unidentified vessels, this is the Crysukon 6th fleet. Please state your country of origin and intentions" HE awaited a reply while the marine forces who would take the rigs and facilities geared up and got ready, jets, gunships and PT boats were fueling and arming and the whole fleet making ready to seize the rigs. Seizing this asset would put a stranglehold on fuel in the region, though the fleet was less concerned. With the recent advent of practical fusion in the mainland, many ships and vehicles had been retrofitted with new reactors, largely negating the need for fossil fuels.

The next morning in the press room

"Today marks a historic event in the history of Terra, we face a new world, one in which for the first time, all nations, big and small, socialist and capitalist, have an opportunity to come together to create a peaceful world for our children, and their children." The President pauses for a short time, looking around at the journalists and cameras. "Today we are not Terrans, or Levitians, or Aleians, we are humans, today, marks the dawn of a new era, and the United States of Terra will be among those few nations to pioneer this era. Today the UST officially accepts Prop 1 and joins the United Terran Nations." Flashes and loud questions fill the room as the President walks off stage.

"I'm going to need at least a 2% increase in budget to keep up with the Aleians and Massey, we need to show them what state industry can do" the Secretary of State Commerce says.
"Very well" the President turns to the Secretary of Finance "Get him a 3.5% increase in budget, and before he says anything, make room for slightly subsidies for the private arms market, we need both our state run manufactures and private run manufactures to be competitive" the President says, going through the new set of bills ready for signing.
"Thank you Mr.President, as for the rest of the private sector we have exceeded projected growth by 1% we might hit a 4% GDP growth by the end of this year" says the Secretary of Private Commerce.
"Well we are cutting this meeting short, we are in the middle of election season and I need to lockdown Gray Coast if i want to win the northern states" The President says getting up and buttoning his suit jacket "One more thing, order the southern fleet to get within 10 miles of Massey Oil Rigs, we want to send a message nations are still above corporations. Also, i want the Aleians on the line as soon as possible, we need to start working with other nations if we are going to make sure Massey stays in its place" He says walking out.

Thousands of miles south in the southern sea the southern fleet receives its orders, hours later USS Davidson, the one of two aircraft carriers in the fleet (other than the super carrier), accompanied by 4 Dreadnoughts, 8 Destroyers, 9 Corvettes, 9 Frigates, 18 Cruisers and 20 Auxiliary Support Ships, all reach the Massey Oil Rigs and sail through 'Massey owned' waters. After 4 hours of throughout Massey waters, the Southern Fleet leaves, its message being clearly heard across the world.

The General stood up and begun to speak. "It's a pleasure to be here but what I am about to tell you is quite serious." A projector was turned on showing a map of the world with Massey Corporation's weapons' locations shown. "Massey Corporation has announced a bid-to-strike program. The following video will show you what this means." The projector then played a video featuring the Massey Spokeswoman.

Beckham was on patrol within his Evan Interceptor when his comms crackled to life: “"Attention unidentified vessels, this is the Crysukon 6th fleet. Please state your country of origin and intentions". Beckham then immediately opened up comms with the Allegiance: “Bridge did you get that? Over.” “Copy that Flight Group 2 No. 3, keep current 150 mile distance off of Allegiance and await reinforcements” Bridge responded.

Meanwhile Major General Helman of the Allegiance took charge: “Minor General respond with message that this is Major General Helman of the 1st Evan Empire Naval Group performing routine naval operations nearby the Evan Empire borders.”. Soon after Helman’s order was given communications conveyed the message and the Allegiance awaited a response. Outside of the bridge the Allegiance was scrambling 3 more Flight Groups armed with mixed anti aircraft/ship missiles to strengthen the Naval Group's defensive stance while simultaneously the 2 Missile Cruisers and 2 Support ships tightened formation to provide supporting CIWS fire as the Submarine provided broad sonar surveillance. Aircraft were expected to be off the deck in 18 minutes and group up with 2nd Flight Group in 15 more minutes.

It is with great sadness and dissapointment that I am forced to issue this statement. Yesterday private waters belonging to the Massey Corporation in the South Sea were trespassed upon by naval forces from the United States of Greater Terra (USGT). This is dangerous and reckless. Unregulated ship traffic in sensitive areas threaten to disrupt global oil supplies. The USGT signed Proposition 1 to become a founding member of an international organization designed to establish international norms. It is disturbing that they would behave in such a contrary way when held to their own standards. To express the Massey Corporation's concern in this matter all oil and natural gas exports to the USGT will be increased in price by 3% for the next 6 months. We urge world leaders to come together in protest of aggressive action like this.

Following the release of the letter Massey ships in the south sea received an order to stop, inspect, and escort all ships entering Massey Company waters. Private military units belonging to WAR-X (under a contract with Massey) were transported to each oil rig in the south sea for security.

Emperor Evan found himself surrounded by his 12 appointed Department Leaders composing the Imperial Council for the third time this week. Aside from emergency meetings, the Imperial Council met on the 1st, 3rd, and 5th days of the week, therefore making this a routine event. “Alrightey, what’s the situation so far?” Asked Evan. The Department of Military Leader stood and spoke up first: “Sir, our naval vessels are stationed close to our borders and the Appropriate Evan Militia Cells are prepared to cope with any homeland contingencies. Furthermore, our 2nd Naval Group is due to make landfall with the Island we discovered earlier this week. And as we all know; The People's Republic of Levitius has created the UTN to form a coalition against Massey Corporation and promote friendly ties. However, it is already agreed between me and Emperor Evan that this will not be beneficial for the Evan Empire to join the UTN due to the existence of the National Coalition of Evan Militias to facilitate international cooperation as well as the existing oil reserves of Evco Inc. Because of this I believe that the Evan Empire has no need of joining the UTN in the foreseeable future.”

“I agree with the Department of Military completely” Evan Declared. “I also think that we should also construct Evan Militia embassies with nations of the UTN in the same fashion as we are with Massey Corporation in order to show our commitment to friendly ties. How does that sound? Can we do it?” Evan asked. “The department of Military can definitely facilitate the new Evan Militia Embassies if they can be constructed.” The Department of Military declared. “And the department of Infrastructure can construct and support them along with the Department of Economic Management” The Department of Infrastructure added. “We can definitely do it with Evco” The Department of Economic Management assured. “Excellent then, do it.” the Emperor proclaimed.

The Emperor then shifted gears: “Alright, now with defense and diplomacy taken care of; how is Evco doing with our arms and oil sale and production?” “Sir we have expanded our influence in the market substantially. Our best generators of profit seem to be our advanced missiles in production using blueprints granted from Empire Research and Development.” Replied the Department of Empire Economic Management. “Very good, I can also say that more can be expected to come from that Department, am I right?” asked Evan. “Yes indeed Emperor.” Replied the Department Leader of Empire Research & Development.

“I also want to see further investment into the oil produced by our Evco Inc. With the increasing tension over Massey oil we might not be able to rely on their cheap oil prices much longer.” Evan suggested. “We can facilitate it with another budget increase of 1.5%” Stated the Department of Economic Management’s Leader. “Very well, do we have room for it in the Department of Finances?” The Emperor asked. “We can sir” Replied Department of Finances. “Alrightey I want it done” The Emperor commanded.

“Anything else?” the Emperor asked. “Our anti-obesity campaigns in the Department of Empire Health are a success sir”. Replied the Department of Empire Health Leader. “Very well. Keep it up and continue keeping those medical companies competitive to help drop medical care prices too. And don't neglect everybody to report any necessary information to the Imperial Senate else they might petition for it!” Evan said before closing the Imperial Council meeting with his statement "Peace Through Power" followed by formal handshakes all around.

The reply from Levitius came through not long after if it was sent "we are recieving, and are willing to co-ordinate on the seizure of these platforms" he paused for a moment "Several vessels in our fleet sre suffering reactor troubles and are unable to move, but we hope to have them underway again within the hour."

Meanwhile, Back at Crystin-Minokos, the Crysukon capital.
"Comrade president" said the economic secretary, Sionis Kerranim. "A new economic report from the Massey corporation just came through, they are raising export prices by 3 percent". Distel Neos, the president raised an eyebrow "So? we have our own trade partners and fossil fuels are being phased out." SHe leaned back in her chair "not our problem". Sionis sighed "But it will affect our allies, if they are stangled of fuel then the economies of our allies and trade partners will suffer. You know we have a lot of leftover Oil, gas and coal, right? sell it to them at a knockdown price, pay for the war effort and get rid of the outdated fuel all in one". The president leaned forward "Do it, we have enough stock to carry us though to when we're done switching to fusion and renewable"

What was supposed to be a routine Friday close-of-week brief randomly turned into a non-stop barrage of "specialists" and "experts" giving impressively, but disappointingly long VidScreen presentations on everything from military munitions and troop movements to epidemiological factors and world legislation proposals. With no end or bathroom break in sight, Saito-Falls Corporation (SFC) Special Projects Director Val Eastmoreland reclined back and motioned for the barman to work on another double Rye.

"With that being said, it is paramount to the continued success of our partnership with the Massey Corporation that we both refrain from signing any UTN treaties and address the security issue facing WAR-X," remarked Jacob Land, the Actions Officer for the Contracts and Logistics department.

"No one is saying that we are signing anything, Land," grumbled Owen Siegfried, Director of Holdings.
"The purpose of everyone coming together today was to address a possible threat and a possible business opportunity. We all know that our bottom line is affected a great deal by the actions of Massey. Joining any international treaty organization with the express purpose of hindering their business practices is obviously out of the question. But, and this is a big what-if, what if we sent a representative to the first UTN meeting, as a sign that we are interested in what's going on, but just not yet ready to commit? They wouldn't be a spy, per-se, but just a way to keep us from being in the dark."

General Jack Reading of the Topcliffe Syndicate Security Forces (SSF) stood up next. "I think that's a great idea. Especially considering the amount of naval activity that's been reported by our guys in Evan, Aleia, and Crysuko."
"Additionally, the Crysukons sent some kind of threat to Massey. Our Intel guys are working on it right now. These guys are planning something, and we need to be prepared. I also would like to remind you all that an attack on Massey, even if it's just WAR-X guys that get killed, is a serious threat to our corporations and legally, according to the Topcliffe-Massey Letter, we are required to offer assistance to the extent of our abilities, if we want to keep our percentage of the agreement investment."

Private conversations erupted between everyone in the room. Everybody already knew that Saito-Falls Corporation leased land in western Vellis, training facilities, weapons, vehicles, and instructors to WAR-X. General Reading would never admit it, but the rumor is that there are some SSF soldiers and SFC Executive Group guys already abroad at some Massey sites. The importance of maintaining the $10 billion relationship with Massey was quite clear.

As the clock struck midnight, Kasumi Saito, President of Saito-Falls Corporation and CEO of the Topcliffe Syndicate, essentially the highest ranking executive in Vellis-Barca, stood to address the room. It was the first time she had spoken all day. "Gentlemen, and Lady," she nodded over to Alexis MacGregor, the first female Director of Internal Security, and likely the most ruthless.
"As much as I was hoping for other nations of Terra to be as excited about Massey's weapons strike program as we are, unfortunately, it isn't so. People are scared. They are scared of each other, they are scared of corporations, and they are scared of what they don't understand. Business, gentlemen, business is what they don't understand. You and I know that neither us, nor Massey, would ever use WMD's to destroy another country. What would that get us? Less people buying our products. It's bad business."

The room filled with men chuckling and the clinking of glasses.

Kasumi continued, "We will continue to do what we always do, and that is to be better than everyone, at everything. Arrange a phone meeting for me with Massey tomorrow morning at 0900. Val. You're my guy. I need you to get on a flight to Massey HQ tonight and grease some palms. Make sure they know we are continuing to support them and are honoring the Letter. Also try and see if they are running any discounts for their Anthrax strikes. If we can get biological scares up in a country, we can open a new market for ourselves."

"Yes, Ma'am," said Eastmoreland, as he downed his drink and put on his jacket. "I will keep you posted."

"The rest of you," she paused for a few seconds to reiterate how serious the situation was, "be ready for a long day tomorrow. We need to rearrange the budget and also nominate a representative to send to the UTN meeting."

Everyone remained seated until Kasumi Saito exited the room, except Val. Val Eastmoreland lit a cigarette for Kasumi, and then one for himself as they exited the room together, discussing his trip to Massey. |

In a meeting room in the capital, the health secretary and secretary for internal affairs (Riso Sedet and Olsat Capsen) were talking about preperations. "I'm worrying about biological and chemical weapons, Riso. we're shifting all medical production towards that of high strength antibiotics, vaccines and other supplies to counter-act a chemical or biological weapons attack but I still think it could go badly". Riso leaned across the table "I know it's a hard time but we have to stay calm, the health service is on maximum alert and every single doctor, nurse and specialist is on call, if those thugs do dare to attack us, we're prepared."

both men remained silent for a moment "what about Aportik? we have our own ICBM arsenal" said Olsat "if we can get a bead on where Massey and their PMC goons are based then precision strikes with sub-nuclear munitions should be enough to make them think twice". Riso considered this "Sounds reasonable to me, but you don't have launch clearences and neither do I. I'll have to get Sangh on the phone if he hasn't thought of this already"

"the public are taking it well" said Olsat, changing the subject "I visited the people's house earlier and support for war once the news broke yesterday is high. It seems support for getting rid of corporate flith wherever it stands hasn't waned". Riso nodded, and both men stood up to leave, each one having their own business to attent to "I can only hope our comrades doign the fighting have luck" he said "I'm not a fan of casualty reports."

Admiral Derik Krus contacted the Levitian Congress as soon as he received the other fleet's reply. He feared that their commanders were set on violent seizure of facilities.

Following heated, all-nighy debate in the Levitian National Congress the following resolution was passed:

Acknowledging that:
1. Private enterprise is illegal.
2. The Massey Corporation was granted special permit to operate private enterprise in Levitius because of its global monopoly on oil and natural gas.
3. The Massey Corporation has taken advantage of the international community and all peoples in the pursuit of profit.
4. Recent actions by the Massey Corporation threaten Levitian national security and the survival of the socialist society.

Declaring that:
1. All Massey Corporation assets in Levitian national borders are hereby nationalized.
2. All Massey Corporation employees from foreign nations are required to leave the country within 5 days.
3. All Massey Corporation employees of Levitian citizenship are to report for reassignment within 5 days.
4. Massey Corporation's oil platforms 2 and 3 in the South Sea are hereby nationalized.
5. The Massey Corporation is to be paid $420M per year for a 10 year period to reparate 1 oil and natural gas refinery ($2B) 2 oil/natural gas platforms ($600M each) and $1B in lost revenue.

Following the resolution passage Massey stock prices on indexes around the world began to fall and oil prices began rapidly rising. Investors are afraid that if Massey assets could be nationalized then the entire oil supply could become the property of national governments rather than enterprise.

The Massey Corporation met the Levitian resolution with resistance. Here is the transcript of an interview with Massey CEO Dave Turnball:

"This is old-fashioned armed robbery. Right after their resolution passed we detected a naval taskforce near Massey waters. We have a world-class security company providing asset protection for all of our properties. Investors have nothing to worry about.

Quite frankly I don't understand what Levitius is so worked up about. We have made the world safer than ever with our Cash per Strike initiative. How long has the program been active? How many strikes have we sold? None. What we did was empower every nation to resist the larger ones. Now no one is at risk from CBRN strikes because retaliation is guaranteed. Levitius also claims that we have tried to strangle-hold global trade and politics with our oil monopoly. If this were true wouldn't you have seen oil prices at $200 a barrel? You would have. This simply hasn't been the case. The 20 year average price for oil has been $50 a barrel. What more can you ask for?

$4.2B in payments is a ridiculous joke. We wouldn't sell those facilities for $20B! We will move assets out of Levitius but they will not get the offshore platforms. Further, the Massey Corporation no longer supplies goods or services to the People's Republic of Levitius and hopes that other nations will join us in embargoes.

Somewhere in the Southern Sea

As it turns out, the ship engines were in a better state than expected. By simply bypassing the stop at the Far Southern Base, the Erzebetan Fleet had alreadyh joined up with the Far Southern and the 7th. They were now on their way to the Massey oil fields. The admiral seemed quite pleased with their speed, although he seemed worried about something. He looked tense and pensive. Alcohol might not have been the best solution, but the admiral had to take a shot of Aleian spirit to calm his nerves just a bit. Most of all, he could not get off the thought that someone might already be there. What would he do then? He was relieved slightly by the fact that the submarine scouts he split from his fleet earlier would be able to see unfamiliar ships before the entire fleet was visible to others. All the other crew members on the bridge were busy steering the fleet. A look out the window and one could see relatively experienced crewmen still trying to find out how to operate the unfamiliar equipment. So far, nothing needed the admiral's attention, despite his concerns. In midst of all the activities a crewman entered the bridge. Like the admiral, he seemed quite tense.

"The scouts near the Massey oil field have sighted several large ships. The captain says that they are of another nation."
The admiral was hesitant to answer. His fears had come true. He responded, "Of which nation do they belong to?"
"No one was able to identify the ships, however they do mention that they were in dangerous proximity to the oil platforms, as they saw on their main radar."
"Anything else?"
"No, sir."
"Good. Dismissed. Someone get Oralienborg 6 on the line."

Now that an unnoticed move to the platforms was now impossible, the admiral had to think of an appropriate action.

"Oralienborg 1 is currently not available."
"This is urgent. If you can't get Oralienborg 6, try 1."
"We don't have access to 1."
"Then try all the damn phones from 2 to 100. It does not matter that we are only allowed to use number 6, we need instructions from the palace."

Event though the admiral wanted to halt the operation, he knew that there would be no chance of reprieve from the government if he were to stop. He ordered his staff to continue.


The Green Room, Oralienborg Palace

Empress Natalia was doing nothing out of the ordinary. Sorting out the documents, taking important phone calls, or just pondering over the next step to take in the Massey-crisis. The diplomat was supposed to arrive at the Massey station in Aleia, as her subject Kandenin himself had told them. She had heard surprisingly little from the naval task force. Perhaps they were sending messages to Kandenin instead? Or Matinsky? She would need to have a word with them. Otherwise she was concerned with the competence of the diplomat. The diplomat Aleia sent has had a few series of incidents not unknown to the general public. A phone was ringing. A few moments later a person came with a seemingly important phone in hand, presumably the same.

"It's number 6, someone said it's urgent."
"Who is it from?", the empress asked.
"USGT. They apparently have something to say to the empress, and preferably no one else until required."

Casually, the empress fetched the phone, and told the person to go away.

She said to the phone "Yes?"

The clock ticking is the only sound in the control room for the USS New Eden (Call-sign: Striker 1), the lead ship. Until the Com's flash with large green letters,

The 2nd in command of the strike group, 1st Lieutenant Harrbie Coel, hears this over com's while in launch room, "Sir with all do respect, we can't attack Massey unless given the orders, and we aren't at war with the Reds, so what do you plan on doing."
"They don't know we are here, we need to wait until fire is exchanged, in the chaos we can fire torpedoes at Massey defensive points, hit the WAR-X ships with ASCMs, then we wait until the Red's Fleet pushes forward. When they do so we set course outside the battle zone and flak the Red ships, and we leave undetected. This leaves the Red's and Massey in a relative stalemate, where they cant push deeper, but Massy and WAR-X can't push them, back. The end result is a bloodbath on both sides."
"We need Presidential approval for a move like that sir"
"I was given command of this strike group with full discretion, I'll take the fall, but no one will have to take the fall if we execute this correctly and get out unnoticed."
The order is relayed to all 7 of the Eden Class Subs. Cruise missiles and torpedoes are armed, every captain waits to confirm surface fire.
"Surface fire confirmed"
Torpedoes shot out their tubes and ASCMs fire in dozens from the strike group. Torpedoes breach the hull of WAR-X Destroyers, "Three confirmed hits, Four, Five, Anti-Ship Cruise Missiles are reaching surface in Three, Two, One." The sensors lit up, two of the defensive platforms collapsed into the water, and more WAR-X Ships took fatal hits.

The 6 other subs formed up around striker 1 and pushed for until the Crysukon Fleet was to their port.

Cruisers began bursting into fire balls as Cruise Missiles and Torpedoes

On the Manxi Aircraft Carrier, jets had already began to take off as the cruise missiles rained down on the carrier, damaging it, but it remained operational as more and more jets began to engage WAR-X Ships

"All Strikers, keep formation and set course to the Eastern Sea, we are getting out of here" The captain took of his hat and sighed as he looked over the flashing screens in the control room.

Crysuko, if you could rp the battle, itd be pretty cool, i telegramed u about this, when ur ships return to port after however you decide the battle goes, you can find some type of evidence that the USGT was involved, i damaged the aircraft carrier and some of your crusiers but i didnt destory anything major, massey has a good about of ships but im pretty sure from the way you described your fleet you can win the current battle, if u want me to edit this in any way telegram me
