A summit was held on 14 January 2016 by the United Phoenixus Nations (UPN) and the Crown Federation of Recon (CFOR) to determine the future of relations between the two regions. Phoenixus, the last remaining Crown Dependency of CFOR, views this summit as potentially pivotal.

14 JANUARY 2016
0900 - Summit begins, all delegates are present
1200 - Lunch Break, first break
1300 - Talks resume
1500 - ANPS Ground units reporting gathering of protesters two blocks south of UPN building.
1643 - First decision reached, not released.
1700 - Negotiations begin between UPN and CFOR delegates
1736 - Protest, that was initially marching around downtown reaches UPN building, numbering 7,500. Occupation and concurrent shutdown of downtown core begins
1800 - Banquet dinner held
1953 - ANPS declares that protesters number in the territory of 10,000
2000 - Negotiations continue
2113 - Final decision reached
2130 - Decision in favour of maintaining current Phoenixus-CFOR relations announced
2133 - First ANPS reports of violence at the UPN exclusion zone barricade
2140 - ANPS Reports that protesters are now well aware of the decision and violence increases, stones being thrown, some attempts to breach the exclusion zone around the UPN building
2140-2200 violence escalates, Molotovs thrown, police struggling to hold line
2205 - ANPS calls for reinforcements, citing that the perimeter had been breached by a single protestor
2215 - Summit security commander orders helicopters in the air to get high-profile delegates including monarchs away from danger.
2220 - Helicopters airborne
2225 - Helicopters arrive, monarchs and high profile delegations removed from the exclusion zone and taken to their places of accommodation
2226 - Shots fired reported by numerous ANPS units managing the evacuation, one confirmed KIA, Royal Security Council Agent Robert DeRalph, killed by a sniper from outside of the exclusion zone whilst escorting Sir Michael Pawn, the Secretary of Administration for the Recon Empire proper.
2228 - Evacuations of high-profile attendees complete
2228 - One suspect, bearing a long range rifle killed by ANPS tactical operatives in a short-lived shootout on top of a building south of the UPN building.
2230 - Two more protesters breach the exclusion zone
2245 - ANPS officially declares the situation to be a riot, more reinforcements called
2248 - more than 10 minutes after the shots fired, Summit security commanders agree to notify the army commander
2250 - Army confirms it's alert status at 'on standby for orders'
2300-0000 Protests dwindle in numbers, violence concurrent.
15 JANUARY 2016
0000-0734 - Protests continue with little violence, around 3,500 of the 10,000 from earlier stayed overnight, engaging with a fight with ANPS units defending the exclusion zone. ANPS commanders are expecting protests to continue to escalate during the day.
0839 - UPN heads of state stayed the night in the UPN building. Press officers reported that there will be a statement made at 1300 or earlier should it be needed.
0930 - Observers notice increase in volume of crowd from an over-watch position on an office tower near the protest location.
1000 - ANPS observers continue to report increases in volume.
1300 - Governor Ashtyn Park stated that the referendum will be held over the course of next week, encouraging protesters to vacate the area
1312 - Tires reported to be burned along Main Street E in front of the barricade. Riot units are being deployed.
1509 - ANPS reporting little change in the situation from last night, riot line formed, preparing to push demonstrators away from the barricade to allow for heads of state escorts to leave. Helicopters have been deemed 'out-of-the-question' due to funding issues.
1530 - ANPS Riot units move in, push back protesters
1637 - Protests intensify
1724 - Protesters throwing civilian grade 'bangers' at police, in addition to stones and molotovs.

0436 - Gunfire reported by ANPS operatives on the ground
0442 - Preliminary investigation finds no injured or any leads as to what the reported gunfire was
0502 - Discharged 5.56mm rounds found on the street by ANPS officers
0643 - Protesters reported to be setting up barricade
0648 - ANPS confirms barricade in progress
0650 - Commanders order operatives not to engage the barricade
0651 - Army ordered to mix with ANPS on the frontline.
0730 - ANPS close off a wider radius to traffic
0934 - ANPS observers report that crowd is forming across the downtown area, places call to Signals Intelligence Agency for information
0937 - Signals Intelligence Agency reports to command outside the UPN building that another protest, purported to be a march.
0942 - 911 calls come in, reporting large mob along the 'strip' on the Downtown west side, dispatchers confirm to callers that they are aware
1045 - The crowd forming renders Main Street impassable by vehicle traffic
1113 - ANPS observers notice crowd starting to move, identifying flags, including the Ashyarian National flag and the flags of the Ashyarian Provinces
1134 - Crowd passes city hall, ANPS observers estimate the crowd numbers 7,500 in addition to roughly 3,000 still on the ground around the UPN facility
1158 - Crowd reaches downtown east side, near the UPN building.
1203 - 911 call declaring presence of "assault rifle" in crowd
1208 - Command orders snipers in the vicinity to identify the target and track them
1211 - Sniper on nearby skyscraper locates target, reports to command that they are indeed carrying what appears to be a selective fire rifle
1212 - Command gives order to clandestine agents to make their way into the crowd and remove the target, or at the very least the rifle
1213 - Agents move in
1217 - Observers report that the barricade formed across the street is complete, consisting of spare parts, has a section that can not be observed by Government
1222 - Agents report that the target in the crowd has been located, awaiting orders
1224 - Command orders the agents to stay near the target, and to await further orders
1237 - Government loudspeakers announce that details of the referendum will come at the top of the hour
1245 - A journalist that was able to get access to the barricade interviews 3 armed men, saying that "they are willing to fight and die to free the Phoenixian realms.
1248 - Command is notified of the journalism, pulls police back and makes a request for additional military support
1253 - Army commanders report mobilisation in progress, and to standby
1300 - Loudspeakers declare that there will be referendum held between Monday, 18 January and Friday, 22 January.
1322 - Army units arrive by the truckload, entering through the east gate into the primary exclusion zone
1333 - Ashtyn Park starts a conference call with the Minister of Internal Affairs, the ANPS Commissioner and the 2nd Ashmore Mechanised Infantry commanders to discuss potential martial law.
1342 - Ashtyn Park ends the call, places another one to the ground commanders, stating that the crowd must disperse, and will have until 1500 to vacate the streets, and that there will be no further lenience. Also declaring that the water cannon APCs need to be placed at the front in formation for psychological and tactical reasons. Martial law is declared in Downtown Ashmore.
1345 - Government loudspeakers announce the orders, and the water cannon APCs are moved up
1400 - Observers notice crowd volume decreasing, though only slightly
1427 - An unmarked truck pulls in front of the demonstrator barricade, has a speaker system in the box
1429 - An unidentified announcer goes on the speakers, stating the following:
"Attention, attention please! I want to get this over with quick so we at least have time to get stuff done. I'm going to be the first to declare that in the barricade behind this truck, there are 50 or so men and women, armed with fully automatic assault rifles, prepared to fight to the last person. We do not care for defeat, we do not care for death. What happens on these streets over the course of the next week will decide what happens here. I demand to meet the commander of the Government forces in the center of this intersection in order to set in stone a no-fire agreement until this situation is resolved. As for the people, I encourage you to vote for what the best interest of this nation, this world is. Do not let fear overcome you.
Thank you."
1430 - Chancellor of Nordhal demands that the world leaders still inside the UPN building be evacuated immediately.
1431 - Commander of the Government forces agrees to meet the leader of the opposing side, unarmed, so as long as the crowd makes room. This is done by loudspeaker
1432 - Barricade leader, as now known as, agrees and encourages the crowd to make way.
1435 - Barricade leader and Government leader meet in the square, and discuss terms
1440 - Barricade leader and Government leader walk back to their respective sides
1441 - Government loudspeakers announce that Ashyaria has 'officially entered a crisis, and that there shall be no shooting between either side'
1445 - World leaders agree to evacuate the UPN building.
1446 - Ashtyn Park makes calls to Army commander and Ground commander that the world leaders are leaving the UPN building, and that command is delegated directly to the ground commander. The commanders acknowledge this.
1450 - Call made to airport for helicopters to transport world leaders away from the crisis scene
1500 - Helicopters depart airport, and deadline to clear the streets has been met. 9,500 demonstrators remain, though ANPS observers continue to see dwindling volume.

1030 - A hotline is established between the barricaded group and the government forces.

1933 - ANPS rush to investigate
1950 - ANPS report that nothing has been found.

No changes in situation to be reported. The standoff remains tense, and the crowd volume fluctuates. Occasional rocks are thrown at police. It was also declared that a mobile voting station will be set up to process referendum votes. The station will be protected by Ashyarian Military.
