After 16 years of seemingly never-ending war, Sakhandar is devastated. The cities are propped up almost entirely by Soyuza funding, while the population attempts to come to terms with the sweeping reforms and brutal war that have occurred over the past years.

However, for the young population who have known nothing but Soyuza education, the Sakhandi Socialist Union and by extent the USP are seen as flawed like any other nation, but necessary forces of modernization. Women have full civil rights, and sweeping campaigns have been launched to fight the influence of traditionalism and religion. Sakhandar seems to have reached a new, more hopeful century, but it will take decades to heal old wounds.

The mujahideen have also been forced into an insurgent organization fighting a much smaller war, with their ability to procure weapons greatly decreased, and having sustained huge losses in the war. As such, the Soyuza War in Sakhandar is declared over, and Soyuza troops begin to pull out of the merciless desert land. The Sakhandi National Army is heavily equipped with Soyuza weapons, and despite losing many to defection and desertion, remain a powerful force to uphold order. From now on, guerrilla conflicts will be referred to as the Mujahid Insurgency.

34,194 Soyuza soldiers were killed, and 140,489 were wounded, many by raids and IEDs. In addition, around 30,000 SNA troops were killed, and 55,000-60,000 wounded.

Mujahideen and civilian losses are impossible to know for sure, but around 350,000 mujahideen are estimated to have died during the war. In addition, at least half a million civilians were killed, with some estimates going as high as 800,000 or 900,000.

The Cascadian government encourages large families with government benefits, such as less money to be spent on college, free healthcare, and a tax break.

The Economy has nearly completely recovered from the war, as demographics are soon to be released. A census is held as well.

Reforms continue to happen, as marijuana use is legalized for public use, and public nudity is legal.

Industry continues to pop up around the country, as well as new oil wells in Texas and the Dakotas

The USP is overjoyed by these developments in Cascadia, now their close ally, and congratulate them as well as issue awards to the government officials who made this possible. They commend Cascadia for being a modern, egalitarian country much like them, and with similar societies, many Soyuza choose to spend their vacation time in Cascadia, exploring the similar but still foreign land.

The USP releases it's 1990 national census, with further information about the individual socialist republics to be released later.

GDP in 1990: 8.195 trillion (3.859 trillion since 1980)
GDP growth rate: 8.9%
GDP per capita: $15,682
Population: 522,570,696 (90,694,088 since 1980)
Population growth rate: 2.1%
Urbanization: 77%

With extremely similar economic growth patterns to Cascadia, based mainly on the growth of heavy industry and oil, the population dynamics are very similar too - the USP has even more land and resources than Cascadia, and thus the government has heavily encouraged the population to have larger families.

In addition, with cities becoming very densely populated and centralized, the USP has built more Type-C apartment blocks to house large families. Soyuza urban planning calls for cities to be tight, with very tall buildings, mass transit, and a complete lack of capitalist suburb patterns. Every inch of land is to be used to the best possible use.

The Cascadian Census is released shortly after:
GDP of 1990: 5.5 trillion
Growth Rate: 5.7%
GDP per Capita: $25,581
Population: 215,583,643

Water is being recycled instead of dumped, as there has been three short water shortages in the desert states of Arizona and Nevada.

As the land of Europe change with each season, the sands of the Sahara blow with each calm, and the rivers change within their course so to does the country of Togerium. In the coming years as the oil crisis caused most the nations countries to close off and pursue a domestic policy the same was true for the empire. Starting in 1983 the teachings of Falon Mer grew and grew and with the on going oil crisis a despairity was seen between the young and old classes of the empire.

Four years later the term "Meritism" was coined describing an ideology that favored merit above all else and was strongly influenced by the teaching of the Mer. It called for massive reform both in the federal, domestic, and global policy.

The year is now 1990 and in it another massive breakthrough has happened the ideology of Meritism has gained support of many of the up and coming intellectuals of the country, but likewise has caused a rift between the left and right that hasn't been seen since the late industrial era a feat that is attributed to the careful Draco family line the one that currently Alicia is apart of. Bethlehem, Palestine has become the defacto capital of this movement as the ideology before only gained traction in the east but now has been spreading west along isles of Britannia and the lands of Iberia.

One attributing factor that many are seeing to quick spread of ideology has been attributed to three factors:

1. A history of the older generations being more conservative in their views then the younger generations.

2. A growing rift in the country between the richer classes in Athran and Gaul versus the rest of the country particularly in Britannia and Carthage that have seen their economic status slowly decrease over the coming years despite the countries growing economic status.

3. Meritism calling for an abolishment of class culture, but in opposition of Alkaevism's call for a violent revolution which have seen supports even among those considered higher in tier.

Queen Alicia now pursuing a stronger domestic policy has called for an official meeting. Wishing to maintain the power of the monarchy she sees that in order for that to happen a great change probably bigger then the drafting of the Verum Populi in 1492....

Weeks Later
In a small meeting room in the Senate stands Alicia, Falon, and a collection of the highest in the ministry along with a few Meritist intellectuals.

"So, your ideology...your beliefs they call for a full social revolution?"

"In a way my queen they do, but not maybe in not the way you fear."

"It's a social revolution the last I heard of one was is in Sakhander, USP, and you saw and are seeing how bloody such revolutions can be. I made this with the intent of reaching an agreement but if you are insis-"

"Ma'am." Falon quickly said cutting her off.

"My ideas are not meant to challenge your authority, and if you may give me the chance you will see they are more flexible then those of Alkaev."

"Speak...."

"I first and foremost am a patriot of this glorious country, how could I not be? But, you must realize my queen that to ignore the growing rift between the poor and rich is reckless, destructive of the ideals that Antoinius revived this land on, and would do nothing more then promote ignorance in the country."

"I can...see how this assessment was made. I have studied the fiscal growth carefully since my reign in '83, but I would be lying if I said such growth hasn't reached everyone. You must understand however we've been in a state of tension since '83, the military, the status of Volkstradium, and the unionization with Celts, Nubians, and those of the Sahara if you expecting that I can just snap my fingers and this will go you're looking into the void expecting it won't look back." She said this time more defensive then she usually.

"I do know my queen and I believe I may have a solution, but our sides can't but heads with each other at each given point. In order for progress to happen we both must be willing to set aside our difference to achieve our shared goals."

"....."

"Ma'am..."

"Fine....fine....fine. Just....show me what you're talking about."

Falon smiled as she reached for her briefcase and began to pullout several papers detailing a more indepth study to the social problems ailing Togerium.

The USP is fascinated by these great changes in Togerium, but makes no comment on them; merely wishing to see how things play out. After all, the Soyuza do have a rather turbulent history with revolutions and social change.
