The USP may not establish a puppet government in control of the territory.
The USP may not attempt to use this as a cover to spread Alkaevism
The USP will not, during the course of the war, attempt to suppress the religions or cultures of the regions occupied.
Violation of any of the above terms will result in Volkstradi action against the USP.

The USP publically accepts these stipulations, though Lena declares that Volkstrad is "a nation of barbarian tribal lunatics and imperialists," and wastes no words in expressing her contempt for the CPPE and Volkstrad.

Likewise, the Kaiser proclaims the USP to be a "Nation of heartless savages who price human life and decency cheaply, and an even cheaper to them is that of the freedom of the individual."

Checking around with news around the area, a "representative" is sent to the station to meet the Kaiser there himself.

The Kaiser and his family is escorted to a black bullet-proof van which leads them to the downtown area and the restaurant they're headed to.

The Kaiser's family, a few officials, and a few Honour Guardsmen step off the train following him, and he begins to walk towards the exit towards where he expects the Togerians to be waiting.

Cascadia begins to construct drones, as the technology is already around, with auto targeting and using wireless communication for Ground-to-Air real time control.

Due to the tensions between Volk and USP, East Coast drills, including Greenland, are conducted, simulating a war with a very powerful nation.

As they walk through the train station it seems crowded though the guards in the area do their job in blocking off most the commuters there to open up a path for the Kaiser and his family. A escort comes up and bows to the Kaiser before leading him to the exit as he then walks to the van to lead them there.

The rep follows along, finding a way throughout the path, and readies to spring the "deal" onto him, nearing up to the van.

"The finest of ink, typed with a letter and grade." The revolver hidden in the pocket his hand was in is jolted out to his head, as a load of buckshot is fired out of it. As quick as it recoils, the rep turns his hand to his temple, and pulls the trigger again.

Time, for the party, seems to be slow, unreal. None can fathom what has just happened, and simply stand shocked and silent for several long moments......

The crowd stands still for a moment before general panic sweeps the area, the escort himself shaking in shock from the moment. Quickly the guards come out and almost forcefully bring the Kaiser's family to the van to escort them to the highly protected emissary building until the Volkstradi authorities can safely collect them with guards on board as the ambulance is called to come and gather and the Kaiser and terrorist to bring them to the hospital.

The paper is collected and sent to the Togerian High Command to go under evaluation.

The first thing that happens in the Chaos following is that the Kaiser's children abruptly all scream and run to his body, the Honour Guard running half to the Kaiser and half to the body of his killer, one picking up the note while the others search the body and take his weapon.

But sadly, following an extensive body exam hours later the Kaiser is pronounced dead with the bloodied letter being mailed to the Volkstradi High Command.

Scattered, confused reports start coming in to Volkstradi news agencies, and everyone is completely confused. The Public is shocked by what little information relating to the events comes in about the assassination. Some reports say the Kaiser is dead, others that he is wounded and in hospital, and wild speculation ensues about those responsible. All news covers the event, and all TV channels, radio broadcasts, and many forms of internet entertainment are halted, switching to emergency coverage of events. Hysteria ensues, and wild rage and confusion fills the streets.

The terrorist is already dead, with his head cleared out entirely by the blast of the gun, the shot tearing apart his brain. On him is only his revolver, with 2 shots spent, and a picture of a candle hidden in the revolver pocket. On the back is written "Vigenère, Liberty, all will come apart."

The Empress of Togeria Alicia makes a formal apology to the royal family of Volkstrad and to the country itself as Hadiyyah is called back to Togeria in this time of strife.

"It was on our own carelessness that such a tragedy was made possible. Such an event in Togeria hasn't happened since the 1930s and even then only in the capital city, to happen here for no reason is so alien...please no matter the reason the fault for such anguish and sorrow lies on the country, guard, and people of Togeria for not taking the necessary precautions in making sure such a matter never happened. I assure you though that in the future regulations will be tightened and checks done routinely to make sure such an event never occurs to anybody rather it be the Kaiser of Volkstrad, a foreigner of the USP, or even the common workman of Togeria."-Alica Draco.

The letter is transported from High Command immediately to the top code cracking departments of the Staatsicherheit to uncover what information this letter may hold.

After definitive news of the Kaiser's death comes in to Volkstrad, it is all that is on the news, 24/7 coverage. The public of Volkstrad is furious, enraged by this madness. People take to the streets in frustration, wondering who would have done such a thing to their beloved ruler. The IVA mobilizes, the Army filled with hatred and rage.
The Honour Guard is disgraced, despairing at their failure to stop the event and furious that they were able to do nothing.

The Kaiser's four children, two daughters and two sons, accept none of this. The youngest two, Dietrich and Gratia, are frequently crying. The older two, Anja and Franz, remain fairly shocked and quiet, seeming to look more inward. All were covered, to some degree, in the Fallen Kaiser's blood.
